Cooperation between fishermen, regulators not just a fluke

August 30, 2017 — NARRAGANSETT, R.I. — The following is excerpted from an article published today by the Providence Journal:

Fisheries management is only as good as the science that it’s based upon. The better the science, the more effective the management.

For the past three years, Point Judith fisherman Chris Roebuck has partnered with federal regulators to get a better handle on fish stocks, taking scientists with the National Oceanic and Atmospheric Administration out to sea on his 78-foot Western-rig stern trawler the Karen Elizabeth to help figure out where groundfish are and in what numbers.

This summer’s trip wrapped up this week when the team of five researchers led by John Manderson, a senior ecosystem field scientist with NOAA’s Northeast Fisheries Science Center, and a four-man crew headed by Roebuck returned to port in Galilee with new information on summer flounder, red hake and other species.

Their research is more important than ever as regulators try to respond more nimbly to shifts in fish abundance and distribution caused by the changing climate.

The work depends on the collaboration between Roebuck and Manderson.

“I can’t do this research without him because I don’t know the ecosystem the way he does,” Manderson said. “I can work with him and quantify what he knows.”

Roebuck, 45, has been fishing his whole life. A second-generation fisherman, he was lobstering at 12 and has captained the Karen Elizabeth for the past two decades.

He fishes for squid from September to April and for sea scallops from April to June, trawling ocean waters from Delaware to the Canada border.

Working with the fisheries science center was a no-brainer for Roebuck, who believes that there are more fish in the sea than regulators are currently counting. Better data could end up benefiting him and other fishermen if they’re allowed to catch more.

“In the end, I’m just interested in making the science more accurate,” Roebuck said.

RHODE ISLAND: URI, Commercial Fisheries Center combine to create apprentice program in commercial fishing

August 21, 2017 — POINT JUDITH, R.I. — In early July, a group of apprentices joined a pilot program designed to train new commercial fishermen and women. When the program ended 20 days later, not a single apprentice had dropped out.

“We were very pleased with that,” said Barbara Somers, a research associate at the University of Rhode Island’s Department of Fisheries, Animal and Veterinary Science who helped put the program together. “We started with 12 and we ended with 12.”

The program, funded by a $100,000 grant from the National Fish and Wildlife Foundation of the National Oceanic and Atmospheric Administration (NOAA), was a joint initiative of URI and the Commercial Fisheries Center of Rhode Island, a non-profit group representing nine fishing organizations. The goal was to produce skilled crews to replenish the declining ranks of the Rhode Island commercial fishery.

The course covered all aspects of fishing, from fish stock assessments to net-mending and engine repair. Most of the training took place on fishing vessels and at fishing-related businesses. Equipment and meals were provided, and everyone who completed the program received a $1,000 stipend. Participants were also introduced to Point Judith’s tightly-knit commercial fishing community, where many have already found jobs.

Marian Kach, 37, is one of two women who completed the program. She said she had learned about the course on Facebook and jumped at the opportunity.

“I’ve been into fishing for seven years, rod and reel, and I’ve always wanted to work on a dragger, but as a woman, it’s kind of hard to approach a bunch of people in a very different way of fishing, and I didn’t really know anybody down there,” she said.

Access to Surfclam (Spisula solidissima) Fishing Grounds Studied by SCeMFiS Scientists in Research Survey Cruise Southeast of Nantucket Island

August 15, 2017 — BOSTON — The following was released by SCeMFiS:

The scientists of the Science Center for Marine Fisheries (SCeMFiS) recently completed a survey of the surfclam fishery area southeast of Nantucket Island to provide information regarding surfclam stock status and habitat to ensure continued resource access by local surfclam vessels. Surveys were successfully conducted in 4 days aboard the F/V Mariette sailing from New Bedford, MA.

Chris Shriver of Galilean Seafoods in Bristol, Rhode Island commented – “We believe this survey will assist the federal managers of the surfclam industry to preserve traditional surfclam fishing areas and to assist in opening new areas for the vessels to harvest surfclams so we can supply the public with sustainable and healthy clam chowders and clam strips, while protecting the marine habitat.”

Data will be reported to the SCeMFiS Industry Advisory Board at the Fall 2017 meeting in Cape May, New Jersey, with a final report by Spring 2018 and will be considered by the National Marine Fisheries Service Northeast Fisheries Science Center (“NEFSC”) Survey Design Working Group at their September meeting. If necessary, reporting will be accelerated as required to provide input to the New England Fisheries Management Council (“NEFMC”) Omnibus Habitat Amendment 2 (OHA2) decision making process. Data collected from this cruise will contribute both to ongoing efforts to (1) preserve access to the local resource by the small boat surfclam fishermen, and (2) ensure a well informed and scientifically based decision by the NEFMC concerning delineation of Essential Fish Habitat (EFH) area closures.

SCeMFiS scientific projects are unique in that they respond directly to the scientific needs of the fisheries managers in collaboration with the commercial fishing industry while upholding strict quality scientific standards and procedures. SCeMFiS partnerships include academia, government agencies, non-profits, trade organizations, and industry members. The Virginia Institute of Marine Science (VIMS), the University of Southern Mississippi (USM) are lead academic institutions and SCeMfiS is part of the National Science Foundation’s Industry/University Cooperative Research Center program. Other participating partners include Atlantic Capes Fisheries, Bumble Bee Seafoods Incorporated, Garden State Seafood Association, Intershell International Corporation, LaMonica Fine Foods, Lund’s Fisheries Incorporated, National Fisheries Institute Clam Committee, National Fisheries Institute Scientific Monitoring Committee, National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center, Omega Protein, Seafreeze Limited, Sea Watch International, Surfside Seafood Products, and The Town Dock.

RI And MA Lobstermen At Odds With Regulators Over Conservation Efforts

August 4, 2017 — Some Rhode Island and Massachusetts lobstermen say they’re frustrated that interstate regulators rejected new catch limits at a meeting Tuesday. The lobstermen say new rules are needed to stem dwindling lobster populations in New England.

Regulators rejected a proposal that would have allowed lobstermen to choose from a menu of conservation options, providing flexibility for different harvest regions.

Closing off certain fishing areas or reducing the number of lobster traps by 50 percent were among the options the proposal would have provided, options the lobstermen helped craft.

Beth Casoni, director of the Massachusetts Lobstermen’s Association, represents members from both the Bay and Ocean States. She said lobstermen in the south coast of Massachusetts were in favor of passing the rules and giving regions autonomy over how they deal with conservation.

“The fishing industry, you know, they’re hopeful that managers will listen with them and work with them,” Casoni explained. “And when stuff like this happens they want to throw their hands up and walk away because they don’t get paid to go to these meetings.”

U.S. Senate passes resolution designating Sept. 25, 2017, as ‘National Lobster Day’

August 4, 2017 — In recognition of the historic and economic importance of the lobster industry to Rhode Island and other coastal states, the U.S. Senate unanimously approved a resolution designating Monday, Sept. 25, 2017, as “National Lobster Day.” The resolution, cosponsored by U.S. Senators Jack Reed (D-RI), Sheldon Whitehouse (D-RI) and seven New England colleagues, invites lobster-lovers to mark their culinary calendars for the last Monday in September.

“This is a fitting tribute to our local lobstermen and women and the important economic impact lobsters have on Rhode Island’s economy. As consumer demand for sustainably harvested, wild-caught New England lobsters continues to grow, ‘National Lobster Day’ offers an opportunity to celebrate and appreciate an industry that supports hundreds of Rhode Island families and helps bring tourists to the area to enjoy delicious, freshly caught lobster and seafood,” Reed said. “It will also help showcase Rhode Island’s culinary diversity and boost sales. Whether you enjoy lobster fresh off the boat, or with fresh-made pasta, Rhode Island offers plenty of ways to join the celebration.”

“National Lobster Day is a great time to remember that the lobsters caught off of Rhode Island are some of the best on the East Coast, and we’re fortunate to have no shortage of first-rate restaurants to serve them up,” Whitehouse said. “Although warming seas have contributed to the reduction of our lobster landings by half in the last twenty years, I’ll continue to do everything in my power to make sure lobstermen and other Rhode Island fishermen, who make enormous contributions to the local economy, will continue to find healthy stocks off our coast and be able to call Rhode Island ports home for decades to come.”

No new rules for declining southern New England lobstering

August 2, 2017 — PORTLAND, Maine — An interstate panel that manages fisheries voted on Tuesday against a plan to try to preserve the declining southern New England lobster population with new fishing restrictions.

The New England lobster fishery is based largely in Maine, where the catch has soared to new heights in recent years. But the population has collapsed off Connecticut, Rhode Island, southern Massachusetts and New York’s Long Island as waters have warmed in those areas.

An arm of the Atlantic States Marine Fisheries Commission considered a host of new restrictions about lobster fishing in southern New England on Tuesday and chose to shoot the plan down.

Restrictions could have included changes to legal harvesting size, reductions in the number of traps fishermen can use and closures to areas where lobsters are harvested. But members of the commission’s lobster board said they feared the proposed restrictions wouldn’t do enough to stem the loss of lobsters.

Board members agreed to try to figure out a new strategy to try to help the crustaceans, which have risen in value in recent years as Asian markets have opened up.

New rules to help southern New England lobsters up for vote

July 31, 2017 — NEW BEDFORD, Mass. — A plan to try to slow the decline of southern New England’s lobster population with new fishing restrictions is up for a potential final vote this week.

The population of lobsters off Connecticut, Rhode Island and southern Massachusetts has plummeted in recent years. The regulatory Atlantic States Marine Fisheries Commission is considering a host of new restrictions about lobster fishing at a meeting on Tuesday.

Proposed management tools have included changes to legal harvesting size, reductions to the number of traps and seasonal closures to fishing areas.

CONNECTICUT: Industry expert says consumers have a role in saving local seafood

July 28, 2017 — STONINGTON, Ct. — Finding fresh, locally caught fish isn’t easy, but if educated consumers are persistent, they will not only help local fishermen, they’ll also help rebuild weakened domestic seafood markets that have been deeply gouged by imports and regulations.

Meghan Lapp, fisheries liaison for Seafreeze Ltd., a producer and trader of frozen seafood in North Kingstown, explained these points and more in her presentation, “Sea to Table: Bringing the Bounty of the Sea to You,” before an audience of about 40 people at the La Grua Center Thursday night.

In attendance were state Sen. Heather Somers, R-Groton, First Selectman Rob Simmons and a number of longtime local fishermen. The Stonington Economic Development Commission sponsored Lapp’s presentation.

She was joined by a panel comprised of Tom Williams, a generational fisherman with two sons who are commercial fishermen; Rich Fuka, president of the Rhode Island Fishermen’s Alliance; and Mike Gambardella, owner of Gambardella Wholesale Fish at the Stonington Town Dock.

Lapp said the fishing industry was so over-regulated, “You practically have to be a lawyer to go fishing.”

CONNECTICUT: Expert’s talk at LaGrua Thursday to focus on benefits of local sea-to-table options

July 24, 2017 — STONINGTON, Ct. — Meghan Lapp, an expert on the commercial fishing industry and its regulations, will give a talk entitled “Sea to Table: Bringing the Bounty of the Sea to You” on Thursday at 7 p.m. at the LaGrua Center at 32 Water St.

The Stonington Economic Development Commission is sponsoring the presentation, which will focus on how local harvesters provide fresh seafood, navigate fishery regulations and science, and what species are fresh, local and available. Admission is free.

Lapp, of Narragansett, is a fisheries liaison for Seafreeze Ltd., a producer and trader of sea-frozen fish in North Kingstown. She is on the Habitat Advisory Panel and the Herring Advisory Panel for the New England Fishery Management Council, the Ecosystems and Oceans Planning Advisory Panel for the Mid-Atlantic Fishery Management Council and the Menhaden Advisory Panel for the Atlantic States Marine Fisheries Commission.

She holds a master’s degree in legal science from Queen’s University in Belfast.

Growing up in Long Island, Lapp had familial ties in the fishing industry and worked in a fish market alongside commercial fisherman during summers in college.

Fishermen will be allowed to catch more monkfish

July 17, 2017 — Federal fishing regulators will allow fishermen to catch a little bit more monkfish over the next three years.

The monkfish, also known as goosefish is a popular food fish that’s native to the East Coast. They’re a staple of displays in New England fish markets, where they often stick out because of their bizarre appearance.

The National Oceanic and Atmospheric Administration says it’s increasing the monkfish quota in the northern fishery management area by 8 percent. The quota’s going up in the southern fishery area by 1 percent.

Monkfish are caught from Maine to Virginia, with most of the catch coming to shore in Massachusetts and Rhode Island. The harvest was worth more than $19 million in 2015.
