NMFS extends East Coast vessel speed limits to protect right whales

December 11, 2020 — The National Marine Fisheries Service extended a “slow zone” voluntary vessel speed restriction zone southeast of New York Harbor on Wednesday, with escalating pressures to do more for protecting the extremely endangered northern right whales.

The speed zone notification, calling for vessels over 65 feet to maintain 10 knots or less, was already in effect when an acoustic buoy monitored by the Woods Hole Oceanographic Institute again detected right whales in the New York Bight, NMFS said in a Dec. 9 notice to mariners. The agency earlier issued a Nov. 20 alert for an area southeast of Atlantic City when sensors picked up right whales there.

A recent reassessment of the right whale population estimated the animals’ number at 366, with 94 females of breeding age, down substantially from 400 individuals – at that number, already one of the most endangered species on Earth.

NMFS is under intense pressure to do more to protect the whales under the Endangered Species Act, with vessel strikes and fishing gear entanglement topping human interactions.

The agency has proposed new gear and area restrictions in New England lobster fishery areas, and environmental groups are pushing for action.

Whales get a break as pandemic creates quieter oceans

December 10, 2020 — When humpback whales migrated to Glacier Bay in Alaska this year to spend the long summer days feeding, they arrived to something unusual: quieter waters.

As the COVID-19 pandemic slows international shipping and keeps cruise ships docked, scientists are finding measurably less noise in the ocean. That could provide momentary relief for whales and other marine mammals that are highly sensitive to noise.

Through networks of underwater hydrophones, scientists are hoping to learn how the mammals’ communication changes when the drone of ships is turned down, potentially informing new policies to protect them.

“More needs to be done,” says Jason Gedamke, who manages the ocean acoustics program at NOAA Fisheries. “When you have animals that for millions of years have been able to communicate over vast distances in the ocean, and then once we introduce noise and have increased sound levels and they can’t communicate over those distances, clearly there’s going to be some impact there.”

Lobstermen Raise Concerns Over Proposed Regulations to Protect Endangered Whales

December 10, 2020 — The state is asking for public feedback on new rules to protect critically endangered North Atlantic right whales from entanglement in fishing gear.

At a public hearing on Tuesday, the Massachusetts Department of Marine Fisheries (DMF) shared its recommendations to extend a seasonal commercial-gear closure to areas north and east of the Cape from February 1 through April 30.

Dan McKiernan, DMF director, also explained new requirements for vertical buoy lines that would mandate that they break apart when exposed to 1,700 pounds of pressure.

“A recent study by the New England Aquarium on whale entanglement showed ropes with low breaking strength can reduce serious injury and mortality by at least 72 percent,” he said.  “Cooperative research with commercial lobsterman has demonstrated that ropes of these breaking strength are strong enough in most cases to allow for the successful hauling of lobster gear.

“In essence,” he said, “this research and proposal tried to hit the sweet spot for a line that is safe for the industry and beneficial for right whales.”

Extended: Slow Speed Zone Southeast of New York City to Protect Right Whales

December 9, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries is extending a Slow Zone (voluntary vessel speed restriction zone) southeast of New York City, New York.

This Slow Zone was in already in effect when the Woods Hole Oceanographic Institute acoustic monitoring buoy again detected right whales in the New York Bight on December 9.

Mariners, please go around this area or go slow (10 knots or less) inside this area where right whales have been detected.

The New York Bight Slow Zone is in effect through December 24 for waters bounded by:

Critically endangered North Atlantic right whale population gets a boost: 2 newborns spotted off US coast

December 8, 2020 — Biologists from the Clearwater Marine Aquarium in Florida knew immediately what they were seeing: It was a North Atlantic right whale calf.

They couldn’t help but be ecstatic.

“Soon enough, the team knew the mother would surface for a breath of air and the calving season would have the first live mother-calf right whale pair,” said Melanie White, a research biologist who serves as the aquarium’s North Atlantic Right Whale Conservation Project Manager.

The calf, found swimming on Dec. 4 with a first-time mom known as Chiminea off the coast of Cumberland Island in Georgia, was the first of two live calves found over the past week, the National Marine Fisheries Service tweeted Monday.

The second, born to 16 year-old Millepede, was spotted Monday while swimming with bottlenose dolphins off Vilano Beach in Florida.

Online ‘Entangled’ film screening and panel discussion presented by University of Maine

December 7, 2020 — The University of Maine Hutchinson Center will host a free online screening of award-winning documentary “Entangled” at 7 p.m. on Friday, Dec. 11. The film will be introduced by filmmaker David Abel and followed by a discussion featuring a panel of researchers and industry experts.

The film will be shown online and the discussion will take place via Zoom. There is no cost to participate. To register, visit the Hutchinson Center website.

“Entangled” is an award-winning, feature-length film (75 minutes) about how climate change has accelerated a collision between one of the world’s most endangered species, North America’s most valuable fishery, and a federal agency mandated to protect both. The film chronicles the efforts to protect North Atlantic right whales from extinction, the impacts of those efforts on the lobster industry, and how regulators have struggled to balance the vying interests. Directed by David Abel and Andy Laub — makers of “Lobster War” and “Sacred Cod,” “Entangled” won a 2020 Jackson Wild Media Award, nature films’ equivalent to the Oscars. It also won Best Conservation Film at the Mystic Film Festival.

Reinstated: Slow Speed Zone Southeast of Atlantic City to Protect Right Whales

December 7, 2020 — The following was released by NOAA Fisheries:

NOAA Fisheries is reinstating a Slow Zone (voluntary vessel speed restriction zone), southeast of Atlantic City, New Jersey

This Slow Zone was in effect November 20-December 5, when the Woods Hole Oceanographic Institute acoustic monitoring buoy detected right whales southeast of Atlantic City. The buoy detected right whales again on December 7.

Mariners, please go around this area or go slow (10 knots or less) inside this area where right whales have been detected.

Southeast of Atlantic City Slow Zone is in effect through December 22 for waters bounded by:

GIB CHASE: Right whale, wrong decisions

December 4, 2020 — There is no second chance with extinction. So why is it taking the National Marine Fisheries Service so long to implement protective measures for the endangered North Atlantic right whale?

The species was considered endangered in 1970, three years before the Endangered Species Act was legislated. For the past 50 years it has been a constant struggle to fulfill the obligations of this law and provide adequate protection for its recovery. Four years ago, NOAA declared the drastic increase in right whale deaths an “unusual mortality event” and supposedly a concentrated effort was to be made to reverse the trend and save the species. We’re still waiting. The act is clear on what needs to be done, but decisions being made do not uphold the law.

Instead of carrying out its congressional legislative mandate, the Fisheries Service has repeatedly authorized actions harmful to continued existence of the whale. As a result, we have witnessed lawsuits and legal complaints against the agency for not doing the job entrusted to it. Among the claims made are: making false and misleading statements, omitting scientific research findings and recommendations from its own staff, falsely implying a consensus of scientists that reopening of a restricted fishing area wouldn’t adversely affect the species, refusing to close certain areas to reduce entanglements, controlling information being released to the public and, most importantly, granting priority to the lobster fishery responsible for the majority of whale deaths. Downplaying effects of fishery activities on the species, inadequately addressing ship strikes and failure to notify ships to reduce their speed are other accusations. These actions violate the legal requirements of the Endangered Species Act and reflect poorly on the agency, its mission, integrity and employees.

Time for a Whale Disentanglement: Thanksgiving in Tenakee Springs

December 4, 2020 — The following was released by NOAA Fisheries:

In the wee hours of the morning on the Wednesday before Thanksgiving, residents of Tenakee Springs, Alaska were awakened by the unmistakable cries of distress.

The sound, which some Tenakee residents described as “squealing,” resonated across the water to the small, remote community of about 130 people in Southeast Alaska. It was a call from an adult humpback whale that was hogtied in crab pot gear just 200-300 yards from shore. The whale was severely entangled and stationary, but was able to surface to breathe.

By 8:15 a.m., residents had notified the Alaska Regional Office of NOAA Fisheries in Juneau to report the entanglement. Agency marine mammal experts deemed the entanglement to be very serious—the humpback could not move to pursue food—but not immediately life-threatening. Before a disentanglement operation could be attempted, NOAA Fisheries Protected Resources staff would need additional information about the complexity of the entanglement. Fortunately, two Tenakee residents already had NOAA Level 3 training in large whale entanglement response. Could they get underwater images?

Directly and Indirectly, Humans Contributing to Most Orca Deaths

December 3, 2020 — New research shows that humans are taking a greater toll on killer whale populations than previously believed. Between pollution, overfishing and impacts with vessels — it doesn’t look good for the majestic, endangered creatures.

The most common human-related causes of death include infectious disease, malnutrition, congenital defects induced by chemical pollution, blunt force trauma from boat strikes and ingested fish hooks. These cases represent otherwise preventable deaths that can likely be reduced through further research and effort.

Researchers looked at blubber thickness and body length to determine an orca’s overall body condition. Not surprisingly, mature orcas tended to be healthiest prior to death and most often died from bacterial infections, emaciation and injuries caused by boat strikes, whereas calves were more likely to die from infectious disease, malnutrition or congenital defects and were typically healthy before their deaths. Understanding these interactions with humans is critical to ongoing management and conservation efforts for over 55,000 orcas worldwide.

Lead author Dr. Stephen Raverty from Canada’s Ministry of Agriculture and his team looked at pathology reports for 53 individuals stranded between 2001 and 2017, which revealed human activity to be a significant cause of death for orcas across every age group. The researchers published their findings Wednesday in the journal PLOS One.
