ASMFC StoryMap Highlights Newly Updated Commission Guide to Fisheries Science and Stock Assessments

August 18, 2026 — The following was released by the Atlantic States Marine Fisheries Commission:

The Commission has updated its popular publication on the science of stock assessments. The new edition of the Guide to Fisheries Science and Stock Assessments (Guide) is currently available in StoryMap format and will be available in PDF format in the coming weeks. The new version of the Guide substantially revises the prior version, updating and streamlining content to be approachable and accessible to those interested in learning more about stock assessments and their use in management. Following is an excerpt from the Guide:

“Management of coastal and marine resources is a complex process that balances what we know about the fish populations we are managing (like the size of a fish population, its habitat, and the food it relies on, and the factors that affect its growth, reproduction, and life span) and the people that use the resources. The tricky part is we can’t easily count how many fish are in a population, so we have to use stock assessments to calculate these numbers. That’s why we created this guide – to show you what goes into a stock assessment, from what types of information are collected to how various models work to how the assessment results are considered for management.”

ALASKA: Trawling and bycatch dominate political messaging in Alaska’s U.S. Senate race

August 17, 2026 — Trawling ships that over the years have incidentally scooped up and wasted millions of pounds of salmon and other fish have burst onto the forefront of Alaska’s U.S. Senate race.

Multiple Outside political advocacy groups with little public information about their donors are targeting candidates over their approach to limiting bycatch in the pollock industry, which critics blame for contributing to historic declines in Alaska salmon, halibut and crab fisheries.

Alaska fishermen have appeared in ads discussing the bycatch records of the major candidates, Republican Sen. Dan Sullivan and challenger Mary Peltola, a Democratic former U.S. representative.

Feds to weigh possible new fishing rules and restrictions to protect Mid-Atlantic whales

August 17, 2026 — Federal fisheries officials are beginning a process that could eventually lead to new fishing restrictions along the East Coast designed to protect native whale species.

The National Marine Fisheries Service, part of the National Oceanic and Atmospheric Administration, announced Aug 14 that it intends to conduct an environmental review of potential changes to the Atlantic Large Whale Take Reduction Plan. The plan is intended to reduce deaths and serious injuries of North Atlantic right whales, humpback whales, and fin whales caused by entanglements in commercial trap/pot and gillnet fishing gear along the East Coast.

NMFS stresses that Friday’s publication merely begins a public comment process and is not a proposed federal rule.

$15M grant aims to protect New England’s ‘legacy’ seafood industry

August 17, 2026 — This grant will fund new fishery technology and innovations, which will help researchers at URI and other partners better understand the changing sea environment.

The seafood industry has long been an economic driver in Rhode Island, but it’s facing a number of challenges — including rising costs, warming waters and an aging workforce. In an effort to combat these obstacles, the National Science Foundation has awarded a $15 million grant to the University of Rhode Island and several regional partners.

Morning host Luis Hernandez spoke with Marta Gomez-Chiarri, an aquaculture and fisheries professor at URI, about how her lab is hoping to use the money to spur technological innovations that can help strengthen the health and viability of the local seafood industry.

Guam fishers say shark deterrents fail as disaster aid remains out of reach

August 17, 2026 — Federal fisheries officials heard a familiar complaint from Guam fishers this month: Sharks are stealing their catch, the fixes on the market don’t work, and the island still has no clear path to federal disaster money when storms wipe out their gear.

The Western Pacific Regional Fishery Management Council and the Pacific Islands Fisheries Group hosted a community meeting last week at the Guam Museum Art Cafe, part of a series of gatherings the groups have held across the region to collect input on federal fisheries policy. The Council’s Guam Advisory Panel followed with its own meeting Aug. 8 at the Council office in Hagåtña, taking up commercial fishing rules inside the Marianas Trench Marine National Monument and 2026 strategic planning.

Last week’s gathering was one of close to 40 meetings the fisheries group has held across the Pacific over the past year and a half, part of an ongoing effort to document fisher concerns for the Council and its federal partners. Those observations feed into the Council’s annual Stock Assessment and Fishery Evaluation reports, which Jesse Rosario, the Council’s representative in Guam told The Guam Daily Post help shape recommendations on adapting fishery management to a changing climate. The Council is also building an online and mobile app that will let fishers report shifts in fish abundance, currents and weather directly, with a launch targeted for later this year.

Shark depredation, when sharks strip fish off the line before a catch reaches the boat, ranks among the most pressing issues raised by Guam’s small-boat fishers. According to Rosario, the Council held an international workshop on the problem in February that paired fishers with technology developers and scientists working on deterrent devices.

One Guam fisher put a magnetic deterrent that cost him nearly $70 to the test over two days on the water and came away unconvinced. He described attaching the device near the hook, expecting it to disrupt a shark’s electrical receptors before it reached the bait.

ALABAMA: ‘A thousand cuts’: What’s lost when we lose Alabama coastal marshes?

August 17, 2026 — “No marsh, no seafood.”

That’s the old adage about the impact of losing marsh habitat, said Blair Morrison, science and monitoring program lead with the Mobile Bay National Estuary Program.

While most Alabama residents think of marshes as providing crucial habitat for shrimp, crabs, red snapper and other culturally significant foods, marshes provide a wider suite of services for the coast and the state at large that would be sorely missed if marshes were gone.

“We can’t directly attribute anything to marsh loss directly,” Morrison said, “but it is one of those cumulative effects of, the more marsh that you lose, you’re more likely to see certain issues with water quality, nutrient impairment, loss of habitat and species. It is very much kind of an intertangled web of, if you lose habitat, you’re losing an entire suite of services.”

ALASKA: Preliminary 2027 forecast for Alaska’s Bristol Bay fishery predicts more, smaller sockeye

August 17, 2026 — With the 2026 commercial salmon harvests winding down in Alaska, the seafood industry is already calculating how to navigate at a profit in 2027, given dynamic biological, economic, climate and market conditions.

Their forecast has a far-reaching socio-economic impact across the state — Bristol Bay’s commercial fishery had about $2 billion in economic impact and supported 15,000 jobs in 2019 according to research from the McKinley Research Group.

Data from the University of Washington’s forthcoming preliminary preseason forecast for the celebrated Bristol Bay wild sockeye fishery anticipate a run of 45 million fish next year, up from the 2026 forecast of 41.5 million. But run size is just one of many factors under consideration.

Fish size is one of those factors: 45 million big fish have more meat — and a bigger economic effect — than 45 million smaller fish. The size of the fish also helps determine which products the processors will produce.

“When we get really big returns the fish are smaller for their age, because they are competing for their food,” said salmon researcher Daniel Schindler of the University of Washington School of Aquatic and Fishery Sciences. “We estimate how many fish of each age class are coming back.”

For 2027 those preliminary indications are for 20 million fish that have spent three years in the ocean — known as three ocean fish — and 30 million fish that have spent two years in the ocean in 2027. Because there are more fish that have spent less time in the ocean, the overall catch will be smaller.

But the climate can affect how much of that forecast becomes a reality.

OREGON: ODFW Commission revises Dungeness crab fishery rules to address whale entanglements

August 17, 2026 — On Friday, the Oregon Department of Fish and Wildlife Commission revised rules to strengthen the department’s efforts to reducing whale entanglements in Oregon’s Dungeness crab fishery.

The revised rules include electronic vessel monitoring, including the installation of devices that provide a vessel’s location and other data. This requirement will take effect in February 2027.

The Commission also established additional criteria and guidelines for approving experimental fishing gear permits, allowing the exploration of alternative gear for the crab fishery that needs to be tested off the Oregon coast.

Commission could revisit how menhaden quota is divided among states

August 17, 2026 — Atlantic menhaden management could face another major discussion this fall, this time over how the coastwide catch is divided among East Coast states.

The Atlantic States Marine Fisheries Commission (ASMFC) is expected to consider in November whether to begin a process to reallocate state menhaden quotas, according to the Theodore Roosevelt Conservation Partnership (TRCP), which is pushing for changes to a system based largely on historical landings.

TRCP argues the current allocations no longer reflect where menhaden are being found or how fishermen use the resource today.

Virginia receives more than 75 percent of the state allocation, supporting the East Coast’s only remaining large-scale menhaden reduction fishery, operated by Omega Protein and supplied by Ocean Harvesters. Farther north, menhaden are an important bait source for lobster, crab and other commercial fisheries, with states relying in part on set-asides and quota transfers to meet demand.

Subsidies, fragmented enforcement hampering progress on fighting illegal fishing, research finds

August 17, 2026 — A study conducted by researchers at the University of British Columbia has found that industrial-scale illegal, unreported, and unregulated (IUU) fishing accounts for as much as 15 percent of global marine wild capture and is estimated to be worth between USD 6.2 billion and USD 12.2 billion (EUR 5.4 billion and EUR 10.5 billion).

The study, titled “Casting light on the workings of illegal fishing markets,” found that roughly two-thirds of illicit seafood trade by value originates in West Africa, East Asia, and Southeast Asia, with the bulk of the illegal catch consumed in North America, Europe, and East Asia.
