Strong Management Safeguards Oregon’s Valuable Dungeness Crab Fishery

January 25, 2018 — SEAFOOD NEWS — Oregon’s most valuable commercial fishery for the state’s official crustacean, Dungeness crab, got underway north of Cape Blanco this week. While storms and price negotiations kept fishermen docked for awhile after the official opening, processors are expecting large deliveries soon.

A major reason Dungeness crab deliveries are large and that it’s the state’s official crustacean is due to successful management.

Dungeness crab have been harvested commercially along the Pacific Coast since the late 1800s. Current regulations allow only male crabs larger than 6 ¼ inches across the back of the shell to be taken. This protects the female and undersized male crabs that constitute the breeding population and produce the next generation of crab to be harvested in about four years, ensuring the sustainability of the overall stock and the industry.

This regulatory approach is working, according to an Oregon Department of Fish and Wildlife press release. Preliminary results from a NOAA study show the population of legal-size males appears to be stable to increasing on the West Coast. Harvest rates are also stable to increasing. Last season’s ex-vessel value set a record of $62.7 million, with landings totaling 20 million pounds, 22 percent above the 10-year average, the statement said.

Washington and California have similar management structures.

State natural resource agencies in Oregon, Washington and California cooperate as part of what’s known as the Tri-State Agreement. They jointly set a season opening date for the area from Point Arena, Calif. to Grays Harbor, Wash., or divide it into two areas with different opening dates. This helps ensure the fishery is fair and certain areas aren’t over-targeted while others are closed.

While domoic acid did not play a role in this year’s delayed opening for the northern area, the fishery south of Cape Blanco remains closed because at least some crab are still above the domoic acid action level. Toxins present an ongoing concern for the state and the industry, and Oregon has a monitoring and response system in place for shellfish to protect public health and manage the risk of contamination. The Oregon Department of Agriculture oversees the collection and testing of shellfish samples. Crabs are sampled every two to four weeks when toxins are above a certain level in razor clams or another indicator species.

Since the first ever in-season commercial closure of a harvest area last year, when a single crab’s viscera tested too high for domoic acid, ODFW, ODA and the industry have adopted new rules to improve traceability in the market chain, resulting in better preparation and response to future domoic acid events.

Efforts to reduce commercial crabbing’s impact on the environment and other marine species are also underway. Since 2014, a derelict gear removal program collecting abandoned crab pots or other equipment has been in place. Commercial crabbers removed 957 old pots from the ocean in 2017 alone. A collaborative working group involving industry, agencies, and conservation organizations is also looking at ways to modify gear and other measures to reduce the risk of whale entanglements.

“We’re looking forward to many more years of a successful commercial crab industry and sustainable resource in Oregon,” ODFW state fishery program leader Troy Buell said in the statement.

California sea lion population rebounds

January 24, 2018 — California sea lions are doing just fine. Thanks for asking.

More than fine, actually.

Sea lions have fully rebounded with an estimated population of more than 250,000 in 2014, according to a recent study by scientists with the National Oceanic and Atmospheric Administration. In 1975, the population was estimated at less than 90,000.

The study reconstructed the population’s triumphs and trials over the past 40 years.

“The population has basically come into balance with its environment,” co-author Sharon Melin, a research biologist at the Alaska Fisheries Science Center, said in a statement. “The marine environment is always changing, and their population is at a point where it responds very quickly to changes in the environment.”

NOAA’s declaration that California sea lions have fully rebounded does not mean a “delisting” as it would if the sea lion was listed as threatened or endangered under the federal Endangered Species Act.

“Although there is no provision in the Marine Mammal Protection Act (which protects sea lions) to delist a species, there is a provision that allows states to ask NOAA Fisheries to take over management of species that have reached carrying capacity (in the law it is called Optimum Sustainable Population or OSP) and potentially do more to control their numbers,” wrote NOAA spokesperson Michael Milstein when announcing the report’s findings.

The goal now, Melin said, is to keep the population balanced between 183,000 and 275,000 individuals.

The rebound is a victory for the federal Marine Mammal Protection Act. But as in other instances of animal populations beating the odds — wolves, for example — it’s a success story that comes with challenges.

As the California sea lion population has grown, the animals have expanded their range, bringing them into conflict with humans and endangered fish.

Where you sit’

In Astoria, male California sea lions have taken over an entire stretch of docks at the Port of Astoria’s East Mooring Basin. Port employees have attempted numerous deterrent tactics over the years, everything from fluttering wind dancers to a fake killer whale. Nothing has really worked.

Upward of 1,000 pinnipeds were recorded in a single daily count at the mooring basin in 2015. While fewer sea lions returned this spring, plenty showed up in the fall and many have stuck around through the winter instead of leaving like they have in the past, said Janice Burk, marina manager.

The port plans to install more low railing fabricated by students from Knappa along the docks in the spring. It has proved to be the one deterrent that seems to work. Sometimes.

Pacific perch stocks declared ‘rebuilt’

January 18, 2018 — PORTLAND, Ore. — In welcome news for commercial fishermen, an important West Coast groundfish stock that was formerly overfished has now been rebuilt.

Pacific ocean perch, which is managed by the Pacific Fishery Management Council and the National Marine Fisheries Service (NMFS or NOAA Fisheries), has constrained the West Coast trawl fishery for decades.

Pacific ocean perch was overfished starting in the mid-1960s when foreign fleets targeted groundfish stocks, in particular Pacific ocean perch, off the U.S. West Coast. The mandates of the 1976 Magnuson-Stevens Act, the primary law governing U.S. fisheries management, eventually ended foreign fishing within 200 miles of the U.S. coast. The first federal trip limits to discourage targeting and to conserve a U.S. West Coast groundfish stock were implemented for Pacific ocean perch in 1979 by the PFMC and NMFS. Rebuilding plans for Pacific ocean perch were adopted in 2000 and 2003.

Managing groundfish fisheries under rebuilding plans has been an immense challenge for the Pacific Council and the NMFS, accoding to a press release from the agencies. These plans required sharp reductions in commercial and recreational fisheries targeting groundfish, and included widespread fishing closures through the establishment of Rockfish Conservation Areas off the West Coast and other measures.

“We are pleased to see that our management strategies have been successful in rebuilding this important groundfish stock, and want to acknowledge the industries’ cooperation and sacrifice in this effort,” said Council Chair Phil Anderson. “We also want to recognize NMFS for committing the resources to monitor and research groundfish stocks to improve the science used to sustainably manage these stocks.”

Oregon: Price talks delay crab season

January 17, 2018 — Crab boats loaded with pots sat at the docks all weekend while fishermen and processors remained in a gridlock over prices.

The commercial Dungeness crab season was set to open Monday in most of Oregon and Washington state, but price negotiations and ocean conditions are keeping boats at home. The fishery is off to one of the latest starts that fishery managers can remember in over a decade.

The season traditionally opens Dec. 1, but was pushed back because crabs did not have shells full of meat.

At one point major processors had offered crabbers $2.30 a pound — not nearly enough to convince them to go out, local crabbers said. The price inched up during the state-sponsored negotiation period in Oregon, but by the time those negotiations ended the processors’ price still remained under last season’s average starting price of $2.89 per pound.

Processors had extended an offer to Coos Bay and Newport crabbers for around $2.75 per pound since crab meat there had already hit the required limit, but argued that crab off Astoria still had not filled out to the required 23 percent meat recovery. The last test in the area had the crab at 22.8 percent, according to John Corbin, chairman of the Oregon Dungeness Crab Commission. A local boat went out over the weekend to catch more crab for another meat test which revealed they are now at 24.6 percent meat recovery.

Corbin and others planned to go back to the processors Monday afternoon to try to negotiate a price for the whole area. However, fishery managers and crabbers said that with rough ocean conditions expected to follow a warm and sunny weekend, few boats would likely venture out even if they did settle on a price. Bar crossing restrictions were in place Saturday and Sunday on the Columbia River.

If price negotiations had gone differently from the start, fishermen could have set gear out over the weekend and started pulling it Monday, Corbin said. Sea swell and wind are expected to pick up later Monday, settle a bit on Tuesday and then roar back up again on Wednesday.

“Now it creates a different set of challenges,” he said.

The late start has been a blow to the local economy. Crews who spent months preparing pots and loading boats have yet to be paid and restaurants hoping to offer locally caught crab are still waiting. Fish processors are on standby. Fishermen who switch over to fish halibut or cod in Alaska are looking at a smaller and smaller window of opportunity to make some money crabbing.

In Washington’s Pacific County, fuel sales during the commercial crab season and the Buoy 10 summer sport fishing season make up the bulk of the tiny Port of Chinook’s revenue.

Alaska: Board of Fisheries to begin meeting with crabs, shrimp, clams and squid regulations

January 11, 2018 — The Alaska Board of Fisheries will meet for the next two weeks to decide on fishing regulations for the Southeast and Yakutat regions.

Unlike most years, the Alaska Board of Fisheries is joining both the shellfish and finfish hearings together for a two-week-long meeting in Sitka.

While finfish, such as king salmon, account for a majority of the meeting, the board will start with proposals on shellfish.

The board will consider a proposal regarding Dungeness crab seasons in Southeast.

Proposal 235 would repeal a management plan that’s been in place since 2000. The current plan sets the summer and fall seasons based on catch from the first two weeks of each season.

Last year, that meant the seasons were reduced by half. The proposal would set both seasons at two-months each.

“This seems like a good plan to update the fishery due to the loss of are due to sea otters,” said Joel Randrup, vice chair of Petersburg’s Fish and Game Advisory committee.

Committee chair Max Worhatch recommended the proposal to the Board of Fisheries.

The Petersburg committee voted in support of this proposal, as did Wrangell’s Advisory committee.

“If you have a two-month season, and if you only take the males and only 6-and-a-half inches you still leave enough breeding males on the ground to replenish the population,” said Wrangell chair Chris Guggenbickler.

Guggenbickler said sea mammals, mostly otters, are eating the crabs, reducing the stock. And regulations have responded by limiting areas to crabbers.

Coastal governors oppose Trump’s offshore drilling plan

January 5, 2018 — Governors along the Atlantic and Pacific coasts are opposing the Trump administration’s proposal to open almost all U.S. waters to oil and natural gas drilling.

Interior Secretary Ryan Zinke announced Thursday a draft proposal that would allow offshore drilling for crude oil and natural gas on the Atlantic Coast and in the Arctic, reversing the Obama’s administration’s block in those areas. It also permits drilling along the Pacific Coast as well as more possibilities in the Gulf of Mexico. Under the plan, spanning the years 2019 to 2024, more than 90 percent of the total acres on the Outer Continental Shelf would be made available for leasing.

Zinke said the Interior Department has identified 47 potential lease sales, including seven in the Pacific and nine off the Atlantic coast. That would mark a dramatic shift in policy, not just from the Obama era. The last offshore lease sale for the East Coast was in 1983 and for the West Coast in 1984.

Florida Gov. Rick Scott, a Republican and ally of President Trump, quickly said no thanks to Zinke’s plan, citing drilling as a threat to the state’s tourism industry.

At The Water’s Edge: Embracing Science and Education As Key Local Industries

January 4, 2018 — Many rural Oregon towns share the same problems; the natural resources they traditionally based their economies on no longer support them, and isolation and limited funds often make solutions hard to come by. But how these communities grapple with these changes can vary.

JPR’s Liam Moriarty takes us to Port Orford, on the state’s south coast, to see how people in one fishing town are working to carve out a potential future.

About two miles south of Port Orford — and less than a mile off the beach — is a cluster of rocks and reefs. Sitting in the cabin of his fishing boat on the dock at the Port of Port Orford, Orion Ashdown says the area known as Redfish Rocks has been a favorite fishing ground.

For years, the abundance of species there drew Ashdown and other Port Orford commercial fishermen. But that ended in 2012, when the Oregon Department of Fish and Wildlife closed what had by then become the Redfish Rocks Marine Reserve. Now, the only fishing done there is for scientific research …

Leesa Cobb, with the non-profit Port Orford Ocean Resource Team, says the idea of closing a productive local fishing ground was at best, counterintuitive.

California: Surprise Drop in Domoic Acid Levels in N. California Mean Fisheries Are Clear; Oregon to Retest Also

January 3, 2018 — SEAFOOD NEWS — Late Friday, before New Year’s weekend, California state agencies released welcome news: recent testing showed a commercial lobster area could be opened and an advisory lifted for sport crabbing north of the Klamath River in northern California.

State agencies have been testing for domoic acid, a naturally occurring neurotoxin, routinely in the fall and winter in anticipation of opening closed lobster areas and lifting crabbing advisory for sport fishermen or opening the commercial crab season.

On Friday, the California Department of Fish and Wildlife Director Charlton H. Bonham lifted the commercial spiny lobster fishery closure on the southeast side of Santa Cruz Island east of 119°40.000’ W. longitude, west of 119° 30.00’ W, and south of 34°00.000’ N. latitude as recommended by state health agencies, the state notice said. According to the notice from the Director of the Office of Environmental Health Hazard Assessment, sampling of spiny lobster and analysis of samples by California Department of Public Health laboratories indicates that consumption of spiny lobster taken from this area no longer poses a significant threat for domoic acid exposure, it continued.

On Oct. 24, 2017, state health agencies determined that spiny lobster in waters around Anacapa Island, Ventura County and the east end of Santa Cruz Island, Santa Barbara County had unhealthy levels of domoic acid and recommended closure of the commercial fishery in this area.

The commercial closure remains in effect in all state waters around the northeast end of Santa Cruz Island east of 119°40.000’ W. longitude, west of 119° 30.00’ W, and north of 34°00.000’ N. latitude and the south side of Anacapa Island east of 119°30.000’ W, west of 119°20.000’ W, and south of 34°00.000’ N latitude. The closures will remain in effect until state agencies determine domoic acid no longer poses a significant risk to public health.

At the same time, CDPH lifted the last remaining health advisory for Dungeness crab caught along the California Coast in sport fisheries. CDPH lifted this advisory Friday due to recent tests showing that the amount of domoic acid has declined to low or undetectable levels in Dungeness crab caught in the area, indicating that they are safe to consume. The final health advisory lifted Friday was for Dungeness crab caught north of the Klamath River mouth, Del Norte County (41°32.500’ N. lat.) to the Oregon border.

The advisory lifting for the sport fishery gives commercial crabbers in Northern California they might be able to set gear on Jan. 15.

However, the second test in a row of clear crab from Pt. St. George Reef in northern California was a surprise to Oregon fishery managers who scrambled to get vessels out to harvest crab for testing in Southern Oregon. Without two clear tests in a row of domoic acid, at least seven days apart, Oregon managers will have to work with Tri-State managers to determine when and how to allow commercial fishing in southern Oregon and northern California.

Tri-State fishery managers already have announced a Jan. 15, 2018, commercial fishery opening north of Cape Blanco, near Port Orford, Oregon.

Oregon commercial crab fishery to open Jan. 15

December 22, 2017 — NEWPORT, Ore. — The commercial Dungeness crab fishery will open on most of Oregon’s coast on Jan. 15. Dungeness crab will be ready to be harvested from Cape Blanco to the Columbia River and north into Washington.

While the commercial season can open as early as Dec. 1, the opening can be delayed to ensure a high quality product for consumers by allowing crabs more time to fill with meat, according to the Oregon Department of Fish and Wildlife.

Prior to the opener, crab vessels may set gear from Jan. 12 onward, using the “pre-soak” period of time to set gear in anticipation of the first pull of ocean crab pots on Jan. 15.

The recreational crab fishery in Oregon is already open in this same region (Cape Blanco north to the Columbia River). The area south of Cape Blanco will remain closed to both recreational and commercial crabbing due to persisting domoic acid in the region. Continued testing will determine when this closed area can reopen.

Pacific Council Gives Preliminary Nod to Two Coastal Sardine and Other Pelagic Species Projects

November 22, 2017 — SEAFOOD NEWS — The Pacific Fishery Management Council last week approved for public review two exempted fishing permits that should help improve coastal pelagic species stock assessments.

Both projects would add more survey work to nearshore areas. Fishermen have identified schools of sardines, in particular, close to shore but accessing them for survey work has been a problem because the sardine season has been closed and NOAA ships cannot access shallow areas. Additionally, both proposals would build on the use of industry knowledge.

The California Wetfish Producers Association research project intends to sample CPS schools in the southern California Bight using aerial spotter pilots with camera systems to fly surveys close to shore and photo-document schools. At the same time, qualified purse seine vessels would capture a subset of the schools identified in the photographs as “point sets.” This would provide a way to address issues identified in the aerial survey methodology review. The survey period is scheduled for late August 2018.

According to the CWPA application, all fish captured, including sardines, would be processed and sold by participating processors, and fishermen will be paid for their catches at the usual rates. Aside from the sale of fish, processors would not be compensated for the extra labor they will incur in weighing and fully sorting each school individually and documenting species composition by school, rather than the normal procedure of offloading the entire catch and documenting by load.

“We strongly support these EFP projects to improve the accuracy of stock assessments. It should be noted that 70 percent or more of the CPS harvest in California occurs in the area inshore of NOAA acoustic surveys,” CWPA Executive Director Diane Pleschner-Steele said. “We are grateful to the California Department of Fish and Wildlife and Southwest Fishery Science Center for their help and recognition that surveying the nearshore is a high priority research and data need.”

Pacific Seafood’s Mike Okoniewski presented the Westport, Wash.-based West Coast Pelagic Conservation Group project to both the Council and the Scientific and Statistical Committee. The project is designed to provide supplementary data collection and additional sampling techniques for areas nearshore of the proposed 2018 NOAA/Southwest Fisheries Science Center acoustic-trawl survey, according to the group’s application. This research off of Washington and Oregon would continue and expand the 2017 collaborative effort in 2018 so that samples of CPS for species composition and individual fish metrics may be obtained through purse seine operations, according to Council documents.

Sampling would be done at the same general time and nearshore areas as the NOAA survey, the applicants stated. The coastal pelagic species (CPS) that will be retained in small amounts (e.g. 5kg to 25kg) for sampling will be dip-netted sardines, anchovies, and mackerel(s). The sample fish will be frozen and retained for identification and biological measurements to be performed by NOAA.

But unlike the southern EFP, no fish will be harvested for commercial purposes. Wrapped schools would be released alive, the applicants said.

“This collaboration will continue to support the already commendable efforts of the scientists, balancing it with industry knowledge of the fishing grounds,” Okoniewski said.

Both EFPs will add to current survey and stock assessment work, providing more robust data for the fisheries in the future. The Council’s Scientific and Statistical Committee and Coastal Pelagics Species Management Team supported the EFPs and suggested minor technical changes to each; both applicants plan to incorporate those suggestions prior to the Council’s and NMFS’ final approval in early 2018.

“The CPSMT recognizes the value of the EFP research proposed by both groups to improve CPS stock assessments by obtaining data that has not been attainable by other means,” the CPS Management Team said in its statement.

The Coastal Pelagic Species Advisory Subpanel also supported the projects. “[We are] encouraged that forward progress is now being made to develop effective survey methods for the nearshore area,” the panel said in its statement. “The CPSAS thanks CWPA, WCPCG and especially the SWFSC for acknowledging the data gaps in current surveys and helping to provide support and funding for cooperative surveys that will hopefully improve the accuracy of future CPS stock assessments.”
