Eelgrass and Ocean Acidification: California Takes Action

October 4, 2016 — What do eelgrass, the California state legislature, crabbers, and Ocean Conservancy have in common? They are all part of the solution in California’s remarkable actions this past week to address the threats that ocean acidification presents to California’s healthy fisheries, marine habitat and coastal jobs.

Governor Jerry Brown just signed into law a pair of bills that will address the concerns over ocean acidification raised by oyster growers, crabbers and others who make a living off of the ocean.

The two pieces of state legislation were crafted by Assemblymember Das Williams and Senator Bill Monning, as tailored place-based solutions to what amounts to a global problem. SB 1363 will protect and restore eelgrass habitats, increasing carbon sequestration amongst the roots of this coastal vegetation.

MASSACHUSETTS: Found a tagged crab? You could win $1,000

August 23, 2016 — Atlantic lobstermen and fishing regulators are tagging Jonah crabs in an effort to learn more about their migration patterns and growth.

Jonahs have been growing in value and volume of catch in recent years. They are used as food, sometimes to substitute for the popular and more expensive Dungeness crab.

The Massachusetts Division of Marine Fisheries and the Atlantic Offshore Lobstermen’s Association are tagging the crabs. They ask residents who find a crab with an orange or green tag marked with “AOLA” to record when and where the crustacean was found and report the data to Heidi Henninger at 774-251-9454 or heidi@offshorelobster.org.

Organizers of the effort say every report of a tag will qualify the crab finder to a raffle entry. Prizes will range up to $1,000.

Is That Real Tuna in Your Sushi? Now, a Way to Track That Fish

August 18, 2016 — “Most people don’t think data management is sexy,” says Jared Auerbach, owner of Red’s Best, a seafood distributor in Boston. Most don’t associate it with fishing, either. But Mr. Auerbach and a few other seafood entrepreneurs are using technology to lift the curtain on the murky details surrounding where and how fish are caught in American waters.

Beyond Maine lobster, Maryland crabs and Gulf shrimp, fish has been largely ignored by foodies obsessing over the provenance of their meals, even though seafood travels a complex path. Until recently, diners weren’t asking many questions about where it came from, which meant restaurants and retailers didn’t feel a need to provide the information.

Much of what’s sold has been seen as “just a packaged, nondescript fish fillet with no skin,” says Beth Lowell, who works in the seafood-fraud prevention department at Oceana, an international ocean conservation advocacy group. “Seafood has been behind the curve on both traceability and transparency.”

What’s worse is that many people have no idea what they’re eating even when they think they do. In a recent Oceana investigation of seafood fraud, the organization bought fish sold at restaurants, seafood markets, sushi places and grocery stores, and ran DNA tests. It discovered that 33 percent of the fish was mislabeled per federal guidelines. Fish labeled snapper and tuna were the least likely to be what their purveyors claimed they were.

Several years ago, Red’s Best developed software to track the fish it procures from small local fishermen along the shores of New England. Sea to Table, a family business founded in the mid-1990s with headquarters in Brooklyn that supplies chefs and universities, has also developed its own seafood-tracking software to let customers follow the path of their purchases. Wood’s Fisheries, in Port St. Joe, Fla., specializes in sustainably harvested shrimp and uses software called Trace Register.

And starting this fall, the public will be able to glimpse the international fishing industry’s practices through a partnership of Oceana, Google and SkyTruth, a nonprofit group that uses aerial and satellite images to study changes in the landscape. The initiative, called Global Fishing Watch, uses satellite data to analyze fishing boat practices — including larger trends and information on individual vessels.

Sea to Table hopes to sell fish directly to home chefs starting this year, too.

But local seafood can cost more than many Americans are accustomed to paying, which partly accounts for the rampant seafood fraud in this country.

“U.S. fisheries are very well managed and are actually growing nicely,” said Michael Dimin, the founder of Sea to Table. “But the U.S. consumer’s been trained to buy cheap food, and imported seafood is really cheap because of I.U.U. fishing.” I.U.U. stands for illegal, unreported and unregulated. The result is unsustainably fished, cheap seafood flooding American fish markets and grocery chains.

“To us, the secret is traceability,” Mr. Dimin said. “If you can shine a light on where it came from, you can make informed decisions.”

MAINE: Invasive green crabs are scuttling from dilemma to delicacy

August 15, 2016 — A marine biologist, an art conservator and a group of fishermen from Georgetown are trying to use traditional Venetian fishing methods to turn the invasive green crab into a gourmet dish known in Italy as moleche.

Moleche is the name of the young, soft-shelled Venetian crabs that are caught, sorted and held in floating cages and harvested daily, right after they shed their hard outer shell. They are dipped in milk or egg, floured and fried, served up six or eight at a time for about two dozen euro in upscale eateries across the Veneto region of Italy.

Their nearly identical American cousins are reviled in Maine for decimating clam flats and threatening the state’s $23 million industry, as well as preying on other mollusks such as mussels and scallops. They can be caught with nets or traps, including the shrimp traps that now lie fallow here in Maine.

The real art of the moleche (moe-le-che) fishery, however, is about spotting the subtle signs of a molt about to happen in time to catch them before they hide or are eaten by a predator, including their fellow crabs.

Scientists at the University of Maine at Machias had studied the moleche possibility of the green crabs once before, and concluded the crabs did not give any external clues to their molts and thus could not be harvested commercially. But as the invasion marched on, and efforts to eradicate the crab failed, scientists on Prince Edward Island decided to give it a second look. So did marine biologist Marissa McMahan, a Northeastern University Ph.D. candidate from a Georgetown lobstering family who lives in Phippsburg.

AL BURCH: Governor should recognize value of Alaska groundfish industry

July 25, 2016 — My brother and I were some of the pioneers of the trawl fishery here in Kodiak. We started from scratch when the United States claimed a 200-mile zone. I remember the foreign fleets off our shores, and once they were replaced by U.S. vessels like ours, I remember how the trawl fishery for pollock and cod helped put the town back on its feet after the collapse of the crab and shrimp fisheries in the late 1970s. I am proud of the fact that the fishery I helped pioneer now supports a year-round fishing economy here in Kodiak.

Although I am retired now, I continue to follow how the fishery is run. And I am concerned.

In the past, when we were struggling to build the fishery, the state of Alaska was on our side. We worked hard together to build a fishery that was managed by scientific principles and research, with no overfishing. We pioneered putting observers on U.S. vessels, and unlike a lot of other fisheries here in Alaska we have had observers for roughly 30 years. We worked alongside the state and the North Pacific Fishery Management Council to meet conservation and management challenges together, to ensure practical solutions that ensured an economically sustainable fishery for Kodiak and other Alaska coastal towns.

But now it seems that the state of Alaska is not concerned about the impacts of its decisions on the hard-working participants in this fishery and communities like mine that are dependent on groundfish.

Four NOAA Fisheries Surveys Planned for Summer to Collect Data

May 25, 2016 — Scientists from NOAA’s Alaska Fisheries Science Center will embark from Dutch Harbor May 28 on another busy survey season, off Alaska’s coast, collecting data needed for fisheries managers to determine sustainable fishery harvest levels.

This year, they’ll be conducting three groundfish and crab bottom trawl surveys and one midwater acoustic-trawl survey.

Commercial fishermen: Net ban would destroy N.C. seafood industry

May 23, 2016 — A state House bill first introduced 16 years ago has been resurrected that would ban the use of large trawling nets in state waters, a move that the commercial fishing industry says could destroy the livelihood for most North Carolina fishermen.

New Bern native Billy Richardson, D­-Cumberland, filed a bill that would let voters decide whether to outlaw gill and certain other nets in all state coastal waters. If the N.C. General Assembly supports House Bill 1122, the binding referendum would be on the November election ballot.

“It would be the end of North Carolina’s (commercial) fishery,” said Wayne Dunbar, a waterman for nearly 40 years, located in Pamlico County’s Paradise Shores on Lower Broad Creek, leading into the Pamlico Sound. “People that don’t fish wouldn’t get North Carolina seafood.”

Dunbar said this time of the year most of the fishermen trawl inland waters for speckled trout, flounder, spot, croakers and menhaden. On a typical day, he will go out in his small boat with 300 yards of net and fill a fish box with about 300 pounds of seafood.

Dunbar, who studied fish and wildlife management at Wayne Community College, said a net ban also would be devastating to the crab industry, the largest of the state’s fisheries.

The bait includes menhaden and other fish caught in nets.

ASMFC Urges President to Minimize Potential Economic Harm from Atlantic Marine Monument Designation

ALEXANDRIA, Va. (Saving Seafood) – May 4, 2016 – The Atlantic States Marine Fisheries Commission (ASMFC) has taken a formal position on the possibility of a Presidential proclamation of an Atlantic Marine Monument.

The Obama administration, at the urging of major environmental groups, is considering creating a National Monument in the New England Canyons and Seamounts region via the Antiquities Act. Few specifics have been released about what the monument would look like, but it could have significant negative impacts on fishermen in the affected areas.

The ASMFC’s Interstate Fisheries Management Program (ISFMP) Policy Board unanimously (with three abstentions) approved a resolution today drawing a line in the ocean (see map), in close proximity to the Atlantic canyons and seamounts off of Georges Banks, and urging that the creation of a monument only take place in a region seaward of that line. The ASMFC resolution urges that management of waters under Federal control from the coastline to that line be managed under the Magnuson-Stevens Act.

The resolution states:

  • That it is the preference of ASMFC that the current New England Fishery Management Council coral management process continue without a Presidential proclamation on the issue;
  • That should the President decide to designate a deep-water marine monument off the New England coast prior to the end of his Presidency, it should be limited to the smallest area compatible with the proper care and management of the objects to be protected, as required by the Antiquities Act;
  • That the area be limited to depths greater than approximately 900 meters and encompass any or all of the region seaward of the line (see map) out to the outer limit of the EEZ;
  • That only bottom tending fishing effort be prohibited in the area and that all other mid-water/surface fishing methods (recreational and commercial) be allowed to continue to use the area;
  • That the public and affected user groups be allowed to review and comment on any specific proposal prior to its implementation.

The motion was initially crafted by members of the ASMFC Rhode Island Delegation, in consultation with other regional fisheries organizations. ASMFC’s Lobster Board, where the resolution originated, gave its unanimous approval to the proposal at its meeting on Monday.

In a letter this week to the ASMFC American Lobster Management Board requesting guidance on the monument issue, Board Chairman David Borden wrote about the potential consequences a monument would have for commercial and recreational fisheries in the area.

“The economic impacts of a potential Monument designation would undoubtedly be significant depending on where the boundaries are set. These economic impacts would be felt coast wide as the fishing fleets working in and around the canyons hail from ports across New England and the Mid-Atlantic.”

Specifically highlighted are the potential impacts on the offshore lobster and crab fisheries, which would be hurt by the prohibition on fishing in the monument area, or by being displaced into nearby fishing grounds. Lobster and Jonah crab revenue from Southern New England are estimated at $38 million per year. A monument designation could also hurt the lobster stock by pushing fishermen from areas where lobster is abundant into areas where lobster is more depleted. Concerns were also voiced about potential negative impacts of the proposal on whales and protected species.

Additionally, many of the States represented on ASMFC have major interests in finfish, pelagic longline, squid, and red crab fisheries, or have large recreational fisheries. “All of these fisheries could be directly affected by a closure or indirectly affected by a redirection of effort.”

According to ASMFC Chairman Doug Grout the ASMFC leadership plans to meet with representatives of CEQ next week to discuss ways to mitigate impacts on commercial and recreational fisheries.

In the early 1940s, recognizing that they could accomplish far more through cooperation rather than individual effort, the Atlantic coast states came together to form the Atlantic States Marine Fisheries Commission. An Interstate Compact, ratified by the states and approved by the U.S. Congress in 1942, acknowledged the necessity of the states joining forces to manage their shared migratory fishery resources and affirmed the states’ commitment to cooperative stewardship in promoting and protecting Atlantic coastal fishery resources.

LIVE FROM SENA: Plenty of Fish in the Sea

March 9, 2016 — In the immediate wake of the 2016 Seafood Expo North America, the overwhelming impression is of bounty. As always, there was a plethora of product to sample, with plenty of standout items. Traversing the show floor at the Boston Convention and Exhibition Center this week, Progressive Grocer noted even more breaded/crusted offerings than in past years, with shrimp, crab, clams, calamari, oysters, catfish, cod, tilapia, grouper, haddock and rainbow trout all getting the crunchy treatment, some in the form of bite-sized chunks. Also observed: a continuing trend towards zesty spices, sauces and marinades, with Southwestern flavors – as evidenced by the fish tacos served up by Miramar, Fla.-based Regal Springs, which donated 5 pounds of tilapia for every taco sampled to hunger relief nonprofit SeaShare – and sriracha particularly prevalent.

At the National Fish & Seafood booth, Nancy Peterson, VP of marketing at the Gloucester, Mass.-based company, was particularly excited about the company’s newest product introduction under its Matlaw’s brand: the seven-SKU Big Bag Value line, which Peterson noted offers on-trend flavor, variety and affordable price in clear, super-sized bilingual (English and Spanish) packaging enabling customers to see just what they’re purchasing. Among the products in the convenient frozen line are Shrimp Jalapeño Mac & Cheese Bites, leveraging consumer interest in breaded, bite-sized, spicy items. National Fish & Seafood is considering adding a lobster option to the line, according to Peterson, who adds that the company gets many of its ideas for retail products from items developed for foodservice. “That’s worked very well for us,” she asserted.
