Shutdown Affecting Whale Rescues

January 24, 2019 — Rescuers who respond to distressed whales and other marine animals say the federal government shutdown is making it more difficult to do their work.

A network of rescue groups in the U.S. works with the National Oceanic and Atmospheric Administration to respond to marine mammals such as whales and seals when the animals are in trouble, such as when they are stranded on land or entangled in fishing gear. But the federal shutdown, which is entering its 33rd day on Wednesday, includes a shuttering of the NOAA operations the rescuers rely upon.

NOAA plays a role in preventing accidental whale deaths by doing things like tracking the animals, operating a hotline for mariners who find distressed whales and providing permits that allow the rescue groups to respond to emergencies. Those functions are disrupted or ground to a halt by the shutdown, and that’s bad news if whales need help, said Tony LaCasse, a spokesman for the New England Aquarium in Boston, which has a rescue operation.

“If it was very prolonged, then it would become problematic to respond to animals that are in the water,” LaCasse said. “And to be able to have a better handle on what is really going on.”

The shutdown is coming at a particularly dangerous time for the endangered North Atlantic right whale, which numbers about 411, said Regina Asmutis-Silvia, a senior biologist with Whale and Dolphin Conservation of Plymouth, Massachusetts. The whales are under tight scrutiny right now because of recent years of high mortality and poor reproduction.

2nd North Atlantic right whale calf spotted off Florida

January 17, 2019 — Another North Atlantic right whale calf and its mother have been spotted off Florida, the critically endangered species’ second confirmed newborn of the winter birthing season, according to the Florida Fish and Wildlife Conservation Commission.

The mother, tentatively identified as #3317, is an important example of the ideal calving rate for a reproductively mature right whale female, said Philip Hamilton, a research scientist with the New England Aquarium’s Anderson Cabot Center for Ocean Life.

“She actually gave birth three years ago,” Hamilton said about a previous birth, compared to the nine years between documented births for the season’s other right whale mother, #2791, spotted with a calf Dec. 28 off Jacksonville Beach, Florida. “That’s very heartening that at least some right whales are able to reproduce as quickly as they can.”

Right whale #3317 is about 16 years old, and has been spotted by government surveys since 2002 from Florida to the Gulf of St. Lawrence, according to the aquarium’s right whale database. She was spotted in Cape Cod Bay several times in 2016 by researchers for the Center for Coastal Studies in Provincetown.

No Dead North Atlantic Right Whales Were Found in the Gulf of St. Lawrence This Year

January 3, 2019 — SEAFOOD NEWS — Rules put in place by Canada’s Department of Fisheries and Oceans (DFO) to protect marine wildlife seem to have paid off, as no North Atlantic right whales were found dead in the Gulf of St. Lawrence this year.

There were 12 whales found dead in the area in 2017.

But those regulations also resulted in financial hits for the fishing and cruise ship industries.

Last March, the DFO announced the closure of certain fishing areas due to the presence of the whales, which are an endangered species.

Those measures forced half of the Gaspé lobster fishermen to shorten their three-week season. Some fishermen found the new rules excessive.

The prefect of the regional municipal county of Rocher-Percé, Nadia Minassian, called the measures “draconian and uncompromising.”

“They did not listen to fishermen in our industry,” she said earlier this year.

The Quebec government then committed to paying for training for factory workers and fishermen so they can qualify for employment insurance.

Up to $500K in fines

The new rules also require boaters to maintain a 100-metre buffer zone from a whale, although that distance can vary. Orcas, for example, require a 200-metre buffer zone.

Under the Fisheries Act, those who break the rules could face penalties of $100,000 to $500,000. Repeat offenders may be subject to higher fines or even imprisonment, according to DFO.

In July, Gaspé fishermen recorded a 25 per cent decline in catches, and continued to criticize Ottawa’s decisions.

Alain Rebaud, a lobster fisherman from Percé, Que., said the area targeted by the DFO’s measures was too large.

“The quadrilaterals were too big, then they closed the fishing, and the day they closed it, there were no more right whales in the quadrilateral,” Renaud said.

The cruise ship industry also suffered cuts as a result of the speed reduction rules imposed by Ottawa.

Nine stopovers were cancelled in the Gaspé region, and the industry wasn’t able to get the financial assistance it requested from Quebec or Ottawa.

Stéphane Ste-Croix, head of Escale Gaspésie, a cruise ship company, said it appears their concerns fell on deaf ears.

Whale camera?

Some fishermen are now hoping a thermal camera that spots whales, currently being developed by the Merinov marine research centre, will solve their problems.

“We could detect right whales on the coasts to try to prevent entanglements,” said Chloé Martineau, a researcher for Merinov, which is funded by the Quebec government.

“We could put this technology on boats to avoid collisions.”

Fishermen say the device could help strike a balance between protecting right whales and preserving their livelihood.

How a new simulator helps scientists study whale entanglements

November 23, 2018 — More than 80 percent of North Atlantic right whales become entangled in fishing lines at least once in their lives, making it a leading cause of death for the critically endangered whale species. Now, with the help of new entanglement simulation technology, scientists at the New England Aquarium are working to change that.

Tim Werner, a senior scientist at the aquarium’s Anderson Cabot Center for Ocean Life, is one of several aquarium researchers who collaborated with scientists from Duke University to develop a graphic model that gives them an opportunity to study entanglements and potential solutions in a practical and humane setting, aquarium officials said in a press release.

“This gives us a tool we can use right away to say, ‘If you have an idea, let’s evaluate it,’ and we can evaluate it over the course of several days rather than over the course of several years,” Werner said in a telephone interview.

The goal for developing the model was to reverse-engineer entanglements in order to figure out ways to modify fishing gear so that it poses less of a risk to helpless marine animals going forward.

“If you can re-create the way the rope wraps around the animal in the model, you can figure out how to change the gear to reduce the risk of entanglement,” Werner said, according to the release.

Human activities are impeding population growth of North Atlantic right whales

November 20, 2018 — On October 14, the crew of a US National Oceanic and Atmospheric Administration (NOAA) ship called the Henry B. Bigelow reported a whale carcass floating about 100 miles east of Nantucket, a small island off the coast of Cape Cod, Massachusetts. The carcass was later identified as a sub-adult North Atlantic right whale.

After reviewing data collected from the deceased whale, scientists determined the probable cause of death was “severe acute entanglement,” according to NOAA. “The whale had multiple wounds indicative of a wrapping line entanglement, including pronounced ligature impressions with related deep concave defects indicating severe constricting abrasions. Entanglement wounds were strongly suggestive of numerous transverse body wraps involving the thorax (chest) and flippers.”

This is the third North Atlantic right whale known to have died this year — one died in January and another in August — and all three appear to have been the victims of entanglement in fishing gear left behind by humans or collisions with ships. The North Atlantic right whale is listed as Endangered on the IUCN Red List.

New research finds that these deaths caused by human activities are not just impacting individuals and their immediate family units, but actually impeding population growth among North Atlantic right whales altogether.

Like many other baleen whale species, North Atlantic right whales were nearly exterminated by historical commercial whaling. Their numbers gradually increased up until around 2010, when they started to decline once again. 2018 has actually been far less deadly for the whales than 2017, when NOAA confirmed 17 North Atlantic right whale deaths, which is equivalent to about 4 percent of their total estimated population of 450 individuals. It is believed that there are only about 100 females of breeding age left in the population.

There are three species of right whales in the world, the North Atlantic right whale (Eubalaena glacialis), the North Pacific right whale (Eubalaena japonica), and the southern right whale (Eubalaena australis). Peter Corkeron, head of a whale research initiative at NOAA’s National Marine Fisheries Service, led an international team that studied the western North Atlantic population and three populations of southern right whales, which are listed as a species of Least Concern on the IUCN Red List, in order to determine whether or not the slow growth rate of North Atlantic right whales is attributable to humans.

NOAA says watching for right whales during migrating season is more important than ever

November 19, 2018 — North Atlantic right whales are on the move along the Atlantic coast of the U.S.

20 right whale deaths were documented in 2017 and 2018. The NOAA is asking boaters to be cautious as the endangered whales migrate south.

Right whales are protected under the U.S. Endangered Species Act and scientists estimate there are just over 400 remaining.

Officials are reminding boaters and coastal residents, right whale calving season begins in mid-November and runs through mid-April.

Every winter, many right whales travel more than 1,000 miles from their feeding grounds off Canada and New England to the warm coastal waters of South Carolina, Georgia and Florida’s east coast.

To reduce the risk of collisions between right whales and boats, federal law requires ships and aircraft to stay at least 500 yards away from right whales.

Vessels 65 feet and longer are also required to slow to speeds of 10 knots or less in Seasonal Management Areas along the East Coast, including the calving and nursery area.

“Right whales often swim and rest just below the surface, and are invisible to approaching boats and ships,” said wildlife biologist Clay George of the Georgia Department of Natural Resources. “It’s important for ship operators to follow vessel speed rules, and for boaters to slow down whenever possible.”

NOAA and its partners conduct aerial and vessel surveys off the coast of Florida and Georgia throughout the calving season.

NOAA Issues Report on Protecting North Atlantic Right Whales

November 12, 2018 — NOAA Fisheries researchers have been looking into how to preserve the shrinking population of critically endangered North Atlantic Right Whales.

Officials have concluded that the surest way of protecting the species is by preserving the lives of adult females in the population as a way to promote population growth and recovery.

According to Royal Society Open Science, most right whale deaths are attributed to entanglement in fishing gear and collisions with ships.

Navy to limit sonar to protect whales

November 5, 2018 — So, tomorrow’s Election Day and here’s hoping our democratic process has provided you with some suitable candidates worthy of your vote. If not, you can always write in the FishOn staff, based solely on our simple dual campaign promises:

“If nominated, we will hide. If elected, we will demand a recount.”

We think it’s what our Founding Fathers and Mothers had in mind all along – self-imposed term limits.

We also have our own method for choosing candidates: They should be strong advocates of the commercial fishing industry, fans of baseball and they should have sent us presents on our birthday and Christmas.

Shuffling through the pile last weekend, and gotta say: It’s not looking great for this crop of cheapskates.

But that’s us. Y’all should head out and vote. If nothing else, it’s an hour away from work. Unless you live in Chicago, where you can turn it into a full-time occupation.

The new Navy slogan should be “Shhhhhhh”

The U.S. Navy last December adopted the 10th slogan in the storied history of the military service (and its a collected advertising agencies). The slogan is “America’s Navy, Forged by the Sea.” Thank God the French Navy already had taken “We Surrender, Take Our Ship” out of the running.

Our Navy made some news last week when it announced it will expand areas in which it limits its use of sonar and explosives off the East Coast as a means of helping protect the imperiled right whales. It’s doing the same in the Gulf of Mexico to help protect the Bryde’s whale.

Whale protection, trawl limits entangle Maine lobstermen

October 10, 2018 — DEER ISLE, Maine — October is a peak month, according to the state Department of Agriculture, Conservation and Forestry, for feistiness in Maine’s population of hornets and wasps. Lobstermen too, judging by last week’s meeting of the Zone C Lobster Management Council at Deer Isle-Stonington High School.

The principal irritant is the still-simmering conflict over a rule adopted by DMR at the beginning of August establishing a five-trap maximum trawl limit for a 60-square-mile rectangle centered, more or less, on Mount Desert Rock.

The trawl limit was proposed by the Zone B management council last winter. The problem is that much of the western part of that area is fished by lobstermen based in Zone C — primarily Stonington and Deer Isle — who bitterly opposed adoption of a rule that Department of Marine Resources Commissioner Patrick Keliher called “one of the more difficult decisions that I have made.”

Last week, the Zone C council reviewed a proposed rule change that would eliminate the five-trap maximum in a large area west of Mount Desert Rock. While that might improve the situation for some Zone C lobstermen, the underlying problem reflects unhappiness on the part of lobstermen from Zone B, with limited entry for new fishermen, over the number of lobstermen from Zone C who fish across the zone line in waters they fished before the zones were ever established.

In Changing Climate, Endangered Right Whales Find New Feeding Grounds

October 10, 2018 — Amy Knowlton pilots the 29-foot research vessel Nereid out of Lubec harbor and into the waters of the Bay of Fundy, off of easternmost Maine. A scientist with the New England Aquarium’s Anderson Cabot Center for Ocean Life Knowlton points to harbor porpoises chasing fish in the wind-swept waters on a recent morning.

Then something much larger appears off the stern.

“Whale behind us,” Knowlton says, steering closer. “It’s probably a humpback or fin whale, we’ll get a better look.”

It turns out to be two humpback whales — a cool sighting, but not the kind she is after.

Knowlton is hoping to find the endangered North Atlantic right whales that she and her colleagues have been studying in these waters since 1980.

Right whales are large cetaceans, with big heads and no dorsal fins. Researchers used to count as many as 200 foraging here in late summer. But the whales became scarce starting in 2010, and their range shifted dramatically. Many more are now summering hundreds of miles north, off Canadian shores in the Gulf of Saint Lawrence. More than 130 have been spotted there in recent months.

Marianna Hagbloom, a research assistant on Knowlton’s team, surveyed that area in August and said it was nothing like the Bay of Fundy.

“We had days where we were seeing about 50 individuals,” Hagbloom says. “Just right whales popping up left and right. It’s a beautiful thing to see.”
