New York Wind Farm Part of Larger Offshore Energy Ambitions

July 14, 2016 — UNIONDALE, N.Y. — A New York utility plans to approve a wind farm off eastern Long Island that it says would be the nation’s largest offshore wind energy project built to date.

The project would be the first phase of a more ambitious effort to construct hundreds of electricity-producing turbines in the Atlantic Ocean in the coming years.

The announcement that the Long Island Power Authority plans to approve a proposed 90-megawatt, 15-turbine wind farm in U.S. waters east of Montauk at a meeting next week was greeted enthusiastically by energy experts, elected officials and environmentalists.

“This is obviously an important development,” said Jeffrey Firestone, a professor at the University of Delaware and an expert on offshore wind. “Hopefully, this will be something toward facilitating a more regional approach to the need for offshore wind energy.”

The U.S. lags behind Europe and others in development of offshore wind energy because of regulatory hurdles and opposition from fossil fuel and fishing interests, among other challenges. Many wind farms in Europe are already producing hundreds of megawatts of power.

The federal Bureau of Ocean Energy Management has issued several leases for wind projects along the Atlantic coast, but none have come to fruition yet. LIPA said its project would be the next one built after one opens near Block Island, Rhode Island, later this year.

A scallop industry trade organization, the Fisheries Survival Fund, has raised concerns about some wind farm proposals, but not this one. Important scallop areas were removed from the possible lease areas for this wind farm, said Drew Minkiewicz, an attorney for the fund. He cautioned that other commercial fishermen could raise objections.

Rep. Zeldin’s Bill for Long Island Fishermen Passes House of Representatives

June 13, 2016 — On Tuesday, June 7, 2016, Congressman Lee Zeldin’s (R, NY-1) EEZ Transit Zone Clarification Act (HR 3070) unanimously passed the House of Representatives with bipartisan support. You can watch passage of the bill here. The Congressman’s bill, which passed the House Natural Resources Committee with unanimous support on Wednesday, March 15, 2016, would clarify federal laws governing the management of the striped bass fishery in the Exclusive Economic Zone (EEZ) between Montauk, New York, and Block Island, Rhode Island, permitting striped bass fishing in these waters.

Between New York State waters, which end three miles off of Montauk Point, New York, and the Rhode Island boundary, which begins three miles off of Block Island, there is a small area of federally controlled water that is considered part of the EEZ. The EEZ, which extends up to 200 miles from the coast, are waters patrolled by the Coast Guard, where the United States has exclusive jurisdiction over fisheries and other natural resources. Striped bass fishing has been banned in the EEZ since 1990. Congressman Zeldin’s EEZ Transit Zone Clarification Act would authorize the Secretary of Commerce to open this area to striped bass fishing.

Council Approves Changes to Scup Gear-Restricted Areas

April 21, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

During a meeting last week in Montauk, New York the Mid-Atlantic Fishery Management Council approved a framework action to modify the boundary of one of the region’s two Scup Gear Restricted Areas (GRAs). The proposed change to the Southern Scup GRA boundary is expected to increase the availability of longfin squid to small-mesh fisheries.

The GRAs were implemented in 2000 and are intended to reduce discard mortality of juvenile scup. The current GRA regulations include a Northern GRA, which is effective from November 1 through December 31, and a Southern GRA, which is effective from January 1 through March 15. Trawl vessels which fish for or possess longfin squid, black sea bass, or silver hake (also known as whiting) are required to use mesh 5 inches or larger in the GRAs during those times of the year. The scup stock has expanded substantially since the GRAs were first implemented, and analysis conducted by scientists at the Northeast Fisheries Science Center indicate that the GRAs were partially responsible for this rebuilding.

The GRAs have been modified several times in response to requests from commercial fishermen. In recent years, advisors have recommended further modification of the GRAs to restore access to certain areas for longfin squid fishing, arguing that modifications to the GRA boundaries would not harm the scup stock

In response to an industry request, the Council initiated a framework action in 2014 to address potential changes to the scup GRAs. The framework considered a range of alternatives, including modifications to the GRA boundaries and elimination of one or both GRAs.

After a lengthy discussion of the impacts of the proposed alternatives, the Council voted to modify the boundary of the Southern Scup GRA. The proposed change, shown in Figure 1, is based on a proposal developed by members of the Council’s Summer Flounder, Scup, and Black Sea Bass Advisory Panel.

“By increasing access to important fishing grounds, the Council balanced the concerns of the squid industry with the possible impacts on the scup stock,” said the Council’s Executive Director, Chris Moore. “If the modification is approved by NMFS, the Council will be working closely with NMFS to monitor scup discards to make sure that mortality of juvenile scup does not increase as a result.”

Sustainable Fishburger Based On Chef Eric Ripert’s Recipe Coming To Hamptons School

January 8, 2016 — A group of extraordinary East End chefs have joined forces in the kitchen for The Montauk Fishburger Project, an initiative that aims to familiarize local elementary and high school students with one of the area’s plentiful, nutritious resources, which is being conscientiously harvested under firm federal and state fisheries management regulations, incredibly close to home.

The program is being pioneered by the founding members of Dock to Dish, the first Restaurant Supported Fishery program in the U.S., who have now established the inaugural partnership with The Long Island Commercial Fishing Association and the Bridgehampton Edible School Garden program, with the goal of making wild, sustainable, traceable local seafood readily available to East End youth.
