ALASKA: Seafood jobs in 2016 mirrored decline in harvests

November 15, 2017 — Fewer men and women went out fishing in Alaska last year, in a familiar cycle that reflects the vagaries of Mother Nature.

A focus on commercial fishing in the November Economic Trends by the Alaska Department of Labor shows that the number of boots on deck fell by 5 percent in 2016 to about 7,860 harvesters, driven by the huge shortfall in pink salmon returns and big declines in crab quotas.

Fishing for salmon, which accounts for the majority of Alaska’s fishing jobs, fell by 6.4 percent statewide in 2016, a loss of 323 workers.

The only Alaska region to show gains in fishing jobs last year was Southcentral, which includes the Prince William Sound and Cook Inlet fisheries, as well as fishing boats out of Homer, Seward and Kenai. All of the region’s fisheries added jobs in 2016, even salmon, scoring the state’s second-highest total employment at 1,661 harvesters.

Southeast Alaska had the state’s largest slice of fishing jobs in 2016 at 29 percent, or 2,275 fishermen. But that reflects a decline for the third straight year. The Panhandle’s harvesting employment dipped 0.8 percent in 2015 and then 2.3 percent in 2016, declining by 53 jobs.

Fishing jobs at Kodiak fell by 8.5 percent in 2016, erasing the job gains of the few prior years. That reflected a poor salmon season, where fishing jobs dropped 14 percent, combined with slight drops in fishing for pollock, cod and other whitefish.

Bristol Bay, where fishing jobs rely almost entirely on salmon, took the hardest hit last year. The 1,276 permits fished reflect a loss of 133 fishing jobs, or 9.5 percent.

This fisherman is determined to fight the rising tide of government quotas

November 10, 2017 — There’s another species in the ocean that is slowly disappearing. This one doesn’t have fins, but orange waders, heavy rubber gloves, and fishing tackle. It’s the commercial fishermen. The industry in which they work, fishermen say, is being choked by unmanageable fines and regulations.

Jim Ford of Lisa Ann Fisheries is one of those still standing. Fewer and fewer boats are going out to sea, to Ford’s dismay. While there used to be dozens of draggers going out of Newburyport, he’s now the only fisherman doing it full-time — pulling a net or trawling the rocky seabed to scoop up his catch.

Ford, 47, disagrees that the sea is being depleted. One of his recent 14-hour runs yielded 1,000 pounds of gray sole (worth about $3 a pound at auction), 300 pounds of monkfish, and some flounder. On his 52-foot fiberglass boat, Lisa Ann III, Ford typically steams out at midnight for a three-hour trip to Jeffreys Ledge with two crewmen on deck and a federal observer — a third-party ombudsman — to monitor overfishing.

This government watchman, a stranger with notepad and pen — and sometimes getting seasick — has spoiled fishing excursions for Ford. The thrill of the hunt, the wild unpredictability of the wind and the waves has turned into a list of quotas, trip limits, and gear restrictions.

He hopes that “some day the marine fishery agencies will figure out there’s more cod and other fish in the ocean then they think there is now. The government doesn’t see what I see out there every day.” Still, fishing policies aside, Ford never fails to get excited when the catch sensor blinks, indicating that there’s plenty of fish in the net. “I love fishing. Otherwise, I’d put my anchor down and call it quits,” Ford said. He spoke with the Globe about why he remains hooked.

Gorton’s giving 214K pounds of pollock to food banks in areas hit by Harvey

November 13, 2017 — GLOUCESTER, Mass. — There’s just something about a guy in a Sou’wester that makes you know that you can trust him when things get a tad sticky. Which is the complete opposite of guys in visors. Them, we keep a eye on.

One of the Gloucester companies that helped make the sou’wester an iconic image of the fishing life is Gorton’s Seafood over at the east end of Rogers Street. And the company has done a very good thing.

Last week, the seafood company announced it is donating 214,000 pounds of its pollock tenders — which breaks down into about 858,000 separate servings (curiously, the exact daily amount called for in the Tom Brady diet) — to food banks in areas ravaged by Hurricane Harvey.

Gorton’s donated the fish to SeaShare, a nonprofit that helps distribute seafood all over the country to folks in need of food assistance through the local organizations which help provide it.

SeaShare set a goal of delivering 2 million servings to the distressed areas damaged by the hurricane and Gorton’s single contribution sure gets the ball rolling in the right direction.

Little hope in latest evaluations of codfish

October 23, 2017 — GLOUCESTER, Mass. — The completed operational assessments to help determine 2018-2020 groundfish quotas do not appear to be any more optimistic about the state of Gulf of Maine cod than those that effectively shuttered the fishery in the fall of 2014.

The New England Fishery Management Council’s science and statistical committee is set to meet Monday and Tuesday in Boston to review the assessments for 19 groundfish species and finalize its catch recommendations to the full council.

According to committee documents, the operational assessments show the respective stocks of eight species — Gulf of Maine and Georges Bank haddock, redfish, white hake, windowpane flounder, pollock, Georges Bank winter flounder and American plaice — to be abundant and healthy.

Big Alaska salmon harvest about 5 percent more than forecast

September 12, 2017 — Alaska’s salmon season is nearly a wrap but fall remains as one of the fishing industry’s busiest times of the year.

For salmon, the catch of 213 million has surpassed the forecast by 9 million fish. High points include a statewide sockeye catch topping 50 million for the 10th time in history (37 million from Bristol Bay), and one of the best chum harvests ever at more than 22 million fish.

Total catches and values by region will be released by state fishery managers in November.

Hundreds of boats are now fishing for cod following Sept. 1 openers in Prince William Sound, Cook Inlet, Kodiak and throughout the Bering Sea.

Pollock fishing reopened to Gulf of Alaska trawlers Aug. 25. More than 3 billion pounds of pollock will be landed this year in Alaska’s Gulf and Bering Sea fisheries. Fishing also is ongoing for Atka mackerel, perch, various flounders, rockfish and more.

Demand for groundfish data continues to increase

September 6, 2017 — The Sentinel Survey, now in its eighth year of research, collects data on the status of groundfish populations in Eastern Maine. The survey is conducted by Maine Center for Coastal Fisheries, in collaboration with the University of Maine. Fishermen visit a total of 84 survey stations from June to October, along with researchers who study the population, distribution, and most important, the genetic makeup of groundfish in each location, according to a news release from MCCF.

The Sentinel Survey has become the leading source of information on groundfish in Eastern Maine, the release states. The unique summer sampling season and localized-scale produces heavily sought after data. The survey design also uses a combination of gear types, longline and jig hooks, to sample areas where larger, more traditional trawling methods struggle—areas with rocky bottoms and an abundance of lobster traps. Since 2010, Maine Center for Coastal Fisheries has collected data on more than 20 groundfish species, most notably cod, halibut, mackerel, cusk, haddock, pollock and hake.

Increasingly, scientists are requesting access to survey samples of stomach content, heart, otolith (or ear bone), fin clip, gonad, and muscle tissue, as they seek to understand the status of depleted groundfish populations. According to lead researcher on the Sentinel Survey, Mattie Rodrigue, “data from even a single fish is crucial. Biological analysis can unlock a picture of where that species has been, the distinct sub-populations it’s related to, what it’s been eating, its reproductive patterns, and more.”

Maine Center for Coastal Fisheries has led a collaborative effort to distribute Sentinel Survey data to organizations up and down the coast, from Massachusetts to Canada. Scientists want access to specific data, and the survey can provide that information. Institutions, including the University of Maine, the University of New Hampshire, Gulf of Maine Research Institute, Woods Hole Oceanographic Institute, the Massachusetts Division of Marine Fisheries, and Fisheries and Oceans Canada, rely on the survey.

The Man Who Got Americans to Eat Trash Fish Is Now a Billionaire

July 19, 2017 — Chuck Bundrant was a college freshman with $80 in his pocket when he drove halfway across the country to Seattle to earn a few bucks fishing. The year was 1961.

He hasn’t stopped fishing since.

And today, Bundrant, the founder and majority owner of Trident Seafoods, is worth at least $1.1 billion, according to the Bloomberg Billionaires Index. His wealth is due to a fair measure of pluck. Back in the early 1980s, he persuaded Americans to eat pollock, then considered a trash fish, at fast-food restaurants and, to this day, Trident ships it — along with salmon and cod — to chains including Costco and Safeway.

Along the way, Bundrant cultivated politicians who would pass legislation that aided Trident’s business by keeping foreign fisheries at bay. These days, Trident also is benefiting from health-conscious consumers gravitating to seafood.

The Bloomberg index calculates that Bundrant owns 51 percent of privately-held Trident, which had $2.4 billion in revenue last year, based on information compiled from trade groups. It’s valued by the Bloomberg index at about $2.1 billion, using comparisons to five publicly traded peer companies, including Clearwater Seafoods Inc. and Oceana Group Ltd. Trident operates about 16 processing plants and 41 fishing vessels — and remains defiantly independent.

“We don’t answer to investment bankers like some other seafood companies,’’ the company writes on its website. “We only answer to our customers, our fishermen, and our employees.”

HILDE LEE: Cod has special place in nation’s food history

July 11, 2017 — I have a certain curiosity about food, particularly seafood. I am not shy about asking, “Is the fish fresh? When did it come in?”

Thus, one day I got the definitive answer from one a man at one of our local grocery store fish counters. “Yes, the fish is fresh and we get it frozen. I only thaw out what I think will sell daily. Thus, the fish is very fresh.” Well, it may be fresh, but it was frozen. After all, we are not on the seacoast.

I like cod and the various members of the cod family — haddock, hake, pollock and Atlantic cod. The flesh of these fish is usually firm, making it ideal for a variety of dishes — broiled, baked, and stewed. Cod is also a good receiver of sauces, particularly tomato-based ones with herbs.

Just like the bison and the eagle, cod can be considered a symbol of America. It was here even before the first settlers came to New England, where cod was plentiful.

When Giovanni Caboto sailed from Bristol, England, on May 2, 1497, he, like Columbus, was searching for a western sea route to Asia. But Caboto — known as John Cabot, a Venetian navigator sponsored by King Henry VII — returned from his first voyage not with exotic spices, but tales of the sea. He told of the many fishes that could be caught simply by lowering weighted baskets into the water.

Even before Cabot’s reports of great schools of cod along the northern shores of the new continent, fishermen from Scandinavian areas had spent any years fishing the North Atlantic.

By 1602, Bartholomew Gosnold ventured south beyond Nova Scotia seeking sassafras — believed to be a cure for syphilis — but found French and Portuguese fishermen harvesting numerous fish along the Great Banks, an area 350 miles of coast south of Newfoundland. There, the cold Labrador Current and the Gulf Stream joined, creating ideal conditions for a variety of fish. Gosnold named the land, which jutted out to sea, Cape Cod.

Success of Alaska Pollock Fishery is focus of SeaWeb Seafood Summit Panel

SEATTLE (Saving Seafood) — June 7, 2017 — The success of the industrial pollock fishery in the Eastern Bering Sea, which generally harvests in excess of one million metric tons each year, was the focus of a panel at the SeaWeb Seafood Summit on Tuesday. The panel, “Moving Beyond Fishery Certification: Using Collaboration, Technology and Innovation to Further Improve Sustainability” was moderated by Tim Fitzgerald of the Environmental Defense Fund. Panelists were Allen Kimball of Trident Seafoods, Richard Draves of American Seafoods, and Karl Bratvold of Starbound LLC. Trident Seafoods is a large, vertically integrated company, which processes Alaska pollock at shoreside facilities. Vessels owned by Starbound and American Seafoods harvest and process Alaska pollock at sea.

Panelists discussed the development of the Alaska pollock fishery: from before extended jurisdiction through the period of transition to a fully domestic fishery, to the years before rationalization when catcher-processors and catcher vessels competed in an Olympic-style race for fish, to the advent of an effective and efficient enterprise with the establishment of catch shares under the American Fisheries Act (AFA). Under the AFA, quota share is permanently allocated between the at sea and shoreside processing sectors, and among cooperatives (groups of fishing companies) within each sector. AFA provisions encourage cooperation and collaboration within and between sectors and cooperatives, which has brought about many improvements.

Examples of successful collaboration and cooperation include avoidance of salmon bycatch, which is facilitated by comprehensive observer coverage, daily electronic communication of catch and bycatch information that is shared across the fishery, and binding agreements that require vessels to relocate to avoid bycatch or suffer substantive financial penalties. Similarly, collaboration on development of selective gear, development of gear with reduced drag, and other shared innovations have been effective in reducing bycatch and greenhouse gas emissions, and increasing operating efficiency. All of the panelists highlighted their commitment to science-based management, their support for federal government science, and the extent to which they collectively fund scientific research. They also spoke about the importance and value associated with Marine Stewardship Council (MSC) certification.

Additionally, the panelists emphasized the extent to which rationalization through catch shares has improved the harvesting and processing processes, as well as increased safety and operational efficiency.

This session told the story of Alaska pollock and illustrated the benefits of a well crafted and well implemented catch share program, as well as MSC certification. Other fisheries can learn from this experience, but it’s important to note that this is not a “one size fits all” solution that is immediately applicable in all types and scales of fisheries.

Russia pushes MSC recertification for pollock from Sea of Okhotsk

May 4, 2017 — Russia’s Federal Agency for Fisheries announced at the 2017 Seafood Expo Global that it would seek Marine Stewardship Council recertification for pollock from the Sea of Okhotsk, according to the agency.

The Alaska trawl fishery in the Sea of Okhotsk was first certified by MSC in 2013 and Russia is seeking a recertification that would extend MSC approval of the fishery by the standard five years.

Russian Deputy Minister of Agriculture of Russia and Head of the Federal Agency for Fisheries Ilya Shestakov said the government “supported and encouraged” recertification for the fishery.
