NOAA Fisheries Studies Impact of Climate Change on Fish of N.E. Coast

November 12, 2018 — Waters off the Northeastern United States are among the fastest warming and most studied in the world’s ocean. Both abrupt and subtle changes caused by warming are evident in fishery stocks now, and NOAA Fisheries Center researchers are working on tools for understanding what that means for future stock conditions and the fisheries that depend on them.

NOAA Issues Report on Protecting North Atlantic Right Whales

November 12, 2018 — NOAA Fisheries researchers have been looking into how to preserve the shrinking population of critically endangered North Atlantic Right Whales.

Officials have concluded that the surest way of protecting the species is by preserving the lives of adult females in the population as a way to promote population growth and recovery.

According to Royal Society Open Science, most right whale deaths are attributed to entanglement in fishing gear and collisions with ships.

Protecting Paradise: Marine Debris Team Does the Heavy Lifting

The team removed more than 160,000 pounds of lost or abandoned fishing nets and plastics from the remote Northwestern Hawaiian Islands, an ecologically and culturally significant area, part of the Papahānaumokuāea Marine National Monument.

November 12, 2018 — Stretching 1,200 miles northwest of the main Hawaiian Islands, a chain of remote islands and atolls known as the Northwestern Hawaiian Islands are hundreds of miles from the nearest human populations. Yet, these beautiful coral reefs and uninhabited shorelines are centrally located in the North Pacific Gyre, where currents gather marine debris from all around the Pacific Ocean.

NOAA’s marine debris team travels from island to island by ship and small boat, carefully pulling derelict “ghost” fishing gear off of underwater reefs and collecting plastic debris from shorelines. They clean up nets and other debris that damage coral reefs and threaten wildlife, including endangered Hawaiian monk seals and green sea turtles. Hauling debris is often a dirty, exhausting, and sometimes fly-filled task, but the team loves its work.

Fisheries Researchers Map Habitats Ahead of Offshore Wind Development

November 9, 2018 — HYANNIS, Mass. – NOAA Fisheries researchers are helping to inform federal managers and developers on the impacts that construction and operation of offshore wind facilities will have on ocean bottom habitats and fisheries.

The Northeast Fisheries Science Center conducted four years of research to build a database of information, including water temperatures, topography, sediments, currents and marine life in the eight Wind Energy Areas authorized by the Bureau of Ocean Energy Management along the East Coast.

The designated WEAs encompass just over 4,000 square nautical miles of seafloor from Massachusetts to North Carolina. About 40 percent of the area has actually been leased to date, including the Vineyard Wind project development south of Martha’s Vineyard.

NOAA scientists admit a gaffe on risk to whales of lobster trap lines

October 29, 2018 — ELLSWORTH, Maine — Late last month, the NOAA Fisheries Northeast Fisheries Science Center released a “technical memorandum” suggesting that expensive efforts by Maine lobstermen aimed at reducing the risk that endangered North Atlantic right whales and other large whales would become entangled in vertical buoy lines had backfired.

According to the memorandum, issued just before a weeklong meeting of NOAA’s Atlantic Large Whale Take Reduction Team in Providence, R.I., to consider possible changes to the Atlantic Large Whale Take Reduction Plan, when the industry increased the number of traps trawled together and marked by a single buoy line, lobstermen began using stronger rope. That worsened the entanglement problem.

The memorandum seemed to offer support for calls by some conservation groups for the use of even fewer vertical buoy lines, weaker ropes and the development of a “ropeless fishery” with traps that used a remote device to release a submerged buoy when it was time to raise the gear.

In a letter addressed to NOAA Fisheries Northeast Fisheries Science Center Director Jon Hare, Maine Department of Marine Resources Commissioner Patrick Keliher blasted the memorandum, expressing “significant concerns about the scientific merit” of the data and research on which it was based.

NOAA Lifts Groundfishing Ban on Northeast Sector IX Vessels; Will Issue Interim Rule

July 19, 2018 — WASHINGTON (Saving Seafood) — Tomorrow, NOAA is scheduled to publish an interim final rule that “determines the quota overages that Northeast Fishery Sector IX is responsible for paying back, allocates annual catch entitlements to Northeast Fishery Sectors VII and IX for the 2018 fishing year, approves a new lease-only operations plan for Northeast Fishery Sector IX, and approves a substantive amendment to Northeast Fishery Sector VII operations plan,” in the Federal Register. When the rule is published, the supporting documentation, including the approved operations plans, will also be available. NOAA Fisheries will accept comments for 30 days and reserves the right to change the rule based on comments and/or new information.

The Standard-Times in New Bedford, Massachusetts has reported that, “Nearly eight months to the day after NOAA closed groundfishing for Carlos Rafael vessels, the agency lifted the ban on Thursday that had put at least 80 fishermen out of work.”

Massachusetts Senator Elizabeth Warren issued the following statement: “This plan allows our fishing families and business to get back to work. One man committed criminal actions and he’s justifiably in jail, but a lot of innocent people and businesses paid a price for his fraud. Finally, the industry can now move forward and I will continue to do everything to help fishermen and their way of life that embodies the Massachusetts spirit.”

Massachusetts Senator Ed Markey issued the following statement: “NOAA’s actions mean that our impacted New Bedford fishermen will be able to get back in the water. I am glad that fishing sectors IX and VII finally have a path forward to restore the important balance between sustainable fishing and fishermen’s livelihoods. I will continue to monitor this situation to ensure continued progress and a fair resolution so we can ensure that our Massachusetts fishermen and fishing-related businesses thrive.”

“It’s finally happening,” U.S. Rep. Bill Keating said. “We’re happy. It’s something that we’ve been doing everything in our power to encourage and to affect a swift resolution.”

New Bedford Mayor Jon Mitchell issued the following statement: “NOAA’s long-awaited decision to approve sector operation plans and allow limited groundfish operations to resume is an important first step and welcome relief to many New Bedford fishing families and waterfront businesses impacted by the closures of Sectors 7 and 9. I applaud all those industry leaders and elected officials who worked with the City and the Port Authority to constructively engage NOAA and highlight the economic consequences of the closure on innocent parties. Our focus now will be to advocate for the timely conclusion of the remaining civil enforcement case against Carlos Rafael and the transfer of his vessels and permits to third parties in the Port of New Bedford. Only then can we move past lease-only arrangements and return to normal groundfishing operations and management.”

Updated Stock Assessment Improvement Plan Builds on Past Success

June 7, 2018 — The following was released by NOAA:

NOAA Fisheries released its new Stock Assessment Improvement Plan in 2018 to provide strategic guidance for its stock assessment enterprise. The plan is designed to complement other strategic guidance efforts to accomplish NOAA Fisheries’ mission of sustainable fisheries through science-based resource conservation and management.

In 2001, NOAA Fisheries published the first Stock Assessment Improvement Plan, in which we sought to bolster the capacity, content, extent, and infrastructure for conducting stock assessments. As a result, we have improved the scientific advice being provided to fishery managers allowing the recovery of many overfished stocks and dramatically reducing incidences of overfishing. However, given changes in legal mandates and decades of research and development of new scientific tools, there is a need for updating this important strategic document. In 2018, a new strategic document was published, titled Implementing a Next Generation Stock Assessment Enterprise: An Update to NOAA Fisheries’ Stock Assessment Improvement Plan.

This document describes the many challenges currently facing NOAA’s stock assessment enterprise, and some of the innovative research and operations that will meet these challenges. The next generation framework acts as a road map for addressing these needs and consists of three main themes. Collectively, these three foci constitute the Next Generation Stock Assessment (NGSA) Improvement Plan.

First, it advocates for expanding the scope of the stock assessment paradigm to be more holistic and ecosystem-linked. This means that more ecosystem and socioeconomic factors that affect the dynamics of fish stocks and fisheries are directly taken into account, and more goals of fishery management are taken into account in the evaluation of sustainable harvest policies.

A second focus is on the continued use of innovative science for data collection and analysis to reliably and efficiently provide data for maximizing use of advanced modeling methods. Examples of clear benefits from this emphasis include improved calibration of data collection methods, streamlined analytical processes, and establishment of robust harvest policies to manage fisheries between assessments.

Finally, the plan provides a method for objectively determining stock-specific goals that create a stock assessment process that is more timely, efficient, and effective at optimizing available resources and delivering results to fishery managers and the public.

The NGSA strategic vision is designed to complement other strategic efforts, particularly NOAA Fisheries’ Ecosystem Based Fisheries Management Road Map and Climate Science Strategy, in order to accomplish its mission of sustainable fisheries through resource conservation and management. The recommendations in this plan will be implemented through collaboration with regional partners and stakeholders to ensure that they improve stock assessment capabilities in accordance with existing regional processes.

New study reveals cost of 2017 salmon fisheries closure

May 7, 2018 — The following was released by NOAA Fisheries:

Last year’s closure of the commercial ocean salmon troll fishery off the West Coast is estimated to have cost $5.8 million to $8.9 million in lost income for fishermen, with the loss of 200 to 330 jobs, according to a new model that determines the cost of fisheries closures based on the choices fishermen make.

Scientists hope the model, described for the first time this week in Marine Policy, will help policy makers anticipate the economic toll of fisheries closures. Such foresight may be especially useful as conditions in the California Current off the West Coast grow increasingly variable, leading to more potential closures, said lead author Kate Richerson, a marine ecologist with NOAA Fisheries’ Northwest Fisheries Science Center and the University of Washington.

“We’re probably only going to see more of these closures in the future,” she said, “so being able to predict their effects and fallout for coastal communities puts us ahead of the curve in terms of considering those impacts in planning and management decisions.”

The new model estimates the future losses associated with fisheries closures based on the way fishermen reacted to previous closures. It anticipates, for instance, that many fishermen will simply quit fishing rather than shift their efforts to another fishery instead. In this way, the model accounts for the difficulty fishermen face in entering other fisheries with limited permits, Richerson said.

The research is the first attempt to predict the effect of fisheries closures before they happen, said Dan Holland, an economist at the Northwest Fisheries Science Center and coauthor of the study. The model, developed prior to the 2017 closure, also can help identify the most affected communities.

For example, Coos Bay and Brookings, Oregon, and Eureka, California, were among the hardest hit by the 2017 salmon closures because they are geographically located in the center of the closure that stretched from Northern California to Oregon. The closure led to the estimated loss of about 50 percent of fisheries-related employment in Coos Bay and about 35 percent declines in fishing-related income and sales. Predicted percentage declines in overall fishing-related income are lower than declines in salmon income, since many fishermen were predicted to continue to participate in other fisheries.

The study estimated that the closure led to a loss of $12.8 million to $19.6 million in sales. Richerson noted that the model estimates only the economic consequences of the closure to the commercial ocean salmon fishery and does not include the toll on recreational fisheries or in-river fisheries, which would make the total losses even higher.

The closure recommended by the Pacific Fishery Management Council and adopted by NOAA Fisheries was designed to protect low returns of salmon to the Klamath River in Northern California.

Congressman Jones: Sustainable Shark Fisheries and Trade Act Levels the Playing Field for Domestic Producers

April 17, 2018 — The following statement was released by Congressman Walter B. Jones:

I would like to thank Chairman Lamborn and Chairman Bishop for holding this hearing today. I am pleased to join my friend, Congressman Dan Webster, in cosponsoring H.R. 5248 – the Sustainable Shark Fisheries and Trade Act. It is very important that America’s fishermen have a level playing field with foreign producers. The bill would hold other nations to the same conservation and management standards that America has adopted in our shark fisheries.

Under H.R. 5248, any nation seeking to export shark products to America must receive certification from the Secretary of Commerce that it has an effective ban on the practice of “shark finning,” and that it has a similar conservation and management program for sharks, skates, and rays. The bill also increases traceability of imported shark products.

If foreign countries are failing to manage their shark populations appropriately, they should change their ways. They shouldn’t be allowed to dump unsustainably harvested shark product on our market, and our legal, sustainable American harvesters should not be penalized for the shortcomings of foreign fishermen.

America has been a global leader in protecting shark species while allowing a sustainable harvest.  In fact, U.S. federal law mandates that the domestic shark fishery be managed sustainably.

According to renowned shark scientist, Dr. Robert E. Heuter of Florida’s Mote Marine Lab, America has “one of the best systems in the world for shark fisheries management and conservation.”  The proof can be seen in NOAA Fisheries own data.  NOAA Fisheries’ 2015 coastal shark survey captured and tagged “more than 2,800 sharks, the most in the survey’s 29-year history.”  The leader of the survey stated that NOAA Fisheries has “seen an increase in the number of sharks in every survey since 2001,” and the agency called the survey results “very good news for shark populations.”

R. 5248 is supported by the North Carolina Fisheries Association, Southeastern Fisheries Association, Blue Water Fishermen’s Association, Sustainable Shark Alliance, Garden State Seafood Association, and the Louisiana Shrimpers Association. This bill is a reasonable, balanced approach to leveling the playing field for domestic producers, while trying to encourage other nations to raise their shark management practices to appropriate levels.

Other legislative options before the subcommittee, including banning the trade of legally, sustainably harvested American shark products, represent an unnecessary, short-sighted overreach that should be rejected.

 

Request for Comments: Proposed Charter Vessel Electronic Reporting Requirements and Modifications to Current Headboat Electronic Reporting

NOAA Fisheries requests comments on a For-Hire Reporting Amendmentand proposed rule, which if implemented, would establish electronic reporting requirements for charter vessels with federal permits and would modify the reporting deadline for headboats. The South Atlantic Fishery Management Council approved the For-Hire Reporting Amendment in an effort to improve data collection and fisheries management.

What would the For-Hire Reporting Amendment and proposed rule do?

The For-Hire Reporting Amendment and proposed rule would require charter vessels with a federal charter vessel/headboat permit for Atlantic Coastal Migratory Pelagics, Atlantic dolphin and wahoo, or South Atlantic snapper-grouper speciesto submit electronic reports by Tuesday following the end of each reporting week, which runs from Monday through Sunday, using NOAA Fisheries approved hardware and software applications.

The For-Hire Reporting Amendment would also change the day that headboats are required to submit an electronic fishing record from Sunday to Tuesday following the end of a reporting week, reducing the time when reports are due from seven to two days.

Why are the proposed actions needed?

The South Atlantic Fishery Management Council (South Atlantic Council) is working to enhance data collection for better fisheries management. Accurate and reliable fisheries information about catch, effort, and discards is critical to population assessments and management evaluations. The South Atlantic Council believes that weekly electronic reporting for federally permitted charter vessels could provide more timely information than the current Marine Recreational Information Program (MRIP) survey, and more accurate and reliable information for many species with low catches, low annual catch limits, or for species that are only rarely encountered by fishery participants. This proposed action is intended to improve information collected from federally permitted for-hire vessels in the Atlantic. The proposed change to the reporting day for headboat vessels would make the reporting day for the headboat sector consistent with the proposed reporting day for charter vessels.

How would the electronic reporting for charter vessels work? Do I need to have a computer?

NOAA Fisheries is currently evaluating potential software applications for the electronic reporting program, and is considering the use of software applications that are already being used by partners in the region, including “e-trips online” and “e-trips mobile,” which are products of the Atlantic Coastal Cooperative Statistics Program.

These programs would require the use of a computer or tablet with access to the internet. We are looking into the possibility of using smartphones for reporting in the future. If the rule is implemented, outreach sessions will be held to explain the reporting program software and requirements.

What type of information would be collected?

Charter vessels would be required to submit information such as: start and end dates, start and end time, start and end fishing location, vessel and captain identification, number of crew, method of fishing, hours fished, depth fished, species kept, species discarded, charter fee, fuel used, and fuel price per gallon. These core data elements may be modified through coordination with the South Atlantic Council. This information would be required to be reported regardless of where fishing occurs or what species are harvested. If no fishing occurs in a particular week, an electronic no-fishing report would be required.

Does this electronic reporting program replace MRIP?

Even if the new electronic reporting program is implemented, charter vessels with a federal permit would still need to report to MRIP. Currently, landings and discards from federally permitted charter vessels in Atlantic coastal migratory pelagics, Atlantic dolphin wahoo, and South Atlantic snapper-grouper fisheries are monitored through a MRIP survey of charter vessels. Fishing effort is calculated based on a monthly sample of federally permitted charter vessels through a phone survey, which is transitioning to a new mail survey. Catch rate observations and catch sampling are provided through dockside monitoring. If NOAA Fisheries implements the electronic reporting requirements described in the For-hire Reporting Amendment, the MRIP survey of charter vessels would continue until the proposed electronic reporting program described in the For-hire Reporting Amendment is certified by NOAA Fisheries, and then the electronic reporting program would replace the MRIP survey of charter vessels.

What if I also have federal for-hire permits for fisheries in other regions such as the Gulf of Mexico or Mid-Atlantic? Do I have to submit multiple reports?

To reduce duplicative reporting by charter vessels, fishermen with federal charter vessel/headboat permits subject to electronic reporting requirements in other regions would not be required to report to multiple times. Instead, federal permit holders would be required to comply with the electronic reporting program that is more restrictive, regardless of where fishermen are fishing.

For example, the NOAA Fisheries Greater Atlantic Regional Fisheries Office (GARFO) has implemented an electronic reporting requirement for owners and operators of a charter vessel or party boat (headboat) issued a federal for-hire permit for species managed by Mid-Atlantic Fishery Management Council to submit an electronic vessel trip report using NOAA Fisheries-approved software within 48 hours of completing a for-hire fishing trip (82 FR 42610, September 11, 2017). Because NOAA Fisheries GARFO requires more restrictive reporting than what is proposed in the For-hire Reporting Amendment, owners and operators of a vessel issued a federal for-hire permit for species in both the Mid-Atlantic and South Atlantic would be required to report under the electronic reporting program managed by GARFO, regardless of where fishing occurs or what species are caught.

The Gulf of Mexico Fishery Management Council (Gulf Council) has recommended for-hire electronic reporting for charter vessels that is more stringent than those reporting requirements contained in the South Atlantic For-hire Reporting Amendment. The proposed Gulf of Mexico for-hire electronic reporting program would require trip-level reporting, a pre-trip notification to NOAA Fisheries, and location information monitored by a vessel monitoring system, among other requirements. Therefore, an owner or operator of a charter vessel that has been issued federal charter vessel/headboat permits for applicable fisheries in both the Atlantic and the Gulf of Mexico would be required to comply with the Gulf Council’s more stringent for-hire electronic reporting program requirements, if the Gulf Council’s amendments to address for-hire electronic reporting are approved and implemented.

Does the For-Hire Reporting Amendment and proposed rule make any changes to the headboat sector?

Currently, headboats submit an electronic fishing report to NOAA Fisheries via the internet by the Sunday following the end of each reporting week, which runs from Monday through Sunday. The For-Hire Amendment and proposed rule would shorten the time to report and proposes that headboats submit electronic reports to NOAA Fisheries by the Tuesday following the end of a reporting week. This is a change in the grace period to prepare and submit reports from seven days to two days.

Does the For-Hire Reporting Amendment and proposed rule implement a video monitoring requirement for charter vessels?

No. In 2008, through Amendment 15B to the Fishery Management Plan for Snapper-Grouper of the South Atlantic Region, a provision was implemented that requires those with a charter vessel/headboat permit for South Atlantic snapper-grouper to use video monitoring technology if landing snapper-grouper species and selected by the Science Research Director. Since then, no vessels have been selected to use video monitoring and the Southeast Fisheries Science Center is not actively pursuing a video monitoring program. The For-Hire Reporting Amendment does not change the requirement specified through Amendment 15B.
