Debate over menhaden fishery continues as it gains national media attention

August 2o, 2026 — An ongoing debate over the future of the U.S. Atlantic menhaden fishery has gained national media attention, with the industry pushing back against NGOs and activists.

The Washington Post recently published an opinion piece by Mark Robichaux – a former Wall Street Journal reporter – that reviewed recent back-and-forth over the nation’s menhaden fishery and its claimed impacts on the wider environment, which includes accusations it is responsible for a decline in osprey populations and that it is diminishing an important forage species, resulting in declines in predators like striped bass.

DELAWARE: DNREC sinks old oilfield supply ship to expand Delaware artificial reef

August 18, 2026 — The Delaware Department of Natural Resources and Environmental Control has expanded the state’s artificial reef system by sinking the 180-foot Calcasieu Pass at Reef Site 13, creating new marine habitat and recreational opportunities for anglers and divers.

Reef Site 13, also known as the Del-Jersey-Land Reef, is located offshore at a point roughly equidistant from ports in Delaware, New Jersey and Maryland, due east of Bethany Beach. DNREC describes the site as the centerpiece of Delaware’s artificial reef system.

Former Menhaden Vessel F/V Calcasieu Pass Begins Second Life as Artificial Reef Off Delaware

August 14, 2026 — The following was released by Ocean Harvesters:

The F/V Calcasieu Pass, a retired menhaden fishing vessel formerly operated by Ocean Harvesters, was intentionally sunk Wednesday, August 12, at Delaware Reef Site 13, approximately 26 miles off Indian River Inlet.

The Calcasieu Pass will now begin a second life as artificial reef habitat, adding structure for marine life and providing new opportunities for recreational fishing and diving off the Delaware coast.

Ocean Harvesters transferred the retired vessel to Coleen Marine for a nominal $1 purchase price in 2024, donating the Calcasieu Pass for conversion into an artificial reef. Coleen Marine subsequently prepared, towed and sank the vessel at the Delaware reef site.

“Retired working vessels can continue to provide value long after their fishing days are over,” said Monty Deihl, CEO of Ocean Harvesters. “We’re pleased to see the Calcasieu Pass begin a new chapter as marine habitat, supporting the ecosystem while creating new opportunities for anglers and divers.”

Menhaden vessels have a long history of being repurposed as artificial habitats. In 2023, the former F/V Mermentau and F/V G.P. Chauvin were intentionally sunk off the Mississippi coast as part of that state’s artificial reef program. Other retired vessels associated with the menhaden fishery have been deployed as artificial reefs in Louisiana, Delaware and Mississippi.

Another former menhaden vessel, the Reedville, was sunk off Delaware in 2020. Like the Calcasieu Pass, the vessel was prepared and deployed by Coleen Marine as part of Delaware’s artificial reef system.

Artificial reefs provide hard structure on otherwise largely featureless ocean bottom, creating habitat for marine organisms and attracting fish while expanding recreational fishing and diving opportunities. Delaware has developed a network of artificial reef sites along the Atlantic Coast and in Delaware Bay using retired vessels and other cleaned, stable materials.

The Calcasieu Pass deployment adds another retired working vessel to that network and extends a practice that allows vessels which spent decades supporting coastal fishing communities to continue serving the marine environment after their working lives have ended.

ALASKA: Deep sea mining in the Gulf of Alaska

August 13, 2026 — With China reportedly producing around 90 percent of the world’s supply of rare earth elements, and far ahead in processing technology, the U.S. and other countries are searching for new ways to meet demand, and deep sea mining on seamounts in the Gulf of Alaska is on the list of proposals. The Japanese press reported in July that experimental deep sea mining had successfully extracted rare earth elements such as neodymium, dysprosium, and terbium—all vital for fighter jet and missile guidance systems—from 6,000 feet below the surface.

In April of 2025, President Trump issued Executive Order 14285 “Unleashing America’s Offshore Critical Minerals and Resources,” and the Bureau of Ocean Energy Management (BOEM) is evaluating whether to advance a competitive lease sale for minerals on the Alaska Outer Continental Shelf. “We don’t know what impact deep sea mining could have on fisheries, but there is cause for concern,” says retired University of Alaska marine professor Rick Steiner, who now runs a consulting company called Oasis Earth.

Trump administration ends NOAA support for annual Arctic Report Card

August 13, 2026 — The Trump administration has pulled federal support from the Arctic Report Card, an annual, peer-reviewed report that has been published by the National Oceanic and Atmospheric Administration since 2006.

NOAA will no longer provide administrative support for the report, though NOAA scientists and programs will continue to collect climate data, said a statement released by the agency on Tuesday.

“Coordination of the 2026 Arctic Report Card will not be facilitated through NOAA,” the statement said. “All data historically contributed by NOAA to the product will continue to be collected and will remain publicly available.”

VIRGINIA: Coastal Virginia communities push back against proposed offshore seabed mining

August 12, 2026 — Chincoteague resident Jim Dawson has been fishing the waters off the Eastern Shore for more than four decades, catching species including black sea bass and Atlantic lobster.

During his many hours out at sea, Dawson said he’s come to appreciate the tiniest creatures that dwell on and around the seafloor.

“The microscopic world is just phenomenal, that you would never know is there,” he said. “What lives in that water, we don’t know anything about. And everything is vital.”

Dawson worries a new federal proposal to dig up huge portions of the seabed could threaten the ecosystem that supports his livelihood.

“Once you knock one thing off balance, it really impacts all of it,” he said.

The Trump administration announced in June that it is considering issuing an ocean lease to allow mineral mining within a 2,700-square-mile area flanking the Eastern Shore, stretching from 3 to 63 miles off the coast.

The move was prompted by an unsolicited request from a Florida company late last year.

Administration officials say the industry, which mines the seabed to extract valuable minerals, could reduce U.S. reliance on foreign suppliers.

But many community leaders and residents along the Virginia coast are strongly opposing the proposal, particularly on the Shore.

The counties of Accomack and Northampton sent the government formal notices against it.

Trump administration reportedly ending support for Arctic climate reports

August 12, 2026 — The administration of U.S. President Donald Trump is ending support for NOAA’s annual report on the state of the Arctic.

NOAA Spokesperson Kim Doster told CNN that the 2026 Arctic Report Card will not be facilitated through the agency. However, Doster added that the data that historically contributed to the product “will continue to be collected and will remain publicly available.”

NOAA Scientists Discover Repeat Spawning in Pacific Capelin

August 12, 2026 — For certain fish species, like Pacific salmon, reproduction is a once-in-a-lifetime event, known as semelparity. Many other fish are iteroparous—meaning they can spawn repeatedly throughout their lives. New research by NOAA’s Alaska Fisheries Science Center reveals the first evidence that Pacific capelin can be repeat spawners.

Over the past decade, the North Pacific Ocean has faced extreme climate variability, including marine heatwaves that severely impacted capelin populations. Understanding capelin’s reproductive flexibility under these fluctuating conditions is crucial for predicting their annual reproductive potential and long-term resilience. Capelin abundance is also an important indicator of the marine ecosystem health.

Examining Reproductive Flexibility in Fluctuating Environments

Historically, the life history, ecology, behavior, and population dynamics of Pacific capelin have not been studied as well as their commercially important counterparts in the Atlantic. In North Pacific and Arctic ecosystems, Pacific capelin serve as a major forage fish and primary food source for Steller sea lions, humpback whales, and other marine mammals. They also are a key subsistence resource and an important food source for commercially important groundfish.

Capelin are short-lived—typically surviving only 1 to 4 years. Their abundance fluctuates wildly in changing environments, leading to multiyear population crashes during marine heatwaves. Recent research highlights that these heatwaves shrink capelin distribution and deplete their energy reserves. Ultimately, these combined stressors leave capelin highly vulnerable to mortality and put the predator populations that rely on them at risk of decline.

In this new experimental study of captive fish, NOAA scientists looked more closely at the spawning potential of Pacific capelin. They researched their life history and how they respond to shifting environments.

El Niño Alters Marine Life in the Pacific

August 11, 2026 — As of June 2026, El Niño has officially arrived. This naturally recurring phenomenon is characterized by warmer-than-normal water temperatures in parts of the equatorial Pacific along with changes to atmospheric and oceanic circulation patterns. Its regional effects range from desert floods to delayed monsoons to shifts in where tropical cyclones are more likely to form.

NOAA’s Climate Prediction Center expects the current El Niño to continue to strengthen through the end of 2026, with a 97 percent chance of lasting through early Northern Hemisphere spring 2027. Even during El Niño’s early stages, satellites have observed characteristic changes along the equatorial Pacific, such as warmer-than-normal sea surface temperatures and higher-than-normal sea surface height.

Among the first ecological downstream effects are changes to the marine food web. The maps above show chlorophyll-a concentrations—the pigment present in most phytoplankton—as observed by the OCI (Ocean Color Instrument) on NASA’s PACE (Plankton, Aerosol, Cloud, ocean Ecosystem) satellite. In June 2025 (left), conditions were neutral, while in June 2026 (right), El Niño was strengthening.

Kelp’s crisis is the fleet’s crisis

August 11, 2026 — Kelp forests in the United States are under threat and are facing the same stresses as the commercial fisheries that work around them. The Forest of the Sea by David Helvarg, published in May, tells the story of kelp, the importance of healthy kelp forests, and the challenges these habitats face. While this book is not about commercial fishing, it does include fishermen, and its insights are vital to those who make a living harvesting wild fish from a rapidly changing sea.

Kelp forests have evolved as the anchor habitat for nearshore ecosystems in the cold waters of temperate climes across the globe. Helvarg dives into the ecological and economic importance of kelp forests, and how they’re under threat as waters warm and other environmental stressors diminish their footprint, often drastically so.

As a commercial fisherman on the West Coast and as a journalist covering fisheries and oceans for more than 15 years, the health of fisheries and the health of kelp forests have mirrored each other from my vantage point. Since the Blob, the extreme marine heatwave that hit the West Coast from 2014-2016, whale entanglements ravaged the California Dungeness crab fishery while 90 percent of the Northern California kelp forests disappeared. This isn’t a situation where one affects the other, but parallel plot lines in the same story.

Helvarg, a veteran journalist who also serves as the executive director of Blue Frontier, an ocean advocacy NGO, uses Fort Bragg, Calif., as an example of just this. The shoreline of the small city nearly 200 miles north of San Francisco has historically been dominated by thick kelp forests teeming with life. It has also been an important commercial fishing port for Dungeness crab, salmon, and groundfish.
