ASMFC American Lobster Board Identifies Management Goal and Options for Draft Addendum XXV to Address Southern New England Stock Declines

August 8, 2016 — The following was released by the Atlantic States Marine Fisheries Commission:

ALEXANDRIA, Va. — The American Lobster Management Board approved development of Draft Addendum XXV to Amendment 3 to the Interstate Fishery Management Plan for American Lobster. The Draft Addendum seeks to respond to the depleted condition of the SNE stock while preserving a functional portion of the lobster fishery in this area. The document will present a suite of management measures to increase egg production and lower fishing mortality through a combination of management tools including lobster size and escape vent changes, season closures, and trap limits and reductions.

The Draft Addendum responds to the results of the 2015 American lobster benchmark stock assessment which found the SNE stock severely depleted and undergoing recruitment failure with poor prospects of recovery. Declines in population abundance were most pronounced in the inshore portion of the stock where environmental conditions have remained unfavorable to lobsters since the late 1990s. Despite fleet attrition, stock declines have continued. These declines are largely in response to adverse environmental conditions including increasing water temperatures over the last 15 years combined with continued fishing mortality.

Declines in in the offshore portion of the fishery were evident as well though not as severe. However, the offshore portion of the SNE stock likely depends on nearshore larval settlement and offshore migration as the source of recruits (e.g., young of the year lobsters). Therefore, the offshore component is expected to see eventual declines as well.

The Draft Addendum will include a suite of management options aimed to increase egg production from zero to 60%. In its discussion of the stock, the Board agreed the addendum is an initial response to the 2015 stock assessment and stock status will continue to be reviewed. The Draft Addendum will be presented for Board review and possible approval for public comment at the Commission’s Annual Meeting in late October. NOAA Fisheries Releases Draft Northeast Climate Science Action Plan

June 22, 2016 — The following was released by NOAA:

NOAA Fisheries is seeking comments on a draft plan to help guide our approach to increase the production, delivery, and use of climate-related information and to reduce impacts and increase resilience of fish stocks, fishing-dependent communities, and protected species. As part of its efforts to increase the production, delivery, and use of climate-related information, NOAA Fisheries has released a draft climate science action plan for the U.S. Northeast. It outlines a strategy and specific actions for increasing understanding of, preparing for, and responding to climate change effects on the region’s ocean species — including marine and anadromous fish, invertebrates, marine mammals, sea turtles and seabirds — and the people that depend on them.

The draft action plan was developed to meet the growing demand for information to better prepare for and respond to climate-related impacts. Ultimately, this information will be used to develop science-based strategies to sustain our marine resources and human communities that depend on them during this time of changing climate. Each NOAA Fisheries’ region will have a climate science action plan that helps implement the NOAA Fisheries Climate Science Strategy.

“Our science center is studying how climate variability is affecting fishery species and marine communities in the region,” said Bill Karp, Director of NOAA’s Northeast Fisheries Science Center. “Warming oceans, rising seas, and ocean acidification are affecting marine life and also disrupting fisheries and local economies. We hope this plan will help us provide the kind of information needed to support actions that will ensure sustainable fisheries and coastal communities in this time of great change.”

The Northeast region includes waters that extend from Cape Hatteras, North Carolina to the western end of the Scotian Shelf, the Mid-Atlantic Bight, Southern New England, Georges Bank, and the Gulf of Maine. These waters are among the fastest warming in the world’s oceans, a result of both human-caused climate change and natural climate variability. Fish, shellfish, marine mammal, and sea turtle populations are already responding to this changing environment, which is also affecting habitats that these species use, predator-prey relationships, and competition in the ecosystem. Human communities that depend on the function and health of this ecosystem are also feeling the effects.

“With water in the Gulf of Maine warming at a significant pace, understanding how environmental changes are affecting our species is critical to planning for a sustainable fisheries future,” said John Bullard, regional administrator for NOAA Fisheries Greater Atlantic Region. NOAA Fisheries’ Northeast Fisheries Science Center collects, analyzes and provides scientific information necessary to fulfill the agency’s mission to sustain marine species in watersheds, estuaries and the coastal ocean. The NOAA Fisheries Greater Atlantic Regional Office ensures effective science-based management of these resources to achieve the same goals. The Northeast Regional Climate Action Plan focuses on present climate variability and future climate change in this large marine ecosystem.

“This plan builds on the work already underway in the region to address climate change,” said Jon Hare, of NOAA’s Northeast Fisheries Science Center and lead author of the plan. “For instance, we’ve been leaders in long-term monitoring needed to explain change, linking stock assessment and climate models, and working toward an ecosystem-based understanding of sub-regions like Georges Bank. We are also providing biannual and annual state-of-the-ecosystem reports to federal fishery managers to support their efforts to implement fishery management in a more holistic way, accounting for ecosystem factors as well as the biology of the fish.”

The core elements of the Northeast Regional Action Plan include developing new multispecies models that incorporate environmental terms such as temperature and ocean acidification, conducting work to better understand how climate change is forcing change in species distribution and habitat use, initiating a Northeast Climate Science Strategy Steering Group, cooperative research with the fishing industry, and integrating social science into ecosystem assessments in order to better account for human dimensions.

Designed to increase the production, delivery, and use of climate-related information, the plan will guide efforts to provide timely information to managers to reduce impacts and increase resilience of fisheries, protected species and coastal communities.

Changing ecosystem, disease challenge lobster industry

June 14, 2016 — In the past decade, the Gulf of Maine has seen an increase in the number of lobsters and a higher demand for lobsters in international markets, which have translated into a boom for Maine’s lobster industry. Recently, however, there have been concerns about what effect a changing climate and disease threats may have on the lobster population off the coast of the state.

As water temperatures rose in the Atlantic off the coast of southern New England and Maine, lobster landings off the coast of Maine rose from under 40 million pounds in 1981 to 140 million in 2013, according to data from Atlantic States Marine Fisheries Commission.

By contrast, landings in southern New England went from just over 20 million pounds in 1997, to less than 5 million pounds in 2013.

That change in population is both a boon and a benefit to the lobster economy Down East.

“In New England, we’re sort of straddling the adverse and the positive effects, if you will, of a warming climate,” said Richard Wahle, a marine researcher at the University of Maine. “The fishery has all but collapsed in southern New England, whereas not too much farther north, just into the Gulf of Maine, we’re seeing record abundance of lobsters.

“Things have just really taken off in the past 10-15 years” in the eastern part of Maine, Wahle continued.

Fishermen, Scientists Collaborate to Collect Climate Data

May 23, 2016 — Fishermen plying the waters off the southern New England coast have noticed significant changes in recent years.  Though generations of commercial fishermen have made their livings on these highly productive waters, now, they say, they are experiencing the impacts of climate change.

“The water is warming up, and we see different species around than we used to,” says Kevin Jones, captain of the F/V Heather Lynn, which operates out of Point Judith, Rhode Island.

To help understand the ongoing changes in their slice of the ocean, Jones and other fishermen in the region are now part of a fleet gathering much-needed climate data for scientists through a partnership with the Commercial Fisheries Research Foundation (CFRF) and Woods Hole Oceanographic Institution (WHOI).

“There has been a lack of consistent measurements in this region, particularly across the continental shelf south of Rhode Island,” says Glen Gawarkiewicz, a physical oceanographer at WHOI and principal investigator on the project. “In order to understand the changes in ocean conditions and how those changes impact ecosystems and the people who depend on them, we need to collect more data, more often.”

The Shelf Research Fleet Project began in 2014 with that goal in mind. The fleet is made up of commercial fishing vessels that are fishing in or transiting through the study area throughout the year.

Long Island lobstermen decry new federal rules on closures

May 9, 2016 — Long Island lobstermen, already straining under the weight of a seasonal closure of the Long Island Sound and sharply reduced lobster populations, face the potential for more closures as federal regulators work to rebuild a depleted stock.

Local lobstermen oppose closures, and question how regulators are making their decisions.

At a meeting of the Atlantic States Marine Fisheries Commission last week, the American Lobster Management Board agreed to review a series of new measures to address what they called the continuing decline in the Southern New England lobster fishery, which includes the Long Island Sound. The fishery has been affected by environmental factors and fishing activity, the board said.

“Our most recent [2015] assessment showed that the stock has continued to decline and we’re at record low abundance right now,” said Megan Ware, fishery management plan coordinator for the commission.

Fishery Board Considers Ideas To Protect Southern New England Lobsters

May 6, 2016 — The health of Southern New England’s American lobster population remains a concern for fishermen, scientists and regulators. Ideas for how to help replenish lobsters are still making their way through a long process.

This week the Atlantic States Marine Fisheries Commission’s lobster management board offered ideas on how to improve the health of the declining lobster populations in areas critical to southern New England fishermen.

Mark Gibson, a board member representing Rhode Island and chief of the fisheries division at the state Department of Environmental Management, said they are just that: ideas.

ASMFC Urges President to Minimize Potential Economic Harm from Atlantic Marine Monument Designation

ALEXANDRIA, Va. (Saving Seafood) – May 4, 2016 – The Atlantic States Marine Fisheries Commission (ASMFC) has taken a formal position on the possibility of a Presidential proclamation of an Atlantic Marine Monument.

The Obama administration, at the urging of major environmental groups, is considering creating a National Monument in the New England Canyons and Seamounts region via the Antiquities Act. Few specifics have been released about what the monument would look like, but it could have significant negative impacts on fishermen in the affected areas.

The ASMFC’s Interstate Fisheries Management Program (ISFMP) Policy Board unanimously (with three abstentions) approved a resolution today drawing a line in the ocean (see map), in close proximity to the Atlantic canyons and seamounts off of Georges Banks, and urging that the creation of a monument only take place in a region seaward of that line. The ASMFC resolution urges that management of waters under Federal control from the coastline to that line be managed under the Magnuson-Stevens Act.

The resolution states:

  • That it is the preference of ASMFC that the current New England Fishery Management Council coral management process continue without a Presidential proclamation on the issue;
  • That should the President decide to designate a deep-water marine monument off the New England coast prior to the end of his Presidency, it should be limited to the smallest area compatible with the proper care and management of the objects to be protected, as required by the Antiquities Act;
  • That the area be limited to depths greater than approximately 900 meters and encompass any or all of the region seaward of the line (see map) out to the outer limit of the EEZ;
  • That only bottom tending fishing effort be prohibited in the area and that all other mid-water/surface fishing methods (recreational and commercial) be allowed to continue to use the area;
  • That the public and affected user groups be allowed to review and comment on any specific proposal prior to its implementation.

The motion was initially crafted by members of the ASMFC Rhode Island Delegation, in consultation with other regional fisheries organizations. ASMFC’s Lobster Board, where the resolution originated, gave its unanimous approval to the proposal at its meeting on Monday.

In a letter this week to the ASMFC American Lobster Management Board requesting guidance on the monument issue, Board Chairman David Borden wrote about the potential consequences a monument would have for commercial and recreational fisheries in the area.

“The economic impacts of a potential Monument designation would undoubtedly be significant depending on where the boundaries are set. These economic impacts would be felt coast wide as the fishing fleets working in and around the canyons hail from ports across New England and the Mid-Atlantic.”

Specifically highlighted are the potential impacts on the offshore lobster and crab fisheries, which would be hurt by the prohibition on fishing in the monument area, or by being displaced into nearby fishing grounds. Lobster and Jonah crab revenue from Southern New England are estimated at $38 million per year. A monument designation could also hurt the lobster stock by pushing fishermen from areas where lobster is abundant into areas where lobster is more depleted. Concerns were also voiced about potential negative impacts of the proposal on whales and protected species.

Additionally, many of the States represented on ASMFC have major interests in finfish, pelagic longline, squid, and red crab fisheries, or have large recreational fisheries. “All of these fisheries could be directly affected by a closure or indirectly affected by a redirection of effort.”

According to ASMFC Chairman Doug Grout the ASMFC leadership plans to meet with representatives of CEQ next week to discuss ways to mitigate impacts on commercial and recreational fisheries.

In the early 1940s, recognizing that they could accomplish far more through cooperation rather than individual effort, the Atlantic coast states came together to form the Atlantic States Marine Fisheries Commission. An Interstate Compact, ratified by the states and approved by the U.S. Congress in 1942, acknowledged the necessity of the states joining forces to manage their shared migratory fishery resources and affirmed the states’ commitment to cooperative stewardship in promoting and protecting Atlantic coastal fishery resources.

Helping Fishermen Catch What They Want, and Nothing Else

May 3, 2016 — Heather Goldstone, of NPR affiliates WGBH and WCAI, discusses bycatch reduction in fisheries on a recent episode of “Living Lab.” Her guests were veteran gear designer Ron Smolowitz of the Coonamessett Farm Foundation, who has worked with the southern New England scallop industry; Steve Eayrs, a research scientist at Gulf of Maine Research Institute, who has worked with groundfishermen in Maine; and Tim Werner, a senior scientist with the New England Aquarium, who put acoustic pingers on gill nets to warn away dolphins. An excerpt from the segment is reproduced below:

It’s the holy grail of commercial fishing: catch just the right amount of just the right size of just the right species, without damage to the physical environment. It’s a tall order, and few fisheries are there yet.

Leaving aside the issue of straight up over-fishing, the Food and Agriculture Organization of the United Nations estimates that, each year, fishermen around the world accidentally catch more than seven million tons of marine life – everything from whales and turtles, to sea cucumbers – that they weren’t even after. Such by-catch, as it’s known, is essentially collateral damage.

And fishing has other environmental impacts. In some parts of the ocean, the scars left by trawls dragged across the sea floor can be seen for years.

But, it doesn’t have to be that way. Over the past decade or so, a lot of effort has gone into designing fishing gear and related equipment that allows fishermen to catch more of what they do want, and less of what they don’t, while also minimizing damage to the environment. For example:

  • Veteran gear designer Ron Smolowitz and the Coonamessett Farm Foundation have worked with the southern New England scallop industry over the past several years to develop a trawl that excludes loggerhead sea turtles. It turns out, it’s also better at capturing scallops, with the end result that scallopers can use smaller areas and less fuel – 75% less – to make their catch.

NOAA Fisheries Seeks Comments on Proposed Groundfish Catch Limits and Modifications to the At-Sea Monitoring Program

March 23, 2016 — We are seeking public comment on a proposed rule that would set 2016-2018 catch limits for all 20 groundfish stocks, adjust the groundfish at-sea monitoring program, and adopt several sector measures.

Catch Limits

The new catch limits proposed for all 20 groundfish stocks are based on stock assessments conducted in late 2015.

The proposed allocations for Gulf of Maine cod, Georges Bank cod, Southern New England/Mid-Atlantic yellowtail flounder, and witch flounder could limit the operation of the groundfish fishery. However, these reductions are necessary to prevent overfishing for these stocks, which are all at historically low levels.

Based on the proposed allocation increases for Gulf of Maine haddock (150 percent) and Gulf of Maine cod (30 percent), we are proposing trip limit increases and season extensions for the recreational groundfish fishery in a separate action.

At-Sea Monitoring

The 2016 fishing year (May 1, 2016, through April 30, 2017) is the first full year that sectors will be responsible for the costs of at-sea monitoring. We worked with the New England Fishery Management Council to develop a set of reasonable modifications to the at-sea monitoring program to make the program more cost-effective while still reliably meeting monitoring groundfish catch.

The proposed changes include:

  • Elimination of the coverage requirement for certain sector trips with low groundfish bycatch;
  • Adjustment of method  NOAA Fisheries uses to set the annual coverage level to use more years of discard information and stock health to predict coverage levels; and
  • Reduction of the target at-sea monitoring coverage level of 14 percent for the 2016 fishing year (down from 24 percent for 2015).

Assessing Potential Impacts of Offshore Wind Farms in the Northeast Region

November 18, 2015 — The following was released by the Commercial Fisheries Research Foundation (CFRF):

CFRF is proud to announce the availability of a new report regarding fisheries research and monitoring protocols.  The report, Identifying Information Needs and Approaches for Assessing Potential Impacts of Offshore Wind Farm Development on Fisheries Resources in the Northeast Region, is the result of work conducted by the Commercial Fisheries Research Foundation and the Cornell Cooperative Extension program. Together we canvassed fisheries managers, scientists, and fishermen to provide Bureau of Ocean Energy Management (BOEM) recommendations for fishery resource research and monitoring specific to the Southern New England/New York Bight area. One of the principle recommendations of the report was to improve communication between BOEM, fishermen, and offshore wind developers in order to develop, prioritize, and review BOEM’s and lessees’ fisheries research and monitoring efforts.
