2019 Southeastern Bering Sea Shelf Bottom Trawl Survey Gets Underway

May 30, 2019 — The following was released by NOAA Fisheries:

On May 31 the Southeastern Bering Sea Bottom Trawl Survey will depart Dutch Harbor to collect data on the distribution and abundance of crab, groundfish, and other bottom-dwelling species in the southeastern Bering Sea. These data are used to estimate population abundances to manage commercially important species in Alaska. NOAA Fisheries has conducted this survey annually since 1975.

As we did last year, we intend to provide regular updates on water temperatures collected near the seafloor at all of our survey stations. When we conduct surveys for fish and other species, we also collect information about the environment in which they live — their habitat. For fish and other species water temperature is important. It affects their spawning, access to food, and growth rates.

We had another unusually warm winter and expect to see a reduction in the cold pool. The cold pool is a natural, thermal barrier created by melting winter sea ice. It tends to separate Arctic species, usually found in the northern Bering Sea, from commercially important pollock, Pacific cod and other species, typically found in the southeastern Bering Sea. Last year after a similar warm winter, a partial survey of the northern Bering Sea was conducted. Large numbers of pollock were found there.

Once scientists complete this year’s survey of the southeastern Bering Sea, they will move northward to conduct a full survey of the northern Bering Sea bottom-dwelling community. Additional surveys are planned in the northern Bering Sea using surface trawls and hydro-acoustics to monitor key components of the marine ecosystem and environmental conditions. The southeastern Bering Sea bottom trawl survey will be conducted from approximately May 31 to August 2.  The northern Bering Sea bottom trawl survey will be conducted from about August 3 to 25.

Maine’s congressional delegation asks feds to reduce impact of right whale protections on lobster industry

May 30, 2019 — Maine’s congressional delegation wrote Tuesday to federal officials to express concern that ongoing efforts to decrease the death of right whales will have a significant impact on Maine’s lobster industry.

The delegation asked National Oceanic and Atmospheric Administration leaders to ensure that decisions made by the Atlantic Large Whale Take Reduction Team are based on “sound” and “comprehensive” science, that risk reduction standards are equitable across the United States and Canada, and that the lobster industry is consulted throughout the decision-making process, according to a release from Maine’s four members of Congress.

The new efforts to protect right whales are driven by the federal Endangered Species Act and the Marine Mammal Protection Act. Because of the current endangered status of right whales, if Maine fails to come up with a plan to protect the whales, NOAA will determine what action is taken, according to Patrick Keliher, commissioner of the Maine Department of Marine Resources.

The task force set a goal of reducing right whale mortality by 60 percent to 80 percent, and met last month with a group of approximately 60 fishermen, scientists and conservationists joining state and federal officials to discuss ways to further reduce serious injury and mortality of endangered North Atlantic right whales caused by trap/pot fishing gear.

They hope to agree on measures that would reduce serious injuries and deaths of right whales caused by fishing gear in U.S. waters from Maine to Florida to fewer than one whale per year, the level prescribed by the Marine Mammal Protection Act, according to NOAA.

Fishery observer survey seeks answers for high turnover

May 30, 2019 — Many of Alaska’s commercial fisheries depend on observers having a place on board, but fewer than a fifth of them feel appreciated by the industry, according to a new survey.

Fishery observers sail on vessels with fishermen in federal waters and keep track of catch and bycatch and take biological samples throughout trips. Managers use this information to evaluate stocks and manage fisheries.

The job can be tough, requiring up to a month at a time on the water in rough conditions, and turnover can be high. The survey, conducted by the National Marine Fishery Service in 2016, asked 553 observers why they did the job and what their experiences have been like.

Although three-quarters of them thought the job helped them in their careers and about 69 percent said the days at sea matched their expectations, nearly half them reported being harassed. Only 20 percent said they felt valued by the fishing community, and many said they were disappointed by a lack of opportunity to learn more about science and management, according to the survey findings, published in May.

The original intent of the survey was to help improve retention. Most observers quit after a few years — the West Coast, with about 5½ years, has the longest average tenure. Alaska’s average tenure is about 4.8 years, according to the survey data. Although observers have to have some training or education before taking the job, there’s a lot they learn through experience.

MASSACHUSETTS: Seals on a comeback, attracting sharks

May 28, 2019 — Seals have rebounded to healthy numbers along Massachusetts’ shores after being nearly decimated by early settlers and a bounty that later wiped out tens of thousands of them, according to experts — and that is what is attracting sharks.

The National Oceanic and Atmospheric Administration estimates there are at least 27,000 gray seals and 75,000 harbor seals in U.S. waters during their breeding seasons.

“What we’re witnessing is a comeback to a really healthy marine environment,” said Kimberly Murray, seal program lead at NOAA Fisheries in Woods Hole.

The numbers are a stark contrast to the 1700s, when gray seals had been nearly wiped out during the first 100 years of New England settlement, said Tony LaCasse, a spokesman for the New England Aquarium in Boston.

By the late 1800s, the seals had rebounded, but conflicts with commercial fisheries and a desire for the seals’ meat and pelts led to a bounty on both gray and harbor seals from 1888 to 1962 in Massachusetts and Maine. During those years, as many as 135,000 seals were killed, Murray said.

“Seals were perceived as competitors to fisherman,” LaCasse said. “Fishermen would carry shotguns in their boats and shoot them on sight.”

4 years after California’s largest dam removal project, how are the fish doing?

May 28, 2019 — Four years ago, construction crews with huge jackhammers tore apart a 10-story concrete dam in the wooded canyons of the Carmel River, between the Big Sur hills and the beach front town of Carmel.

The destruction of the San Clemente Dam, which had blocked the river since 1921, remains the largest dam removal project in California history. It’s still early, but one of the main goals of the project seems to be on track: The river is becoming wilder, and struggling fish populations are rebounding.

“We don’t want to do the touchdown dance yet, but so far things are looking good,” said Tommy Williams, a biologist with the National Oceanic and Atmospheric Administration, who has monitored the Carmel River’s recovery. “It’s just amazing how fast these systems come back. Everything is playing out like we thought.”

Removal of the century-old dam is being watched closely around the country as a potential model for how to demolish other aging, dangerous and obsolete dams and restore rivers to a natural state not seen in generations.

The 106 foot-tall dam had been located 18 miles up river from Monterey Bay. In 2016, the first year after it was removed, researchers found that no steelhead trout, an iconic type of rainbow trout listed as threatened under the Endangered Species Act, swam past its former site to a tagging location seven miles upriver. By 2017, seven steelhead had made the trip. Last year, the count was 29. So far this year, 123 steelhead have traveled upriver.

“We’re seeing progress. I’m surprised that it has been happening in such a short time,” said Aman Gonzalez, who managed the dam removal project for California-American Water, the company that owned it.

Fishermen face another quota cut, could hit lobster prices

May 28, 2019 — Fishermen already dealing with a dramatic reduction in the amount of a key bait fish they are allowed to harvest will likely face an additional cut next year that could drive up the price of lobster for consumers.

Regulators on the East Coast are contending with a drop in the population of herring, a key forage fish species that has been used as lobster bait for generations. Cuts in catch quota this year will mean the total haul for 2019 will be less than a fifth of the 2014 harvest, which was more than 200 million pounds (90 million kilograms).

A fishery management board is due to make a decision about the 2020 catch limits in early June. The options include maintaining this year’s levels or reducing them further, the National Oceanic and Atmospheric Administration has said in public documents.

The agency wants to avoid overfishing at a time when a scientific assessment has shown a below-average number of young herring are joining the population. Scientists have said it’s not clear why that’s the case, but two possibilities they’ve cited are climate change and an abundance of predators.

The lobster industry has enjoyed large hauls in recent years, but it’s dependent on bait to load traps. A spike in the price of bait could ultimately be felt by consumers in restaurants and fish markets.

For lobster fishermen, another cut to the quota will mean finding new sources of bait, said Beth Casoni, executive director of the Massachusetts Lobstermen’s Association. It’s possible there won’t be enough to go around, and prices are sure to be high.

US Close To Banning Swimming With Hawaiian Spinner Dolphins

May 24, 2019 — Federal officials are in the final review stages of rules that would ban swimming with Hawaiian spinner dolphins, officials said.

National Oceanic and Atmospheric Administration officials are nearing completion of regulations proposed almost three years ago that would create a 50-yard (46-meter) barrier around the mammals, West Hawaii Today reported Wednesday.

The practice of swimming with Hawaiian spinner dolphins — or “naia” in the Hawaiian language — has created a booming tourism industry around the state.

The rules would outlaw the presence of people within the protected area around the dolphins by swimming or using boats to intercept the dolphins, said Ann Garrett, a National Marine Fisheries Service assistant regional administrator.

The prohibition would extend 2 nautical miles (4 kilometers) from island coastlines, including waters bounded by Maui, Lanai and Kahoolawe.

The regulations would include exceptions such as dolphins approaching swimmers or boats and instances when the 50-yard (46-meter) limit does not allow safe navigation or there is a safety risk for people or boats.

NOAA admin defends budget in House oversight hearing

May 24, 2019 — There’s likely going to be no more withering nor efficient criticism of the Trump administration’s coastal economic and environmental policy goals than U.S. Rep. Jared Huffman launched into at the outset of a U.S. House subcommittee meeting Tuesday.

The House Subcommittee on Water, Oceans and Wildlife met to discuss the administration’s fiscal year 2020 budgets for the National Oceanic and Atmospheric Administration and the U.S. Fish and Wildlife Service. The California Democrat said the Trump administration’s proposed budget shows the president “does not value oceans, wildlife or the communities that depend on healthy ecosystems.”

Huffman cited a $250 million cut to USFWS and a nearly $1 billion cut to NOAA. He said some Republican members of the subcommittee may find these cuts wise, though he did not.

“But reducing funding for science, wildlife and communities working to increase resiliency in the face of climate change is not wise,” Huffman said. “It’s just passing the buck to our kids and grandkids, who will pay the price for these short-sighted, irresponsible decisions down the road.

“From climate change denial to a national debt that’s ballooning thanks to huge tax cuts to billionaires, to budgets like this that abrogate any notion of stewardship for future generations, young people today could be forgiven for thinking that the generation currently in power is reckless and hedonistic.”

U.S. Rep. Tom McClintock, R-Calif., indeed did say the proposed cuts in the budget were not only the proper way to go, but should go further in consolidating perceived overlaps between NOAA and USFWS and cutting away more spending programs.

University of Rhode Island to Join NOAA Cooperative Institute for the North Atlantic

May 24, 2019 — The following was released by the University of Rhode Island:

The National Oceanic and Atmospheric Administration (NOAA) announced that the University of Rhode Island Graduate School of Oceanography (GSO) will join the Cooperative Institute for the North Atlantic Region (CINAR) led by the Woods Hole Oceanographic Institution (WHOI).

Cooperative Institutes are NOAA-supported, non-federal organizations that have established outstanding research and education programs in one or more areas that are relevant to the NOAA mission. Cooperative Institutes’ expertise and facilities add significantly to NOAA’s capabilities, and their structure and legal framework facilitate rapid and efficient mobilization of those resources to meet NOAA’s programmatic needs.

CINAR will carry out innovative, multidisciplinary research that will help inform decisions for sustainable and beneficial management of the U.S. Northeast continental shelf ecosystem.

“The University of Rhode Island is pleased to have been selected among the eight leading research institutions to participate in the Cooperative Institute for the North Atlantic Region, a critical ecosystem that extends from Maine to Virginia and encompasses the marine coastlines of 11 states, as well as Vermont and the Connecticut, Delaware, Hudson and Susquehanna river watersheds,” said URI President David M. Dooley. “URI brings great depth and breadth of expertise in ecosystem management to assist in advancing our understanding of climate change and the very real challenges we face for the future.”

Essential Fish Habitat Consultation Protects Crab and Salmon from Mining Operations in Alaska

May 23, 2019 — The following was released by NOAA Fisheries:

The U.S. Army Corps of Engineers (USACE) recently released for public comment a General Permit for Floating Mining Operations in Alaska State Navigable Waters, including marine waters. The permit includes new measures to protect red king crab and salmon which migrate through Norton Sound and into rivers to spawn. NOAA Fisheries reviews public notices and offers expertise to the USACE for the conservation of living marine resources.

Floating mining operations use a dredge in nearshore waters to ‘vacuum’ up gravel and sand substrates which are then sifted to retain gold. The new protections restrict mining operations during certain spring and summer months when juvenile red king crab settle to the seafloor. Mining operations will also be restricted in waters deeper than 30 feet and within one nautical mile of stream mouths to avoid areas where salmon concentrate.

An Essential Fish Habitat (EFH) consultation with NOAA Fisheries is required whenever a federal agency authorizes, funds, or undertakes activities in an area that will affect EFH. Together, the agency and NOAA determine how best to conduct the coastal activity while supporting fish habitat and minimizing or avoiding environmental damage. The science conducted through this consultation helped USACE make management decisions; balancing mining and fishery interests in the Norton Sound.

In recent years, researchers and scientists from the University of Alaska, Fairbanks and the Alaska Fisheries Science Center used regular baseline sampling, analysis, monitoring, and new side-scan sonars technologies to inform studies on the benthic environment and red king crab in Norton Sound. Results showed that habitats deeper than 30 feet of water take more time to recover, while shallower habitats are routinely disturbed by natural events and recover quickly. Surveys also showed that crab larvae settle in nearshore substrates. These findings were used to better inform managers with the most recent science for the EFH consultation process.

NOAA Fisheries has provided USACE with EFH conservation recommendations relating to suction dredging operations in Norton Sound since 1999.
