As Lobsters Decline, Fishermen Switch to Jonah Crab

November 15, 2018 — The lobster industry in southern New England has been on the decline for decades. As waters warm, some lobster fishermen are adapting by switching their catch to Jonah crab, a crustacean once considered a trash species.

Mike Palombo is captain of a 72-foot lobster boat, but his main catch is crabs.

He leaves from the Sandwich Marina for three-day fishing trips, going out over 100 miles to haul traps in the Canyons. One day this fall, he and his crew returned with around 23,000 Jonah crab and 2,000 lobsters in big saltwater holding tanks. “It was a good trip, very productive,” he said.

Jonah crab are sturdy, hard-shelled creatures, with black-tipped claws. They’re about a pound apiece. You might not have heard of them, but Jonah crab are sustaining Southern New England fishermen left stranded by the decline of lobsters.

Tracy Pugh, a lobster biologist with the Massachusetts Division of Marine Fisheries, said there’s been a drop in the lobster population south of the Cape, in part because the water temperature is rising. “The Southern New England lobsters are experiencing the bad aspects of climate change,” she said, “because they’re already in the southern extent of their range.”

Pugh says the warmer water is causing the lobsters to experience physiological stress. It’s also bringing in new diseases that affect lobster, and an uptick in predators like black seabass and tautog.

How New England’s Jonah Crab Turned From Garbage To Delicacy

September 6, 2018 — The Jonah crab is a medium-sized crab, ranging from brownish to reddish to greyish, boasting big claws tipped with black. During the winter, when most of the year’s crabs are caught along the Atlantic coast from Maine down to Rhode Island, it has an exceedingly hard shell, requiring a hammer or a saw to open. It’s mostly served as a plate of the large claws, with someone else taking care of scoring and cracking them open for the customer.

If this reminds you of Florida’s famed stone crab, which sells for about $30 a pound, you’re on the right track; the two species are very similar in appearance and even flavor. And yet until just a few years ago, the Jonah crab cost about $0.50 a pound. Or it was free. “Lobstermen would pull them up and in most cases have no idea what to do with the things, so they’d usually just throw them back,” says Bryan Holden, a partner at Luke’s Lobster who’s been right at the forefront of the Jonah crab’s transformation. (Luke is his brother.)

Jonah crabs are attracted to the same bait as lobsters, and are equally as flummoxed by lobster traps, so for decades, they were simply a bycatch. Maybe the lobstermen would bring them home themselves, or sell them for basically nothing to the small seafood shacks that spring up along any coast. Until about four years ago, there was no Jonah crab industry: few were processing it, and hardly anyone besides those who make their living from the sea in Massachusetts, Rhode Island, and Maine had even heard of it.

Documents Released on Trump Administration Defense of National Monument Actions

July 25, 2018 — In today’s print edition, the Washington Post published an article by Juliet Eilperin on the Trump administration and national monuments. The article, based on internal documents from the Interior Department, was critical of senior officials for allegedly dismissing positive information on the benefits of national monuments.

The majority of the story focused on land-based monuments, but with regard to marine monuments, the Post reported that,“On Sept. 11, 2017, Randal Bowman, the lead staffer for the review, suggested deleting language that most fishing vessels near the Northeast Canyons and Seamounts Marine National Monument ‘generated 5% or less of their annual landings from within the monument’ because it ‘undercuts the case for the ban being harmful.’”

Saving Seafood executive director Bob Vanasse was quoted in the article noting that “‘Trump administration officials have been more open to outside input than their predecessors.’ … ‘They had a lot of meetings with our folks but didn’t listen,’ he said of Obama officials, adding even some Massachusetts Democratic lawmakers raised concerns about the New England marine monument’s fishing restrictions.”

The article suggested that Mr. Bowman, a career Interior Department employee and not a Trump administration appointee, purposefully excised information from logbook data indicating that, on the whole, most vessels fishing near the monument generate just 5 percent of their landings from within the monument.

However, there are valid reasons to be cautious about the logbook-data driven 5 percent statistic. There are more sources available to characterize fishing activity – in addition to just logbooks, formally known as “vessel trip reports”, which was the sole source cited in the email referenced in the Post story. While, as the material references states, the information comes from NOAA and the fishery management councils so it can be presumed accurate, the context is missing.

An Atlantic States Marine Fisheries Commission (ASMFC) survey identified recent (2014-2015) fishing activity within the boundaries of the National Monument that, if the Obama executive order is not reversed, will be closed to the fishery in the future. The results indicate that 12-14 percent of the offshore lobster fishery effort and 13-14 percent of revenue ($2.4-2.8 million annually) for the lobster and Jonah crab fishery comes from the area of the National Monument. This revenue is significantly higher than that derived from the vessel trip report (logbook) analysis, which is only about $0.7 million annually.

The document cited in the Post story correctly cites the $2.4-$2.8 million annual revenue in those fisheries, but it does not make clear the significant percentage of offshore revenue that comes from the monument area. Similarly, when the document cites $1.8 million from the Monument region annually (2010-2015), that includes only the $0.7 million lobster trap revenues derived from vessel trip reports, not the total indicated by the ASMFC survey for more recent years.

While it is generally accurate, if one looks at the entire fishing industry in the region, to make the statement that only a small number of vessels derive more than 5 percent of their revenue from the Monument area, for those vessels and fisheries that conduct significant portions of their operations in the monument area, the economic harm is significant.

Also, in a document attached to the story, a margin comment erroneously states that NOAA advised the Interior Department that the Marine Stewardship Council (MSC) certification for red crab was “revoked.” That is not the case. In 2009, the red crab fishery became the first MSC-certified fishery on the East Coast. The certification was never revoked. The certification expired because the participants in the fishery determined that the cost to pursue renewal of the certification exceeded the financial benefits they anticipated would arise from maintaining it, and they decided voluntarily to allow it to lapse.

Managers approve rules for better lobster catch data

February 8, 2018 — PORTLAND, Maine — Interstate fishing managers say they have approved a new set of rules for lobster and crab fishing that they expect will improve data collection about the two valuable species.

The Atlantic States Marine Fisheries Commission approved the new rules earlier this week. The commission says the new rules expand the amount of data fishermen are required to report and prioritizes development of electronic reporting.

The new rules apply to lobsters and Jonah crabs. The commission says both fisheries are expanding in offshore areas.

ASMFC American Lobster Board Approves Addenda XXVI/III to the American Lobster/Jonah Crab FMPs

February 8, 2018 — The following was released by the Atlantic States Marine Fisheries Commission:

The Commission’s American Lobster Management Board (Board) approved American Lobster Addendum XXVI/Jonah Crab Addendum III (Addenda) to the American Lobster and Jonah Crab Fishery Management Plans (FMPs). The Addenda improves the spatial resolution of harvester data collection, expands the required harvester reporting data elements, establishes a timeline for increased harvester reporting in the American lobster and Jonah crab fisheries, and prioritizes the development of electronic harvester reporting. In addition, the Addenda includes recommendations for improved reporting and biological sampling in federal waters.

The Addenda responds to two concerns: 1) the current requirements for harvester reporting are insufficient to respond to external management actions; and 2) while the American lobster and Jonah crab fisheries continue to expand offshore, most of the biological sampling occurs inshore or nearshore. In particular, the Board expressed concern the spatial resolution of harvester data is too coarse to respond to finer-scale management issues. As a result, the Addenda improves the spatial resolution of data by requiring fishermen to report via 10 minute squares, which further divide the existing statistical areas. In addition, the addenda establishes a one year pilot program to explore electronic tracking devices in the fishery which would address the special resolution and enforcement concerns. The addenda requires additional data elements in harvester reports including number of traps per trawl and number of buoy lines in order to collect information on gear configurations. Finally, the Addenda establishes a deadline that, within five years, states are required to implement 100% harvester reporting, with the prioritization of electronic harvester reporting development during that time. In the interim, jurisdictions not at 100% harvester reporting should redistribute the current effort associated with harvester reporting to focus on active, as opposed to latent, permit holders.

The Addenda also improves the biological sampling requirements by establishing a baseline of ten sampling trips per year in the American lobster/Jonah crab fishery and encourages states with more than 10% of coastwide landings in either the American lobster or Jonah crab fisheries to conduct additional sampling trips.

Finally, the Addenda provide three recommendations for actions in federal waters. Specifically, a harvester reporting requirement be established for federal lobster permits in order to collect information from the growing offshore fishery; a fixed-gear VTR form be created to improve data collection in the American lobster and Jonah crab fisheries; and a biological sampling program be established in federal waters in order to address current data gaps in the assessment. These recommendations will be forwarded to NOAA Fisheries.

Plan to improve lobstering data collection faces hearings

November 17, 2017 — ELLSWORTH, Maine — Interstate fishing regulators are holding a series of hearings on the East Coast about a plan to improve data collection in the lobster fishery.

The Atlantic States Marine Fisheries Commission is holding the hearings in January. The commission says it wants to improve harvest reporting and biological data collection to better inform fishing regulations.

The hearings and potential rule changes also apply to the Jonah crab fishery. Changes could include use of new reporting technology.

ASMFC American Lobster Board Approves Draft Addenda XXVI & III to the American Lobster and Jonah Crab FMPs for Public Comment

October 17, 2017 — NORFOLK, Virginia — The following was released by the Atlantic States Marine Fisheries Commission

The Atlantic States Marine Fisheries Commission’s American Lobster Management Board approved American Lobster Draft Addendum XXVI/Jonah Crab Draft Addendum III for public comment. Given the same data collection needs apply to both American lobster and Jonah crab fisheries, Draft Addendum XXVI and Draft Addendum III are combined into one document that would modify management programs for both species upon its adoption. The Draft Addenda seek to improve harvest reporting and biological data collection in the American lobster and Jonah crab fisheries. The Draft Addenda propose using the latest reporting technology, expanding the collection of effort data, increasing the spatial resolution of harvester reporting, and advancing the collection of biological data, particularly offshore.

Recent management action in the Northwest Atlantic, including the protection of deep sea corals, the declaration of a national monument, and the expansion of offshore wind projects, have highlighted deficiencies in current American lobster and Jonah crab reporting requirements. These include a lack of spatial resolution in harvester data and a significant number of fishermen who are not required to report. As a result, efforts to estimate the economic impacts of these various management actions on American lobster and Jonah crab fisheries have been hindered. States have been forced to piece together information from harvester reports, industry surveys, and fishermen interviews to gather the information needed. In addition, as American lobster and Jonah crab fisheries continue to expand offshore, there is a greater disconnect between where the fishery is being prosecuted and where biological sampling is occurring. More specifically, while most of the sampling occurs in state waters, an increasing volume of American lobster and Jonah crab are being harvested in federal waters. The lack of biological information on the offshore portions of these fisheries can impede effective management.

The Draft Addenda present three questions for public comment: (1) what percentage of harvesters should be required to report in the American lobster and Jonah crab fisheries; (2) should current data elements be expanded to collect a greater amount of information in both fisheries; and (3) at what scale should spatial information be collected. In addition, the Draft Addenda provide several recommendations to NOAA Fisheries for data collection of offshore American lobster and Jonah crab fisheries. These include implementation of a harvester reporting requirement for federal lobster permit holders, creation of a fixed-gear VTR form, and expansion of a biological sampling program offshore.

It is anticipated the majority of states from Maine through New Jersey will be conducting public hearings on the Draft Addenda. The details of those hearings will be released in a subsequent press release. The Draft Addenda will be available on the Commission website, www.asmfc.org (under Public Input) by October 27th. Fishermen and other interested groups are encouraged to provide input on the Draft Addenda either by attending state public hearings or providing written comment. MAINE: Crab bycatch rule set

February 7, 2017 —  The Atlantic States Marine Fisheries Commission’s American Lobster Management Board approved Addendum II to the Jonah Crab Fishery Management Plan (FMP). The addendum establishes a coast-wide standard for claw harvest and a definition of bycatch, based on a percent composition of catch, in order to minimize the expansion of a small-scale fishery under the bycatch allowance.

The lobster board is in charge of Jonah crab management, as the fisheries are linked in many states. Many fishermen fish for both species with the same gear.

Some crab fishermen keep only crab claws and throw back the rest of the crab. Under a provision in the 2015 FMP, only fishermen from New Jersey, Delaware, Maryland and Virginia who have a history of claw landings prior to June 2, 2015, were allowed to harvest claws. All other fishermen were required to land whole crabs only.

The commission discovered that there also were fishermen in New York and Maine who had a history of claw landings but they were required to land whole crabs under the provisions of the FMP.

ASMFC American Lobster Board Approves Jonah Crab Addendum II

February 2, 2017 — Alexandria, VA — The following was released by the Atlantic States Marine Fisheries Commission: 

Alexandria, VA – The Atlantic States Marine Fisheries Commission’s American Lobster Management Board approved Addendum II to the Jonah Crab Fishery Management Plan (FMP). The Addendum establishes a coastwide standard for claw harvest and a definition of bycatch, based on a percent composition of catch, in order to minimize the expansion of a small-scale fishery under the bycatch allowance.  

The Addendum responds to concerns regarding the equity of the claw provision established in the 2015 FMP, which instituted a whole crab fishery with the exception of fishermen from New Jersey, Delaware, Maryland, and Virginia who have a history of claw landings prior to June 2, 2015. Following approval of the FMP, claw fishermen from New York and Maine were identified and, while these fishermen had a history of claw landings, they were required to land whole crabs under the provisions of the FMP. Addendum II permits claw harvest coastwide. Specifically, the Addendum allows Jonah crab fishermen to detach and harvest claws at sea, with a required minimum claw length of 2.75” if the volume of claws landed is greater than five gallons. Claw landings less than five gallons do not have to meet the minimum claw length standard. Fishermen may also harvest whole crabs which meet the 4.75” minimum carapace width.

 Addendum II also establishes a definition of bycatch in the Jonah crab fishery, whereby the total pounds of Jonah crabs caught as bycatch must weigh less than the total amount of the targeted species at all times during a fishing trip. The intent of this definition is to address concerns regarding the expansion of a small-scale fishery under the bycatch limit. Prior to this Addendum, a non-trap or non-lobster trap fisherman could land 1,000 crabs as bycatch but was not required to have any other species of catch on-board. Through Addendum II, fishermen harvesting under the bycatch limit must have another species on board of greater weight than landed Jonah crabs.
