Survey delay might hurt fish population research

May 12, 2016 — The following is an excerpt from a story published today by the Boston Globe.

NEWPORT, R.I. – Even before mechanics found deeply pitted bearings near crankshafts in its generators, problems that could have led to catastrophic engine failure, the Henry B. Bigelow was running more than a month behind.

Now, the government research vessel is embarking on its annual spring voyage later than ever before, a delay that could have serious consequences for scientists’ ability to assess the health of some of the 52 fish stocks they survey, from the waters off North Carolina to the eastern reaches of the Gulf of Maine.

Fish migrate and change their feeding patterns as waters warm, which might make it difficult for National Oceanic and Atmospheric Administration scientists to compare this spring’s survey of fish populations with previous counts.

The prospect of skewed data could complicate efforts for policy makers to set proper quotas, potentially leading either to overfishing or unnecessarily strict catch limits.

“I worry that this will create statistical noise and more uncertainty,” said Gary Shepherd, a fishery biologist at NOAA’s Northeast Fisheries Science Center in Woods Hole, where he and other scientists recommend quotas based on what the Bigelow catches, along with other data.

As the waters warm, some of the fish, such as herring, migrate out of the survey area and into the region’s rivers. Other species, such as squid, which are short-lived, might not survive in representative numbers through June, when the Bigelow is now scheduled to finish its survey.

“If the survey had started at its normal time, it would have found squid on the continental shelf,” said Robert Vanasse, executive director of Saving Seafood, a Washington-based group that represents the fishing industry. “But now it won’t because the survey doesn’t sample Nantucket Sound.”

NOAA Fisheries Hosts Thorny Skate Extinction Risk Workshop

May 10, 2016 — The following was released by NOAA:

NOAA Fisheries is hosting a Thorny Skate Extinction Risk Workshop to discuss the threats to thorny skates and their risk of extinction.

We are currently evaluating whether thorny skates should be listed under the Endangered Species Act.

Where: Maritime Gloucester, 23 Harbor Loop Road, Gloucester, MA.

When: May 19 from 9 a.m. to 4 p.m.

Goals and objectives:

An extinction risk analysis (ERA) can be used to help evaluate the known or perceived risk to the continued persistence of a species. At the ERA Workshop, participants will review and discuss the information on the threats to thorny skate (Amblyraja radiata) noted in the petition and in the literature, available data sets and models regarding status; and types of ERAs that have been used for other species. A summary of the workshop will be prepared for use by the ERA working group and NOAA Fisheries.

Following the workshop, an ERA working group comprised of invited participants with expertise in thorny skates or other elasmobranchs will review data and analysis on thorny skates and select a method to use to develop an extinction risk assessment for the species. Following the discussion and results of the extinction risk assessment, the ERA working group will document their individual expert opinions and findings related to extinction risk for the species in a report. Both the workshop summary and the ERA working group’s report will be independently peer reviewed and will be used to help inform the listing determination for the species.

Invited Expert Participant Selection Criteria:

Invited working group participants were identified based on their working knowledge and recent experience with one or more of the following: 1) expertise in extinction risk analysis and/or population modeling; and/or 2) expertise in fisheries population dynamics, stock assessments and life history of elasmobranchs; and/or 3) advanced working knowledge of and recent experience developing and running population models with the available thorny skate data.

Virginia Institute of Marine Science earns $6M in set-aside funding for scallop research

May 10, 2016 — Researchers at William & Mary’s Virginia Institute of Marine Science have earned nearly $6 million in set-aside funding to advance the understanding and management of sea scallops off the U.S. East Coast. These tasty bivalves support one of the nation’s highest-valued commercial fisheries.

Announced by NOAA’s Northeast Fisheries Science Center and the New England Fishery Management Council, the awards to VIMS account for six of the 15 research projects funded. Senior Research Scientist David Rudders is lead investigator on five of the six VIMS projects and a co-lead on the other one.

Support for the projects comes from the 2016 Sea Scallop Research Set-Aside (RSA) program, which derives its funds by setting aside a portion of the annual sea scallop allocation to use as financial support for a competitive grant program. Unique to federal fisheries in the northeast region, RSA programs use no federal funds. Instead, successful applicants partner with the fishing industry to both conduct the research and harvest the set-aside award to generate funds for the research.

This year, program administrators received more than 30 proposals, including half a dozen two-year projects. The proposals were evaluated and ranked based on a two-stage review process that considered both technical merit and responsiveness to New England Fishery Management Council research priorities.

Northeast Fisheries Science Center director retiring

May 5, 2016 — The head of NOAA Fisheries’ Northeast Fisheries Science Center in Woods Hole has announced his retirement in September from federal service after just under four years as head of the center.

Bill Karp came to Cape Cod after serving many years in the Alaska Fisheries Science Center, and has 30 years of fisheries research experience.

The science centers conduct most of the fisheries research regulators then use to set policies and quotas, and is often in the middle of sharp disagreements between researchers and the commercial fishing industry.

NEFSC, Canadian scientists critique study claiming overfishing of Gulf of Maine cod

April 26, 2016 — A study by a group of researchers led by Dr. Andrew J. Pershing from the Gulf of Maine Research Institute appeared in Science last November (“Slow adaptation in the face of rapid warming leads to collapse of the Gulf of Maine cod fishery”). The Pershing study concluded that fisheries managers overseeing Gulf of Maine cod failed to consider ocean temperature in their management strategies, leading to overfishing of the stock. This week’s issue of Science published comments from two groups of scientists critiquing the Pershing study and its conclusions. In the same issue, the Pershing team responded with a defense of their work. Summaries of the comments and response are provided below:

A group of researchers at the Population Dynamics Branch of the Northeast Fisheries Science Center, led by Dr. Michael C. Palmer, argues that the Pershing study’s claim that rising temperatures led to “extra mortality” is unsubstantiated by the overall mortality data. While Palmer’s group agrees that environmental factors affect fish stocks, they argue that the Pershing study failed to attribute additional mortality to temperature alone. Consequently, they conclude, “The analyses of Pershing et al. provide no evidence to support the hypothesis that failure to account for increases in temperature led to overfishing of the Gulf of Maine Atlantic cod stock.”

A group of Canadian fishery scientists led by Dr. Douglas P. Swain from Fisheries and Oceans Canada argues that the Pershing study is based on a flawed analysis of the population dynamics of Gulf of Maine cod. They write that the Pershing model made inappropriate assumptions, and that the model should undergo simulation before being used to make management decisions. They also argue that the Pershing study failed to take into account other factors that may have affected the mortality rates of Gulf of Maine cod. They conclude, “It is necessary to reserve judgment on the role of climate change…until more defensible analyses are conducted to address this issue.”

The Pershing group published a response to these comments. They argue that including temperature-dependent mortality improves abundance estimates. Further, using this metric shows that warming waters reduces growth rates of Gulf of Maine cod. They conclude, “Our report did not claim to have a definite answer to what is causing cod mortality to increase. Rather, we claimed that this increase is real, that it is likely related to temperature, and that failing to account for it led to catch advice that allowed for overfishing.”

Council Approves Changes to Scup Gear-Restricted Areas

April 21, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

During a meeting last week in Montauk, New York the Mid-Atlantic Fishery Management Council approved a framework action to modify the boundary of one of the region’s two Scup Gear Restricted Areas (GRAs). The proposed change to the Southern Scup GRA boundary is expected to increase the availability of longfin squid to small-mesh fisheries.

The GRAs were implemented in 2000 and are intended to reduce discard mortality of juvenile scup. The current GRA regulations include a Northern GRA, which is effective from November 1 through December 31, and a Southern GRA, which is effective from January 1 through March 15. Trawl vessels which fish for or possess longfin squid, black sea bass, or silver hake (also known as whiting) are required to use mesh 5 inches or larger in the GRAs during those times of the year. The scup stock has expanded substantially since the GRAs were first implemented, and analysis conducted by scientists at the Northeast Fisheries Science Center indicate that the GRAs were partially responsible for this rebuilding.

The GRAs have been modified several times in response to requests from commercial fishermen. In recent years, advisors have recommended further modification of the GRAs to restore access to certain areas for longfin squid fishing, arguing that modifications to the GRA boundaries would not harm the scup stock

In response to an industry request, the Council initiated a framework action in 2014 to address potential changes to the scup GRAs. The framework considered a range of alternatives, including modifications to the GRA boundaries and elimination of one or both GRAs.

After a lengthy discussion of the impacts of the proposed alternatives, the Council voted to modify the boundary of the Southern Scup GRA. The proposed change, shown in Figure 1, is based on a proposal developed by members of the Council’s Summer Flounder, Scup, and Black Sea Bass Advisory Panel.

“By increasing access to important fishing grounds, the Council balanced the concerns of the squid industry with the possible impacts on the scup stock,” said the Council’s Executive Director, Chris Moore. “If the modification is approved by NMFS, the Council will be working closely with NMFS to monitor scup discards to make sure that mortality of juvenile scup does not increase as a result.”

MASSACHUSETTS: Hull aims at luring NOAA fisheries center from Woods Hole

April 18, 2016 — HULL, Mass. — Few people around the state paid much attention recently, when officials with the federal National Oceanic and Atmospheric Administration said they may consider moving the agency’s Northeast Fisheries Science Center from its original site at Woods Hole.

But elected officials in Hull took notice – and they’ve gone into action to lure the research facility and its 275 employees to their town.

“It would be a real coup,” Selectmen Chairman John Brannan said. “We have the water, we have the marine life right here. The bay and the beach are within a half mile of each other. There’s a lot of opportunity for them to do what they need to do.”

Brannan and Hull Redevelopment Authority member Robert DeCoste said the boards have already contacted Congress members and others in Washington, where the ultimate decision will be made – among them, Congressman Stephen Lynch – whose 8th District includes Hull – and Sen. Elizabeth Warren. Lynch and Warren’s spokesmen couldn’t be reached for comment.

Dr. William Karp: NOAA choices on scallop studies relies on science

April 14, 2016 — I am writing regarding your recent editorial and news coverage of the Atlantic Sea Scallop Research Set-Aside Program and the projects that have been selected for 2016-17. The Scallop RSA Program is one of the best examples of cooperative fisheries research with industry in the nation, serving an important role in supporting the management of this fishery, which is such a part of New Bedford’s economy. Your readers should know that the program is very competitive, that all proposals are evaluated using independent reviews, and that although all have worthy points, not all can be funded.

As director of NOAA’s Northeast Fisheries Science Center, it is my goal to build stronger strategic partnerships with regional research partners, including UMass Dartmouth’s School for Marine Science and Technology, an institution with a strong record in educating students and in carrying out research that is directly relevant to managing living marine resources. NOAA funds a faculty member at SMAST and there are many examples of productive collaborations involving SMAST students and faculty, and NEFSC researchers. A number of these activities include Dr. Kevin Stokesbury, a member of the SMAST faculty who is recognized for his work on survey methodology and scallop assessment, and for his effective collaboration with industry.

When Dr. Stokesbury’s RSA proposals for further sea scallop surveys were not selected for funding in 2016, I was greatly concerned about how this would be received. I appreciate his concern over the result, well publicized in your paper, but I believe his criticism of the grants process is unfounded.

Mid-Atlantic Council Announces Funded Collaborative Research Projects

April 8, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

The Mid-Atlantic Fishery Management Council announces that four research projects have been selected to receive a total of approximately $610,000 in funding as part of the Council’s 2016-2017 Collaborative Fisheries Research Program. The four projects each address research priorities identified by the Mid-Atlantic Council in a Request for Proposals distributed in December 2015.

“Accurate information is the foundation of effective fisheries management,” said Council Chairman Rick Robins. “These research projects will help fill critical gaps in our understanding of Mid-Atlantic fisheries and ensure their continued sustainability.”

Changes in Availability of Mid-Atlantic Fish Stocks To Fisheries-Independent Surveys 

Principal Investigators: Janet Nye, Michael Frisk, and Skyler Sagarese.  

This project will investigate how habitat modifies the availability of summer flounder, black sea bass, and spiny dogfish to the NEFSC trawl survey. The focus of this research is on the relationship between the NEFSC trawl survey index and actual abundance of these species.

Collaborative Development Of A Winter Habitat Model For Atlantic Mackerel, “Version 2.0”, For The Identification Of “Cryptic” Habitats And Estimation Of Population Availability To Assessment Surveys And The Fishery

Principal Investigator: Gregory DiDomenico; Co-Principal Investigators: William Bright; Peter Moore, Josh Kohut, Mitchell Roffer, and John Manderson. 

This project will synthesize existing information to develop and evaluate a quantitative model describing dynamic winter habitat distributions for Atlantic Mackerel. The goal of this study is to develop a model that can be used to accurately estimate the availability of the population to fishery independent surveys.

Estimating and Mitigating the Discard Mortality Rate of Black Sea Bass in Offshore Recreational Rod-And-Reel Fisheries 

Principal Investigator: Olaf Jensen; Co-Principal Investigators: Eleanor Bochenek and Jeffrey Kneebone. 

This objective of this project is to estimate the discard mortality rate of black sea bass captured by recreational anglers using rod-and-reel fishing gear in the deepwater offshore fishery during fall/winter in the Mid-Atlantic. In addition, this research will generate “best practice” capture and handling recommendations.

Determining Selectivity and Optimum Mesh Size to Harvest Three Commercially Important Mid-Atlantic Species 

Principal Investigator: Emerson Hasbrouck; Co-Principal Investigator: Jonathan Knight. 

This project will analyze the selectivity of multiple codend mesh sizes relative to summer flounder, black sea bass and scup retention in the commercial bottom trawl fishery in the Mid-Atlantic region.
