BANGOR DAILY NEWS: Better information needed as Maine lobstermen take on challenge of protecting right whales

May 21, 2019 — In the early 2000s, the news appeared good for endangered North Atlantic right whales. Their population grew significantly, due to both rising numbers of births and fewer deaths from ship strikes and entanglements in fishing gear.

That good news has come to an end. Twenty of the rare whales died in just two years — 2017 and 2018, according to the North Atlantic Right Whale Consortium. For the first time in nearly four decades of monitoring, it appears no right whale calves were born last year.

The consortium estimates there are only 411 right whales off the Atlantic coast.

Given these dire numbers, U.S. fisheries regulators have proposed dramatic declines in the amount of fishing lines in waters where the whales are believed to congregate and pass through.

Last month, a team devoted to reducing right whale deaths told Maine officials that the state must reduce the risk it poses to right whales by 60 percent.

The team recommended that Maine’s lobster fishery cut the number of vertical lines in the water by half. Vertical lines run between traps and buoys on the surface of the water to mark their location. The recommendations will be turned into proposed federal rules, which will be subject to public comments. The process could take up to two years.

Whales have worse than average year for entanglement in gear

December 7, 2018 — Federal officials say last year was slightly worse than average for the entanglement of large whales, which is a major threat to the animals’ populations.

The National Oceanic and Atmospheric Administration released a report Thursday on the subject. The agency says the number of cases nationally was 76, and that 70 entanglements involved live animals, while the rest were dead. The 10-year average is closer to 70 entanglements.

The agency says about 70 percent of the confirmed cases were attributable to fishing gear, such as traps, nets and fishing line.

Ropeless fishing options floated

November 15, 2018 — Whales and fishing gear increasingly occupy the same areas of ocean in the Gulf of Maine, and whales being injured or killed by entanglement with gear continues to be a top concern of scientists and regulators.

While most Maine lobstermen say they have never even seen a right whale close to the Maine coast, statistics collected by NOAA explain why right whales are exposed to a high risk of entanglement off the Maine coast.

Based on data collected by the Atlantic States Marine Fisheries Commission, there are some 2.9 million lobster traps in the water within 50 miles of the Maine coast. Even with an average of fewer than five whales per month passing through Maine waters, the density of gear makes the risk of entanglement very high.

Last week, scientists and other interested parties met for a day-long meeting on one idea they hope will reduce entanglements: ropeless fishing. The Ropeless Consortium meeting was held Nov. 6, the day before the annual meeting of the North Atlantic Right Whale Consortium (NARWC) at the New Bedford Whaling Museum. The meeting was closed to the press, but an agenda and overview of the meeting was available online.

“It was very cool to see how advanced the technology is and the many companies and groups working on development around the world,” said Zack Klyver, lead naturalist for Bar Harbor Whale Watch, who attended the meeting. “The conservation community were excited about the idea that this could be a long-term 100 percent fix to all whale entanglement.”

Declining species’ future tops agenda at whale of a meeting

November 9, 2018 — A group of scientists, conservationists and others is meeting in Massachusetts to brainstorm strategies to save one of the rarest marine mammals on the planet.

It’s the North Atlantic Right Whale Consortium’s annual meeting, and it’s wrapping up on Thursday at the Whaling Museum in New Bedford. The right whales number only about 440 and have suffered from high mortality and poor reproduction in recent years.

The meeting began on Wednesday. The agenda includes sessions about everything from the summertime occurrence of the whales in the Bay of Fundy to changes in the abundance of the tiny organisms they need to eat to survive.

New estimate lowers number of right whales

November 9, 2018 — A gut feeling among North Atlantic right whale experts that the population of the beleaguered animals has dropped to around 400 has been reinforced with a new statistical estimate of 411 animals as of the end of 2017.

“The public shouldn’t think there are exactly 411 whales,” Center for Coastal Studies right whale researcher Charles “Stormy” Mayo said Thursday at the end of the two-day North Atlantic Right Whale Consortium annual meeting in New Bedford. “We believe that they are in the low 400s, or around 400.”

The consortium’s annual report card for the end of 2016 had set the population number at 451, using a statistical model unveiled last year.

The loss of about 40 right whales, under the statistical model, between the end of 2016 and the end of 2017 would include the 12 documented deaths in the Gulf of St. Lawrence in Canada and the five off the Cape and Islands linked in large part to human causes of entanglement in fishing rope and being struck by ships.

“Everyone in the field – conservationists, the public, scientists – continue to be saddened by the decline,” Mayo said. “There’s no question there’s a decline. There’s no question we need to solve the mortality issue.”

The maximum number of human-caused deaths should be no more than one a year to sustain the critically endangered population along the U.S. and Canadian coast, according to a federal stock assessment in September.

U.S. and Canadian government agencies and nonprofit organizations are working to identify the best ways to respond, with new technology to eliminate vertical ropes in the water, for example.

Canada issues safeguards to protect right whales

March 29, 2018 — OTTOWA, Canada — New restrictions on snow crab fishing, along with new restrictions on ship speeds and $1 million more each year to free marine mammals from fishing gear, have been put in place this year to protect North Atlantic right whales, Canadian government officials announced Wednesday.

“We’re confident that these measures will have a very significant impact in protecting right whales,” Fisheries and Oceans Canada Minister Dominic LeBlanc said.

But, LeBlanc said, he and Transport Minister Marc Garneau are prepared to modify the new restrictions or add more as the weeks and months unfold.

Canada was under pressure to act after the deaths of 12 right whales last summer in the Gulf of St. Lawrence from June to September, most either hit by ships or from gear entanglement.

“Our resolve is to avoid the kind of situation we had last year,” LeBlanc said.

That resolve in Canada is encouraging, said attorney Jane Davenport with the Defenders of Wildlife, a U.S.-based environmental group that with two other groups have sued the National Marine Fisheries Service and two other agencies for failing to protect right whales from lobster gear entanglements.

With the 12 dead in Canada last year and at least four identified dead off Cape Cod and the Islands, and with only five births, the North Atlantic right whale population is expected to dip below 451 from 2016.

“The government of Canada may be late to the table, not realizing the risk in the Gulf of St. Lawrence, but at least they’ve gotten off the stick and they’re moving forward,” said Davenport, who said she worries about what she says is a slower, less-well-funded pace in the U.S. “We need a moonshot, that kind of government investment,” she said.

Biologist Mark Baumgartner, head of the North Atlantic Right Whale Consortium, said he was encouraged by the proposed measures in Canada, which also include more airplane and boat surveys of right whales. That amount of surveillance means that any entangled or killed whales will have a good chance of being detected, Baumgartner said.

Future for Right Whales Grows Even More Bleak

March 2, 2018 — After a year of rising concern about North Atlantic right whales, which scientists say could go extinct in the next 20 years, researchers have yet to document a single newborn whale during the calving season that is coming to an end.

Bad news about the calving season follows a year with 17 documented unnatural right whale deaths in the United States and Canada, an alarming number for a species with a population of about 450 animals.

Scientists said this week that it’s too early to say with certainty that no calves were born this year, but things are not looking good. The official number won’t be known until around July, according to biologist Peter Corkeron, who leads the large whale team of the protected species branch at NOAA Northeast Fisheries Science Center.

“I don’t want to downplay how bad this is, but we don’t yet know zero,” he told the Gazette this week. “If there were 20 calves born somewhere else, I think we’d know about. While it’s too early yet to say zero, it’s not too early yet to say — well this isn’t looking very good, is it.”

Mark Baumgartner, a biologist with Woods Hole Oceanographic Institution and leader of the North Atlantic Right Whale Consortium, agreed. “It’s not

looking like this is a boom year, that’s for sure,” he said. “If I were to guess I would think it would just be maybe one or two calves. We’re not looking for a stash of 10 calves.”

North Atlantic right whales generally give birth in the winter in the ocean off northern Florida and southern Georgia. Mr. Baumgartner said whales have had calves in the Gulf of Maine “once in a blue moon.”

Aerial surveys over southern waters during calving months are on the lookout for female whales and their calves. Because the whales are so small, scientists have documented each individual and have a good idea about the number of females who are of calving age and due to give birth. Mr. Baumgartner said historically there has been a three-year interval between when female right whales have calves. As of last year, the average interval was 10 years.

Susan Larsen: What’s causing right whale decline?

January 30, 2018 — There is no argument that the North Atlantic Right Whale is in dire straits. Dr. Mark Baumgartner, a biologist from the Woods Hole Oceanographic Institute, gave a compelling presentation on “The Plight of the Right Whale” this past Tuesday evening, Jan. 23, at the Vineyard Gazette office. Since it was advertised, it was well attended.

One point of interest was that the right whales were making a healthy comeback, a two-decade period of modest annual growth; the population rebounded from 270 living whales in 1992 to 483 in 2010. From 2010, the numbers began to decline rapidly, with 2017 being a particularly devastating year, a loss of 17 whales. Dr. Baumgartner stressed the main focus was on whale entanglements with snow crab and lobster gear, and the urgent measures needed to be taken immediately within the fishery. Massachusetts fishermen are leading the way with break away links at the base of surface buoys (to 600lbs in 2001), sink rope (mandated in 2003), gear reductions and seasonal gear restrictions in Cape Cod Bay. He also touched on ship strikes as being a cause of death. However, the Marine Mammal Commission stated on their website, “other potential threats include spills of hazardous substances from ships or other sources, and noise from ships and industrial activities.”

But what Dr. Baumgartner could not explain was the scarcity of food that these leviathans need to feed on and their low birth rate. He showed the audience slides on the Calanus finmarchicus, known as copepods and remarked that this type plankton, sought after by these whales, are basically comprised of fat, or as Dr. Baumgartner called them “buttersticks.” Each adult whale needs to consume between 1,000-2,000 a day to remain healthy. The birth rate has dropped 40 percent from 2010-2016 and all five calves that were born in 2017 were to older mothers. “Since about 2011, we’re not seeing those sub-adults and juveniles in Florida and the question is, well, where are they?” asks Jim Hain, senior scientist at Associated Scientist at Woods Hole. Scott Kraus, a marine mammalogist from the New England Aquarium in Boston says, “Females are having young just every 9 years or more, compared with every 3 years in the 1980’s.”

Perhaps the decline is linked to the environmental disaster on April 20, 2010, the Deep Water Horizon oil spill in the Gulf of Mexico. From April 20, 2010, to July 15, 2010, more than 200 million gallons of oil spilled into the Gulf followed by another one million gallons of Corexit, a dispersant mixture of solvents and surfactants that break down the oil into tiny droplets. It is documented that for 3 months, marine microorganisms have ingested these toxins, which are carried along the Gulf Stream, a strong underwater current that flows through the Gulf of Mexico, skirts around Florida, flowing between Cuba and up the Eastern seaboard. Since the right whale gives birth off the coasts of Georgia and Florida, could these toxic chemicals be part of their decline?  “The chemicals in the oil product that move up through the food web are a great concern for us,” said Teri Rowles, coordinator of NOAA’s marine-mammal health and stranding response program. It is also documented that female mammals including humans who have been in contact with these toxins have suffered from irregular menstrual cycles, infertility, miscarriages and stillborns, along with premature aging and other debilitating side effects. John Pierce Wise Sr., co-author of the 2014 study and head of the Wise laboratory of Environment and Genetic Toxicology at the University of Southern Maine says, “To put it simply, after a sudden insult like an oil spill, once it’s over, it takes a long time for the population effects to fully show themselves.” This same article states “research has shown that the calves of other baleen whales (other than Bryde’s whale) may be particularly vulnerable to toxins that build in their tissues.”

A letter dated Aug. 17, 2017, from the office of the Massachusetts Attorney General in “Reference for information and comments of the 2019-2024 National Outer Continental Shelf Oil and Gas Leasing Program,” refers to the Deepwater Horizon disaster and its “harm to coastal communities and marine environment” and “long ranging impacts on marine mammals. The impacts on sea turtles could span the Atlantic.” The letter also states, “from 2010 through September 2016, there were 43 significant oil spills.”

In an article dated Dec. 5, 2017, ecologist Peter Corkeron of NOAA’s Northeast Fisheries Center in Woods Hole at the North Atlantic Right Whale Consortium’s annual meeting, “They’re (female right whales) dying too young, and they’re not having calves often enough.” This study found the females are struggling to reproduce. Dr. Baumgartner is the president of the North Atlantic Right Whale Consortium.

Fishing Gear Deaths, Low Birth Rate Tell Grave Tale for Right Whales

January 26, 2018 — About 25 North Atlantic right whales gathered south of the Vineyard this week, marking an early-season sighting of a species that scientists warn could go extinct in the next 20 years.

The sighting belies the plight of the species, Dr. Mark Baumgartner told a crowd of about 50 people gathered in the Gazette newsroom Tuesday for a talk. There are an estimated 450 whales left.

Mr. Baumgartner, a scientist with Woods Hole Oceanographic Institution and president of the North Atlantic Right Whale Consortium, said he and other scientists have documented an alarming decline in right whale calving rates alongside a rise in deaths from fishing gear entanglement.

“We have years, not decades to fix this problem. The longer we wait, the harder the problem gets to fix.” Mr. Baumgartner said. “We don’t need more science to be done on this species. We need to act.”

While the situation is grave, he said, solutions including weaker fishing rope and an emerging ropeless fishing technology that could reduce the number of entanglements that kill or injure the whales.

North Atlantic right whales are about the size of a city bus, and individuals can be identified by unique patterns of callosities on their heads. The whales eat copepods, tiny crustaceans, to the tune of one or two tons a day, Mr. Baumgartner said, the caloric equivalent of about 3,000 Big Macs.

Right whales got their name because they were the “right” whales to pursue during the whaling era. The whales are slow-moving, live near shore, and float after they are killed, making them easier to drag ashore.

The population was decimated beginning around the time of the Revolutionary War. “They’ve been down for along time, but not out,” Mr. Baumgartner said.

More recently, scientists have closely monitored the population from the southern Atlantic calving grounds they visit in the winter to feeding grounds off New England and Canada. Two recent trends paint a dire picture, Mr. Baumgartner said. Last winter, five right whale calves were born, the smallest number scientists have documented in 17 years. So far, he said, no calves have been seen this year. “This year I fear may be worse,” he said.

Canada announces changes to protect right whales

January 24, 2018 — NEW BRUNSWICK, Canada — Canadian officials announced new restrictions Tuesday on the amount of rope that snow crab fishermen can use in an ongoing effort to reduce the effect of fishing on the highly endangered North Atlantic right whale.

“We don’t want meters and meters of rope floating on the surface of the water,” Fisheries and Oceans Canada Minister Dominic LeBlanc said.

With 450 or fewer right whales remaining, after the death last year of 16 in Canadian and U.S. waters, and a possible 17th death still under review, pressure is increasing on two ways that humans cause right whale deaths: fishing gear entanglement and ship strikes. Last week, U.S. conservation groups sued the National Marine Fisheries Service to tighten restrictions on lobster fishing to protect the whales.

A roundtable on right whales, convened by LeBlanc last November, with fishing and marine business people, environmental groups, indigenous community members, scientists and Canadian and U.S. government officials, led to a more thorough understanding of the situation, according to a statement from the Fisheries Service and Oceans Canada.

LeBlanc’s announcement Tuesday was about four initial changes in snow crab fishing policy and practices to better protect right whales, 12 of which were documented as being found dead in the Gulf of St. Lawrence. More initiatives to limit entanglement and ship strikes are likely to come, he said.

“It’s a step in the right direction,” said biologist Regina Asmutis-Silvia, executive director of Whale and Dolphin Conservation, of LeBlanc’s announcement. “To me it all hinges on what comes next. This in and of itself isn’t enough.”

New England Aquarium research scientist Heather Pettis agreed, saying the first steps looked promising and appeared to show that LeBlanc understood the urgency of the problem.

“We’re digesting it all and looking at how each of these four measures are going to help protect this population,” said Pettis, who is the administrator for the North Atlantic Right Whale Consortium, a research collaborative.

The primary limit LeBlanc set on snow crab fishing is to allow no more than 12 feet, or 3.7 meters, of floating rope between a snow crab trap’s primary buoy and its secondary buoy, which is expected to “massively” reduce line in Canadian snow crab fishing areas, LeBlanc said.

Of six right whale necropsies completed by Oct. 5 in Canada, two deaths were attributed to entanglement and four to ship strikes.
