MAFMC Reminder: Electronic Reporting Requirements for Party/Charter Vessels with Mid-Atlantic Permits

March 7, 2018 — The following was released by the Mid-Atlantic Fishery Management Council:

Beginning Monday, March 12, 2018, all charter and party vessel operators holding a federal permit for species managed by the Mid-Atlantic Fishery Management Council will be required to electronically submit Vessel Trip Reports for all trips carrying passengers for hire. These electronic Vessel Trip Reports (eVTRs) must be submitted through a NOAA-approved software application within 48 hours of entering port following the end of a fishing trip. This regulation applies to all vessels with these permits, including vessels outside of the Mid-Atlantic region, regardless of where they are fishing when carrying passengers for hire.

This action is not a change in reporting requirements; it is an administrative modification to the method and timing for submitting VTRs.

This change applies to all vessels with federal Greater Atlantic Regional charter or party permits for any of the following species:

  • Atlantic mackerel
  • Squid
  • Butterfish
  • Summer Flounder
  • Scup
  • Black sea bass
  • Bluefish
  • Tilefish

Training Opportunities

The Council has hosted several training sessions to help for-hire vessel operators prepare for these upcoming electronic reporting requirements, including two workshops in April 2017, two workshops in February 2018, and a webinar in March 2018. On March 16, 2018, The Atlantic Coastal Cooperative Statistics Program (ACCSP) will host a workshop on using the SAFIS eTrips software in Riverhead, NY. Registration is required, and participation will be limited to the first 25 captains who sign up. View the announcement for additional details.

Calamari on the menu as feds maintain US squid fishing quota

March 2, 2018 — PORTLAND, Maine — Federal fishing regulators are keeping the quota for commercial squid fishermen about the same under new fishing rules that take effect soon.

U.S. fishermen harvest shortfin and longfin squid in the Atlantic Ocean. The squid are used as food, such as calamari.

The National Oceanic and Atmospheric Administration says it’s keeping the quota for shortfin squid the same and increasing the longfin squid quota by 2 percent. The new rules are effective on April 2.

The squid have been brought to shore from Maine to North Carolina over the years, and the fishery is based mostly in Rhode Island.

Southeast Alaska squid fishery shot down

January 18, 2018 — Declining king salmon stocks are playing a role in the Alaska Board of Fisheries decisions for other commercial fisheries.

On Sunday, the board voted down a proposal for a new fishery in Southeast Alaska for market squid.

The proposal sought to allow purse seining for the squid, a species that can grow to 7-and-a-half-inches long and ranges from Mexico to Alaska.

Salmon seiner Justin Peeler of Petersburg told the board he’s also fished for squid in California.

“As somebody that had a background in fishing squid I got reports from other fishermen during various times of the year of seeing squid, biomass is showing up, water temperature is warming a little bit and we’re seeing changes of that in our other fisheries and after seeing it grow and kind of more and more sightings and the density of the schools and the sightings growing I decided well I should put this proposal in,” Peeler said.

Peeler thought the fishery could be opened to other gear types as well. He saw squid as an opportunity for fishermen but also a potential threat to other species.

“They’re eaters,” Peeler said. “In a short period of time they have to eat grow and spawn and that’s the fear I have is that these could move in in a very rapid rate and we could see a huge change in some of our other fisheries due to us not realizing that this is somewhat of an invasive species as oceans warm. Our local inside waters may stay cool enough that they might hold ‘em off a little bit but if it’s warm out in the deep they’re gonna come up and they’re going to spawn and they’re going to be in our waters as their population booms.”

Alaska Department of Fish and Game issued what are called “commissioners permits” in 2014 and 2017 to Peeler and others interested in testing whether they could catch squid.

Massachusetts: Battling Ice On A New Bedford Fishing Boat

January 3, 2018 — The normally bustling docks along New Bedford harbor were practically deserted Tuesday as an arctic cold front kept some boats off the water.

On one pier, a deckhand heaved a sledge hammer against the ice-caked roof of the Gabby G, a fishing boat on the New Bedford pier. Ice covered practically every exposed surface of this 105-foot dragger.

The boat’s captain, Mario Gonsalves, said he wanted to get another run in before a snow storm that’s predicted to hit Thursday.  But first, the crew had to de-ice the boat.

“You’re seeing a lot of ice build-up from spray from the ocean,’’ he said. “The boat goes up and down and the spray from the waves…just freeze(s) instantly, almost. This is what happens when you fish and it’s really cold out.’’

Gonsalves and his five-member crew fish for squid and whiting, also known as Silver Hake. Once they catch the fish they store them in boxes with packing ice – not to keep the fish cold, he said, but to stop them from freezing.

MAFMC Discontinues Development of Squid Buffer Framework

December 19, 2017 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council voted last week to discontinue development of a framework action that would have considered establishing a squid fishery buffer zone in waters south of Martha’s Vineyard and Nantucket. This decision will allow the effects of the recently-approved Squid Amendment to be realized prior to any additional action.

The Council included the Squid Buffer Framework in its list of possible actions for 2017 in response to public concern regarding longfin squid fishing effort during Trimester 2 (May-August) in an area south of Martha’s Vineyard and Nantucket. Commenters raised concerns about a lack of juvenile squid in some areas, high amounts of bycatch of squid eggs and other species, and reported poor recreational finfish catches.

The Squid Amendment includes a 250-pound trip limit for all permits once the Trimester 2 quota has been reached — a 90% reduction from the current post-closure trip limit of 2,500 pounds. Once the amendment is implemented by NOAA Fisheries, fishing effort will be constrained after a closure during the summer months. This may address some of the concerns raised regarding squid fishing near Martha’s Vineyard and Nantucket. Allowing time for that action to be fully implemented will enable the Council to evaluate the need for buffers or other management measures more effectively in the future.

Prior to last week’s meeting in Annapolis, Maryland, the Council received a substantial number of public comments both in support of and opposed to the framework. Comments immediately prior to the meeting were mostly against proceeding with the buffer action. Also, the directors of the state fisheries agencies for Rhode Island and Massachusetts, the two states most directly impacted, recommended not moving forward with the action at this time.

After extensive discussion and consideration of public comments, the Council voted to discontinue development of the framework. In December 2018 the Council will consider if a 2019 workshop including the various interested parties could serve to further inform possible future actions.

Nantucket Squid Restrictions Not Approved by Mid Atlantic Council

December 19, 2017 — SEAFOOD NEWS — The Mid-Atlantic Fishery Management Council voted against a proposed squid buffer zone framework off the coast of Nantucket, Massachusetts.

According to The Independent, Narragansett Town Council members signed a letter requesting that the Mid-Atlantic Fishery Management Council reject the buffer zone for the summer squid fishery off Nantucket. The council members wrote that “any exclusion zone or restrictions” could potentially result in “economic devastation,” not only for the fishing industry, but other businesses and the town in general.

“Squid is the economic foundation of Narragansett’s fishing industry and it is necessary that access to that valuable resource be preserved,” the letter reads. “We therefore respectfully request that the council protect the access of the squid fishery to these very important and historic fishing grounds.”

Meghan Lapp, fisheries liaison for Seafreeze Ltd., told the Independent that: “A potential squid buffer zone off the south of Nantucket and Martha’s Vineyard, it’s federal waters. So there are a handful of fishermen from Nantucket who do not want squid fishing in Nantucket south of the island. So the commercial squid fishery, it occurs in the summertime south of Nantucket. It has been occurring for decades, since at least the `970s. There have been squid vessels commercially fishing squid there since the ‘70s at least.”

Nantucket charter boat captains have been complaining about the squid fishery causing a decline in striped bass. The ban was proposed due to pressure from the recreational fishing industry, but is now will not  take place in federal waters.

Rhode Island: Narragansett Bay’s Ecology Changes Worry Fishermen

December 11, 2017 — NARRAGANSETT, R.I. — Narragansett Bay has experienced dramatic changes during the past century, from being a dumping place for sewage and industrial pollutants to a near paradise for recreational swimming and boating. But changes continue to occur, whether from the warming climate, invasive species, fluctuating wastewater effluent, or other factors.

As University of Rhode Island oceanography professor Candace Oviatt recently told an audience of fishermen, scientists and students, “I don’t think I’ve ever seen an average day on Narragansett Bay. The bay is always changing. Every year is different. Whether we like it or not, the bay is going to keep changing.”

Oviatt’s comments on Dec. 6 were part of a daylong symposium sponsored by Rhode Island Sea Grant and aimed at creating a dialogue between fishermen — many of whom are worried that the bay has gotten so clean that there is little food left for fish to eat — and scientists whose research tells a sometimes confusing story of how the bay’s changing ecology might give that erroneous impression.

While most of the scientists claim their research suggests that the biomass of fish and other creatures living in Narragansett Bay has changed little through the years, almost all said the composition of species that call the bay home has changed dramatically.

A weekly fish trawl survey in two locations in the bay conducted since 1959 illustrates those changes. According to Jeremy Collie, the URI oceanography professor who directs the trawl, in the early years of the survey most of the species collected in the nets were fish and invertebrates that live on or near the bottom, such as lobster, winter flounder, tautog, cunner and hake. Those species also happen to prefer cooler water.

In recent years, the species that prefer warmer waters and that live higher in the water column have dominated the trawl surveys, including butterfish, scup and squid.

Could migrating squid help Alaska predict climate change?

October 17, 2017 — Juneau, Alaska — Chasing warmer waters, the market squid might be here to stay

Attracted to warming ocean temperatures, small, iridescent squid have been moving into Southeast Alaska waters. They could be a cipher to understanding how sea life reacts to climate change, said University of Alaska Southeast associate professor Dr. Michael Navarro at an Evening at Egan talk Friday at UAS.

Navarro, an assistant professor of marine fisheries, has been studying what are called market squid in partnership with researchers at Stanford University. With the help of undergraduate students, he opened his lab at UAS last month.

He’s trying to understand if market squid are setting up shop here or only visiting. The squid don’t historically range north of British Columbia. Alaska researchers, however, have encountered them in waters in the Gulf of Alaska and Southeast for more than a decade.

Feds shutting squid fishery for year to avoid overfishing

September 13, 2017 — PROVIDENCE, R.I. — The federal government is shutting down the shortfin squid fishery later this week to avoid exceeding quota for the year.

The National Oceanic and Atmospheric Administration says the fishery will close at 12:01 a.m. on Friday until Dec. 31. Squid fishing permit holders will not be allowed to fish for, catch or possess more than 10,000 pounds of shortfin squid per trip.

The shortfin squid fishery is located mostly off of Rhode Island.

Cooperation between fishermen, regulators not just a fluke

August 30, 2017 — NARRAGANSETT, R.I. — The following is excerpted from an article published today by the Providence Journal:

Fisheries management is only as good as the science that it’s based upon. The better the science, the more effective the management.

For the past three years, Point Judith fisherman Chris Roebuck has partnered with federal regulators to get a better handle on fish stocks, taking scientists with the National Oceanic and Atmospheric Administration out to sea on his 78-foot Western-rig stern trawler the Karen Elizabeth to help figure out where groundfish are and in what numbers.

This summer’s trip wrapped up this week when the team of five researchers led by John Manderson, a senior ecosystem field scientist with NOAA’s Northeast Fisheries Science Center, and a four-man crew headed by Roebuck returned to port in Galilee with new information on summer flounder, red hake and other species.

Their research is more important than ever as regulators try to respond more nimbly to shifts in fish abundance and distribution caused by the changing climate.

The work depends on the collaboration between Roebuck and Manderson.

“I can’t do this research without him because I don’t know the ecosystem the way he does,” Manderson said. “I can work with him and quantify what he knows.”

Roebuck, 45, has been fishing his whole life. A second-generation fisherman, he was lobstering at 12 and has captained the Karen Elizabeth for the past two decades.

He fishes for squid from September to April and for sea scallops from April to June, trawling ocean waters from Delaware to the Canada border.

Working with the fisheries science center was a no-brainer for Roebuck, who believes that there are more fish in the sea than regulators are currently counting. Better data could end up benefiting him and other fishermen if they’re allowed to catch more.

“In the end, I’m just interested in making the science more accurate,” Roebuck said.
