Brexit Leaves French Fishermen On The Hook

September 12, 2017 — France’s busiest port, Boulougne-sur-Mer, sits just across the English Channel from Britain, in the Calais region.

Seagulls glide above scores of brightly painted boats docking to unload the catch of the day — mainly sole but also cod, roussette, crab and scallops.

It’s all sold at a bustling seaside market where Marie-Laure Fontaine sells seafood from a fishing boat called Providence.

“Sole and cod and turbot, we get these all from British waters,” Fontaine says. “And this is a worry.”

Up to 80 percent of fish caught by fishermen here comes from British waters, which are about a two-hour boat ride away.

French fishermen have been nervous since Britain voted to leave the European Union last year. That’s because when the divorce is final, the U.K. will also leave what’s called the Common Fisheries Policy.

“After that, the U.K. will be an independent coastal state, like Norway or the Faroe Islands or Iceland,” says Barrie Deas, chief executive of the U.K.’s National Federation Fishermen’s Organisations. “The U.K. will determine its own fishing quotas and access arrangements. So I think it’s realistic for the French to be worried.”

Study negates concerns regarding radioactivity in migratory seafood

September 5, 2017 — When the Fukushima power plant released large quantities of radioactive materials into nearby coastal waters following Japan’s massive 2011 earthquake and tsunami, it raised concerns as to whether eating contaminated seafood might impair human health—not just locally but across the Pacific.

A new study by an international research team shows that those concerns can now be laid to rest, at least for consumption of meat from migratory marine predators such as tuna, swordfish, and sharks.

The team focused on cesium, a silvery metal with a large number of radioactive isotopes. Two of these, 134Cs and 137Cs, form when uranium fuel breaks down in nuclear reactors. The cesium isotopes are of particular concern because they were discharged in large quantities following the disaster, exhibit relatively long half-lives (2.1 and 30 years respectively), and tend to accumulate in the muscle tissues that people like to eat.

However, the team’s sampling of tissues from predatory fishes and other large vertebrates collected across the northern Pacific between 2012 and 2015 revealed no detectable levels of 134Cs, and 137Cs concentrations that were generally consistent with background levels from aboveground nuclear testing during the 1940s and 50s. They collected the animals from waters near Japan, Hawaii, and California.

Aquaculture can feed the world, new report claims

August 31, 2017 — A new study by University of California, Santa Barbara marine scientists led by Professor Rebecca Gentry, along with researchers from the Nature Conservancy, the National Oceanic and Atmospheric Administration, and the University of California, Los Angeles (UCLA), shows considerable potential for aquaculture to develop around the globe.

Fish farming is now the fastest-growing food sector in the world, and is frequently cited as having the potential to address future global food security issues. In their study, the researchers estimated that 15 billion metric tons (MT) of finfish could be grown globally per year, which is 100 times more than current world seafood consumption.

The results of their study, “Mapping the global potential for marine aquaculture,” published in the journal Nature Ecology and Evolution on 14 August, demonstrates the oceans’ vast potential to support aquaculture, director of the UCLA Institute of the Environment and Sustainability and report co-author Peter Kareiva said.

“We need to find more protein for our growing population, and we have pretty much tapped out wild fish as protein sources,” he said. “This study shows that farming fish in the ocean could play a huge role in feeding people without degrading our ocean or overfishing wild species.”

Both fish and bivalve aquaculture have potential for expansion in what the researchers termed “hot spots” – particularly in warm, tropical regions.

Indonesia, for example, was found to have one of the highest production potentials for fish and bivalves. Developing just one percent of Indonesia’s suitable ocean area could produce more than 24 million MT of fish per year. If this was used entirely for domestic consumption, it would increase seafood consumption per capita six-fold.

Hurricane Harvey’s impact on regional seafood sector still being determined

August 30, 2017 — Hurricane Harvey has caused significant damage in Southeast Texas, but experts in the shrimp industry don’t believe there will be a long-term impact on the United States’ Gulf of Mexico shrimp industry.

However, some Houston-area seafood companies suffered damage from the storm and overall losses in Texas could total USD 100 billion (EUR 83.6 billion).

Rockport, Texas-based Global Blue Technologies, a shrimp farm and hatchery, was still assessing the damage to its facilities on Tuesday and SeafoodSource will provide an update soon.

AkerBiomarine’s krill oil plant in Houston suffered minor leaks due to heavy rain, but did not sustain damage, according to a statement the company provided to SeafoodSource.

“Due to severe weather conditions, we did a controlled shutdown of our Houston manufacturing plant on Friday, securing all assets and the site. The top priority in this situation is always the safety of our employees and their families,” AkerBioMarine said.

On Tuesday, the plant was still shut down.

Pelagic survey highlights NOAA’s growing collaborative relationship with industry

August 30, 2017 — Earlier this year, officials with the National Oceanic and Atmospheric Administration used the Lisa Marie, a private fishing boat, to collect data for its annual coastal pelagic species survey. The move was part of an effort to increase collaboration between the public and private sectors.

Earlier this summer as officials with the U.S. National Oceanic and Atmospheric Administration completed work on an annual survey of coastal pelagic species (CPS) in the Pacific Ocean, they received some assistance from a new source: the private sector.

Not only were representatives from the West Coast seafood trade industry on board a federal vessel for five days while survey samples were taken, but one fisherman allowed NOAA officials to outfit his boat with equipment to survey more shallow waters near the coastline. The collaborative venture marked a milestone in a public-private dialogue that’s been going on for years.

The CPS survey collects data primarily on Pacific sardines, said Kristen Koch, the acting science and research director of NOAA’s Southwest Fisheries Service Center in La Jolla, California, but it also includes observations on other CPS fish such as northern anchovy and jack and Pacific mackerels. Typically, officials use the Reuben Lasker, a NOAA vessel, to conduct the survey. However, private sector representatives felt the government was missing out on some key data in their work.

Government leaders welcomed the idea to get more data to fill in the gaps they also sought to fill.

“Data is like gold to us,” said Koch. “If we can collect more of the kind of data we need, it improves the precision of our assessments of these species.”

Industry’s challenge to seafood import monitoring program rejected

August 29, 2017 — A legal challenge to the Seafood Import Monitoring Program (SIMP) – a set of regulations requiring increased traceability for seafood imports – was rejected on Monday, 28 August.

The lawsuit was filed earlier this year by the National Fisheries Institute (NFI) and a large group of U.S. seafood companies, including Trident Seafoods, Fortune Fish and Gourmet, Handy Seafood, and Alfa International Seafood. The industry representatives argued that the program violated federal law and that their businesses would be harmed as a result of its implementation.

U.S. District Judge Amit Mehta ruled against the plaintiffs, finding that the Commerce Department’s implementation of the program was not done inappropriately. Specifically, Mehta found that SIMP was issued under rules allowed under the Magnuson-Stevens Act and Administrative Procedure Act, and that the department properly completed a regulatory flexibility analysis to determine SIMP’s impact on small businesses.

“The court finds that the rule’s issuance did not run afoul of the MSA, and the current Secretary of Commerce validly ratified the rule, thereby curing any alleged constitutional defect in the rule’s promulgation,” Mehta wrote.

ALASKA: The F/V Akutan’s sad, failed season in Bristol Bay

August 17, 2017 — Fiasco. Disaster. Nightmare. These are words used by those involved with the floating processor Akutan to describe a fishing season gone terribly wrong. The Akutan, owned by Klawock Oceanside, Inc., was supposed to custom process up to 100,000 pounds of Bristol Bay salmon a day for a small fleet of fishermen under the banner Bristol Bay Seafoods, LLC. After July 25, it was bound for the Kuskokwim to give local fishermen their only salmon market.

Nothing went right. The owners, the fishing fleet, the lender, and the crew have gone unpaid or lost big sums of money. Onboard the vessel sits 130,000 pounds of headed-and-gutted sockeye salmon, the only bounty other than the vessel itself that may eventually compensate the parties involved. The owners, fishermen, and other parties filed liens against that fish as the 180-foot floating processor Akutan and a skeleton crew limped out of the silty, shallow Nushagak Bay Sunday to seek repairs at a blue water port.

“We’re in peril,” Captain Steve Lecklitner said Saturday. “We know we cannot stay in this river. It’s breaking down our systems. The owners have basically abandoned the vessel. The mortgage holders and the lenders have not established contact. I’m trying to get parts for our generator, and as soon as that’s done, it’s our intention to move the vessel to Dutch Harbor.”

Best laid plans

After last season a group of about 15 Bristol Bay drift boat fishermen decided to again pursue their own market. These fishing families are members of an Old Believer community in Homer and are commonly, and not pejoratively, referred to as the “Russians” in Bristol Bay’s fleet.

Skipper Kiril Basargin, a leader of this group, has been vocal about his frustration with the “mega corporate seafood buyers” that process 99 percent of Bristol Bay’s catch, faulting them for catch limits and low prices. In 2015 he brought his concerns to the state’s board of fisheries, telling them that Bristol Bay’s seafood companies promise “every year that they are going to keep up, and not holding there [sic] promises. Holding on, the commercial fisherman loses money every minute while they sit. We finally got tired of sitting and losing our seasons. The huge corporations control the markets and commercial fisherman. Finally in Bristol Bay in 2014 Wild Legacy Seafoods was born,” he wrote.

What happened to Wild Legacy Seafoods is unclear. But ahead of the 2017 season, Basargin and others formed a new company, Bristol Bay Seafoods LLC, to be their own “buyer”. They hired Klawock Oceanside to be their processor.

“And really they’ve lost their whole season to mismanagement and mis-operation of the F/V Akutan,” said William Earnhart, an attorney for the Bristol Bay Seafoods fishermen.

Fatty acids lower your risk of heart disease. Without fish, you’re missing out.

August 17, 2017 — Are you getting enough omega-3s? These vital fats are beneficial for heart, brain and eye health, but it’s not just the amount that matters. The type of omega-3s in your diet could determine the health benefits you’re getting — especially if you don’t eat fish.

Long-chain omega-3 fatty acids called EPA (eicosapentaenoic acid) and DHA (docosahexaenoic acid) are found in marine sources such as fatty fish and fish oils. Another type of omega-3s is ALA (alpha-linolenic acid), which is found in plant sources such as flax seeds, canola, chia and walnuts.

Most Americans aren’t getting enough EPA and DHA. That’s of concern because there is strong evidence that these omega-3s reduce triglyceride levels to help lower the risk for heart disease or heart attack. There is some evidence that these healthy fats may also reduce blood pressure and improve blood vessel function. And those are just some of the heart-health benefits. The evidence for these benefits in ALA isn’t as strong.

Penny Kris-Etherton, distinguished professor of nutrition at Pennsylvania State University, points out that, “We really haven’t seen evidence for benefits of plant omega-3s on cognition or in preventing stroke.”

Bruce Holub, professor at The University of Guelph adds, “EPA and DHA are shown to be quite effective at lowering triglyceride levels in the blood, while equal amounts of ALA had no effect.”

Getting enough DHA is especially important for pregnant women because it’s essential for healthy development of a baby’s brain and eyes.

Researchers and fishing companies form coalition for sustainable seas

August 16, 2017 — A new paper by Henrik Österblom, Jean-Baptiste Jouffray, Carl Folke and Johan Rockström describes how the authors engaged with large seafood producers to coproduce a global science–business initiative for ocean stewardship. They suggest that this initiative is improving the prospects for transformative change by providing novel links between science and business, between wild-capture fisheries and aquaculture, and across geographical space. They argue that scientists can play an important role in facilitating change by connecting knowledge to action among global actors, while recognizing risks associated with such engagement.

The authors argue that the methods developed through this case study contribute to identifying key competences in sustainability science and hold promises for other sectors as well.

The following is taken from the abstract of “Emergence of a global science-business initiative for ocean stewardship,” published in Proceedings of the National Academy of Sciences:

The ocean represents a fundamental source of micronutrients and protein for a growing world population. Seafood is a highly traded and sought after commodity on international markets, and is critically dependent on healthy marine ecosystems. A global trend of wild stocks being overfished and in decline, as well as multiple sustainability challenges associated with a rapid growth of aquaculture, represent key concerns in relation to the United Nations Sustainable Development Goals. Existing efforts aimed to improve the sustainability of seafood production have generated important progress, primarily at the local and national levels, but have yet to effectively address the global challenges associated with the ocean.

This study highlights the importance of transnational corporations in enabling transformative change, and thereby contributes to advancing the limited understanding of large-scale private actors within the sustainability science literature.
