Fish stock abundance increases when intensely managed, study shows

January 16, 2020 — Studies on global fisheries rarely make national news, but University of Washington professor of Fisheries and Aquatic Sciences Ray Hilborn says that the public perception of fisheries is still recovering from one eye-catching study in 2006.

“A paper come out that said if current trends continue, all fish stocks will be collapsed by 2048, and that got front page New York Times, front page Washington Post, and it was totally wrong,” Hilborn said. “It was so contrary to my experience and lots of people, you can imagine almost everyone working on fisheries in Alaska. Ultimately I got together with the first author of the paper and we figured we could actually try to understand why we had such different perspectives.”

The result of the collaboration was a paper published in 2009 which showed that on average, stock abundance appeared to be stable.

“What they had assumed is that if that catch goes down, the catch is declining, and that simply wasn’t true. Most of the stocks they called collapsed, the catch had declined for other reason. Many times regulation, some times international 200 mile zones,” Hilborn said.

Hilborn worked to build a data set on the abundance of fish stocks, rather than just the reported catch.

More than a decade later, Hilborn’s research shows how intensely managing fisheries has resulted in increased abundance of fish stocks.

Fish populations are thriving in areas with intense management, global study finds

January 14, 2020 — A new study has shown that fishery management, when done well, works, and is the solution for keeping fisheries sustainable.

By looking at data from about 30 countries around the world, a group of researchers have concluded that intense fisheries management has led to healthy or improving fish populations, while a dearth of management has led to overfishing. The researchers published their results in a study in the Proceedings of the National Academy of Sciences on 13 January.

New paper showing fish stocks increasing where managed

January 14, 2020 — Nearly half of the fish caught worldwide are from stocks that are scientifically monitored and, on average, are increasing in abundance. Effective management appears to be the main reason these stocks are at sustainable levels or successfully rebuilding.

That is the main finding of an international project led by the University of Washington to compile and analyze data from fisheries around the world. The results were published Jan. 13 in the Proceedings of the National Academy of Sciences.

“There is a narrative that fish stocks are declining around the world, that fisheries management is failing and we need new solutions — and it’s totally wrong,” said lead author Ray Hilborn, a professor in the UW School of Aquatic and Fishery Sciences. “Fish stocks are not all declining around the world. They are increasing in many places, and we already know how to solve problems through effective fisheries management.”

The project builds on a decade-long international collaboration to assemble estimates of the status of fish stocks — or distinct populations of fish — around the world. This information helps scientists and managers know where overfishing is occurring, or where some areas could support even more fishing. Now the team’s database includes information on nearly half of the world’s fish catch, up from about 20% represented in the last compilation in 2009.

“The key is, we want to know how well we are doing, where we need to improve, and what the problems are,” Hilborn said. “Given that most countries are trying to provide long-term sustainable yield of their fisheries, we want to know where we are overfishing, and where there is potential for more yield in places we’re not fully exploiting.”

Over the past decade, the research team built a network of collaborators in countries and regions throughout the world, inputting their data on valuable fish populations in places such as the Mediterranean, Peru, Chile, Russia, Japan and northwest Africa. Now about 880 fish stocks are included in the database, giving a much more comprehensive picture worldwide of the health and status of fish populations.

Still, most of the fish stocks in South Asia and Southeast Asia do not have scientific estimates of health and status available. Fisheries in India, Indonesia and China alone represent 30% to 40% of the world’s fish catch that is essentially unassessed.

“There are still big gaps in the data and these gaps are more difficult to fill,” said co-author Ana Parma, a principal scientist at Argentina’s National Scientific and Technical Research Council and a member of The Nature Conservancy global board. “This is because the available information on smaller fisheries is more scattered, has not been standardized and is harder to collate, or because fisheries in many regions are not regularly monitored.”

The researchers paired information about fish stocks with recently published data on fisheries management activities in about 30 countries. This analysis found that more intense management led to healthy or improving fish stocks, while little to no management led to overfishing and poor stock status.

These results show that fisheries management works when applied, and the solution for sustaining fisheries around the world is implementing effective fisheries management, the authors explained.

“With the data we were able to assemble, we could test whether fisheries management allows stocks to recover. We found that, emphatically, the answer is yes,” said co-author Christopher Costello, a professor of environmental and resource economics at University of California, Santa Barbara, and a board member with Environmental Defense Fund. “This really gives credibility to the fishery managers and governments around the world that are willing to take strong actions.”

Fisheries management should be tailored to fit the characteristics of the different fisheries and the needs of specific countries and regions for it to be successful. Approaches that have been effective in many large-scale industrial fisheries in developed countries cannot be expected to work for small-scale fisheries, especially in regions with limited economic and technical resources and weak governance systems, Parma said.

The main goal should be to reduce the total fishing pressure when it is too high, and find ways to incentivize fishing fleets to value healthy fish stocks.

“There isn’t really a one-size-fits-all management approach,” Costello said. “We need to design the way we manage fisheries so that fishermen around the world have a long-term stake in the health of the ocean.”

Other co-authors are from University of Victoria, University of Cape Town, National Institute of Fisheries Research (Morocco), Rutgers University, Seikai National Fisheries Research Institute Japan, CSIRO Oceans and Atmosphere, Fisheries New Zealand, Wildlife Conservation Society, Marine and Freshwater Research Center (Argentina), European Commission, Galway-Mayo Institute of Technology, Center for the Study of Marine Systems, Sustainable Fisheries Partnership, The Nature Conservancy, and the Food and Agriculture Organization of the United Nations.

Hilborn and collaborators recently presented this work at the Food and Agriculture Organization of the United Nations’ International Symposium on Fisheries Sustainability in Rome.

The research was funded by the National Center for Ecological Analysis and Synthesis Science for Nature and People Partnership. Individual authors received funding from The Nature Conservancy, The Wildlife Conservation Society, the Walton Family Foundation, Environmental Defense Fund, the Richard C. and Lois M. Worthington Endowed Professorship in Fisheries Management and donations from 12 fishing companies.

How Finance Can Help Protect the World’s Ocean Resources

December 4, 2019 — Can finance contribute to seafood sustainability? This is an increasingly relevant question given the projected growth of seafood demand and the magnitude of social and environmental issues associated with its production.

Since the 1960s, aquaculture has been the world’s fastest-growing food sector. Rates of fish consumption have been increasing twice as rapidly as population growth, and fish has become one of the most traded food commodities.

Today, more than 90 percent of the world’s fisheries are either overexploited or fully exploited, and the sector is plagued with unsustainable practices, ranging from illegal fishing and habitat destruction to overuse of antibiotics and forced labour.

Making sure that seafood is both socially and environmentally sustainable has therefore become a key concern for governments, academics and civil society organisations.

In a recent article published in the journal Science Advances, my colleagues and I explored what role finance could play in promoting a sustainable seafood industry and where leverage points may lie to redirect capital towards better practices.

Latest ISSF Participating Tuna Company Compliance Report Shows 99 percent Conformance with ISSF Conservation Measures

November 26, 2019 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) has released its fourth annual Update to ISSF Conservation Measures & Commitments Compliance Report, which shows a conformance rate of 99 percent by 25 ISSF participating companies with all 27 ISSF conservation measures in effect as of 2018.

As part of its commitment to foster transparency and accountability in the fishing industry, ISSF engages third-party auditor MRAG Americas to assess ISSF participating seafood companies’ compliance with ISSF conservation measures according to a rigorous audit protocol.

The November 2019 report is based on updates to the initial annual audit results published in April 2019, wherein some companies had “minor” or “major” non-conformances with conservation measures in 2018:

  • The April 2019 annual report showed that one company had a major non-conformance, which had been remediated as of the November 2019 report’s release.
  • There were no other instances of major non-conformance in 2018.
  • ISSF also noted in the November 2019 report that eight participating companies had at least one minor non-conformance, for a total of nine minor non-conformances.

MRAG Americas defines a minor non-conformance as: “Company does not fully comply with a particular conservation measure or commitment, but this does not compromise the integrity of ISSF initiatives.”

International Seafood Sustainability Foundation Announces New Conservation Measure to Bolster Fish Aggregating Device (FAD) Management across Global Tuna Fisheries

November 12, 2019 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) today announced the adoption of a new conservation measure requiring that fishing vessels have publicly available fish aggregation device (FAD) management policies to comply with ISSF supply-chain recommendations for marine ecosystem health. These policies must be in line with science-based best practices outlined in ISSF’s report, “Recommended Best Practices for FAD Management in Tropical Tuna Purse Seine Fisheries.”

“Since ISSF’s founding 10 years ago, we’ve prioritized better management of FADs and the reduction of bycatch and other marine ecosystem impacts across all oceans,” explains ISSF President Susan Jackson. “This new conservation measure gives leading seafood companies a clear framework, based on years of scientific research, in sourcing tuna from vessels that are following best practices in designing, deploying, and recovering FADs – and also in reporting FAD data to Regional Fisheries Management Organizations (RFMOs).”

ISSF Conservation Measure 3.7 Transactions with Vessels or Companies with Vessel-based FAD Management Policies, approved by the ISSF Board of Directors to take effect in 2021, states that ISSF participating companies shall conduct transactions only with those purse seine vessels whose owners develop and make public FAD management policies that include the activities purse seine and supply vessels are undertaking (if any) on the following elements:

  • Comply with flag state and RFMO reporting requirements for fisheries statistics by set type
  • Voluntarily report additional FAD buoy data for use by RFMO science bodies
  • Support science-based limits on the overall number of FADs used per vessel and/or FAD sets made
  • Use only non-entangling FADs to reduce ghost fishing
  • Mitigate other environmental impacts due to FAD loss including through the use of biodegradable FADs and FAD recovery policies
  • For silky sharks (the main bycatch issue in FAD sets), implement further mitigation efforts

Helping global tuna fisheries become capable of achieving Marine Stewardship Council (MSC) certification without conditions has long been an ISSF objective, and improved FAD management is an important component of meeting the MSC standard. Conservation Measure 3.7 is ISSF’s second measure focused on FADs specifically, and its tenth measure focused on bycatch mitigation in tuna fisheries.

Supply Chain Conservation Measure Expanded to include FisheryProgress.org and MSC-certified Fisheries

ISSF conservation measures directly affect how 26 global seafood companies that are ISSF participating companies environmentally manage their respective tuna supply chains.

To support ISSF participating companies in sourcing sustainable tuna from processors and vessels and achieving greater supply-chain transparency, the ISSF Board has amended Conservation Measure 2.4 Supply Chain Transparency, Audit, Reporting and Purchase Requirements.

In addition to purchasing tuna from Supplier Source categories — peer ISSF participating companies, ISSF Data Check companies, direct from vessels — ISSF participating companies now can source tuna from an expanded array of sources represented by these Fishery Source categories:

  • Marine Stewardship Council (MSC)-certified fisheries eligible to use the MSC label
  • Comprehensive FIPs listed on FisheryProgress.org scoring A, B or C or in their initial listing on Fisheryprogress.org
  • Comprehensive FIPs listed on FisheryProgress.org scoring D or E

By January 31, 2020, and annually thereafter, to comply with measure 2.4, participating companies must publicly report the percentage of tuna sourced from the Supplier Source and/or Fishery Source categories.

SFP releases 2019 reduction fisheries report

October 28, 2019 — The following was released by the Sustainable Fisheries Partnership:

A review of the management of the leading European and Latin American fisheries used for fishmeal and fish oil has concluded that 88 percent of the volume comes from fisheries that are at least “reasonably well-managed.”

The report, which analyzes 26 reduction fishery stocks worldwide, also identified an increase of 2 percent in the volume of fish from fisheries that are considered “poorly managed.”

“All of the fisheries already have relatively good management schemes in place; continued efforts in addressing the remaining management issues, and also in complying with the scientifically advised measures, would likely contribute to a faster recovery of the respective stocks to healthy levels,” the report’s authors wrote.

Other key findings from the report include:

  • Three percent of the total catch volume of the reduction fisheries in the analysis comes from stocks classified as “very good condition.” As in the four previous editions of this report, this corresponds to a single fishery: Antarctic krill – Atlantic Southern Ocean. This stock is managed by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) and has had MSC-certified fisheries since 2010.
  • Eighty-eight percent of the total catch volume in the analysis comes from stocks that are considered to be “reasonably well-managed (or better),” (i.e., that score 6 or above on all five criteria outlined by SFP’s FishSource database), a three-percent decrease compared to last year. The stock with the largest contribution to this category continues to be the Anchoveta – Peruvian northern-central stock, which represents approximately 32 percent of the total catch, compared to 33 percent in the previous overview.
  • Twelve percent (1.1 million tonnes) of total reduction fisheries catch comes from fisheries classified as “poorly managed,” a rise of 2 percent compared to last year. The volume coming from poorly managed fisheries is still, however, considerably lower than that observed prior to 2017.

There is a critical need to develop and expand improvement efforts in Southeast Asian fisheries, which are not included in the report’s analysis. These fisheries likely represent close to half of the global catch for this sector, yet are poorly understood and plagued by persistent environmental and social issues.

“Fish meal and fish oil are important feed ingredients that provide key nutrients to farmed shrimp and fish,” said Dave Robb, sustainability director, animal nutrition and health, at Cargill. “But it’s important they are sourced responsibly. Fishery improvement projects (FIPs) provide an important opportunity to drive sustainable development in areas like Southeast Asia, South Asia, and Africa, helping to improve fisheries management and activities for the long-term benefit of all participants. Cargill is already engaged in some FIPs and encourages other actors in this sector to also engage in such schemes, to help secure a sustainable future for fishmeal and oil. Collaboration is key: together, we can help achieve environmentally and socially sustainable fisheries.”

The ecological impacts of reduction fisheries on the wider marine ecosystem are not fully understood. A guest article by Birdlife International in the report highlights the vulnerability of seabirds to restrictions in the availability of forage fish that result from fishing.

Commenting on the results, Dave Martin, deputy programs director at SFP, said, “Despite a minor drop in performance this year, the fishmeal and fish oil industry in Europe and Latin America has built a good track record of responsible sourcing, although there is inevitably still room for improvement. Given this, it is urgent that global industry turn its attention squarely to Southeast Asia.”

Certifying collective releases new tool looking at seafood’s environmental, social performance

October 24, 2019 — The Certifications and Ratings Collaboration, a collective of leading global seafood certification and ratings programs, recently released its Sustainable Seafood Data Tool this month. An online resource, the new tool offers a first-of-its-kind interactive overview of the environmental and social performance of worldwide seafood production, the collaboration said in a press release.

The analysis offered in the Sustainable Seafood Data Tool gives an overarching view of all global production and also drills down to give snapshots of wild and farmed seafood production. Each of the tool’s overviews provides details of the proportion of seafood production that has been certified or rated as meeting a high level of environmental performance; whether the area in question is improving through fishery or aquaculture improvement projects; if it needs improvement; or if its status is unknown.

The data within the resource can be filtered, the collaboration said, a capability that allows users to display similar overviews for particular regions or countries. Additionally, tool also allows for the combination of geographic filters with filters for wild capture, farmed, or both.

ISSF: 15% of world’s tuna catches come from over-fished stocks

October 24, 2019 — About 15% of total commercial tuna catches worldwide come from overfished stocks, according to a new report by the International Seafood Sustainability Foundation (ISSF) on the status of tuna stocks.

With stocks described as overfished and overfishing taking place, Atlantic Ocean bigeye and Indian Ocean yellowfin tuna stocks face a particular challenge, according to the report.

ISSF, formed in 2009 as a global, non-profit partnership among the tuna industry, scientists and World Wide Fund for Nature, assessed status of seven species of major commercial oceanic tuna. This included 23 stocks in total (6 albacore, 4 bigeye, 4 bluefin, 5 skipjack and 4 yellowfin stocks).

Report urges lenders to price sustainability risks into seafood industry capital costs

October 21, 2019 — A new report from the nonprofit Planet Tracker is urging banks and investors to price the hidden risk of unsustainable operations by Japanese seafood companies into their lending decisions.

Planet Tracker is a project of Investor Watch, a nonprofit company with the goal of encouraging “impact investing,” or aligning capital markets with social and ecological sustainability. Mark Campanale, a co-founder of Investor Watch, formerly worked for asset management companies and was involved in the creation of several responsible investment funds. He also provided input to the current report.
