ABTA: ICCAT Meeting Ends After ‘Spectacular Failure’ to Protect Bigeye Tuna

November 27, 2018 — NORWELL, Mass. — The following was released by the American Bluefin Tuna Association:

The International Commission for the Conservation of Atlantic Tunas (ICCAT) concluded its annual plenary meeting on November 19 after a spectacular failure to arrive to a comprehensive agreement on badly needed management measures to address the present poor state of Atlantic bigeye tuna stock. Bigeye tuna is highly coveted by sashimi markets worldwide, similar to bluefin tuna.

ICCAT’s eight-day meeting, held this year in Dubrovnik, Croatia, was attended by over 700 people representing 52 countries.

In October, the Standing Committee for Research and Statistics (SCRS), the scientific arm of ICCAT, issued a new stock assessment on Atlantic bigeye tuna which stated that the stock is significantly overfished, with overfishing taking place.   An approximate 40% cut in overall Atlantic-wide allowed catch would be required to end overfishing. Discussion and “heated” negotiations regarding new management measures aimed at addressing the dire status of this important fish stock dominated the 8-day meeting. However, when the meeting drew to a close, the Commission had failed to agree upon any measures to address the numerous problems in the Atlantic bigeye tuna fishery.

The U.S., Canada, South Africa and a handful of other nations strongly advocated for the adoption of measures that would end overfishing immediately and rebuild the stock within 10 years. However, a strategy aimed directly at achieving quantifiable reductions of catch of juvenile bigeye and yellowfin tuna in the West Africa purse seine skipjack fishery, although strongly urged by ICCAT scientists and considered key to the recovery of Atlantic bigeye stock, was notably absent from the various conservation measures proposed.

Thus, the failure by ICCAT to come to an agreement on a conservation and management plan for Atlantic bigeye will result in the further erosion of the stock’s status until ICCAT succeeds in taking decisive action on this critical issue. This will undoubtedly have a negative effect on the U.S. East Coast commercial handgear, pelagic longline and recreational fishermen that catch bigeye tuna. The next opportunity to achieve these goals will be at the annual ICCAT meeting in 2019.

Numerous issues unrelated to bigeye tuna were taken up during this meeting with mixed results. A 47-page recommendation drafted by the European Union establishing a multi-annual management plan for East Atlantic-Mediterranean bluefin tuna, first tendered at the plenary meeting in 2017, was finally concluded at the current meeting.

The U.S. succeeded in obtaining consensus on its proposal to address ICCAT’s Vessel Monitoring System (VMS) protocols that will result in a badly-needed increase in VMS polling time for purse seine from four to a one-hour intervals. Also, under the same proposal, longline vessels are now required to transmit VMS data at two-hour intervals.   The U.S., the EU, Norway and Senegal proposed new port state measures to prevent, deter and eliminate illegal, unreported and unregulated fishing and this succeeded in obtaining support from the Commission.

The U.S. attempted to establish conservation measures for overfished blue and white marlin stocks but failed to obtain the needed support from ICCAT countries. Similarly, the U.S., Panama, Cape Verde, Nicaragua and Guatemala proposed measures to reduce bycatch of sea turtles in longline fisheries, but this too did not obtain a consensus.

ISSF expands reach across longline tuna sector

November 21, 2018 — The International Seafood Sustainability Foundation (ISSF) has announced the adoption of two new conservation measures “to facilitate continuous improvement across global tuna fisheries”.

ISSF also amended two of its existing conservation measures. Adoption of the new measures back the expansion of its efforts to the longline fishing sector, doubling the number of measures that apply to longline vessels specifically, the first of which were adopted in April 2017.

All ISSF conservation measures directly affect how nearly 30 global seafood companies environmentally manage their respective tuna supply chains, it said.

“Our work at ISSF is ever evolving. We regularly review ISSF conservation measures to update existing standards or to create new commitments in line with the latest fisheries research or to address conservation needs,” said ISSF President Susan Jackson. “With about 75% of the world’s canned tuna processing capacity conforming to dozens of ISSF measures for sustainability best practices — and with major tuna companies being transparently audited against these measures — we are driving unique and positive change across the world’s tuna fisheries.”

The ISSF ProActive Vessel Register (PVR) is a public internet database that tracks detailed vessel information and how vessels are following science-based practices that support sustainable tuna fisheries. MRAG Americas, a third party, independent auditor, audits vessels that join the PVR with respect to these practices; vessels that join the PVR commit to provide regular, accurate information about those activities. Because the PVR brings transparency to the tuna supply chain, ISSF has worked to increase the number of fishing vessels on the Register lists — from less than 200 vessels in 2012, the year it was launched, to more than 1,000 as of Oct. 31, 2018.

ICCAT keeps bigeye catch limit, to conservationists’ dismay

November 20, 2018 — Conservationists left Croatia on Monday, 19 November, expressing disappointment that the International Commission for the Conservation of Atlantic Tunas did not pass any measure to protect the stock of bigeye tuna.

Instead, commission members ended their meeting in Croatia’s capital of Dubrovnik maintaining the status quo; a catch limit of 65,000 metric tons for the 2019 season, despite an ICCAT scientific committee reporting that the Atlantic bigeye is severely overfished.

Grantly Galland, a global tuna conservation for The Pew Charitable Trusts, said it was a difficult eight days.

“Everyone is to blame for this one,” he told SeafoodSource. “Each individual member is more concerned about its own priorities than finding consensus on a real recovery plan.”

The current biomass is currently at 20 percent of its historical peak, Galland said. In order to generate the maximum sustainable yield, the biomass needs to be at least at 59 percent.

Because of the inaction, Galland fears the bigeye tuna issue will only get exponentially worse. Pew said the current catch rate means the stock is 60 times more likely to collapse instead of rebuild in the next 15 years.

The Irony of Oceana’s Seafood Fraud Campaign

November 16, 2018 — Seafood fraud/mislabeled seafood is a permanent topic in the sustainable fisheries space. Since 2015, news sources such as The Atlantic, the Wall Street Journal, Time Magazine, and the Economist have published stories on the topic of seafood fraud. Nearly every ocean conservation NGO has commented or contributed to the discourse, but Oceana has led the conversation. Oceana has an entire campaign aimed at exposing and reducing seafood fraud globally. Since 2011, they have published sixteen reports on seafood fraud—most recently, a report from Oceana Canada.

There are important differences between seafood fraud and fraud in other food systems. Language barriers, multiple acceptable market names, the sheer quantity of seafood species compared to other animal proteins, and the simple fact that wild capture adds a slew of complications compared to controlled terrestrial farming, should set a different expectation level for seafood labeling standards. There are so many chances for mistakes or miscommunication to happen—far more than any other food supply chain. But the seafood fraud discourse (largely led by Oceana) often excludes these realities and instead points fingers at fishermen, restaurateurs, and retailers for duping their customers.

In this post, I take a look at Oceana Canada’s methodology for determining “fraud” in its most recent report. I consider the results of Oceana’s report through the lens of the seafood and restaurant industries and attempt to illustrate the difference between legitimate fraud and unintentional mislabeling.

Oceana’s methodology & general results

Oceana defines Seafood Fraud as, “the practice of misleading consumers about their seafood in order to increase profits.” This is an important distinction from the term “mislabeled” because it assigns an intent to deceive. Fraud is on purpose, whereas mislabeling could be an accident. Most reports on this subject today infer that the seafood industry is actively deceiving consumers on a broad scale, across the most commonly consumed species, both domestically and internationally.

Oceana’s methodology for conducting its seafood fraud reports is suspect. In this post, I focus on the most recent Canadian study, but my criticisms apply to all seafood fraud reports that use the same methods. Generally, Oceana collects seafood samples, DNA tests them, then matches the DNA results to outdated government guidelines. The samples they collect are purposefully not representative of seafood consumption habits. In Oceana Canada’s 2018 report, 382 seafood samples from 177 restaurants and retailers across the country were tested. The aim was to focus on cod, halibut, snapper, tuna, salmon and sole because these species historically, “have the highest rates of species substitution.” The specific species sampled were chosen because of past studies on seafood mislabeling, i.e. they were not randomly sampled. DNA testing then determined if these samples met the minimum labelling requirements as defined by the Canadian Food Inspection Agency (CFIA), an equivalent of the U.S. Food and Drug Administration (FDA).

This nonrandom sampling is consistent with previous seafood fraud studies from Oceana. A key parallel across Oceana’s seafood fraud investigations is that “targeted fish of interest” are the focus. Oceana Canada encouraged participants to aim for species that are often marked in other fraud studies, meaning the sample in these studies is not indicative of national seafood consumption rates on average, but instead represents very specific species that have proven to present high rates of mislabeling in previous research.

Of the 382 seafood samples tested in Canada, 168 (44%) were found to be fraudulent, meaning the names of the species did not align with the acceptable market names determined by CFIA standards.

A new way to fish

November 15, 2018 — For several years, biotech companies have been promising “clean” meat, “cell-based” meat, “cultured” meat — whatever you want to call it — as a way to enjoy the taste of chicken, pork and beef without the brutality of animal slaughter or the environmental damage of big agriculture. But what about fish? What about something as prized as buttery bluefin tuna, a delicacy that has become the forbidden fruit of the sea because of the many threats that have landed the fish on threatened and endangered species lists?

Where are the Silicon Valley start-ups promising to free us from the guilt of gobbling down a finger of otoro sushi, the rich bluefin belly meat, without contributing to the decline of the fish or the decline of our own health via mercury that accumulates in the flesh of this apex predator?

Well, there is at least one scientific pilgrim: Brian Wyrwas is the co-founder and chief science officer for Finless Foods, a Bay Area biotech dedicated to growing bluefin tuna in a lab. He can tell you all about the difficulties of his task, starting with the bone-weary process of securing bluefin tuna samples, the pristine source material for much of the science that follows in this field known as cellular agriculture.

ICCAT: BIGEYE IN THE CROSS-HAIRS

November 12, 2018 — Fisheries representatives and environmental activists from around the globe will convene through November 19 for the 21st Special Meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT) in Dubrovnik, Croatia.

An international treaty organization, ICCAT is responsible for the conservation and management of tuna and tuna-like pelagic species (tuna, marlin, sharks, swordfish, etc.) found in the Atlantic Ocean.

Of all the discussion, debate and deliberation this week by the participating ICCAT nations, bigeye tuna decisions will have the biggest impact on Northeast canyon fishermen next season.

Based on a recent ICCAT scientific report, bigeye tuna is currently considered overfished and subject to overfishing. The major issue however is that the current international harvest cap of 65,000 tons set by ICCAT has been exceeded by approximately 20 thousand tons.

86% of Global Tuna Catch Comes from Stocks at Healthy Levels, Some Stocks Remain Overfished

November 8, 2018 — The following was released by the International Seafood Sustainability Foundation:

Of the total tuna catch, 86% came from stocks at “healthy” levels, an 8% increased share of the total catch since last reported, according to an October 2018 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. Skipjack tuna stocks — at healthy levels in all ocean regions — still comprise more than one-half of the total catch.

Though many of the broad indicators of overall global stock health remain unchanged, there were several notable changes for specific commercial tuna species:

The assessment for Western and Central Pacific bigeye was more optimistic, showing that the stock is not overfished and that recent management measures put in place by the Western and Central Pacific Fisheries Commission (WCPFC) appear to be working effectively.

Atlantic Ocean bigeye received a pessimistic stock assessment from the International Commission for the Conservation of Atlantic Tunas (ICCAT) and remains overfished. In 2017, Atlantic bigeye catches exceeded the total allowable catch (TAC) by approximately 20%. ISSF has long advocated that ICCAT adopt stock-specific management measures to effectively control the catch of bigeye and other overfished species in the region including Atlantic yellowfin.

Catches of Eastern Pacific bigeye in 2017 increased 10% from 2016 levels. The Inter-American Tropical Tuna Council (IATTC) conducted an update assessment of the stock that appears to indicate that the stock is experiencing overfishing. The results should be viewed with caution due to the high levels of uncertainty in the assessment. Nevertheless, several fishery indicators suggest that the management measures in place are insufficient to effectively control fishing.

The stock status of South Pacific albacore is confirmed as very healthy, but the stock assessment covers only the WCPFC Convention Area South of the equator, not taking into consideration part of the catches from the IATTC Convention Area (EPO).

There were no other major changes in tuna stock status since the previous February 2018 Status of the Stocks report; the updated report reflects new data made available at 2018 tuna Regional Fisheries Management Organization (RFMO) meetings held through October 2018.

Key Statistics in the Report

  • Total catch: In 2016, the total major commercial tuna catch was 4.9 million tonnes. More than half of the total catch (57%) was skipjack tuna, followed by yellowfin (30%), bigeye (8%) and albacore (4%). Bluefin tunas (3 species) accounted for only 1% of the global catch. These percentages changed only slightly from the February 2018 report.
  • Abundance or “spawning biomass” levels: Globally, 65% of the 23 stocks are at a healthy level of abundance, 13% are overfished and 22% are at an intermediate level. In terms of total catch, 86% come from healthy stocks, 10% from overfished stocks and 4% from stocks at an intermediate level. Unchanged from the last reporting, the stocks receiving orange scores — indicating overfished status — remain Atlantic Ocean bigeye, Pacific Ocean bluefin and Indian Ocean yellowfin.
  • Fishing mortality levels: 70% of the 23 stocks are experiencing a well-managed fishing mortality rate and 17% are experiencing overfishing.
  • Largest catches by stock: The five largest catches in tonnes are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, Indian Ocean skipjack, Indian Ocean yellowfin and Eastern Pacific Ocean skipjack.
  • Tuna production by ocean region: Most (53%) of the world’s tuna is harvested from the Western and Central Pacific Ocean, followed by the Indian Ocean (20%), Eastern Pacific Ocean (13%) and Atlantic Ocean (10%).
  • Tuna production by fishing gear: 65% of the catch is made by purse seining, followed by longline (12%), pole-and-line (8%), gillnets (3%) and miscellaneous gears (12%). These percentages have not changed since the February report.

About the Report

There are 23 stocks of major commercial tuna species worldwide — 6 albacore, 4 bigeye, 4 bluefin, 5 skipjack, and 4 yellowfin stocks. The Status of the Stocks summarizes the results of the most recent scientific assessments of these stocks, as well as the current management measures adopted by the RFMOs. Updated several times per year, Status of the Stocks assigns color ratings (green, yellow or orange) using a consistent methodology based on three factors: Abundance, Exploitation/Management (fishing mortality) and Environmental Impact (bycatch).

ISSF produces two reports annually that seek to provide clarity about where we stand — and how much more needs to be done — to ensure the long-term sustainability of tuna stocks: the Status of the Stocks provides a comprehensive analysis of tuna stocks by species, and the Evaluation of the Sustainability of Global Tuna Stocks Relative to Marine Stewardship Council (MSC) Criteria provides scores for the stocks and RFMOs based on MSC assessment criteria. The MSC-certified fisheries list (Appendix 2) in Status of the Stocks complements the Evaluation report. Together, these tools help to define the continuous improvement achieved, as well as the areas and issues that require more attention.

In addition, ISSF maintains a data-visualization tool based on its Status of the Stocks report. The “Status of the Stocks Tool” is located on the ISSF website and accessible through the Status of the Stocks overview page; users can easily toggle through tuna stock health indicators and filter by location, species and other key stock health and catch factors.

As the guilty pleas pile up in tuna case, will consumers ever get anything back?

November 6, 2018 — First, Chicken of the Sea came forward as a whistleblower. Last year, Bumble Bee Foods pleaded guilty, followed by StarKist Co. in October.

The big three tuna companies — familiar names on the shelves of your nearest grocery store — have been under investigation by the U.S. Department of Justice for keeping the price of canned and pouched tuna artificially high.

It’s a high-level antitrust case involving lots of big companies, but it’s also the kind of case that reaches all the way down to the grocery store checkout and family budgets.

Thomas Burt, an attorney with the law firm Wolf Haldenstein Adler Freeman & Herz, said with consumer cases like this, “Psychologically, these hit home in a way that others don’t.”

“If a group of companies fix the price of basic industrial chemicals or computer chips that we use in the devices around us, the psychological distance is further. We don’t feel it as directly,” Mr. Burt said. “This is a product that people have a relationship with. They know this brand. They’ve eaten it since they were kids.

“It’s a kick in the pants for consumers,” he said.

It remains to be seen if consumers will be directly compensated in some way, and, if so, how.

The packaged seafood market, which also includes salmon, shrimp, clams and the like, is a multibillion-dollar industry in the United States. Tuna represents about 73 percent of the market and generates about $1.7 billion in annual sales, according to court documents.

ISSF to ICCAT: Rebuild Bigeye and Yellowfin Tuna Stocks; Improve FAD Data Reporting; and Strengthen Monitoring, Control and Surveillance

November 6, 2018 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) has released its position statement in advance of the 21st Meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT) in Dubrovnik, Croatia, on 12-19 November 2018.

“The 2018 assessment of bigeye tuna shows that the stock is overfished and subject to overfishing, and yellowfin may also be subject to overfishing. ICCAT must take urgent action,” said ISSF President Susan Jackson.

“This time last year, ICCAT scientists were reporting that the established catch limits for bigeye and yellowfin had been exceeded in 2016 by 11% and 16%, respectively. Fast-forward to today and the bigeye catch limit has been exceeded by 20 percent, and yellowfin catch limit by 17 to 37 percent. The management of these valuable tuna stocks is getting worse, not better. More should have been done last year, and the upcoming meeting in Dubrovnik offers another chance to get it right.”

ISSF is asking ICCAT to adopt stock-specific management measures in line with the advice of the ICCAT scientific committee, which includes: appropriate and fully-allocated catch levels so that ICCAT member countries can know their individual limits; capacity limits that are commensurate with these allocations; and provisions to ensure catches are in compliance with the limits. ICCAT must also consider alternative means to reduce the mortality of bigeye and yellowfin tuna in the purse seine fishery—measures like strengthened FAD management, limitations on the use of supply and support vessels, and expanded time/area closures and effort controls.

ISSF Adds Two Prominent NGO Scientists to Its Advisory Board

November 1, 2018 — SEAFOOD NEWS — The ISSF (International Sustainable Seafood Foundation) representing the global tuna industry does not fool around when making appointment of NGO and Sustainability scientists to its boards and committees.

The two most recent appointments are among the recognized leaders in their fields.

ISSF has appointed Dr. Tom Pickerell as chair of its Environmental Stakeholder Committee. Pickerell is the Sustainable Fisheries Partnership (SFP) Global Tuna Director responsible for SFP’s tuna work program, including the global fresh and frozen tuna supply chain roundtable and canned tuna program. Before joining SFP, he worked for Seafish, where he was the Technical Director. Previous to that role, Dr. Pickerell was the Senior Science Manager for the Seafood Watch program at Monterey Bay Aquarium. Earlier, Dr. Pickerell worked at WWF UK as the Fisheries Policy Officer and at Defra, where he held a variety of different policy and strategy roles in fisheries and aquaculture.

“Dr. Pickerell’s leadership experience at some of the foremost environmental NGOs has made him an excellent resource for the ESC,” said ISSF President Susan Jackson. “We are honored and thankful that he and SFP are keen to increase their engagement with ISSF by assuming this leadership role.”

The second appointment was of Dr. Andrew Rosenberg to ISSF’s scientific advisory committee. Rosenberg is currently director of the Center for Science and Democracy at the Union of Concerned Scientists, and outspoken advocacy organization. Rosenberg has also worked for more than 25 years with NOAA and NMFS, starting in New England. He also has had a leadership role at Conservation International. Dr. Rosenberg was a member of the National Academy of Sciences’ Ocean Studies Board and the U.S. Commission on Ocean Policy. He is a professor of natural resources and the environment at the University of New Hampshire, where he previously served as dean of the College of Life Sciences and Agriculture, and is the author of many peer-reviewed studies and reports on fisheries and ocean management.

“Dr. Rosenberg is a force to be reckoned with, and we’re honored to have him join the Scientific Advisory Committee,” said ISSF President Susan Jackson. “His experience in government and nonprofit leadership, research and academia make him a true triple-threat, with a combination of experience, credibility and expertise.”

The ISSF Board receives input and information from formal and informal partners — environmental stakeholders, marine scientists, fishers, and vessel owners — who share insights from the field.

The ISSF Scientific Advisory Committee (SAC) comprises some of the world’s leading marine and tuna fisheries scientists. The SAC guides ISSF’s research priorities and supports its technical reports, notably the annual Status of the Stocks report and online interactive tool. ISSF’s Environmental Stakeholder Committee (ESC) includes representatives from conservation organizations. Members of the SAC and ESC volunteer to share their expertise with ISSF.

The caliber of these appointments basically shows that ISSF is serious about its mission to bring the entire global tuna supply under sustainable fishery management. Tuna, being such an international migratory species, simply cannot be managed through individual country EEZ’s, and therefore it takes a global organization to pressure the various regional ocean commissions whose jurisdiction is established by international treaty.

Prior to the ISSF, these bodies frequently made decisions based on the lowest common denominator, as any country could veto a management decision for any reason. The growth of the ISSF has begun to put science behind the managment policies, and has resulted in slow progress towards establishing harvest control rules, capacity limits, and other mechanisms to preserve the long term viability of the global tuna catch.
