Strong Management Safeguards Oregon’s Valuable Dungeness Crab Fishery

January 25, 2018 — SEAFOOD NEWS — Oregon’s most valuable commercial fishery for the state’s official crustacean, Dungeness crab, got underway north of Cape Blanco this week. While storms and price negotiations kept fishermen docked for awhile after the official opening, processors are expecting large deliveries soon.

A major reason Dungeness crab deliveries are large and that it’s the state’s official crustacean is due to successful management.

Dungeness crab have been harvested commercially along the Pacific Coast since the late 1800s. Current regulations allow only male crabs larger than 6 ¼ inches across the back of the shell to be taken. This protects the female and undersized male crabs that constitute the breeding population and produce the next generation of crab to be harvested in about four years, ensuring the sustainability of the overall stock and the industry.

This regulatory approach is working, according to an Oregon Department of Fish and Wildlife press release. Preliminary results from a NOAA study show the population of legal-size males appears to be stable to increasing on the West Coast. Harvest rates are also stable to increasing. Last season’s ex-vessel value set a record of $62.7 million, with landings totaling 20 million pounds, 22 percent above the 10-year average, the statement said.

Washington and California have similar management structures.

State natural resource agencies in Oregon, Washington and California cooperate as part of what’s known as the Tri-State Agreement. They jointly set a season opening date for the area from Point Arena, Calif. to Grays Harbor, Wash., or divide it into two areas with different opening dates. This helps ensure the fishery is fair and certain areas aren’t over-targeted while others are closed.

While domoic acid did not play a role in this year’s delayed opening for the northern area, the fishery south of Cape Blanco remains closed because at least some crab are still above the domoic acid action level. Toxins present an ongoing concern for the state and the industry, and Oregon has a monitoring and response system in place for shellfish to protect public health and manage the risk of contamination. The Oregon Department of Agriculture oversees the collection and testing of shellfish samples. Crabs are sampled every two to four weeks when toxins are above a certain level in razor clams or another indicator species.

Since the first ever in-season commercial closure of a harvest area last year, when a single crab’s viscera tested too high for domoic acid, ODFW, ODA and the industry have adopted new rules to improve traceability in the market chain, resulting in better preparation and response to future domoic acid events.

Efforts to reduce commercial crabbing’s impact on the environment and other marine species are also underway. Since 2014, a derelict gear removal program collecting abandoned crab pots or other equipment has been in place. Commercial crabbers removed 957 old pots from the ocean in 2017 alone. A collaborative working group involving industry, agencies, and conservation organizations is also looking at ways to modify gear and other measures to reduce the risk of whale entanglements.

“We’re looking forward to many more years of a successful commercial crab industry and sustainable resource in Oregon,” ODFW state fishery program leader Troy Buell said in the statement.

Endangered Orcas Are Starving. Should We Start Feeding Them?

January 25, 2018 — Washington state officials have proposed a new tack to save the Pacific Northwest’s critically endangered orca population. Their idea is to boost salmon hatchery production by 10 to 20 million more fish per year to provide more food for the iconic killer whales.

No one wants to see orcas starve, but reliance on fish hatcheries leaves some whale advocacy groups uneasy.

There are just 76 orcas left in the pods that call the inland waters of the Northwest home. That’s the lowest number in more than three decades. Numerous factors take the blame for the dwindling population, but one of the biggest according to biologists is lack of prey. Chinook salmon are the preferred food for these orcas.

Sport fisherman Greg King can relate.

“The science is there. They’re dying,” he said. “We’re on a world stage here right now. The whole world is watching us. Are we going to let these orca whales die and have that blood on our hands? I don’t think we want that.”

King trooped to the Washington Legislature this month to support spending tax dollars to increase hatchery production of Chinook—also known as king—salmon. The Washington Department of Fish and Wildlife first proposed this idea and the governor is running with it.

State Rep. Brian Blake, D-Aberdeen, independently put forward the concept and is getting traction with both parties in the legislature.

On one level, the idea is pretty simple: rear more salmon at maybe half a dozen or more existing hatcheries throughout the state with spare capacity and release them.

Some of that could happen at the Hoodsport salmon hatchery on Hood Canal.

“We want to see if we can add to that prey base here from Hoodsport,” State Fish and Wildlife Regional Hatchery Manager Rob Allan said.

Asked whether he thinks this will work, that enough of the fish will survive to grow big enough to interest the killer whales, Allan said he hopes so.

“All we know is that we release fish, they go out to the salt (water) and then they come back,” Allan said. “So then it’s up to the whales to go ahead and eat ’em. We think it’s going to help.”

But potential complications abound. The federal government will need to give the OK because both the Puget Sound orcas and many wild salmon runs they used to feed on are listed as endangered.

“Hatchery fish has been identified as a bit detrimental to recovery of wild stocks,” Allan explained. “They want us to put the reins on it a bit.”

That’s because hatchery fish could compete for resources with wild stocks and they might interbreed. So it’ll be a challenge to identify the right salmon stocks, hatchery locations and run timing.

California sea lion population rebounds

January 24, 2018 — California sea lions are doing just fine. Thanks for asking.

More than fine, actually.

Sea lions have fully rebounded with an estimated population of more than 250,000 in 2014, according to a recent study by scientists with the National Oceanic and Atmospheric Administration. In 1975, the population was estimated at less than 90,000.

The study reconstructed the population’s triumphs and trials over the past 40 years.

“The population has basically come into balance with its environment,” co-author Sharon Melin, a research biologist at the Alaska Fisheries Science Center, said in a statement. “The marine environment is always changing, and their population is at a point where it responds very quickly to changes in the environment.”

NOAA’s declaration that California sea lions have fully rebounded does not mean a “delisting” as it would if the sea lion was listed as threatened or endangered under the federal Endangered Species Act.

“Although there is no provision in the Marine Mammal Protection Act (which protects sea lions) to delist a species, there is a provision that allows states to ask NOAA Fisheries to take over management of species that have reached carrying capacity (in the law it is called Optimum Sustainable Population or OSP) and potentially do more to control their numbers,” wrote NOAA spokesperson Michael Milstein when announcing the report’s findings.

The goal now, Melin said, is to keep the population balanced between 183,000 and 275,000 individuals.

The rebound is a victory for the federal Marine Mammal Protection Act. But as in other instances of animal populations beating the odds — wolves, for example — it’s a success story that comes with challenges.

As the California sea lion population has grown, the animals have expanded their range, bringing them into conflict with humans and endangered fish.

Where you sit’

In Astoria, male California sea lions have taken over an entire stretch of docks at the Port of Astoria’s East Mooring Basin. Port employees have attempted numerous deterrent tactics over the years, everything from fluttering wind dancers to a fake killer whale. Nothing has really worked.

Upward of 1,000 pinnipeds were recorded in a single daily count at the mooring basin in 2015. While fewer sea lions returned this spring, plenty showed up in the fall and many have stuck around through the winter instead of leaving like they have in the past, said Janice Burk, marina manager.

The port plans to install more low railing fabricated by students from Knappa along the docks in the spring. It has proved to be the one deterrent that seems to work. Sometimes.

Pacific perch stocks declared ‘rebuilt’

January 18, 2018 — PORTLAND, Ore. — In welcome news for commercial fishermen, an important West Coast groundfish stock that was formerly overfished has now been rebuilt.

Pacific ocean perch, which is managed by the Pacific Fishery Management Council and the National Marine Fisheries Service (NMFS or NOAA Fisheries), has constrained the West Coast trawl fishery for decades.

Pacific ocean perch was overfished starting in the mid-1960s when foreign fleets targeted groundfish stocks, in particular Pacific ocean perch, off the U.S. West Coast. The mandates of the 1976 Magnuson-Stevens Act, the primary law governing U.S. fisheries management, eventually ended foreign fishing within 200 miles of the U.S. coast. The first federal trip limits to discourage targeting and to conserve a U.S. West Coast groundfish stock were implemented for Pacific ocean perch in 1979 by the PFMC and NMFS. Rebuilding plans for Pacific ocean perch were adopted in 2000 and 2003.

Managing groundfish fisheries under rebuilding plans has been an immense challenge for the Pacific Council and the NMFS, accoding to a press release from the agencies. These plans required sharp reductions in commercial and recreational fisheries targeting groundfish, and included widespread fishing closures through the establishment of Rockfish Conservation Areas off the West Coast and other measures.

“We are pleased to see that our management strategies have been successful in rebuilding this important groundfish stock, and want to acknowledge the industries’ cooperation and sacrifice in this effort,” said Council Chair Phil Anderson. “We also want to recognize NMFS for committing the resources to monitor and research groundfish stocks to improve the science used to sustainably manage these stocks.”

Oregon: Price talks delay crab season

January 17, 2018 — Crab boats loaded with pots sat at the docks all weekend while fishermen and processors remained in a gridlock over prices.

The commercial Dungeness crab season was set to open Monday in most of Oregon and Washington state, but price negotiations and ocean conditions are keeping boats at home. The fishery is off to one of the latest starts that fishery managers can remember in over a decade.

The season traditionally opens Dec. 1, but was pushed back because crabs did not have shells full of meat.

At one point major processors had offered crabbers $2.30 a pound — not nearly enough to convince them to go out, local crabbers said. The price inched up during the state-sponsored negotiation period in Oregon, but by the time those negotiations ended the processors’ price still remained under last season’s average starting price of $2.89 per pound.

Processors had extended an offer to Coos Bay and Newport crabbers for around $2.75 per pound since crab meat there had already hit the required limit, but argued that crab off Astoria still had not filled out to the required 23 percent meat recovery. The last test in the area had the crab at 22.8 percent, according to John Corbin, chairman of the Oregon Dungeness Crab Commission. A local boat went out over the weekend to catch more crab for another meat test which revealed they are now at 24.6 percent meat recovery.

Corbin and others planned to go back to the processors Monday afternoon to try to negotiate a price for the whole area. However, fishery managers and crabbers said that with rough ocean conditions expected to follow a warm and sunny weekend, few boats would likely venture out even if they did settle on a price. Bar crossing restrictions were in place Saturday and Sunday on the Columbia River.

If price negotiations had gone differently from the start, fishermen could have set gear out over the weekend and started pulling it Monday, Corbin said. Sea swell and wind are expected to pick up later Monday, settle a bit on Tuesday and then roar back up again on Wednesday.

“Now it creates a different set of challenges,” he said.

The late start has been a blow to the local economy. Crews who spent months preparing pots and loading boats have yet to be paid and restaurants hoping to offer locally caught crab are still waiting. Fish processors are on standby. Fishermen who switch over to fish halibut or cod in Alaska are looking at a smaller and smaller window of opportunity to make some money crabbing.

In Washington’s Pacific County, fuel sales during the commercial crab season and the Buoy 10 summer sport fishing season make up the bulk of the tiny Port of Chinook’s revenue.

Alaska: Board of Fisheries votes down change in Southeast Dungeness crab season

January 17, 2018 — On Saturday, Alaska Board of Fisheries voted down a proposal to change commercial Dungeness crab seasons in Southeast Alaska.

Crabbers were seeking set season lengths and no option for shortened fishing time like they experienced in 2017.

Crabber Max Worhatch proposed the change and successfully got the board to add the proposal to the meeting after missing the deadline for regulation changes.

“I would like to seriously consider this,” Worhatch told the board. “I put a proposal in, just like this three years ago, didn’t get anywhere. The department felt like they had to have something to manage the fishery when it got to the low end. But in my experience and just from what I’ve seen in Oregon, California and Washington, size sex and season for Dungeness crab works and it works extremely well. It’s kind of an autopilot thing, doesn’t take a lot of work.”

Size, sex and season are a management tool for regulating the catch of crab, with a minimum size, allowing crabbers to only keep male crab and only during a set season.

While that’s part of the management in Southeast Alaska, since 2000 the Alaska Department of Fish and Game also has set the season length based on the catch from the first week of the season.

In 2017, a low commercial catch in that first week led to shortened summer and fall seasons in most of the region.

The board considered an amended proposal for set seasons, with the same starting and ending dates already used around region but deleting the language in the management plan that allows for early closure with low catches.

Crabbers said they needed the assurance of scheduled fishing time, especially with the fleet fishing in smaller areas with competition from sea otters.

Part of the Southeast Alaska summer commercial crab fishing season overlaps with the time when male Dungeness molt, or shed their shell and grow a new one.

Susan Murray: Crude plan puts Alaska’s fisheries at risk

January 15, 2018 — Last week, the Trump administration unveiled an extreme proposal to open nearly all United States federal waters off Alaska to offshore oil and gas leasing. Under the Draft Proposed Program for the 2019-2024 Outer Continental Shelf Oil and Gas Leasing Program, only the North Aleutian Basin (which contains Bristol Bay) would be safe from potential oil and gas leasing activity. Areas such as the Gulf of Alaska that have not seen a lease sale since the early 1980s, and regions that have never been considered for exploration like the Aleutians, Bering Sea and Kodiak have suddenly been put at risk.

The Gulf of Alaska faced oil and gas lease sales when the first federal offshore leases were offered in Alaska as part of the 1976-1981 program. At that time, 600,000 acres of the seafloor, starting 10 miles off Cape Suckling and stretching to Yakutat, were leased and twelve exploratory wells were drilled. None yielded commercially significant quantities of oil or gas, and thankfully there were no catastrophes from this misguided effort. Further sales were scheduled between 1997 and 2002, but were canceled due to a lack of interest from industry. It was a bad idea then, and it is a bad idea now.

The Bureau of Ocean Energy Management (BOEM) now estimates the recoverable oil and gas reserves in the Gulf of Alaska at around 600 million barrels of oil. Current U.S. consumption is about 20 million barrels per day. In other words, burning through the estimated Gulf of Alaska oil reserves might fuel our country for a mere month. BOEM’s low estimate of environmental and social costs of exploration activities and “small” spills (up to 4 million gallons!) is a staggering $100 million. That doesn’t even include the costs of a catastrophic oil spill, like BP’s Deepwater Horizon disaster, which they claim they will analyze later.

The Gulf of Alaska ecosystem is already stressed, and many fishermen will tell you that things do not look good. Halibut are smaller, Chinook salmon are disappearing, and the Pacific cod stock is collapsing. To add the stress of offshore oil and gas exploration and drilling to the mix is both thoughtless and irresponsible.

Seafood industry seeks new value in fish parts

January 15, 2018 — State seafood marketers are rebranding fish parts as “specialty” products and mapping a path for millions more dollars in sales.

Alaska’s fisheries produce more than 5 billion pounds of seafood each year. When all the fish is headed and gutted or filleted and all the crab legs are clustered, it leaves about 3 billion pounds of trimmings. Some is turned into meal and oil, but for the most part, the “gurry” is ground up and discharged into local waterways.

“Whether that’s heads or guts, milt, or meal or oil or something else, it should be held in high regard,” said Andy Wink, a seafood economist formerly with the McDowell Group. “These are products that are out of our normal range but they are specialty items serving niche markets.”

A new Analyses of Specialty Alaska Seafood Products report compiled for the Alaska Seafood Marketing Institute takes a look at uses for fish heads, oil, meal, internal organs, crab products, roe, herring fillets, arrowtooth flounder, spiny dogfish and skates.

It makes the point that Alaska’s combined seafood catches, valued at roughly $2 billion at the docks and twice that when processors sell to their buyers, could be worth an additional $700 million or more if so called “specialty” products were added to the mix.

Take fish heads, for example. Alaska produces about 1 billion pounds of fish heads per year, which likely account for most of the processing waste, the report said. Just 1 percent is sold as frozen heads, although a single large salmon head can fetch up to $5 a pound at Beijing supermarkets, according to previous reports. Increasing the frozen market alone could add $100 million to processors’ sales, the report said.

Alaska: Board of Fisheries to begin meeting with crabs, shrimp, clams and squid regulations

January 11, 2018 — The Alaska Board of Fisheries will meet for the next two weeks to decide on fishing regulations for the Southeast and Yakutat regions.

Unlike most years, the Alaska Board of Fisheries is joining both the shellfish and finfish hearings together for a two-week-long meeting in Sitka.

While finfish, such as king salmon, account for a majority of the meeting, the board will start with proposals on shellfish.

The board will consider a proposal regarding Dungeness crab seasons in Southeast.

Proposal 235 would repeal a management plan that’s been in place since 2000. The current plan sets the summer and fall seasons based on catch from the first two weeks of each season.

Last year, that meant the seasons were reduced by half. The proposal would set both seasons at two-months each.

“This seems like a good plan to update the fishery due to the loss of are due to sea otters,” said Joel Randrup, vice chair of Petersburg’s Fish and Game Advisory committee.

Committee chair Max Worhatch recommended the proposal to the Board of Fisheries.

The Petersburg committee voted in support of this proposal, as did Wrangell’s Advisory committee.

“If you have a two-month season, and if you only take the males and only 6-and-a-half inches you still leave enough breeding males on the ground to replenish the population,” said Wrangell chair Chris Guggenbickler.

Guggenbickler said sea mammals, mostly otters, are eating the crabs, reducing the stock. And regulations have responded by limiting areas to crabbers.

Washington: Lawmakers consider bill to ban commercial net pens for fish farms after massive spill

January 11, 2018 — OLYMPIA, Wash. — A bill that would ban commercial net pens used for fish farms in Washington State is now being considered in Olympia.

It comes after last August’s massive spill in the Puget Sound where tens of thousands of Atlantic salmon were released near the San Juan Islands, and more than 105,000 remain unaccounted for.

“That is a great concern,” said Sen. Kevin Ranker, (D-Orcas Island), who is sponsoring the bill that would ban Atlantic salmon farms in Washington.

On Tuesday, Ranker testified at a hearing of the Senate Agriculture, Water, Natural Resources & Parks Committee.

“Having these fish, which are considered – under our own laws – a pollutant in our ecosystem makes no sense if we are going to continue to recover our marine ecosystem,” said Ranker.

Ranker is worried about more fish escaping from net pens in the future and the daily operations of the facilities owned by Canadian-based Cooke Aquaculture.

“Frankly, this bill kills rural jobs,” said Troy Nichols of Phillips Burgess Government Relations who testified on behalf of Cooke Aquaculture.

Cooke Aquaculture employs 80 people at its eight facilities in Washington.

“We do an excellent job raising fish there- here in the Puget Sound, said Tom Glaspie who is the farm manager at Cooke’s Hope Island facility. “We give it our all. We care about the environment. Most of us are fishermen; (our) families have fished, and we’re proud to be Washingtonians.”
