Balancing the Needs of People and Marine Ecosystems: Saving Seafood Looks at Aquaculture Sustainability

June 12, 2018 — WASHINGTON — Leading aquaculture experts discuss what sustainability looks like in farmed fishing and how we achieve it in the latest episode of Saving Seafood’s video series, Aquaculture Today. 

“One thing that’s true is the aquaculture industry is here to stay, has a very bright and important future for food security on the planet,” says Corey Peet, Managing Director of the Asian Seafood Improvement Collaborative. “But that has to be grounded in an objective view of how do we develop it sustainably.”

According to the Sustainable Fisheries Partnership’s 2017 overview of reduction fisheries – fisheries used for the production of fishmeal and fish oil – just over 83 percent of global catch from reduction fisheries comes from stocks that are reasonably well managed or better. Only an estimated 17 percent of reduction catch comes from poorly managed fisheries.

“20 years ago we were obsessed by this issue of fishmeal sustainability and inputs,” says Dan Lee, Standards Coordinator for the Global Aquaculture Alliance’s Best Aquaculture Practices Program. “We’ve pretty much solved that and it’s been through economic forces largely.”

According to Manuel Barange, Director of Fisheries and Aquaculture at the UN Food and Agriculture Organization, the goal of sustainability should not be maintaining the status quo, but ensuring that aquaculture will be able to feed the world’s growing population while protecting marine ecosystems.

“Sustainability means to understand the needs of the people for this generation and in future generations, and therefore how to protect the marine environment and the freshwater environment so that they keep producing,” says Mr. Barange.

Experts also stressed the importance of more data to help fisheries managers make informed decisions about aquaculture, as well as the need for continued industry involvement.

“Fishery management is better the more data we can get, the more accurate modeling that we can get,” says Neil Auchterlonie, Technical Director at IFFO.

“Doing good science, having good industry participation, and recognizing that when there are challenging issues, that collaboration within the industry is probably one of the best ways to solve them,” says Tim Fitzgerald, Director of the Environmental Defense Fund’s Impact Division.

‘Extracting Value from the Right Amount of Fish’: Saving Seafood Looks at Aquaculture Efficiency

June 6, 2018 — WASHINGTON — Through new techniques and technologies, farming fish is becoming increasingly efficient, leading aquaculture experts tell Saving Seafood in a new video.

“With a whole range of factors – improved nutritional knowledge, better management techniques of feeding on the farm, and all of that – [the fish in–fish out] ratio has gone down,” says Andrew Jackson, Chairman of IFFO RS.

“For every 0.7 kilos of fish in, you get a kilo of fish out,” says Dan Lee, Standards Coordinator for the Global Aquaculture Alliance’s Best Aquaculture Practices Program. “So that’s becoming very favorable towards aquaculture productivity.”

In the case of salmon farming, nutritionists are using alternative ingredients, including plant proteins like soy, and mixing canola and other vegetable oils in with pure fish oil. This has helped lowered the percentage of marine ingredients in fish feed to about 25 percent of farmed salmon diets, and projections are that this will drop below 10 percent by 2025.

“They’ve figured out that the key to being successful and profitable and sustainable is not necessarily to catch more fish, it’s to extract as much value as possible out of the right amount of fish,” says Tim Fitzgerald, Director of the Environmental Defense Fund’s Impact Division.

These improvements have made farming fish one of the most sustainable forms of protein production, experts tell Saving Seafood.

“When you’re growing chickens or pigs or cattle, the transformation between the feed and the [farmed product] is much more inefficient than with fish,” says Manuel Barange, Director of Fisheries and Aquaculture at the UN Food and Agriculture Organization. “So if we have to feed any animal for us to eat, it makes sense to do that with fish. It’s more efficient.”

The video is the second in a series, Aquaculture Today, in which Saving Seafood interviews leading aquaculture experts on the latest advances in farmed fish, and its role in the world. Saving Seafood released a video yesterday on aquaculture’s role in feeding the world’s growing population.

Why should you care about fisheries? They can help feed the world.

May 16, 2018 — Food security is a hot button topic for today’s world leaders, and rightly so as the population swells to 10 billion people by the middle of the century. Feeding that many people is a huge challenge – creating an urgent call to action for resources to be managed more sustainably and equitably – and wild seafood plays a big role.

Typically, these discussions focus on land-based agriculture, including the production of grains, seeds, crops and livestock that, while subject to droughts, diseases and shortages, are the main source of world food consumption as measured by total calories. However, food sources from our oceans, lakes and rivers also play a large part in feeding the world, and deserve their place in the discussion.   

That’s why we’re excited to share a new report from Duke University and EDF* examining how wild capture fisheries fit into this complex discussion and summarizing what we know about the potential role of fish and other aquatic resources, like shellfish and crustaceans, to help feed an increasingly hungry world. After all, three billion people rely on seafood as a primary source of protein, and this number will only continue to grow.

URI Leads Effort To Reform Commercial Fisheries in the Philippines

April 25, 2018 — Researchers at the University of Rhode Island are leading a new project in the Philippines to increase the number of fish in their waters.

The Philippines is one of the biggest fish producing nations in the world. The U.S., for example, depends on the country for crab and tuna.

However, the majority of their fishing grounds are overfished, according to the Environmental Defense Fund, a U.S.-based environmental advocacy organization.

URI and other Filipino universities and organizations will be working throughout the next five years to develop better fishery management plans for municipalities.

PFMC Opens Areas Formerly Closed to Trawling; Permanently Protects 135,000 Square Miles

April 13, 2018 — SEAFOOD NEWS — This week the Pacific Fishery Management Council (PFMC) adopted major changes to the West Coast groundfish fishery after more than 30 meetings with industry members and ENGOs. The Council announced Wednesday that 135,000 square miles of ocean off the West Coast will be permanently protected, while a previously closed area of roughly 3,000 square miles will be reopened to commercial fishing.

“The decision demonstrates the Council’s commitment to protecting important fish habitats including rocky reefs, corals, and sponges,” said Council Chair Phil Anderson. “The decision was informed by sound science and further informed by the fishing industry and environmental community who are to be commended for their important contribution to the Council’s decision. The result provides an increase in habitat protection while providing greater opportunity for our trawl fleet to more efficiently harvest target stocks. The West Coast trawl fishery has been reduced in size and transformed into a sustainable fishery including full accountability that provides that public with high quality fish products.”

Much of the area that has been reopened was closed in 2002 — the Rockfish Conservation Area, a strip of area from the Canada to Mexico borders — to minimize catch of rockfish stocks listed as overfished at the time. While the RCA covered areas of sensitive, high value habitat like underwater cliffs, rock piles and pinnacles where several of the depleted species congregate and reproduce, it also prevented access to vast areas of sandy, soft-bottom seafloor where more plentiful target species like Dover sole and sablefish are found.

Most of those overfished rockfish stocks have since been rebuilt to sustainable population levels, which allowed for the reopening, Environmental Defense Fund said in a press release.

PFMC’s decision was backed by the EDF, as well as the Natural Resources Defense Council and the Nature Conservancy, who worked with fishermen such as Oregon Trawl Commission Director Brad Pettinger and California Shellfish Company’s Special Projects Leader Tom Libby to compile data to identify currently unprotected areas of sensitive habitat and protected areas that could be reopened.

“This was an amazing team effort, with fishermen and environmentalists focused on the goal of opening up closed fishing grounds and carving out the areas that really need protection,” said Ralph Brown, a fisherman from Brookings, Oregon. “I’m looking forward to going back to some of my old favorite fishing grounds.”
The new closure will protect corals off the coast of California while also giving new opportunities for the bottom trawl fleet.

“This is compelling conservation because it recognizes that teamwork between conservationists and fishermen, coupled with strong science, can lead to major changes that make our West Coast groundfish industry more sustainable, resilient and profitable over the long term,” Environmental Defense Fund’s Oceans Program West Coast Director Shems Jud said.

When the fishery adopted catch shares in 2011 discarding of bycatch dropped 80 percent and it became clear it was time to update the RCA, because the new system strongly incentivizes fishermen to avoid overfished species.

“We knew that if we could identify currently unprotected areas of sensitive habitat, including areas inside the RCA, the Council could protect those areas while opening up valuable fishing grounds,” said Jud. “We worked together to combine information from new academic studies, fisheries observer data, and modeling with fishermen’s logbooks, charts and knowledge gained from decades of combined fishing experience.”

EDF to NOAA: Get multiple buyers for Carlos Rafael’s assets, more monitoring

March 19, 2018 — NEW BEDFORD, Mass. — Jim Kendall chuckled as he attempted to grasp the words to describe a letter crafted by the Environmental Defense Fund, which it sent to NOAA on Thursday.

When the words finally came to him, the former fisherman and current executive director of New Bedford Seafood Consulting disagreed with most of the three pages of content.

“They go and paint Carlos (Rafael’s) whole fleet with a scarlet letter, really,” Kendall said.

The letter pitches two strategies to NOAA in handling the permits and punishment linked to Rafael, who is serving a 46-month sentence in federal prison for falsely labeling fishing quota.

EDF suggests that NOAA should require multiple buyers of Rafael’s assets and require monitoring of his vessels while also establishing funding for the monitoring.

Kendall disagrees and said requiring monitoring works against EDF’s first request of stipulating multiple buyers.

“Who’s going to pay for it? If you were to buy one of these boots, now you’re saddled with this additional obligation?” Kendall said.

Gulf Council recommends new pilots to test state management of recreational red snapper fishing

February 6, 2018 — The Gulf of Mexico Fishery Management Council has recommended that the National Marine Fisheries Service (NMFS) approve pilots for all five Gulf States to test state management of recreational fishing for red snapper. The Council’s approval of the pilots, known as Exempted Fishing Permits or EFPs, came with the caveat that the decision by some states to include their federal charter/for-hire vessels (and the corresponding quota allocations that are associated with them) not result in shrinking the federal charter season for the rest of the states.

The following is a statement from Matt Tinning, Senior Director of Environmental Defense Fund’s US Oceans Program:

“EDF has long called for innovations in the way we manage recreational fishing in the Gulf of Mexico, and we applaud those who are considering new approaches. We support this two-year opportunity for the states to show that they can manage their private red snapper anglers under the conservation tenets of the Magnuson-Stevens Act.

“It is important that federal charter boats who do not wish to participate are treated fairly. These captains have worked for years to stabilize their seasons and are now close to finishing development of new federal fishery management plans.

Fish 2.0 Offers Cash, Advice to an Ocean of Seafood Start-Ups

January 25, 2018 — In a large ballroom at Stanford University’s Arrillaga Alumni Center, jittery entrepreneurs make their way onto a small stage to pitch their sustainable seafood ventures. Out of 184 applications, only 40 have made the cut. Among the finalists are a mail-order oyster startup that will ship the food overnight to your door, a manufacturer of devices that track lost fishing gear, an Alaskan processing facility looking to expand, and training programs that teach Peruvian fishermen how to operate more sustainably.

They’re taking part in the third bi-annual Fish 2.0 competition, and the stakes are high. Many of these entrepreneurs have never made a pitch in front of an audience before. And with some of the largest and most respected investors in the sector, including Rabobank, Aqua-Spark, and Obvious Ventures, eagerly looking on, competitors are anxious to make a good impression. Flanked by projectors and armed only with a microphone and a remote to advance their slides, entrepreneurs from as far away as Italy, Peru, and the Solomon Islands have only a few minutes to make their pitch in front of a four-judge panel and a room full of potentially lucrative connections.

With global demand for sustainable seafood growing rapidly, the industry hasn’t been able to keep pace. Programs like Fish 2.0 hope to meet that demand and support the sector’s growth by connecting investors to emerging businesses. Similar to accelerators like Mixing Bowl, Imagine H2O, and the Chobani Incubator, Fish 2.0 aims to strengthen the sustainable seafood movement by helping ventures become financially sustainable, scalable, and profitable.

Although Fish 2.0 is framed as a competition, networking is what really matters for most participants. The eight competition winners each receive $5,000 in prize money, but for past winner Norah Eddy, whose company Salty Girl Seafood sells sustainable fish in ready-to-cook, pre-marinated packages, the experience and exposure were more important than the actual cash. Eddy says the connections she fostered at Fish 2.0 two years ago have remained fruitful for Salty Girl, which has expanded its line of products since they won a prize at the competition.

“We’ve subsequently raised money and our connection to Fish 2.0 has only served us well in business following the competition,” Eddy adds.

A Forum for Changemakers

Fish 2.0 is the brainchild of Monica Jain, a Wharton MBA graduate and former marine biologist, and it brings her two passions together. “There are a lot of great companies starting up and they need capital to grow effectively,” she says. “It’s the same in every field. We can’t expect innovative business to grow without capital.”

Funded by academic institutions, the David and Lucile Packard Foundation, USAID, the U.S. State Department, investment funds, and others, the Fish 2.0 process starts a year before the actual event, with businesses applying to the competition online. Each applicant is put through a series of assessments that examine their business plans, potential for impact, risks, and opportunities for investment. While some businesses are well-established and looking to expand, others are looking for their initial seed money.

No matter the size of their business, each of the top 40 entrepreneurs is paired with an impact advisor and an investment advisor who offer feedback on both the science and the business sense of their model. The contestants span the broad and diverse seafood supply chain, with offerings ranging from an oyster co-op in Florida looking for investors to help fund construction of a hatchery, to Seafood IQ, an Icelandic company that uses radio frequency identification (RFID) labels so consumers can be sure they know where their fish is coming from.

Seafood provides a unique challenge because the industry is global, fractured, and full of middlemen. Salmon, for example, may be caught in Alaska, processed in China, and then shipped back to the U.S. for sale. As with other meats, it’s often difficult to tell where seafood is coming from or whether it’s sustainable. And the problem is getting more pronounced as global demand increases. In 2016, the Food and Agriculture Organization (FAO) found that global per capita fish consumption had hit more than 44 pounds a year, an all-time high.

Earlier this year the World Bank reported that, “about 90 percent of marine fisheries monitored by the FAO are fully fished or overfished, up from about 75 percent in 2005.” In addition to increased consumption, the report also points to the fact that “fish stocks are also under pressure from pollution, coastal development, and the impacts of climate change.”

Rather than focusing on improving consumer education or tightening governmental regulations, Fish 2.0 hopes to protect the oceans by showing sustainability makes good business sense. Because the seafood industry relies on natural resources, Jain believes that sustainable ventures, which are able to preserve those resources for years to come, are more “likely to do better in the long run.” Sustainable, she says, is simply “better business.”

Tim Fitzgerald of the Environmental Defense Fund (EDF)—and a judge at this year’s Fish 2.0 contest—agrees that this investment is vital to the long-term health of the oceans. “To have large-scale change, you have to engage business,” he says.

‘Cod Is Dead’: New Netflix Series Details Challenges Facing U.S. Fishermen

January 5, 2018 (Saving Seafood) — The challenges facing American fishermen, ranging from declining quotas to disputed science to fleet consolidation, are highlighted in a new Netflix documentary series premiering today.

The new series, Rotten, “travels deep into the heart of the food supply chain to reveal unsavory truths and expose hidden forces that shape what we eat.” The series’ sixth and final episode, “Cod is Dead,” focuses on the domestic seafood industry, and the business and regulatory climate that has made it increasingly difficult for fishermen to make a living. Special focus is given to the ongoing fallout from the Carlos Rafael seafood fraud case and the continuing impact of the controversial catch share management system.

The episode interviews fishermen, scientists, environmentalists, and other stakeholders, with special emphasis placed on industry members in New Bedford, Massachusetts. The full list of interviewees is:

New study highlights benefits of recreational fisheries reform

December 22, 2017 — A new paper published in the current issue of Fisheries Research finds that giving recreational fishing businesses the flexibility to take customers fishing when they want to in exchange for carefully tracking what they catch is a win-win for the environment and the economy. The results of a pilot program show that this added flexibility and accountability enables more fishing trips over a year-round fishing season, higher earnings for businesses, better data collection, adherence to science-based catch limits, and improved conservation of fish populations.

A growing number of commercial fisheries are operating under effective management that provides economic benefits to communities while ensuring fishermen stay within sustainable catch limits and contribute to rebuilding progress. This is good for the environment, the economy, and seafood consumers around the country. But unlike their commercial fishing counterparts, marine recreational fisheries have seen little policy innovation. Instead, they have been stuck in management that relies on season, size, and bag limits, promoting a “race to fish” resulting in even tighter regulations and growing waste of fish populations. The cost of inaction is high, as recreational fisheries are increasingly important to ocean ecosystems and coastal economies.

This failure of recreational fisheries management is showcased in the U.S. Gulf of Mexico, where large overharvests have become the norm and fishing seasons for popular species like red snapper, grouper, and many others are now closed for much of the year. The policy response has been business as usual – mostly characterized by conflict over who gets the fish rather than how to make better use of them. The system is failing anglers and fishing businesses alike. But a recent trial of an innovative management approach – one that combines flexibility to fish throughout the year with sustainable catch limits and improved monitoring – shows that recreational fisheries can escape the broken system just like many commercial fisheries have done.
