Largest US fishery (Alaska Pollock) proves it’s sustainable, again

January 14, 2016 — The following was released by the Marine Stewardship Council:

Seattle, WA – The largest fishery in the U.S. and the largest certified sustainable fishery in the world1, Alaska Pollock has again achieved re-certification to the Marine Stewardship Council (MSC) Fisheries Standard. This science-based standard is the world’s most credible and recognized standard for environmentally sustainable wild-caught seafood. The Bering Sea, Aleutian Islands and Gulf of Alaska Pollock fisheries have been certified to this standard since 2005.

Alaska Pollock is among the top five most consumed fish per capita in the U.S2. Its mild flavor and flaky texture make it popular for consumers around the world. Primary markets for Alaska Pollock products are the U.S., Europe (where it is Germany’s most consumed fish) and Japan. The U.S. and Europe are the main markets for fillet-type products, which are used for fish and chips, fish tacos, fish sandwiches and fish sticks. Japan is the principal market for Alaska pollock surimi, which is used as the primary ingredient in a wide range of surimi seafood products (kamaboko).

Jim Gilmore, At-sea Processors Association, the fishery client for the Alaska Pollock reassessment emphasizes, “We are proud to be one of the 10 fisheries globally to be certified as meeting the MSC’s rigorous sustainability standard three times. Alaska Pollock continues to earn among the highest certification scores of any fishery in the MSC program. This re-certification reaffirms the Alaska Pollock industry’s continued leadership in responsible fishing.”

The 2016 Alaska Pollock season will begin on January 20. A federal fishery advisory body, the North Pacific Fishery Management Council, recommended to the U.S. Secretary of Commerce a precautionary 1.34 million metric ton annual quota for the Bering Sea/Aleutian Islands, which is several hundred thousand tons less than federal fishery scientists determined can be sustainably harvested. The Gulf of Alaska Pollock fishery is set at 257,872 metric tons, a 30% increase from the 2015 quota and within the safe harvest level determined by federal fishery scientists. 

Pat Shanahan, Genuine Alaska Pollock Producers, the marketing trade association for Alaska Pollock said: “The fishery management system is known for its conservative management practices, so these quota increases indicate an exceptionally healthy Alaska Pollock fishery in the Bering Sea and Gulf of Alaska. Seafood buyers and consumers can rest assured that Alaska Pollock is one of the world’s largest and most sustainable fisheries.”

The internationally recognized blue MSC ecolabel will continue to assure consumers that Alaska Pollock products can be traced back to a certified sustainable source. 

Brian Perkins, MSC regional director – Americas, said: “The MSC’s vision is for oceans to be teeming with life for future generations. Alaska Pollock has successfully created and maintained new markets, especially in the U.S. and Europe, over the past decade. We are extremely pleased to see this fishery succeed in the MSC process yet again.”

The independent assessment of the Alaska Pollock fisheries was conducted by MRAG Americas, an accredited third-party conformity assessment body. MRAG Americas assembled a team of fishery science and policy experts to evaluate the fishery according to the three principles of the MSC Fisheries Standard: the health of the stock; the impact of fishing on the marine environment; and the management of the fishery. The MSC process is open to stakeholders and all results are peer reviewed.

Operators Gear Up to Present Innovative, Flavorful Fried Fish During Lent

SEAFOODNEWS.COM by Michael Ramsingh — January 13, 2016 — Foodservice operators will infuse more flavor into the traditional fried fish staples during this year’s Lenten season. Fish dishes are expected to feature more Mediterranean, Asian, Middle Eastern and Mexican concepts and flavors. “Fish is the perfect canvas for any flavor, ” says Arlene Spiegel, of Arlene Spiegel & Associates, a restaurant consulting company in New York. “And people love fried food. A fried fish sandwich or fish and chips can be stellar. And it shouldn’t be just for Lent. It can be promoted all year round. It can be something important.”

Ocean Choice International said they are pleased with the decision by the Supreme Court of Newfoundland that dismissed a challenge to the company from Landvis Canada, the minority partner owned by an Icelandic Fishing Firm. Landvis sought to oust Martin and Blaine Sullivan, the two brothers who control the company. “It was a clear and unambiguous decision and we are very pleased that Justice Orsborn completely accepted our position,” said Martin Sullivan, Chief Executive Officer with OCI.

In other news the PEI Fishermen’s Association (PEIFA) wants changes made to the temporary foreign workers program to allow seafood processing plants to hire more workers. “It gets back to being able to process all the product that’s coming in. We’ve got a short term strategy, let us adopt it and we’ll work towards a bigger longer-term solution,” said PEIFA Executive Director Ian MacPherson.

Meanwhile, Ecuador and Peru are reporting lower mahi catches since the season began in Mid-November. It appears El Nino may be impacting mahi landings since warmer waters have increased the supply of bait fish. “One of the effects of El Niño is a bountiful supply of natural prey which the mahi are inclined to eat. Because of this they are preferentially feeding on natural bait and are less inclined to feed on fishing bait, resulting in lower catches,” said Jeff Azari, at Pacific Coral.

Finally, Alaskan Senator Lisa Murkowski said she would stall the final vote approving Dr. Robert Califf as the next FDA Commissioner if she does not get assurances that mandatory labeling laws will be written for genetically modified salmon. “I want to make sure, be very, very certain, that when we are talking about these genetically engineered fish for human consumption, voluntary labeling is not adequate,” said Sen. Murkowski.

FDA nominee sails through Senate committee, but could a fish stand in his way?

January 12, 2016 — A Senate health committee on Tuesday easily advanced the nomination of former Duke University researcher and cardiologist Robert Califf as the next commissioner of the Food and Drug Administration. But Califf, while widely expected to win confirmation from the full Senate, faces at least one surprise hurdle on the way to his new job: genetically engineered salmon.

Sen. Lisa Murkowski (R-Alaska) told her colleagues on the committee that met Tuesday to vote on Califf’s nomination that she is willing to stall it until he and FDA agree to mandatory labeling requirements for the AquaAdvantage salmon.

The salmon, produced by Massachusetts-based AquaBounty and approved by the agency in November, is an Atlantic salmon that contains a growth hormone from a Chinook salmon and has been given a gene from the ocean pout, an eel-like fish. The result is a fish engineered to grow twice as fast as its natural counterpart. The first genetically altered animal approved for human consumption, it has been the subject of long-running fights involving food-safety activists, environmental groups and the salmon fishing industry.

ALASKA: State fishery spending analyzed

January 5, 2016 — Most of the benefit from the commercial fishing industry goes to local government, while the state overspends itself, according to a new analysis.

A study conducted by Bob Loeffler and Steve Colt of the University of Alaska Anchorage’s Institute of Social and Economic Research found that the state spends about $27.2 million more on commercial fishing than it receives in revenue from the industry.

This includes regulation, operations and capital projects. However, it does not consider federal funds, which play a role in Alaska’s fisheries as many salt-water fisheries are at least partially federally managed.

Local governments make out considerably better — they take in about 40 percent of the revenue from the commercial fishing industry, according to the analysis. And that does not include the benefits to the local economy, such as spending at local businesses.

The state also spends far more on commercial fishing than it does on other sectors of the economy, such as mining and tourism, which where also examined in the ISER report. Including operations and capital projects, the state spends approximately $78.3 million on the commercial fishing industry every year. Combined with local governments’ expenditures, the total reaches approximately $96.8 million.

US Congress Changes Market Name of the Nation’s Largest Fishery

January 4, 2016 — The law, which currently only applies to the USA, requires that the geographic descriptor “Alaska” be used only on pollock harvested from the state of Alaska changing the market name of the nation’s largest fishery from “Alaska pollock” to “pollock”.

The new law corrects decades of consumer and market confusion over the use of the market name “Alaska pollock” on the species Gadus chalcogrammus regardless of its origin.

Before the law was enacted, pollock from both Russia and Alaska were sold in under the name “Alaska pollock,” making it impossible for consumers to determine product origin and to make a choice between the two sources.

Alaska pollock is the eighth most consumed fish in the United Kingdom being a favorite for children in the form of fish fingers, with some 15,000 tonnes being used annually in the UK Russian pollock, which has a different quality profile can be sold in the UK as “Alaska Pollock.”

Factory trawlers praised for halibut conservation

December 26, 2015 — What a difference a year makes for the halibut bycatch controversy in the Bering Sea at the December meetings of the North Pacific Fishery Management Council in Anchorage. The flatfish factory trawlers, vilified for much of this year, reported vigorous and voluntary efforts at halibut conservation, and even received praise from the Pribilofs. Their zeal was prompted by what might be termed resolution number two-by-four of the fish council last summer, which slashed halibut bycatch by 25 percent.

“It was a huge hit to our sector,” said Chris Woodley, executive director of the Groundfish Forum said last week.

But voluntary efforts by the flatfish fleet have already saved 265 metric tons of halibut this year, he said, exceeding the goal of 217 metric tons.

He cited the benefits of a special federal permit allowing deck sorting that gets the halibut back into the water faster and with greater chances of survival. With the halibut removed from the net and returned to the water from the top deck of the boat, only about half the halibut die, down from the 83 percent that perish when kept inside the huge trawl net for up to two hours while below decks in the factory area, he said.

At last week’s NPFMC meeting, representatives of the factory trawlers in the Amendment 80 fleet said that they were already taking measures to limit halibut bycatch, getting out ahead of the 25 percent cut that takes effect next year.

Discovery spinning off fishing show

December 21, 2015 — NEW YORK – Makers of the popular Discovery network series “Deadliest Catch” are heading south to a fishing village in Oregon for a spinoff.

The new series, called “Deadliest Catch: Dungeon Cove,” is set to premiere next fall.

It will focus on families involved in the Dungeness crab fishing industry in Newport, Oregon, the network said Friday.

The announcement doesn’t mean that the original series, which is set to begin its 12th season in the spring, is winding down, said Joseph Boyle, Discovery’s executive producer for the show.

Discovery executives were intrigued by the spinoff proposal from Original Productions, which makes “Deadliest Catch,” he said. The original series, about fishing boats in Alaska’s Bering Sea, is one of the network’s signature programs.

FDA must develop plan to label genetically engineered salmon, Congress says

December 17, 2015 — The sprawling federal spending bill unveiled this week on Capitol Hill included a small passage with potentially big implications in the food world.

In two paragraphs on page 106, lawmakers instructed the Food and Drug Administration to forbid the sale of genetically engineered salmon until the agency puts in place labeling guidelines and “a program to disclose to consumers” whether a fish has been genetically altered. The language comes just a month after FDA made salmon the first genetically modified animal approved for human consumption and represents a victory for advocates who have long opposed such foods from reaching Americans’ dinner plates. At the very least, they say, consumers ought to know what they are buying.

The fish in the spotlight is the AquAdvantage salmon, produced by Massachusetts-based AquaBounty. The Atlantic salmon contains a growth hormone from a Chinook salmon and a gene from the ocean pout — a combination to help it grow large enough for consumption in 18 months instead of the typical three years.

Congressional GMO Labelling Fight Set For January

December 17, 2015 — Lawmakers are pledging to re-double efforts to pass legislation early next year to block state GMO labeling laws and set national disclosure standards.

The industry wanted to get a bill attached to the must-pass fiscal 2016 spending agreement that congressional leaders reached on Tuesday, but talks stalled and Senate Democrats stopped even a temporary preemption measure from being included.

“The clock’s ticking. We’ll be back in session in January and that’s got to be at the front,” said House Agriculture Chairman Mike Conaway, R-Kansas. “We’ve got it fixed in the House. We’ve just to get the Senate to move on it.”

Michigan Sen. Debbie Stabenow, the top Democrat on the Senate Agriculture Committee, has also pledged to make the issue a top priority in January. She had been leading negotiations on the legislation this fall and had said in October that she wanted a bill passed by the end of the year.

An industry lobbyist who didn’t want to be quoted by name said negotiations would “begin in earnest” right after the first of the year on broad legislation.

A Vermont labeling laws is set to take effect in July, and the failure of the federal preemption measure could embolden labeling proponents who are gearing up to push next year for labeling laws in New York state and Connecticut, said Patty Lovera, assistant director of Food and Water Watch, which supports the state labeling efforts.

Sen. Maria Cantwell Secures Key Provisions to Protect Pacific Northwest Seafood

December 15, 2015 — The following was released by the Office of Senator Maria Cantwell:

U.S. Senator Maria Cantwell today announced that her bipartisan bill—which will change the market name of “Alaska pollock” to “pollock”—will be included in the Congressional spending bill, also known as the ‘omnibus.’ The bill will legally change the acceptable market name essentially outlawing Pollock harvested in Russia from being passed off as “Alaskan Pollock” in the supermarket. Representative Jamie Herrera Butler (WA-3) sponsored the bill in the House.

In 2012, 113 million pounds of Russian Pollock—which is less sustainable and lower quality than pollock from Alaskan fisheries—was sold to U.S. consumers as “Alaska pollock.” 

“Alaskan pollock is one of the most sustainable fisheries in the world,” said Cantwell, a senior member of the Commerce Committee, “And American consumers deserve to know whether they are purchasing this high quality product or a cheap alternative with a misleading label. By changing the acceptable market name to pollock, it will be illegal to label pollock caught in Russia, as Alaskan. Americans will be able to shop with confidence, knowing that they are buying the real thing and not a knock–off.”  

The Genuine Alaska Pollock Producers (GAPP) supports these efforts and have previously cited several reasons for the requested change:                          

• The use of “Alaska pollock” as an acceptable market name is misleading to consumers;

•“Alaska pollock” is understood by consumers to connote a geographic origin, not a particular kind of food from any geographic origin;

• The use of “Alaska pollock” as an acceptable market name is inconsistent with other similar fish species; and

• U.S. government programs support other efforts to provide accurate information to consumers about the seafood they purchase.
