US House committee advances FISH Act

April 23, 2026 — The U.S. House Natural Resources Committee has approved the Fighting Illegal Seafood Harvests (FISH) Act, legislation intended to penalize foreign vessels and individuals who participate illegal, unreported, and unregulated (IUU) fishing.

“My bipartisan bill with Representative Dan Crenshaw [R-Texas] and Rep. Nick Begich [R-Alaska] to crack down on illegal international fishing that undercuts Rhode Island fishermen just passed the House Natural Resources Committee,” U.S. Rep. Seth Magaziner (D-Rhode Island) said in a social media post. “Let’s level the playing field and stand up for local fishermen.”

U.S. is Negotiating to Cancel More Offshore Wind Leases

April 22, 2026 — Executives at the French company Engie confirmed today that they are in discussions with U.S. officials about possibly canceling their offshore wind farm leases. Last month, the administration agreed to reimburse TotalEnergies for its offshore wind leases and hinted it might use the same technique with others, although advocates and lawmakers are questioning the legal authority.

The Trump administration said in March that it had agreed to reimburse TotalEnergies nearly $1 billion it had paid to acquire a large lease in the New York Bight, which was to host two large wind farms, as well as a small property off North Carolina. The administration called it a win, saying the company had agreed to reinvest the money in the U.S. LNG sector, where it has a project underway.

ALASKA: Metlakatla’s commercial fishing rights represent ‘alternate reality’ that tribe hopes to expand

April 22, 2026 — Access to commercial fishing looks a lot different in Metlakatla compared to other coastal Alaska Native communities.

At the southern tip of the Panhandle on Annette Island, Metlakatla sits on the state’s only Native reservation. Because of that, tribal members have the exclusive right to fish in a zone that extends out 3,000 feet around the island. And Metlakatla hopes to expand the reach of its fishing rights, as a lawsuit makes its way through court.

Other Alaska tribes gave up huge chunks of traditional lands in exchange for money and property to form corporations under the 1971 Alaska Native Claims Settlement Act.

Not long after, the state implemented a fisheries management system known as “limited entry,” which limits the number of commercial fishing permits in specific areas. Over time, permits have gradually been lost from Alaska’s coastal Native communities due to economic and other forces.

Whale deaths are up on Oregon and Washington coasts, but what’s causing them?

April 22, 2026 — A stranded whale was found on Seaside Beach last week. It was the fourth whale found on the Oregon Coast this year.

The number of whales washing up on Oregon and Washington coasts have started to raise concerns for both scientists and beachgoers alike, who wonder why the giant mammals seem to be dying more frequently.

“The last month has started to get a little unusual in terms of the number of strandings of gray whales in particular,” said Michael Milstein, a spokesperson for the National Oceanic and Atmospheric Administration’s Fisheries Science Center.

Two of the whales found in Oregon recently were Gray whales. In Washington, there have been 13.

NOAA delay threatens 2026 sea bass, flounder rules for Maryland anglers

April 22, 2026 — Maryland and Mid-Atlantic fisheries officials are warning that delays in updating federal recreational fishing rules could disrupt the 2026 season for black sea bass and summer flounder, threatening anglers, charter operations and coastal businesses already strained by a difficult year.

The concern follows a string of setbacks for Maryland watermen, including a collapse in the oyster market, a severe winter freeze, a major sewage spill in the Potomac River, and ongoing uncertainty surrounding rockfish regulations and blue catfish.

In letters sent last week, the Maryland Department of Natural Resources, the Mid-Atlantic Fishery Management Council, the Atlantic States Marine Fisheries Commission and U.S. Rep. Andy Harris urged the National Oceanic and Atmospheric Administration to complete rulemaking tied to recreational measures for summer flounder, scup, black sea bass and bluefish.

Officials say the delay could force anglers and charter boats to operate under older, more restrictive federal rules just as the season begins. That scenario, they argue, would create confusion between state and federal waters, eliminate expected easing of black sea bass limits, shorten fishing opportunities and undermine years of work toward more stable management.

ALASKA: Alaska bill would exempt small-scale fishers from some health and safety standards

April 22, 2026 — Alaska State Representative Sarah Vance has introduced the Alaska Coastal Micro-Fisheries Act, legislation that would eliminate some regulatory requirements for small-scale fishers looking to process their catch.

Alaska House Bill 356 would reduce the health and sanitary requirements on permits for commercial fishing vessels and their operators by allowing exemptions for processing operations on low-risk species if safety standards are already met. The legislation only applies to catches under 5,000 pounds.

Trump’s trade wars forcing companies to weigh US value proposition

April 22, 2026 — U.S. President Donald Trump’s efforts to restructure global trade – and his inability to do so cleanly and consistently – has created uncertainty in the seafood sector and hurt trade between the U.S. and the E.U., according to seafood industry stakeholders speaking at a panel at the 2026 Seafood Expo Global (SEG).

“No matter what you think of the policy overall, the up and down nature of it and the uncertainty that that generates is crippling for businesses that I represent, and I think for even domestic U.S. producers it creates uncertainty and doubt,” National Fisheries Institute Executive Vice President for Government Affairs and General Counsel Robert DeHaan said. “It’s harder to innovate. It’s harder to expand your payroll. It’s harder to know what’s going to happen in six [or] nine months. This sector of farmed and wild [fish] is very tough in good conditions, and introducing this level of uncertainty about the policy execution process creates uncertainty and makes the U.S. market less appealing.”

April 2026 Council Meeting Summary

April 22, 2026 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council met from April 14-16, 2026, in Portland, Maine. The following is a summary of actions taken and issues considered during the meeting. Presentations, meeting materials, motions, and meeting audio recordings are available on the Council’s April 2026 meeting page.

ACROSS THE STOCKS

Monkfish and Skates: The Council considered input from the Joint Advisory Panels and Committees and voted to discontinue the 2026 priority related to IFQ Scoping for monkfish and/or skate wing fisheries. The Council approved a series of listening sessions for monkfish and skate fishermen across New England and the Mid-Atlantic to solicit input and ideas for fisheries and management improvements. Herring: The Council received an update on the 2026 herring action that will:

• Set Atlantic herring specifications for fishing years 2027-2031.

• Enhance river herring and shad (American shad and hickory shad) avoidance and other catch reduction measures to support ongoing coastwide restoration efforts.

• Address other management measures such as the carryover of unharvested catch. This action will be initiated in June with Council final action planned for the September 2026 meeting.

Redfish Sector Exemption Review: The Council received a report evaluating the performance of the Redfish Sector Exemption program. This program allows commercial trawl vessels enrolled in sectors to target redfish with smaller mesh gear in designated areas. It was established as a universal sector exemption in the Northeast Multispecies (Groundfish) Fishery Management Plan (FMP) in Framework 61. The review found generally strong sector compliance with catch thresholds and stable participation. It also examined bycatch of other groundfish, vessellevel performance, and program goals and objectives. The review was a regulatory requirement and a 2026 Council Priority. Based on information from the review, the Council may consider modifications to the redfish sector exemption program in the future.

Groundfish Action Update: Framework 69, which set specifications for several groundfish stocks for fishing years 2025-2027, was implemented on March 8, 2026. Amendment 25 (A25), which incorporates the four Atlantic cod stocks (Eastern Gulf of Maine; Western Gulf of Maine; Georges Bank; and Southern New England) into the Northeast Multispecies FMP and sets status determination criteria and management measures for these stocks, including accountability measures, recreational provisions, and catch limits for fishing years 2026 and 2027, was approved by NMFS on April 6, 2026. The action received broad public support, with over 250 comments largely favoring timely approval and implementation. Final implementing regulations are forthcoming, with interim default allocations expected to be in place until the rule is finalized. Framework 72, which will set specifications for several groundfish stocks for FY2026-2028, is currently in review with anticipated implementation in the coming months.

MASSACHUSETTS: Climate change is driving scallops north. That’s good news for New Bedford

April 21, 2026 — For the past five years, New Jersey scallop fisherman Brady Lybarger has been spending more time in New Bedford. Scallop yields have been poor in the mid-Atlantic’s historic scalloping grounds, known as the Elephant Trunk. So Lybarger makes the 250-mile voyage from Cape May, New Jersey’s southernmost point, out to Georges Bank, east of Cape Cod.

Fuel is expensive, so Lybarger docks his vessel in New Bedford during the busy summer season. Between trips, he drives six hours each way to New Jersey to spend time with his family.

With 25 years in the fishing industry, Lybarger says the sacrifice is nothing new.

“No one wants to be away, right?” Lybarger said. “But you also got to go make money.”

Lybarger is part of a growing cohort of fishermen docking their vessels in New Bedford while calling another port home. Since 2016, the number of these “transient” vessels has increased over 300%, while scallop landings in mid-Atlantic and southern ports have declined.

The shift, some researchers say, is driven by climate change: ocean temperatures and acid levels are rising unevenly across the Eastern Seaboard. As scallops react to warming waters, fishermen are following suit — spending more time and landing more shellfish in New Bedford. It’s a boon for the Whaling City, but it’s a challenge for the southern ports left behind.

“We’re getting decimated,” said Sean Barto, the vice president of Sea Gear Marine Supply in Cape May. “It’s been straight downhill for the past five or six years.”

The shift may further consolidate an industry that’s already tough for independent fishermen, driving an even greater portion of fishing wealth into New Bedford’s privileged few.

The shifting tides aren’t enough to make Lybarger leave his home port behind entirely, though he’s willing to consider it someday.

“From what I’ve seen in the past 20 years, [New Bedford] has turned around,” Lybarger said. “I wouldn’t mind living in New Bedford, be honest with you. It’s not my top choice, but I wouldn’t mind it if I had to.”

Optimism rising for Alaska fishing boat and permit sales

April 21, 2026 — With spring in the air and higher prices for halibut and black cod, optimism is blooming at Alaska’s largest firm selling fishing boats and permits.

“We are heading into this year with some real optimism,” said Doug Bowen, founder and consultant for Alaska Boats and Permits in Homer, the biggest marine brokerage in Alaska. “We are seeing better prices for halibut, sablefish and salmon.”

Early spring harvests of halibut brought fishermen $9.25 a pound in Homer and Seward, the highest price ever, Bowen said.

“We are up to a much better start than in the last couple of years,” said Maddie Lightsey, Bowen’s daughter, who serves as president and owner of the company. “The industry on the whole was on the bottom for a while. 2025 was kind of a rebuilding year, with people still trying to recover from the crash. We are seeing a lot more people trying to sell boats than to buy.”
