Narragansett Bay temperature extremes signal trouble below

February 6, 2016 — Aboard the Cap’n Bert — A harbor seal pokes its mottled head out of the water, soulful eyes visible above a bristly mustache, before diving back down to snatch fish from the net being winched aboard the trawler.

“Gettin’ a free meal,” Captain Tom Puckett remarks with a shake of his head.

As the otter trawl net is hoisted up on the A-frame across the boat’s stern, it’s clear that it’s nowhere close to full. But it doesn’t matter. The Cap’n Bert is not a commercial fishing trawler. It’s a research vessel owned and operated by the University of Rhode Island’s Graduate School of Oceanography.

The 53-foot stern trawler is out on Narragansett Bay on this winter day carrying out its weekly ritual of testing the water temperature and other indicators and taking samples of marine life.

Doctoral student Joe Langan pulls open the net, spilling fish and shellfish unceremoniously onto the deck. He sorts the catch, just as he has done every week since September and as others have done before him, stretching back more than five decades as part of one of the oldest continuous marine research projects in the world.

From the wet and writhing pile, he picks out sea robin and skate, silver hake and red hake, rock crabs, spider crabs and lobsters — all species that are normally found in the Bay this time of year.

But when Langan gets to the bottom, he carefully picks up a flat, light-brown fish and pauses to study it.

“A Gulf Stream flounder,” he finally says. “Which should not be here.”

The little flounder is a warm-water species that shows up in May but would usually be gone by the time the temperature drops in December.

It is of course only one fish, but its presence here in the waters off Whale Rock on this January morning is yet another sign that Narragansett Bay is changing.

“And we’re seeing it happen,” Langan says.

ASMFC American Lobster Board Approves Jonah Crab Draft Addendum I for Public Comment

February 4, 2016— The following was released by the Atlantic States Marine Fisheries Commission

ALEXANDRIA, VA—The Atlantic States Marine Fisheries Commission’s American Lobster Management Board approved Draft Addendum I to the Jonah Crab Fishery Management Plan (FMP) for public comment. The Draft Addendum proposes changes to the incidental bycatch limits for non-trap gear (e.g., otter trawls, gillnets) and non-lobster trap gear (e.g., fish, crab, and whelk pots). For non-trap gear, the Draft Addendum includes options to maintain, increase, or eliminate the bycatch limit, while options for non-lobster traps include establishing bycatch limits of varying size or maintaining no limit on these gears. The intent of the Draft Addendum is to cap incidental landings of Jonah crab while ensuring the inclusion of current participants in the Jonah crab fishery.

  The FMP currently prescribes a 200 crab per calendar day/500 crab per trip incidental bycatch limit for non-trap gear; however, concerns were expressed over the appropriateness of these limits. Data submitted by the New England Fishery Management Council and NOAA Fisheries illustrate while 97-99% of trips from 2010 through 2014 were within the current limit, there were several trips above the limit. Furthermore, current bycatch landings were sufficiently low, accounting for approximately 0.1% of total landings.

 Bycatch limits for non-lobster trap gear were added as a second issue for consideration in the Draft Addendum to address concerns regarding the lack of effort controls on non-lobster traps and the potential for trap proliferation. Data submitted by NOAA Fisheries show between May 1, 2013 and August 31, 2015, 194 trips landed Jonah crab with whelk pots, crab pots, and fish pots. Of these, 80 trips landed 100 crab or fewer and 115 trips landed 200 crab or fewer.  Approximately 45 trips landed between 200 and 500 crab and 40 trips landed more than 450 crab.  Landings from Maryland show between 2012 and 2015, 33 trips landed Jonah crab with fish pots. All of these trips were under 200 pounds. Reports also indicated from 2014-2015, 36 trips landed Jonah crab with whelk pots. Average landings per trip with whelk pots were under 500 pounds; however, there is concern that these whelk pot landings may in fact be rock crab, a closely related species which is often misreported as Jonah crab.

 It is anticipated the states of Maine, Massachusetts, Rhode Island, New York and Maryland will be conducting public hearings on the Draft Addendum. The details of those hearings will be released in a subsequent press release. The Draft Addendum will be available on the Commission website, www.asmfc.org(under Public Input) by February 10th. Fishermen and other interested groups are encouraged to provide input on the Draft Addendum either by attending state public hearings or providing written comment. Congressman Joe Courtney Tells Congressional Subcommittee that Plan Would Bankrupt Lobstermen

February 2, 2016—U.S. Rep. Joe Courtney, D-2nd District told a congressional subcommittee Tuesday that a proposal to transfer control of 155 square miles of federally controlled ocean to Rhode Island and New York jurisdiction would bankrupt Connecticut lobstermen, including those from Stonington and other southeastern Connecticut towns.

“This is damaging people’s livelihood and I think we have to be a lot more careful in terms of how we as a Congress treat federal jurisdiction and people’s rights … .” he told the Subcommittee on Water, Power and Oceans of the Committee on Natural Resources.

If the plan passes, Courtney said Connecticut lobstermen would be shut out of fishing in Rhode Island waters because they are not residents while in New York they would have to try and obtain a non-resident permit through a costly auction process.

Courtney told the subcommittee that there was no consultation with the Stonington-based Southern New England Fishermen and Lobstermen’s Association about the plan and there was no biological analysis to back up the change.

Courtney explained to the subcommittee the economic importance of Long Island Sound and the balancing act needed to protect its fragile ecosystem.

He said he has worked closely in the past with New York Rep. Lee Zeldin, who introduced the bill before the subcommittee, which is aimed at striped bass management, on issues such as the restoration of Long Island Sound and the preservation of Plum Island.

But in this case, he said Connecticut was not represented in the development of the plan, despite the impact on its fishermen.

Connecticut fighting move to give Long Island Sound waters to New York, Rhode Island

February 2, 2016 — WASHINGTON – Connecticut’s lawmakers and state officials are trying to derail a bill would take about 150 square miles of Long Island Sound waters from federal government control and give that authority to New York and Rhode Island, a move that could hurt the state’s fishing industry.

The bill would require Connecticut fishermen to obtain permission from the neighboring states to continue to fish those waters, known as an “exclusive economic zone,” or EEZ. Members of the state’s congressional delegation say that would be a costly and burdensome process.

“We believe that this misguided legislation was crafted strategically to benefit certain states while disproportionately harming the Connecticut fishing industry,” delegation members said in a letter to the leaders of the House Natural Resources Committee.

At issue is the “EEZ Clarification Act,” sponsored by New York Republican Rep. Lee Zeldin, that would re-designate 150 square miles of federal EEZ waters in the vicinity of Block Island, between Montauk, N.Y., and Point Judith, R.I., as  New York and Rhode Island state waters.

At a House Natural Resources subcommittee hearing Tuesday, Zeldin said the strip of water known as the EEZ poses a threat to fishermen “who can go from fishing legally to breaking the law” by inadvertently straying into federal waters and facing fines.

“Law-abiding, responsible fishermen should not be punished for doing their job,” Zeldin said.

But a representative from the Fish and Wildlife Service and conservationist John McMurray, owner of One More Cast Charters, testified that stripping federal protections from the waters would hurt the Long Island Sound striped bass population.

Coast Guard Responds To Disabled RI Fishing Vessel Off of Block Island on Saturday

January 23, 2016 — It’s been a busy and dangerous day for local U.S. Coast Guard crews as they had to respond to a disabled Rhode Island ahead and during winter storm.

Update from US Coast Guard Station Castle Hill:

“Today the crew faced 50 mph winds, up to 14 foot seas and minimal visibility in the blowing snow to ensure the safety of a 50ft fishing vessel off of Block Island. The F/V’s windows had blown out from the waves which was causing water to enter their cabin. They were escorted safely back to Newport. Great job to the crew working in such extreme conditions. Also on scene were a helicopter from Coast Guard Air Station Cape Cod and a 47′ Motor lifeboat from Coast Guard Station Menemsha

With a major winter storm approaching, Coast Guard crews from Station Menemsha, Massachusetts and Station Castle Hill, Rhode Island, aided a distressed fishing crew about 10 miles east of Block Island, Rhode Island on Saturday.

Draft Amendment 3 was initiated to propose management measures in Area 1A (inshore Gulf of Maine) which reflect changes in the stock structure, integrate recent data into management decisions, and respond to changes in the fishery. The Public Hearing Document proposes (1) alternatives to the spawning monitoring program (protocol, default start dates, area boundaries, and length of the closure period); (2) removing the fixed gear set‐aside rollover provision, and (3) requiring a vessel’s fish hold to be emptied before leaving on a fishing trip.

Today’s rebuilt herring population is comprised of a broader range of age classes with older and larger fish compared to the population during overfished conditions. Analysis of more than a decade’s worth of data suggests larger herring spawn first and the timing of the start of spawning varies from year-to-year. Proposed alternatives to the current spawning monitoring program address inter-annual differences and provide additional measures to more adequately protect spawning fish in the areas where they spawn.

At the request of the fishing industry, the Public Hearing Document includes an option to adjust the fixed gear set-aside rollover provision. Currently, the set-aside of 295 mt is available to fixed gear fishermen through November 1, after which the remaining set-aside becomes available to the rest of the Area 1A fishery. The November 1 date was set because, typically, herring have migrated out of the Gulf of Maine by that time. Anecdotal evidence suggests herring are in the Gulf of Maine after November 1, therefore, fixed gear fishermen requested the set-aside be made available to them for the remainder of the calendar year.

Members of industry also suggested a requirement for fish holds to be empty of fish prior to trip departures. This provision would allow for full accountability and encourage less wasteful fishing practices by creating an incentive to catch herring which meet market demands. The New England Fishery Management Council included a complementary provision in its Framework Adjustment 4 to the Federal Atlantic Herring FMP.

Fishermen and other interested groups are encouraged to provide input on the Public Hearing Document either by attending state public hearings or providing written comment. The document is available here and can also be accessed on the Commission website (www.asmfc.org) under Public Input. States prepare to review new rules for herring fishery

ELLSWORTH, Maine — December 28, 2015 — The new year will soon be here, and with it comes a new round of significant changes to the rules governing the herring fishery.

Next week, the Department of Marine Resources will hold a public hearing on what is known as “Draft Amendment 3 to the Interstate Management Plan for Atlantic Herring.”

Hearings are also scheduled in New Hampshire, Massachusetts and Rhode Island.

The new rules proposed by the interstate Atlantic States Marine Fisheries Commission will bring big changes to the fishery that is the primary supplier of bait to Maine’s lobster industry. In 2014, the last year for which DMR has data, still preliminary figures show that fishermen landed just over 104 million pounds of herring, worth some $16.3 million, in Maine. Scientists from the Gulf of Maine Research Institute have determined that about 70 percent of that herring (some 70 million pounds) is used by Maine lobstermen as bait.

According to the ASMFC, the new rules would affect the inshore Gulf of Maine — called Area 1A — herring fishery to reflect changes in both the herring resource and the fishery itself. The key changes deal with the closure of the fishery during spawning season and would impose a requirement that herring boats completely empty their fish holds before starting each fishing trip.

Regulators generally consider the herring stock to be abundant, especially compared with just a few years ago when overfishing had seriously depleted the fish population.

The herring stock in Area 1A now includes more fish that are larger and older compared with the time when overfishing was a problem. The evidence suggests that the larger fish spawn earlier than smaller herring, and that the start of the spawning season varies from year to year.

Ocean acidification poses threat to lobsters

December 18, 2015 — PROVIDENCE — Lobsters are already slowly moving out of southern New England as waters warm, but the iconic crustacean faces another future threat as the climate changes.

As oceans absorb more carbon and become increasingly acidic, juvenile lobsters likely will have a harder time growing and forming strong shells to protect them from predators, according to a recent University of Rhode Island study.

“I’m not sure yet what the mechanism is that is affecting their growth,” URI doctoral student Erin McLean, who led the research, said. “But it takes energy for them to regulate the increased acidity, which is energy they cannot then put toward growth.”

And it’s not just lobsters that could be harmed by the oceans’ changing pH levels. Shellfish populations in Rhode Island and Massachusetts in general are among the most vulnerable in the United States to ocean acidification, according to a recent study in the journal Nature Climate Change.

The study identified the two states among 15 at-risk areas in the nation because colder, northern waters, such as Narragansett Bay, Buzzards Bay and Nantucket Sound, are absorbing more carbon dioxide from the atmosphere and acidifying faster than warmer waters.

Other more localized factors are also playing a part, including nutrient pollution from fertilizers and sewage systems that can add more carbon to the water and the flow of fresh water from poorly buffered rivers, such as the Blackstone in Rhode Island or the many waterways that drain into the Gulf of Maine, which lack minerals to mitigate the effects of acid. Shallow coastal waters also are more susceptible to changes in the ocean’s chemistry.

About a quarter of all carbon emissions from power plants, cars and other sources are absorbed by the oceans, making them more acidic and reducing carbonate levels. Shellfish use carbonates to make their shells, and when fewer of the compounds are available, organisms must expend more energy to build shells and less on eating and survival, researchers say.

MASSACHUSETTS: Fisheries Center Might Move Out Of Woods Hole

December 23, 2015 — The National Oceanic and Atmospheric Administration is exploring the possibility of relocating the Northeast Fisheries Science Center to a new facility outside of Woods Hole.

NOAA’s chief of research communications Teri Frady said Monday that the United States Department of Commerce, which oversees the NEFSC, has been evaluating the feasibility of the existing facility for about a year. She said a report will be completed by spring 2016 outlining options for the facility, which could include moving operations to a new building outside of Woods Hole.

The fisheries center, which operates as a research division of NOAA Fisheries, was founded by Spencer Fullerton Baird upon his appointment by President Ulysses S. Grant as the country’s first fisheries commissioner in 1871. The original facility was built on Water Street in 1885. After the facility was destroyed during Hurricane Carol, the current building was constructed in the same location in 1961.

Today, the Woods Hole branch manages operations of four other fisheries laboratories in the northeast, including those in Sandy Hook, New Jersey; Milford, Connecticut; Narragansett, Rhode Island; and Orono, Maine.

Ms. Frady said NOAA sees relocating as a way of possibly bringing all the fisheries operations together. In addition to its headquarters on Water Street, the fisheries houses its observer program on Carlson Lane, while its social sciences department operates out of leased space in the Falmouth Technology Park. The organization also operates a warehouse in Pocasset.

Rhode Island’s Groundfish Economic Assistance Program Now Accepting Applications

December 10, 2015 — The following was released by the Rhode Island Department of Environmental Management:

A new federal funding opportunity is available for Rhode Island fishermen through the Groundfish Disaster Economic Assistance Program, a direct-aid disbursement plan funded by the NOAA in response to the September 12, 2012 Northeast Multispecies (groundfish) disaster declaration by the Acting Secretary of Commerce. The groundfish disaster was declared for the 2013 fishing year in the states of Rhode Island, New Hampshire, Massachusetts, Maine, Connecticut, and New York. 

On May 28, 2014 the state fishery directors from Rhode Island and other affected states, in partnership with NOAA, announced a three-part framework for the distribution of $32.8 million in federal disaster aid monies to the New England groundfish industry. Rhode Island has completed the distribution of about $1.4 million to 43 pre-qualified federally permitted commercial groundfishermen (phase one) and this week began accepting applications for phase two of this framework.  In this phase, Rhode Island will distribute $519,656 for additional assistance to the Rhode Island commercial groundfish industry.

This state-specific program will be used by DEM to mitigate economic hardship experienced by the commercial groundfish industry not previously addressed by the phase one aid to qualified federal permit holders. This objective responds to cumulative economic impacts, which include lost harvest opportunities because of reduced quota allocations, high costs to operate within a sector, past debt incurred to survive the management program, and added investment needed to continue in sector programs, all of which have contributed to decreased revenue for a significant portion of the industry. 

Phase two of Rhode Island’s aid disbursement, the Groundfish Disaster Economic Assistance Program, extends direct-aid payments beyond the federal permit holders, to the captains and crew members who worked aboard the 43 vessels during the same four-year period when the reduced quotas were having the most impact on the commercial industry. It also extends direct-aid payments to the for-hire permit holders who were active in the groundfish fishery during the same period, as well as captains and crew associated with those permitted vessels, thereby addressing the impacts incurred by that sector of the groundfish industry.

Rhode Island’s Groundfish Disaster Economic Assistance program addresses the restoration and sustainability of the State’s commercial groundfish industry by also providing direct aid for the administration of RI-based sectors, which play a central role in the management program and are in need of financial support to remain viable. It is the goal of this disaster aid to ensure the needs and interests of the groundfish community are being met so that we can promote long-term stability in the Rhode Island commercial fishing industry.
