MSC urged to raise the bar on shark-finning

February 17, 2021 — A new report by a cadre of scientists and members of environmental NGOs is calling on the Marine Stewardship Council (MSC) to take further action to combat the practice of shark-finning.

The report, which analyzed the MSC’s policies relating to shark-finning, asserts that the organization should adopt a “fins naturally attached” (FNA) policy in order to curtail – and hopefully eliminate – shark-finning. The council is failing its zero-tolerance policy on shark-finning, a press release from the organizations behind the report said.

New technology expected to play a key role in shark research

December 29, 2020 — There was precious little good news in 2020, but at least, for the second year in a row, we didn’t see any shark attacks on the Cape.

Unfortunately, the same could not be said for Maine, where a great white shark killed a New York City woman while she was swimming in Harpswell in July. It was the first such attack in the state’s recorded history.

Cape Cod’s first shark attack was in 2012 — the first fatality in Massachusetts in 82 years occurred in Wellfleet in 2018.

The Maine death, along with an increase in the frequency of sightings and detection of tagged white sharks along the New England coastline, helped spur the foundation of the regional New England White Shark Research Consortium this month with the goal of sharing information and research.

With the largest population of great white sharks on the East Coast, Cape Cod is home to cutting-edge research intended to protect the species as well as the millions of beachgoers who come to the peninsula each summer for fun in the surf. While much of that research effort still lies in finding and observing these large marine predators the old-fashioned way with spotter planes and boats, new technologies give scientists hope they will unlock the mysteries of behavior and life history that will allow sharks and humans to coexist.

KRISTEN MINOGUE: Shark tags reveal an endangered species returning to natural refuge

December 28, 2020 — In the coastal waters of the mid-Atlantic, an endangered shark is making a comeback. Led by former Smithsonian postdoc Chuck Bangley, scientists at the Smithsonian Environmental Research Center (SERC) tagged and tracked nearly two dozen dusky sharks over the course of a year as part of the Smithsonian’s Movement of Life Initiative. They discovered that a protected zone put in place 15 years ago is paying off — but with climate change, it may need some tweaking.

Dusky sharks are what Bangley calls “the archetypal big, gray shark.” Born 3 feet long, as babies, they’re already big enough to prey on some other shark species. But they’re slow-growing. It can take 16 to 29 years for them to mature. If their populations take a hit, recovery can take decades.

An endangered species, duskies aren’t very common in Delaware waters. When they do surface, they’re easily mistaken for sandbar sharks. But in this new study, the Smithsonian tracked dusky sharks swimming past the southern tip of Delaware on their migrations up and down the Atlantic. For conservationists, it’s a sign that protections put in place are slowly starting to pay off.

The sharks’ numbers plummeted in the 1980s and 1990s, when well-intentioned managers offered sharks as an “alternative fishery,” while other stocks, like cod, were collapsing. The overfishing that followed wiped out anywhere from 65% to 90% of the Chesapeake’s duskies, said Bangley, now a postdoc at Dalhousie University in Nova Scotia. Managers banned all intentional dusky shark fishing in 2000. Five years later, they created the Mid-Atlantic Shark Closed Area along the North Carolina coast. The zone prohibits bottom longline fishing, which can ensnare dusky sharks, for seven months of the year.

Hawaii Fishing Fleet Is Changing Gear To Help Protect Endangered Sharks

December 7, 2020 — The Hawaii Longline Association announced this week it’s making key changes to its fleet’s fishing equipment to help the imperiled oceanic whitetip shark stave off extinction.

Specifically, by July, crews aboard the fleet’s 140 or so vessels plan to replace the steel wire fishing leaders at the ends of their fishing lines with ones made from less-lethal nylon, or monofilament, according to HLA Executive Director Eric Kingma.

The move should at least somewhat help the endangered and overfished sharks, local fishing officials and industry watchdogs say, because they can bite through the nylon more easily and free themselves when they’re inadvertently caught.

It’s a much-welcomed change to aid a species that was abundant in the central and western Pacific Ocean before commercial fishing and demand for shark fins decimated their numbers, ocean conservationists say.

International consortium created to study the white shark

December 7, 2020 — Shark research groups and government agencies in the United States and Canada announced Tuesday the establishment of an organization that will unite over a dozen agencies to collaboratively study the white shark.

The New England White Shark Research Consortium joins organizations and universities in Massachusetts—such as the New England Aquarium and University of Massachusetts Dartmouth—with researchers in Maine, Rhode Island, New Hampshire, Arizona and Canada.

The group has two primary goals: advance researchers’ current understanding of the white shark, and enhance public education and safety within the region.

Gregory Skomal, the senior fisheries scientist for the Massachusetts Division of Marine Fisheries (which is a consortium member), said the fatal shark attack of a 63-year-old woman off the coast of Maine this summer prompted the creation of the consortium.

“It really pointed to a need for us to coordinate research here in New England,” Skomal said, noting many people were surprised by the location of the attack even though researchers knew white sharks are historically found in Maine waters.

International consortium to study great white shark behavior in Atlantic Ocean

December 2, 2020 — The great white shark now has an international consortium of governments, universities, and private groups — including authorities from Massachusetts — studying the fearsome predator’s behavior in the northwest Atlantic Ocean.

The sharks have returned to coastal New England and southern Canada in increasing numbers during recent years, sometimes leading to fatal interactions with humans it encounters who are swimming or surfing in the ocean.

Among other completed and forthcoming research the consortium plans to use hundreds of receivers to acoustically track great whites from Rhode Island to Canada in hopes of eventually creating “shark forecast maps” that will alert swimmers when shark activity along beaches is at its most intense, said Megan Winton,chief research scientist for the Atlantic White Shark Conservancy which provides the popular SHARKTIVITY app.

Hawaii longliners will convert to mono leaders

December 2, 2020 — Longline fishermen based in Hawaii will voluntarily switch to using monofilament leaders on their gear to promote shark conservation, the Hawaii Longline Association announced this week.

Based at Honolulu Harbor, the fleet of about 140 active vessels produces 90 percent of U.S. bigeye tuna and 50 percent of its swordfish and was sixth in landed value among U.S. ports with $100 million in 2018. The longline fishery is closely monitored and uses a suite of mitigation tools to reduce interactions with protected species.

That includes a 45-gram minimum weight on baited lines so they sink quickly and out of depths where seabirds forage and use of circle hooks to reduce interactions with sea turtles and false killer whales. But sharks are still more likely to be caught by circle hooks, according to the association.

“Hawaii longline vessels don’t retain sharks and most are released alive, but since most sharks are unable to bite through a wire leader, some sharks die on the line,” the group explained in a statement. “Unfortunately, this includes oceanic whitetip sharks, which are now listed as ‘threatened’ under the Endangered Species Act.”

New regional shark research consortium established

December 2, 2020 — The fatal great white shark attack on swimmer Julie Dimperio Holowach in July in Harpswell, Maine, caught many in the shark research community by surprise.

While it was known that some great whites do travel north into Canadian waters in the summer, there was little in the way of sightings, and just a smattering of attacks on seals.

Holowach was the only confirmed fatality from a shark attack in Maine history, according to Patrick Keliher, state Division of Marine Resources director. Cape Cod, with hundreds of great whites patrolling beaches and daily sightings in the summer months, has had two major attacks on swimmers and a fatal attack on a bodyboarder.

“The incident really did rattle the state of Maine, and justifiably,” said Gregory Skomal, Massachusetts Division of Marine Fisheries shark expert. “A lot of us doing work on white sharks reached out to assist.”

Hawaii Longline Vessels to Improve Shark Conservation with Gear Change

November 30, 2020 — The following was released by the Hawaii Longline Association:

Hawaii-based longline vessels will voluntarily switch to monofilament leaders to promote shark conservation, the Hawaii Longline Association (HLA) has announced.

The Hawaii longline fishery is among the most comprehensively managed in the world. With around 140 active vessels based out of Honolulu Harbor, the fleet is highly monitored and subject to a suite of leading protected species mitigation measures. These measures include requiring 45-gram minimum weights so that hooks will sink quickly out of seabird foraging depths, as well as the use of a type of “circle” hook that reduces the severity of interactions with sea turtles and false killer whales.

Although beneficial for sea turtles and false killer whales, sharks are more likely to be caught by the circle hooks. Hawaii longline vessels don’t retain sharks and most are released alive, but since most sharks are unable to bite through a wire leader, some sharks die on the line. Unfortunately, this includes oceanic whitetip sharks, which are now listed as “Threatened” under the Endangered Species Act.

Switching to monofilament leader material will allow sharks to bite through the line just above the hook, thus reducing the severity of the interaction that otherwise would occur using wire leaders. Monofilament leaders will also facilitate releasing sharks and other animals, as the material is much easier to cut than wire. Crew safety remains paramount, and the transition to monofilament leaders will be phased to ensure safety. However, the Hawaii Longline Association is setting July 1, 2021 as the target for the fleetwide conversion.

“This is an industry-led initiative to promote shark conservation and another example of the Hawaii longline fleet as a global leader in responsible fishing practices,” says HLA Executive Director Eric Kingma, PhD.

Scientists to Set Acceptable Biological Catch for American Samoa Bottomfish and Consider Rebuilding Plan Options

November 25, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

Scientists from throughout the Pacific will meet Nov. 30 to Dec. 1, 2020, to discuss fishery management issues and make management recommendations for fisheries in the Western Pacific Region. The meeting of the Scientific and Statistical Committee (SSC) of the Western Pacific Regional Fishery Management Council will be held virtually and is open to the public. Among the agenda items are the following:

American Samoa Bottomfish

The SSC will set the acceptable biological catch for the American Samoa bottomfish fishery for fishing years 2021-2022. The best scientific information available for fishery management decisions is the 2019 stock assessment from the National Marine Fisheries Service (NMFS) with catch projections to 2025. Based on this information, the maximum sustainable yield (MSY) is estimated to be 20,800 pounds and the overfishing limit in 2022 is 5,000 pounds. A panel of fishermen, fishery scientists and managers evaluated the scientific uncertainties associated with the assessment and quantified a risk level for the SSC to consider.

The 2019 benchmark stock assessment found the American Samoa bottomfish fishery to be overfished and subject to overfishing. The Council, in consultation with its SSC, must develop and implement within two years a plan that would rebuild the overfished stock within 10 years. At the same time, the Council must immediately end overfishing. The current projection from NMFS shows the stock could rebuild within 10 years with an annual catch limit ranging between 0 to 1,500 pounds. NMFS has issued a final rule to implement an interim catch limit of 13,000 pounds that would reduce overfishing and allow biomass to increase while minimizing socio-economic impacts to fishing communities. At the end of the 2020 interim measure, NMFS will review the performance of the fishery and could extend the measure for an additional period not to exceed 186 days in 2021.

The SSC may provide scientific advice on potential options that could simultaneously rebuild the bottomfish stock and end overfishing.

Guam Bottomfish

The NMFS 2019 stock assessment found the Guam bottomfish stock to be overfished, but not experiencing overfishing. At its March 2020 meeting, the Council voted to specify the annual catch limit for the bottomfish fishery at 27,000 pounds for fishing years 2020 to 2023. This annual catch level would allow the biomass to rebuild to MSY within four years (2024). However, there are no accountability measures in place that would guarantee that the catch would be kept below this level. The SSC is scheduled to discuss the rebuilding plan options and may provide advice to the Council.

Oceanic Whitetip Sharks

The Council’s Oceanic Whitetip Shark Working Group met and recommended research priorities and identified improvements needed to reduce fishery impacts on the species. Incidental catches of oceanic whitetip sharks have declined since international non-retention measures were enacted throughout the Pacific. According to projections, the stock should recover if catches remain 10-20% below 2016 levels. U.S. impacts on the population are expected to remain low relative to foreign fisheries, with U.S. longline fisheries impacting 1.2% of spawning potential by 2031. Based on the working group’s findings, the SSC may have recommendations on observer coverage and improved handling of released sharks, such as reducing trailing gear.

North Pacific Striped Marlin

Based on a Council recommendation to phase in catch reductions for striped marlin, the SSC will review and may recommend catch and/or effort levels for North Pacific striped marlin and allocations for international catch limits. The stock has been internationally overfished per a 2019 NMFS stock assessment presented at the June 2020 Council meeting. The Council is required to address, within one year, relative impacts of domestic fisheries and international overfishing per the Magnuson-Stevens Fishery Conservation and Management Act. U.S. Pacific fisheries, including the Hawaiʻi longline fishery, landed approximately 22% of reported North Pacific striped marlin catch from 2013 to 2017.

Recommendations made by the SSC on these and other matters will be considered by the Council when it meets Dec. 2-4, 2020, virtually with host sites at BRI Building, Suite 205, Kopa Di Oru St., Garapan, Saipan, Commonwealth of the Northern Mariana Islands (CNMI); and Tedi of Samoa Building, Suite 208B, Fagatogo Village, American Samoa.
