Tribal, commercial fishing groups call for drastic reductions in trawl salmon bycatch

October 14, 2021 — Fisheries managers allow whitefish trawlers to inadvertently scoop up halibut, crab and salmon in their nets. The bycatch rate is relatively low, but because the trawlers catch so much of their target species, the unintended harvest adds up.

In rural western Alaska, where chum and king salmon runs have been performing poorly, the bycatch is raising alarms. While the bycaught salmon is often donated to food banks, it’s of little assurance to those living along the Yukon and Kuskokwim rivers, where subsistence is a way of life.

“We eat dry fish like people from the Midwest eat bread, with every meal,” Mary Peltola told the North Pacific Fishery Management Council this month. She’s the executive director of the Kuskokwim River Inter-Tribal Fish Commission, and lives in the largely Yup’ik community of Bethel. “Our babies teethe on dry fish, it’s the first food most Yup’iks eat, and it’s something that we crave year-round.”

She testified that fishing on the Kuskokwim has been severely restricted to preserve wild salmon stocks. Meanwhile, trawlers haven’t faced new restrictions of their own as they scoop up lucrative whitefish like pollock, cod and halibut. She’s asked the council to work to put an end to bycatch in the industrial commercial trawl fleet.

Alaska captain hit with $1 million fine, six-month sentence for misreporting

August 12, 2021 — A commercial fisherman in Alaska will pay a fine of $1 million and spend up to a six months in prison for misreporting his catch.

Kodiak fisherman James Aaron Stevens was sentenced last week for “knowingly submitting false records concerning the locations and regulatory areas where fish were harvested,” according to the U.S. District Attorney’s Office, Alaska District.

The attorney’s office announced last August that Stevens had plead guilty to one count of false labeling, which constituted a Lacey Act violation. The false reporting occurred during 26 fishing trips between 2014 and 2017, when Stevens served as the owner and operator of the F/V Southern Seas and the F/V Alaskan Star.

“Specifically, Stevens knowingly falsified International Pacific Halibut Commission (IPHC) logbooks, daily fishing logbooks, Alaska Department of Fish and Game fish tickets, and landing reports to show that fishing gear had been deployed in areas where the vessels did not fish, and omitted areas in which the fish were actually harvested,” the district attorney’s office said. “In addition to his falsified logbooks, the investigation further revealed that Stevens maintained the accurate fishing information in a separate, personal log.”

Stevens falsely reported the harvest of some 903,208 pounds of halibut and sablefish, which added up to around $4.5 million in ex-vessel value and $13.5 million in market value.

September 2021 PFMC (online) meeting notice and agenda now available

No crabs, no scallops: Seafood is vanishing from menus in U.S.

July 27, 2021 — At the Clam, there are no scallops.

Prices went “crazy,” says Mike Price, who co-owns the Greenwich Village restaurant, and so he yanked them off the menu. Over in Napa Valley, Phil Tessier, the executive chef at a popular spot called PRESS, did the same. And in Atlanta, at the tapas joint the Iberian Pig, chef Josue Pena didn’t stop at scallops. The Alaskan halibut and blue crab are gone, too.

That last one was a killer, Pena says. Crab croquettes had become a signature dish. “People were like, ‘What’s up?’” But, he says, with wholesale costs soaring like they are, “the price we had to charge to be profitable was almost insulting.”

For restaurants across the U.S., the reopening from COVID lockdown has been anything but easy. They’ve struggled to hire back enough waiters and chefs, often being forced to dangle double-digit pay hikes, and have been rocked by cost increases and shortages on all kinds of items — from condiment packets to takeout packaging and chicken wings. So this jump in seafood prices, part of the broader inflationary surge working its way through the U.S. economy, is only further squeezing restaurateurs just when they were supposed to be raking in cash as they recover from all those months lost to the pandemic.

Seafood prices rose about 11% in the 12 months through early July from the previous period, according to NielsenIQ. Stretch out the time horizon a little, Pena says, and the increases on certain hard-to-find products are much starker yet. A pound of halibut, he says, goes for $28 from the local seafood distributor he buys from in Atlanta. Before the pandemic, it was $16 at most. And blue crab has gone from $18 a pound to $44. But at least he can find crab. In Orlando, Brennan Heretick, co-owner of High Tide Harry’s, had to stop selling crab fingers because wholesalers in the region stopped offering them.

Just like in dozens of other overwhelmed industries in the booming economy, there are any number of factors causing the shortages and price spikes: The ports are congested; there aren’t enough fishermen; there aren’t enough truck drivers; and demand for seafood at restaurants is soaring.

“Distributors used to hustle and bustle to get your business,” says Jay Herrington, who owns Fish On Fire, a restaurant that’s a 10-minute drive from Heretick’s place. Now, “you don’t get a delivery, or it’s a late delivery. Sometimes we have to go and pick it up.” That’s something he’d never seen before. Herrington recently raised entree prices, which range from $10 to $20, by as much as $3 to offset the higher costs. “There’s just no stopping it,” he says.

Alaska’s Dungeness crab prices double, halibut and blackcod also on the rise

July 16, 2021 — Catches for Dungeness crab at Southeast Alaska are going slow so far for 163 boats, but prices of $4.20 a pound are more than double last year’s. The crab fishery will run through mid-August and reopen in October.

Kodiak crabbers were getting $4.25 for their Dungeness, also more than double.

Norton Sound opened for king crab on June 15 with a 290,000-pound catch limit. Concerns over the depleted stock resulted in no buyers and only one participant who is selling crab locally.

Prince William Sound’s pot shrimp fishery remains open until mid-September with a catch limit of 70,000 pounds. A lingcod fishery opened in the sound on July 1 for a catch of nearly 33,000 pounds.

Ling cod also opened at Cook Inlet with a 52,500-pound catch limit. The Inlet also opened July 1 for rockfish with a 150,000-pound harvest.

2021 Spring Gulf of Maine Cooperative Bottom Longline Survey Concludes

July 13, 2021 — The following was released by NOAA Fisheries:

The Gulf of Maine Cooperative Bottom Longline Survey has been conducted from two commercial fishing boats each spring and fall since 2014 by the science center’s Cooperative Research Branch. At each station environmental conditions are collected by sensors and a baited longline (1 nautical mile in length) is set and retrieved. Scientists then remove catch from the line and weigh, measure, and collect biological samples from the fish that come onboard.

Spiny dogfish, cusk, and haddock were the largest components of the catch, consistent with what has been seen in earlier surveys. Other species commonly caught included thorny skate, Atlantic cod, barndoor skate, white hake, and red hake. This season we also caught 17 Atlantic wolffish and seven Atlantic halibut. Both species are considered “data-poor” in terms of stock assessments. Staff also observed multiple instances of porbeagle sharks eating fish off the line.

IPHC Announces Early Closure of California Sports Halibut Fishery as 39,000 lb Limit is Caught

July 2, 2021 — For the first time in at least six years, the California sports fishery for Pacific halibut closed on June 30, months earlier than the usual September closure and among the highest allocations in that period for recreational stakeholders.

Based on the latest catch projections, the California Department of Fish and Wildlife (CDFW) “expects the 2021 California recreational quota of 39,260 net pounds will be exceeded unless the fishery is closed,” the department announced in a statement on Tuesday this week.

Area 2A Halibut Fishermen Get Another Opener the First Week of July

July 1, 2021 — Halibut fishermen in Washington, Oregon and California better get those baited tubs ready for next week: The can try again to catch the remaining allocation at a second three-day opener, according to the International Pacific Halibut Commission.

Roughly one-third of the overall quota for Area 2A, the West Coast of the U.S., was caught, the IPHC said.

2021 Commercial Halibut Season Is Set to Open

June 16, 2021 — The following was released by NOAA Fisheries:

The first 3-day commercial halibut fishing season of 2021 in federal waters off the West Coast begins next week. It starts on Tuesday, June 22 at 8 a.m. and ends on Thursday, June 24 at 6 p.m. NOAA’s Office of Law Enforcement will be conducting patrols throughout the season along with our partners.

Patrols will focus on ensuring compliance with the rules and regulations governing commercial halibut fishing. These include:

  • Proper marking of fishing gear
  • Permitting and vessel documentation
  • Minimum size and possession restrictions

All setline or skate marker buoys carried on board or used by any U.S. vessel for halibut fishing must be marked with either the vessel’s state license number or registration number. The markings must be in legible characters at least 4 inches high and one-half inch wide in a contrasting color visible above the water.

MARY PELTOLA, SCOTT VAN VALIN, & MICHAEL KAMPNICH: Fisheries managers should reverse course on censoring public comments

May 14, 2021 — The North Pacific Fisheries Management Council process is difficult to navigate. It is a world of acronyms, statistics and legal jargon; but decisions made there impact the lives of all Alaskans, and directly affect allocations of federally-managed species — including king salmon and halibut — to Indigenous, sport and commercial stakeholders. Meetings occur over weeks and can last more than 10 hours per day. It requires significant time to participate, time the average Alaskan does not have. Recently, the Council enacted a policy that makes it more difficult for Alaskans to effectively advocate for their communities, businesses and food sources.

At the April meeting, a policy tightening restrictions on written public comment was quickly proposed and passed. This meeting drew an outpouring of testimony on two items: halibut and king salmon bycatch by the trawl sector. The overwhelming majority of testimony favored reducing that bycatch and managing it based on abundance. People expressed their viewpoints passionately. A few included profanity, but those were dwarfed by the number who respectfully expressed concerns about the future of our ocean ecosystems, fisheries, communities, cultures and livelihoods.

Late on the final day of the meeting, the Council adopted a policy that significantly tightened the rules on written testimony and gave Council staff broad authority to censor and filter comments. Part of their stated rationale for the new policy was that “members of the public linked the comment portal… and broadcast it on social media platforms (Facebook, Reddit), which generated numerous comments from people not familiar with the Council process” and “numerous comments were made prior to any documents being uploaded, and many comments were unrelated to the eAgenda item under which they were posted.” It may be frustrating to the Council when stakeholders are not as familiar with their process and culture as paid advocates whose lobbying contracts are compensation for intimate knowledge of the complex rules and relationships within the system. However, this is not a valid rationale for censoring the public, nor is it inappropriate to share information on how to participate with a broad audience of Alaskans for whom the process may be new or discouraging.
