Helping Fishermen Catch What They Want, and Nothing Else

May 3, 2016 — Heather Goldstone, of NPR affiliates WGBH and WCAI, discusses bycatch reduction in fisheries on a recent episode of “Living Lab.” Her guests were veteran gear designer Ron Smolowitz of the Coonamessett Farm Foundation, who has worked with the southern New England scallop industry; Steve Eayrs, a research scientist at Gulf of Maine Research Institute, who has worked with groundfishermen in Maine; and Tim Werner, a senior scientist with the New England Aquarium, who put acoustic pingers on gill nets to warn away dolphins. An excerpt from the segment is reproduced below:

It’s the holy grail of commercial fishing: catch just the right amount of just the right size of just the right species, without damage to the physical environment. It’s a tall order, and few fisheries are there yet.

Leaving aside the issue of straight up over-fishing, the Food and Agriculture Organization of the United Nations estimates that, each year, fishermen around the world accidentally catch more than seven million tons of marine life – everything from whales and turtles, to sea cucumbers – that they weren’t even after. Such by-catch, as it’s known, is essentially collateral damage.

And fishing has other environmental impacts. In some parts of the ocean, the scars left by trawls dragged across the sea floor can be seen for years.

But, it doesn’t have to be that way. Over the past decade or so, a lot of effort has gone into designing fishing gear and related equipment that allows fishermen to catch more of what they do want, and less of what they don’t, while also minimizing damage to the environment. For example:

  • Veteran gear designer Ron Smolowitz and the Coonamessett Farm Foundation have worked with the southern New England scallop industry over the past several years to develop a trawl that excludes loggerhead sea turtles. It turns out, it’s also better at capturing scallops, with the end result that scallopers can use smaller areas and less fuel – 75% less – to make their catch.

Rebuilding Pays off for West Coast Groundfish

April 29, 2016 — Half of the 10 West Coast groundfish species that had been determined to be overfished since about 2000 are now rebuilt, and at least two more may be rebuilt in the next few years.

The successful rebuilding of commercially important species including petrale sole, canary rockfish, and widow rockfish are a testament to the support and sacrifice of West Coast ports and fishermen who recognized the difficult actions and fishing cutbacks necessary to restore the stocks. The Pacific Fishery Management Council was instrumental in taking the steps necessary to ensure the long-term sustainability of the species.

“Many people gave up a lot over many years to get us to this point, and deserve a lot of credit for supporting the difficult conservation actions that were necessary,” said Will Stelle, Regional Administrator of NOAA Fisheries’ West Coast Region.

Between 1999 and 2002, nine West Coast groundfish stocks were declared overfished as surveys documented their declining numbers. Pacific whiting, for example, was declared overfished in 2002. NOAA Fisheries and the Council, with support from the fishing industry, reduced commercial harvests. Combined with strong reproduction and recruitment, the fishing cutbacks led to the rapid rebuilding of Pacific whiting by 2004.

10 fish stocks added to NOAA’s overfishing list in US

April 22, 2016 — Three stocks of Chinook salmon, one of Coho salmon and two flounder stocks have been added to the overfishing list produced by the National Oceanic and Atmospheric Administration (NOAA), the organization that regulates U.S. fishing reported in its 2015 Report to Congress on the Status of U.S. Fisheries.

Still, the number of fish stocks in U.S. waters subject to overfishing is near an all-time low, according to Alan Risenhoover, director of NOAA Fisheries’ Office of Sustainable Fisheries.

“The partnerships forged over past 40 years under the Magnuson-Stevens Act have resulted in the number of overfished stocks remaining near all-time lows and additional stocks are rebuilding,” Risenhoover said. “Through its stakeholder-driven process, the U.S. will continue to be a global leader in managing its stocks sustainably.”

U.S. fisheries continue to rebuild; number of overfished stocks remains near all-time low

April 22, 2016 — The following was released by NOAA:

Total number of rebuilt U.S. marine fish stocks since 2000 rises to 39

The number of domestic fish stocks listed as overfished or subject to overfishing remain near all-time lows, according to the 2015 Status of U.S. Fisheries report to Congress.

The 2015 report highlights the United States’ continued progress towards managing fish stocks sustainably. This is a result of the combined efforts of NOAA Fisheries, commercial and recreational fishermen, the regional fishery management councils, states, and other partners.

“It’s fitting that this report aligns with the 40th anniversary of the Magnuson-Stevens Act,” said Eileen Sobeck, assistant NOAA administrator for fisheries. “Magnuson-Stevens provided the dynamic, science-based management process that is proving successful year after year at keeping U.S. fisheries among the world’s most sustainable and resilient. This year’s report highlights the act’s continued success.”

In 2015, eight stocks came off the overfishing list:

  • greater amberjack in the Gulf of Mexico
  • gray triggerfish in the Gulf of Mexico;
  • hogfish in the Eastern Gulf of Mexico;
  • thorny skate in the Gulf of Maine;
  • winter skate in Georges Bank/Southern New England;
  • windowpane flounder in the Gulf of Maine/Georges Bank;
  • Puerto Rico scups and porgies complex (similar species that occur in the same area)
  • Puerto Rico wrasses complex.

In addition, two stocks are no longer listed as overfished—blueline tilefish in the South Atlantic and canary rockfish along the Pacific Coast.

A stock is on the overfishing list when the annual catch rate is too high. A stock is on the overfished listwhen the population size of a stock is too low, whether because of fishing or other causes, such as environmental changes.

The report also found that two fish stocks—canary rockfish and petrale sole, both on the Pacific Coast—were rebuilt to target levels in 2015. That brings the total number of rebuilt U.S. marine fish stocks to 39 since 2000.

“This rebuilding success demonstrates the importance of the scientific monitoring and responsive management approach Congress built in to the Magnuson-Stevens Act,” said Sobeck. “It also shows that managing fisheries to sustainable levels in an ever-changing environment is an ongoing process of science informing management.”

Populations of salmon, flounder added to overfishing list

April 21, 2016 — PORTLAND, Maine — The federal government has added several populations of economically important food fish, including stocks of salmon and flounder, to its list of fish stocks that are being subjected to overfishing.

The National Oceanic and Atmospheric Administration said Wednesday that three regional populations of Chinook salmon and one regional population each of Coho salmon, summer flounder, yellowtail flounder and winter flounder are suffering from overfishing.

NOAA produces an annual update of its list of fish that are either subject to overfishing or have been overfished to the point where populations are too low. The report informs conservation and management efforts.

Overall, the number of fish on the “overfishing” list climbed from 26 to 28, and the number on the “overfished” list rose from 37 to 38.

Sushi Alert: Grim Outlook for Bluefin Tuna

April 20, 2016 — TOKYO — The latest scientific assessment paints a likely bleak future for the Pacific bluefin tuna, a sushi lovers’ favorite whose population has dropped by more than 97 percent from its historic levels.

A draft summary of a report by the International Scientific Committee for Tuna and Tuna-like Species in the North Pacific Ocean seen by The Associated Press shows the current population of bluefin tuna is estimated at 2.6 percent of its “unfished” size. A previous assessment put the population at an already dire 4.2 percent.

Overfishing has continued despite calls to reduce catches to allow the species to recover. In some areas, bluefin tuna is harvested at triple the levels considered to be sustainable.

“The situation is really as bad as it appears,” said Amanda Nickson, director for Global Tuna Conservation at The Pew Charitable Trusts.

Limits imposed after the previous estimates actually allowed some countries to up their catches, she said.

KENNY HEBERT: CCA is telling fish tales about Omega Protein

April 20, 2016 — On April 2, the Sun Herald published an op-ed from the spokesman of the Coastal Conservation Association — Mississippi, F.J. Eicke (“A most important fish raises need for public scrutiny”), that was filled with more holes than a fisherman’s net. Sadly, time and time again, Mr. Eicke has demonstrated dismissiveness toward sustainable fisheries and the hardworking men and women of Mississippi’s commercial fishing industry.

A major contention offered by Mr. Eicke is that Mississippi’s resident menhaden stock is troubled. This statement is 100 percent incorrect and is little more than a scare tactic. There is no such thing as “Mississippi menhaden.” Due to their very nature — their biology and habitat — menhaden are a Coastwide migratory species, which is why menhaden stock assessments are conducted on a Coastwide basis.

As such, Mr. Eicke’s claim that the public “has no basis for assessing the catch in Mississippi waters” is nonsensical. Menhaden cross state borders routinely as they move around the Gulf. To assess the amount of menhaden in Mississippi waters at any given time is pointless, since, due to migratory patterns, the stock size would be completely different in subsequent days, weeks or months.

Contrary to Mr. Eicke’s claim that menhaden regulations are “minimal,” existing management has been successful in maintaining a sustainable fishery. According to the most recent, peer-reviewed Gulf States Marine Fisheries Commission stock assessment, the menhaden stock is healthy: It is neither overfished nor experiencing overfishing. The same results have been consistent going back 20 years.

Here’s How the Number of Fish in the Ocean Could More Than Double by 2050

March 31, 2016 — Fish populations around the world have been decimated by overfishing — but new research suggests that this could soon change if the world got its act together.

Fishermen around the world could haul around 16 million more metric tons of fish than they do today and generate $53 billion more in profits while more than doubling the amount of fish left in the oceans by 2050 if they adopted sustainable fishing practices, according to a report published in the Proceedings of the National Academy of Sciences.

Those practices would involve a so-called “catch share” model of fisheries management. In catch share systems, regulators figure out the maximum number of fish that can be hauled from the sea without hurting future fish populations. The regulators then divvy up that amount of fish into shares that are distributed to individual fishermen. Each fisherman has a set amount of fish they are can catch in the year.

“If you can reform fisheries and eliminate their competitive nature, there’s enormous room for profits, catch, and abundance,” said Ray Hilborn, a professor of marine biology and fisheries science at the University of Washington who co-authored the study with researchers at the University of California, Santa Barbara and the Environmental Defense Fund.

Good Management can Lead to a More Sustainable Future

March 30, 2016 — A new paper in the Proceedings of the National Academy of Science shows that there is a triple bottom line, that abundance, catch and profit can all be increased by reforming fisheries management in places where it has not been reformed. It provides the most comprehensive estimates of the status of global fisheries and shows that the large fish stocks of the world that provide 95% of global catch on average are at about the abundance that would produce long term maximum yield, and fishing pressure on average is below traditional targets. Less than 20% of fish stocks appear to be overfished by U.S. standards.

The paper by Costello and others (including myself) Global fishery prospects under contrasting management regimes that appeared March 28 in PNAS, provides the most comprehensive assessment of the status and potential of global fisheries. Its key finding is that when stocks are overfished, most can recover within 10 years if the appropriate management measures are taken. This means that globally we could have more catch, more fish in the ocean and more profit. Most of the potential for this “triple bottom line” comes from Asia where fisheries are both large, and at present, mostly unmanaged. We must distinguish between fisheries that are reformed and those that are poorly regulated and remain in a race to fish.

Diving deeper into the estimated current status of fish stocks, we find it depends greatly on the size of the stock. Although the paper examined the status of 4,324 individual stocks, just 719 of them provide 96% of the catch. From the perspective of catch, profitability, and fish in the ocean, it is the 719 that are critical and feed us.

MISSISSIPPI: ‘Nobody wants a menhaden’ mayor tells supervisors

March 21, 2016 — PASCAGOULA — Moss Point Mayor Billy Broomfield defended his city’s major industry, Omega Protein, to Jackson County supervisors on Monday.

He said the menhaden fishery would be hard hit if the county follows through with plans to ask the state to restrict menhaden fishing in the Mississippi Sound to one mile off the Jackson County coast. Harrison and Hancock counties already do that.

The restriction is in part to stop by-catch and overfishing.
