PFMC: November 14-20, 2019 PFMC Meeting Notice and Agenda Now Available

October 10, 2019 — The following was released by the Pacific Fishery Management Council:

The Pacific Fishery Management Council (Council) and its advisory bodies will meet November 14‐20, 2019 in Costa Mesa, California, to address issues related to groundfish, salmon, Pacific halibut, highly migratory species, coastal pelagic species, habitat, and administrative matters. JOHN SACKTON: Anti-Salmon Video Shot at Cooke Seafood Escalates Attacks on Farmed Fish

October 9, 2019 — SEAFOOD NEWS — Following the release of hidden camera video footage from a Cooke Hatchery in Bingham, Maine, Glenn Cooke issued a statement yesterday saying “I am very sorry that this has happened. We are thoroughly reviewing the footage and we are working closely with the Maine Department of Agriculture to review and ensure all our practices are within compliance. We are speaking with all our employees, and we will institute a rigorous re-training program at our Maine facility.”

His statement is an excellent response to an attack on aquaculture by a militant vegan organization called COK, Compassion over Killing.  This group has 18 people on staff, and in 2017 reported income of around $1.3 million.  20% of their budget goes to undercover videos targeting farming, especially industrialized factory farming.

The organization was founded in 1995, and says its aim is to ‘End the abuse of farmed animals using a variety of strategies including vegetarian outreach, investigations, legal advocacy and publications.’

They are very much part of the movement that has led consumers to demand free-range eggs, minimum standards for space for chickens, and regulations against confinement for breeding sows.

They have won a number of concessions from major restaurant chains who have pledged to adopt higher animal welfare standards and offer vegan menu options.

You can see the video they secretly filmed at the Cooke facility on youtube.  It is not getting a lot of hits, less than 5000 as of today.

It shows employees throwing discarded salmon, and in some cases whacking or stomping on fish.  It also shows some deformities being culled from newly hatched embryos.  The emotional tone of the video is that this is no way to treat fish, which Glenn Cooke has forthrightly acknowledged.

But for the salmon industry, and for seafood in general, this raises a larger question about consumer trends.

Farmed and wild seafood has been under continuous attack for both fishing and farming practices for nearly two generations.  Some of the criticisms about overfishing were made largely by people like the MSC, who love and celebrate fish, with the avowed purpose of ending overfishing, or in the case of ASC, certifying farming, to responsibly increase seafood in the global diet.

But others were made by groups who want to halt all consumption of seafood.  This is the category the Cooke critics fall into.

The problem the industry faces is that our customers, who have major retail and restaurant brands, are very sensitive to pressure groups and emotional appeals, regardless of whether they are based on facts or truth.

As a result, restaurant companies have made many changes in response to animal welfare demands and do not want to become targets of animal rights activists.  Part of Compassion’s strategy is to pressure companies like Subway and others to adopt animal welfare standards and to offer vegan options.  Even McDonald’s is subject to these pressures.

For us, complying with social responsibility has definitely increased costs.  The entire infrastructure of certification and traceability has been added to the costs of fishery management in order to demonstrate our social compliance to our customers.

We have no choice but to continue to make our case for responsible harvesting and husbandry.  This applies across the board, whether it is about lobsters being processed and cooked, wild salmon being crammed in RSW tanks, or farmed salmon raised in net pens.  Anyone on a fishing boat knows that gutting and bleeding fish has a cost to the fish.  But just as in nature, we accept that the pain we cause as a predator is no different to the fish than that caused by a seal or a tuna.  We live in a world where there is a food chain.

We have to be responsible stewards of that food chain.  Without the industry making this case, we are going to lose market share not just to vegetarians or people who will not eat fish under any circumstances but even among those who love fish.

As John Fiorello of Intrafish pointed out, there are two camps in the seafood industry regarding fake fish.  One suggests that the idea of plant-based fish products will always be fringe, and that these products will not make headway with real fish consumers.  I have tended to be in that camp.   People eat fish because they like the taste.  If they don’t eat fish, why would they buy fake fish?

The other camp is those sounding the alarm based on what happened to the dairy industry, where the milk aisle now has almond milk, soymilk, and other non-dairy products taking up space and market share.  In the UK, around 15% of ‘dairy’ sales are non-dairy milk products.  I now feel this is more of a true threat.

My kids are big fish eaters, brought up snacking on things like dried squid from a very young age.  But their spouses are vegetarian, and they have certainly been attracted to the non-meat products like impossible beef.

What surprised me in our discussion of fake seafood was their willingness to consider it, because even though they love fish and shrimp, they also think there is an environmental cost, as they do with meat.  So some of our best fish consumers may be tempted to try these fake products due to their overall view that fishing and aquaculture has an environmental cost that they can mitigate through their food choices.

This makes me think that the trend to hold not just fish but all foods to a higher standard is very real, and it means the entire seafood industry must continue to make the case for our responsibility and commitment to environmental and animal welfare.

Glenn Cooke’s statement is an excellent example of how to respond to this type of accusation.  The company was blindsided by someone recording a secret video.

It does not matter if it was unfair, edited, or secretly taped—the response of the company was to own the mistakes shown on the video, and to promise to do better.

Glenn Cooke said he does not judge people’s dietary choices.  If they don’t want to eat salmon they don’t have to, but regardless of their individual choice, Cooke is assuring all those who do eat farmed salmon that it is grown in a responsible, socially conscious way that respects animal welfare.

These are not issues that are going away.

All Hands: Alaska determined to overcome tariff troubles

October 9, 2019 — The theme coming out of Alaska seafood’s annual meeting is — no surprise — tariffs.

The Alaska Seafood Marketing Institute opened its All Hands On Deck meeting today in Anchorage with annual updates from its program directors, followed by public meetings for species committees and the Responsible Fisheries Management program.

International Program Director Hannah Lindoff opened her update with a slide detailing the current state of U.S./China tariffs.

“This is the most up to date information,” said Lindoff. “But if anyone is on Twitter and something changes, please let me know.”

Although most products in Alaska’s portfolio are exempted from U.S. tariffs on Chinese exports — salmon, pollock and Pacific cod — competition in the global marketplace makes tariffs disadvantageous for any fisheries affected by additional duties.

For example, Alaska contributes 10 to 15 percent of the global supply of red king crab. Russia supplies about 70 percent. Alaska’s red king crab quota is down 12 percent for 2020. Golden king crab and snow crab quotas are up 13 and 23 percent, but the tanner/opilio fishery is shut down for the year.

Tribes, environmental groups sue to stop mine in Alaskan salmon spawning areas

October 9, 2019 — Five native, business and environmental organizations sued the Environmental Protection Agency on Tuesday over a proposed controversial Alaska gold and copper mine that the Trump administration has backed after it reversed an Obama-era decision that stopped the project due to environmental concerns.

On Tuesday the five groups, representing 31 tribes and tribal governments as well as a seafood development association and hundreds of commercial fishing interests, all sued the EPA in federal court in Anchorage, Alaska, over the administration’s lifting of the Obama EPA 2014 Clean Water Act protections. The Trump administration in late July lifted the Obama EPA’s roadblock on the massive proposed Pebble mine, allowing the project to largely move forward towards the permitting process.

On Wednesday a similar lawsuit was filed against the EPA by more than a dozen other environmental groups, including the Natural Resources Defense Council, Defenders of Wildlife, the National Parks Conservation Association and SalmonState. Like the lawsuit filed Tuesday, these environmental groups Wednesday allege the EPA broke the law when it recently withdrew the Obama-era protections that had stopped the mine.

MAINE: DMR joins partnership to restore Penobscot River salmon

October 8, 2019 — The Department of Marine Resources will employ a novel approach to rearing Atlantic salmon for restoring native populations on the East Branch of the Penobscot River.

The project, funded through a $1,075,000 National Oceanic and Atmospheric Administration Species Recovery Grant, will involve a partnership among DMR, Cooke Aquaculture USA, the U.S. Fish and Wildlife Service, NOAA Fisheries and the Penobscot Indian Nation to grow juvenile Atlantic salmon to adult size in aquaculture pens located in Machias Bay near Cutler. The adult salmon will then be released into the East Branch of the Penobscot, a river with large amounts of high-quality salmon habitat, to spawn.

Smolts raised from native broodstock by the U.S. Fish and Wildlife Service at the Green Lake National Fish Hatchery in Ellsworth and smolts captured in the wild using rotary screw traps will be used to stock the marine net pens in 2020, 2021 and 2022. To ensure the genetic integrity of salmon in the river, only smolts of Penobscot River origin will be released.

Ninth Circuit Orders Feds to Reexamine Army Corps’ Harm to Native Fish

October 8, 2019 — SEAFOOD NEWS — The National Marine Fisheries Service owes an explanation for why it decided that two dams on the Yuba River do not adversely affect threatened Chinook salmon, steelhead and green sturgeon, three Ninth Circuit judges ruled Thursday.

“The Ninth Circuit said you’re entitled to change your mind, but you’ve got to explain yourself and you haven’t,” said Christopher Sproul, an attorney with San Francisco-based Environmental Advocates. “We think this is an excellent win vindicating good government. If agencies are going to have environmental rollbacks, they can’t do it without good reasoning.”

The case marks the latest turn in a long-running dispute over the Army Corps of Engineers’ maintenance of the aging Daguerre Point and Englebright dams, both built before the passage of the Endangered Species Act.

According to environmental groups, the dams have long posed an impediment to migrating salmon. The over 100 year-old Daguerre Point has fish ladders, albeit crude and aging, over which salmon struggle to swim to reach their spawning grounds. But the 260-foot-high Englebright Dam, built in 1941, has no fish ladders at all and completely blocks fish passage to the upper Yuba River.

Since 2002, the service has considered the Corps’ maintenance of the dams an “agency action” that requires the Corps to comply with federal environmental law that protect threatened species.

As late as 2012, the service found the Corps’ activities were likely to harm salmon populations, but it suddenly reversed course in 2014 when it issued a biological opinion and a separate letter concurring with the Corps’ biological assessment for the Englebright Dam and adjoining powerhouses.

The service basically stopped treating the Corps’ activities as an “agency action,” effectively letting the Corps off the hook for its effect on the environment.

The Corps began consulting with the service in 2000 to improve passage, but salmon populations have continued to decline from their failure to mitigate the dams’ impacts.

In 2012, the service found the Corps’ activities were likely to harm the salmon species, but it suddenly reversed course in 2014 when it issued a biological opinion and a separate letter concurring with the Corps’ biological assessment for Englebright and its abutting hydroelectric facilities.

In 2018, the environmental non-profit Friends of the River lost a federal lawsuit over the service’s opinions on summary judgment.

On Thursday, the appellate court panel of Judge J. Clifford Wallace, Carlos Bea and Michelle Friedland ordered the federal court to take another look at the case.

“FOR argues that the Service acted arbitrarily and capriciously in changing its approach to analyzing the dams’ impact on threatened fish because the service did not provide a reasoned explanation for the change. We agree,” the judges wrote.

They found the service offered no explanation for why it changed its position.

“Given the Service’s failure to provide a reasoned explanation for why it changed positions on whether the continued existence of the dams and the hydroelectric facilities abutting Englebright constitute agency action, the district court erred in finding that the Service’s 2014 BiOp and LOC were not arbitrary and capricious,” their ruling says.

The judges also ordered the lower court to revisit Friends of the River’s claim that the Corps improperly granted licenses and easements to third parties to operate the hydroelectric facilities.

“The Ninth Circuit ruling underscores the principle that still exists in this country – that facts and law matter,” Sproul said.

The National Marine Fisheries Service was unavailable for comment late Thursday.

British Columbia group self-suspends MSC certification for wild salmon

October 7, 2019 — The Canadian Pacific Sustainable Fisheries Society (CPSFS) has self-suspended its Marine Stewardship Council (MSC) certification for the sockeye, pink and chum salmon fisheries in British Columbia, effective Nov. 27, the organization has announced.

Its members represent most processors and exporters of wild salmon.

“Everyone who cares about wild salmon in British Columbia should be worried,” said the CPSFS’s Christina Burridge, who is also executive director of the BC Seafood Alliance, adding in a statement that the decision means “there will now be no independent oversight of how Fisheries and Oceans Canada Pacific Region (DFO) manages these fisheries”.

“Though we are disappointed, saddened and frustrated to be forced out of the program,” she said, “we believe the fishery is sustainable and we are working on a plan to have these difficulties addressed in order to have the fishery evaluated and re-certified by the MSC at a future date.”

MAINE: 15,000 Atlantic salmon will be put into the Penobscot River over the next three years

October 7, 2019 — As many as 15,000 adult Atlantic salmon will be put into the Penobscot River over the next three years, most of them after being raised in penstocks off the coast of Washington County. They are expected to create up to 56 million eggs as part of one of the most ambitious efforts yet at reversing the decades-long decimation of Maine’s wild salmon population.

The first 5,000 fish will be placed in the East Branch of the Penobscot River near the Katahdin Woods and Waters National Monument next fall as part of the Salmon for Maine’s Rivers program, which is funded by a $1.1 million federal grant and involves the state and federal governments, a Native American tribe and a New Brunswick-based company that raises salmon in pens off the Maine coast.

The grant will pay for successive annual infusions of 5,000 Atlantic salmon — half of them female — into the river until 2022, said Sean Ledwin, director of sea-run fisheries at the Maine Department of Marine Resources.

AquaBounty planning to label GM salmon in the US

October 7, 2019 — AquaBounty is planning to preemptively label its genetically modified salmon in the United States in 2020, a company spokesperson told SeafoodSource soon after Canadian seafood industry executives and NGOs spoke out against the fish.

At the Canadian Seafood Show in Montreal, Quebec, in September, a panel of seafood industry executives and environmental groups said that they do not plan to sell or support AquaBounty’s AquAdvantage salmon in Canada.

Analyst: Salmon farming needs sector sea lice solutions to meet its full potential

October 7, 2019 — Soaring global demand for farmed Atlantic salmon has put many of the sector’s producers in a very strong financial position in recent years, but greater gains are there for the taking if they can overcome biological production barriers, according to an aquaculture analyst.

Christian Nordby, equity research analyst at Kepler Cheuvreux, informed the recent Aquaculture Innovation Europe conference in London that the salmon market continues to grow at a rapid rate with demand surpassing the supply, and said farmers will remain in good stead as long as they don’t take the “unlikely” approach of creating oversupply in the market.
