Pacific Council Gives Preliminary Nod to Two Coastal Sardine and Other Pelagic Species Projects

November 22, 2017 — SEAFOOD NEWS — The Pacific Fishery Management Council last week approved for public review two exempted fishing permits that should help improve coastal pelagic species stock assessments.

Both projects would add more survey work to nearshore areas. Fishermen have identified schools of sardines, in particular, close to shore but accessing them for survey work has been a problem because the sardine season has been closed and NOAA ships cannot access shallow areas. Additionally, both proposals would build on the use of industry knowledge.

The California Wetfish Producers Association research project intends to sample CPS schools in the southern California Bight using aerial spotter pilots with camera systems to fly surveys close to shore and photo-document schools. At the same time, qualified purse seine vessels would capture a subset of the schools identified in the photographs as “point sets.” This would provide a way to address issues identified in the aerial survey methodology review. The survey period is scheduled for late August 2018.

According to the CWPA application, all fish captured, including sardines, would be processed and sold by participating processors, and fishermen will be paid for their catches at the usual rates. Aside from the sale of fish, processors would not be compensated for the extra labor they will incur in weighing and fully sorting each school individually and documenting species composition by school, rather than the normal procedure of offloading the entire catch and documenting by load.

“We strongly support these EFP projects to improve the accuracy of stock assessments. It should be noted that 70 percent or more of the CPS harvest in California occurs in the area inshore of NOAA acoustic surveys,” CWPA Executive Director Diane Pleschner-Steele said. “We are grateful to the California Department of Fish and Wildlife and Southwest Fishery Science Center for their help and recognition that surveying the nearshore is a high priority research and data need.”

Pacific Seafood’s Mike Okoniewski presented the Westport, Wash.-based West Coast Pelagic Conservation Group project to both the Council and the Scientific and Statistical Committee. The project is designed to provide supplementary data collection and additional sampling techniques for areas nearshore of the proposed 2018 NOAA/Southwest Fisheries Science Center acoustic-trawl survey, according to the group’s application. This research off of Washington and Oregon would continue and expand the 2017 collaborative effort in 2018 so that samples of CPS for species composition and individual fish metrics may be obtained through purse seine operations, according to Council documents.

Sampling would be done at the same general time and nearshore areas as the NOAA survey, the applicants stated. The coastal pelagic species (CPS) that will be retained in small amounts (e.g. 5kg to 25kg) for sampling will be dip-netted sardines, anchovies, and mackerel(s). The sample fish will be frozen and retained for identification and biological measurements to be performed by NOAA.

But unlike the southern EFP, no fish will be harvested for commercial purposes. Wrapped schools would be released alive, the applicants said.

“This collaboration will continue to support the already commendable efforts of the scientists, balancing it with industry knowledge of the fishing grounds,” Okoniewski said.

Both EFPs will add to current survey and stock assessment work, providing more robust data for the fisheries in the future. The Council’s Scientific and Statistical Committee and Coastal Pelagics Species Management Team supported the EFPs and suggested minor technical changes to each; both applicants plan to incorporate those suggestions prior to the Council’s and NMFS’ final approval in early 2018.

“The CPSMT recognizes the value of the EFP research proposed by both groups to improve CPS stock assessments by obtaining data that has not been attainable by other means,” the CPS Management Team said in its statement.

The Coastal Pelagic Species Advisory Subpanel also supported the projects. “[We are] encouraged that forward progress is now being made to develop effective survey methods for the nearshore area,” the panel said in its statement. “The CPSAS thanks CWPA, WCPCG and especially the SWFSC for acknowledging the data gaps in current surveys and helping to provide support and funding for cooperative surveys that will hopefully improve the accuracy of future CPS stock assessments.”

Disappearance of wild salmon hurts local economy

November 20, 2017 — SEATTLE — Salmon and the Pacific Northwest used to go hand in hand, right? Not anymore. Back in the early 1900s, hundreds of thousands of naturally spawning salmon and steelhead could be found in Puget Sound each year. Today there are only tens of thousands. This is an alarming change, for our environment and local economy.

“I started at Pacific Fish in August, 1977,” says Bob Simon, general manager of Pacific Seafood. “In those days my job was to drive the waterfront, picking up fish. The Seattle waterfront was much different then.”

Simon remembers a string of seafood companies on the waterfront. “New England Fish Company around Pier 58. Salmon Run Seafood around Pier 54. Booth Fisheries around Pier 45. Olympic No. 2 under the viaduct. Olympic No. 3 under the viaduct. Seattle Seafoods around Pier 45.”

“These are all gone,” Simon says.

Puget Sound Partnership numbers indicate that chinook salmon populations have dropped to as little as 10 percent of their historic numbers.

This year, scientists also noted a record-low number of juvenile salmon in the Columbia River. For the first time in 20 years, some nets came up empty, showing no wild chinook salmon.

Entangled: Making The Sea Safer For Whales

November 1, 2017 — More than 30 times this year, the federal government has received reports of whales tangled in fishing gear along the West Coast. Sometimes the whales manage to wriggle free. Other times you see heart-rending pictures on the news or a rescue mission.

The culprit often involves Dungeness crab pot lines. Now Oregon crabbers are working with marine scientists to make the seas safer for whales and to avoid a black mark on their brand.

Bob Eder has fished commercially out of Newport, Oregon for decades.

“Over 45 years of pulling crab pots—I think I’ve probably hauled in close to a million—I’ve never encountered an entangled whale,” he said.

‘We want to be proactive’

Eder often sees whales at sea and recognizes just one bad outcome blamed on fishing gear could be all it takes to cause a PR nightmare. Whale numbers are up, but so are sightings of humpback whales, gray whales and the odd blue whale entangled in fishing lines and buoys—especially in California.

“We want to get out ahead of it. We want to be proactive,” Eder said. “We don’t want to be sued by the Center for Biological Diversity. We want to see what we can do to mitigate the situation.”

The Center for Biological Diversity is an environmental group and it did just sue the California Department of Fish and Wildlife. The group wants a federal judge to order the state regulator to make crab fishermen do more to avoid harm to endangered whales.

Crab traps themselves are not the problem, but rather the heavy-duty ropes stretching from the seafloor to one or more buoys at the surface. Whales can snag a fin or a tail and get all tangled up if there’s too much slack in the vertical line or excess floating on the surface.

“They normally don’t come in where our gear is,” Oregon Dungeness Crab Commission Executive Director Hugh Link said. “But when we get warmer water and the feed comes in closer to shore, then we have an issue.”

Link and Eder are two members of a work group of crabbers, marine biologists and government agency and nonprofit representatives. They’ve been meeting in Oregon since March.

A grant from NOAA Fisheries launched what is known as the Oregon Whale Entanglement Work Group, which is facilitated and now supported by Oregon Sea Grant. Washington state crabbers and other interested parties plan to meet in Montesano on November 8 to hear an update on whale entanglements and discuss whether the Washington-based/the local fleet should launch a proactive work group too.

The work group agreed to distribute a flyer to crab boat operators ahead of the season opener next month with best practices for setting and tending gear. Oregon and Washington also have programs to retrieve lost or derelict fishing gear. The work group next plans to survey the fleet about potential season modifications and area closures to keep whales away from gauntlets of ropes.

Cantwell, Huffman, Colleagues to Trump Admin: “Listen to Our Fishermen” and Save Bristol Bay from the Pebble Mine

White House plan to reverse clean water rules paves the way for construction of Pebble Mine, a catastrophic move for Bristol Bay watershed, 60 million salmon, and more than 20,000 jobs

Decision flies in the face of science and basic reason, made with no public input from fishermen or business groups

October 11, 2017 — WASHINGTON — The following was released by the office of Senator Maria Cantwell:

Today, U.S. Senator Maria Cantwell (D-WA), Rep. Jared Huffman (CA-02), and 40 of their colleagues in the House and Senate sent a forceful letter to President Trump urging caution and a careful consideration of the facts before his administration removes the science-based environmental rules that protect Alaska’s Bristol Bay and the fishermen who depend on it.

Removing the existing clean water protections allows for the construction of Pebble Mine, an open-pit copper and gold mine that could have a depth equivalent to as much as two and a half Trump Towers. The mine would be an unmitigated catastrophe for the Bristol Bay watershed and the 40-60 million salmon who return to it every year. A three-year Environmental Protection Agency (EPA) study in 2014 found that the proposed mine would, even in the course of normal, safe mine operations, destroy 24 to 94 miles of salmon-producing waterways and pristine environment.

The University of Alaska Institute of Social and Economic Research found that the Bristol Bay fishery supports more than 20,000 jobs and adds $674 million of economic activity to the states of Washington, Oregon, and California. The region also supports a prolific outdoor recreation industry; anglers from around the world take roughly 37,000 fishing trips annually to Bristol Bay, generating $60 million in economic activity.

“The EPA’s plan to reverse clean water safeguards is egregious and inconsistent with science, and frankly, inconsistent with basic logic,” wrote the members of Congress. “The Pebble Mine directly threatens our maritime economy and thousands of American jobs that rely on this world class fishery. We ask you to listen to America’s fishermen and businesses and reverse EPA’s decision to undo strong protections and clean water safeguards in Bristol Bay.”

Cantwell, Huffman, and their colleagues note the process that established the current clean water safeguards were the result of rigorous scientific analysis and peer review, over one million public comments, and eight public hearings.

In stark contrast, the Trump Administration’s recent decision to roll back the protections has no scientific basis and has been carefully removed from the public eye. There has been no input from stakeholders such as the fishing, tourism, and outdoor industries. Only two public hearings have been noticed, neither of which are scheduled for Washington, Oregon or California where many Bristol Bay commercial and sports fishermen reside.

In their letter, the members of Congress also called for public hearings, a 90-day extension of the public comment period, and other transparency measures to ensure the public is allowed to make their voices heard. Restrictions on mining have the support of 90% of local Bristol Bay residents.

Senator Cantwell successfully led the fight to save Bristol Bay when Pebble Mine was first proposed. In 2011, she urged the EPA to use authority under the Clean Water Act to block large scale development in Bristol Bay. She continued the drumbeat through 2014, when she rallied supporters at Fisherman’s Terminal in Seattle to urge President Obama and the EPA to continue to prevent mining in the area.

Cooke authorised to raise 1M more Atlantic salmon in Puget Sound despite recent escape

October 6, 2017 — The Washington Department of Fish and Wildlife (WDFW) has granted approval for Cooke Aquaculture to rear 1 million more Atlantic salmon in Puget Sound after one of the largest fish-farm escapes the firm has faced in history.

In August the company’s Cypress Island net-pen facility near the San Juan Islands collapsed and released tens of thousands of Atlantic salmon into Puget Sound and nearby waters.

Following the net pen collapse, Governor Jay Inslee directed that no permits be issued for new aquaculture net pens while the incident was being investigated.

However, current laws and administrative rules do not give state regulators the authority to deny Cooke’s permit to move healthy fish into an existing net pen.

In a prepared statement, Inslee said he had asked the company to withdraw its permit application to move 1 million juvenile Atlantic salmon from the company’s hatchery in Rochester, Thurston County, to its existing net-pen facility in Puget Sound at Clam Bay, along Rich Passage. He also expressed disappointment to know the firm decided to go ahead while thousands of salmon that had escaped have not been recovered yet.

Oregon, California senators step up pressure on Trump administration to approve salmon emergency cash

October 5, 2017 — Oregon and California’s four senators, all Democrats, stepped up the pressure on the Trump administration Wednesday to approve disaster assistance for salmon fishermen along 200 miles of coastline.

In April, the Pacific Fishery Management Council, which manages coastal salmon seasons, recommended closing coastal and commercial salmon fishing entirely along an area equal to roughly half of Oregon’s coastline. Govs. Kate Brown of Oregon and Jerry Brown of California requested emergency funding relief in May, to no avail.

The fall chinook fun on the Klamath is the biggest and is important for recreational and tribal fisherman as well as commercial fisheries. The Yurok tribe, which has preference along the waterway, also had its allocation severely curtailed this year, to roughly 650 fish. Management officials estimated returning salmon to be roughly 12,000.

Oregon has had success in securing emergency assistance for salmon fishery disasters under both Republican and Democratic administrations. Emergency funds were approved in 2006, 2008, 2009 and 2010.

Oregon Sens. Ron Wyden and Jeff Merkley, and their California counterparts, Sens. Diane Feinstein and Kamala Harris, sent a letter Wednesday to the National Oceanic and Atmospheric Administration’s fisheries division urging action before the end of 2017.

Japanese Animals Are Still Washing Up in America After The 2011 Tsunami

Plastics and metals have made it much easier for invasive species to raft across oceans.

September 29, 2017 — On March 11, 2011, an unprecedentedly powerful earthquake struck the Tōhoku region of Japan. It destroyed hundreds of thousands of buildings, wrecked the Fukushima Daiichi nuclear plant, created a tsunami that reached 40 meters in height, and shifted the entire planet a few inches on its axis. But among these catastrophic consequences, there were also subtler ones. For example, the tsunami inundated a small blue-and-white fishing boat called the Sai-shou-maru, ripping it from its moorings and casting it out to sea.

The boat drifted eastward through the Pacific, never capsizing. Then, on March 22, 2013, a couple weeks after the two-year anniversary of the quake, it washed ashore on Long Beach, Washington. Its hull was encrusted with seaweed and barnacles, and one of its compartments was full of water. And living in that water were five striped beakfish. The fish were youngsters, just four inches long. They had probably been swept into the boat as larvae, and spent their entire lives growing up within this ersatz aquarium. For two years, the boat was their entire world.

Four of those fish were euthanized by the Washington Department of Fish and Wildlife, but the fifth—now known as the “tsunami fish” was relocated to Oregon’s Seaside Aquarium. Its story astonished John Chapman, an ecologist at Oregon State University who studies aquatic invasive species. Somehow, this coastal species had endured a two-year, 4,000-mile voyage across the open ocean, in the tiniest of living spaces. “We said this couldn’t happen,” Chapman told OregonLive. “And nature is like: Oh yes it can.”

Of late, nature has been saying that to Chapman a lot.

In the last five years, he and his colleagues have documented 634 pieces of debris that were swept away by the Tōhoku tsunami and eventually washed up on the coasts of North America. And it hasn’t stopped coming yet. Between them, these bits of ocean-hopping junk carried 289 species that are typically found along Japanese coasts—a vast horde of sponges, sea stars, sea anemones, mussels, limpets, barnacles, and fish.

Warm waters off West Coast has lingering effects for salmon

September 18, 2017 — SEATTLE — The mass of warm water known as “the blob” that heated up the North Pacific Ocean has dissipated, but scientists are still seeing the lingering effects of those unusually warm sea surface temperatures on Pacific Northwest salmon and steelhead.

Federal research surveys this summer caught among the lowest numbers of juvenile coho and Chinook salmon in 20 years, suggesting that many fish did not survive their first months at sea. Scientists warn that salmon fisheries may face hard times in the next few years.

Fisheries managers also worry about below average runs of steelhead returning to the Columbia River now. Returns of adult steelhead that went to sea as juveniles a year ago so far rank among the lowest in 50 years.

Scientists believe poor ocean conditions are likely to blame: Cold-water salmon and steelhead are confronting an ocean ecosystem that has been shaken up in recent years.

“The blob’s fairly well dissipated and gone. But all these indirect effects that it facilitated are still there,” Brian Burke, a research fisheries biologist with the Northwest Fisheries Science Center.

After Atlantic salmon spill, fish farms’ future under attack on both sides of border

September 13, 2017 — Cooke Aquaculture Pacific knew it had problems at its Cypress Island fish farm before the catastrophic failure that spilled tens of thousands of Atlantic salmon into Puget Sound.

“The farm site No. 2 was identified as the first priority for upgrades. We knew it was at the end of its life cycle and it needed upgrades right away, and we were in the process of doing that,” company spokesman Chuck Brown said this week.

But the company never got the chance.

Instead, the farm capsized the weekend of Aug. 19, with 305,000 Atlantic salmon inside. The company collected 142,176 in all from its nets. The rest escaped.

Though evidence of damage to native fish runs is sparse, the accident has sparked an outcry to shut down the Atlantic salmon fish-farming industry in Washington. The state already has said it won’t allow new or expanded farms until further review, and 20 Western Washington tribes with treaty-protected fisheries say they want Puget Sound farms shut down entirely.

It also comes as the industry is under intense scrutiny across the border in British Columbia. First Nations people on Aug. 25 began an occupation of a net pen farm at Swanson Island near Alert Bay, demanding permits be revoked for the farms in their local waters because of concern about disease, fish waste and parasites harming wild stocks.

NOAA Fisheries: Ocean surveys show poor conditions for Columbia salmon

September 13, 2017 — Ocean conditions for salmon headed to sea this year are very poor, according to recent NOAA Fisheries research surveys, and have a high likelihood of depressing salmon returns to the Columbia River in the next few years.

The outlook is described in a recent research memorandum from NOAA Fisheries’ Northwest Fisheries Science Center, which has been studying the ecology of young salmon entering the ocean for more than 20 years. The research has helped reveal how conditions in the ocean affect salmon survival and, ultimately, how many salmon complete their life cycle to return to their home streams and spawn a new generation of fish.

NOAA Fisheries researchers regularly survey ocean conditions off the Pacific Northwest Coast, focusing especially on factors known as “ocean indicators” that can serve as barometers of salmon survival.

They also assess the number and condition of juvenile salmon along the Oregon and Washington coastlines, since the survival of the fish during their first months at sea helps predict how many are likely to survive over the longer term.
