Marine debris team completes latest Papahanaumokuakea cleanup mission

September 1, 2026 — A marine debris cleanup crew has returned to Honolulu after another mission to protect the fragile ecosystems of Papahanaumokuakea.

The Papahanaumokuakea Marine Debris Project completed its second mission of 2026 on Friday after a 21-day expedition to the Northwestern Hawaiian Islands.

The team removed 48,680 pounds of ghost nets and other plastic marine debris from Lalo, Kamokuokamohoaliʻi, Kamole and Kapou.

The mission was temporarily paused Aug. 19 as Hurricane Lala moved through the region.

A Winter at Sea Reveals Seasonal Habits of Whales, Dolphins, and Seabirds in Hawaiʻi

August 21, 2026 — The Hawaiian archipelago is teeming with marine life, and winter brings some of the most exciting activity of the year. It’s a season when many whale and seabird species travel to the islands. Migratory baleen whales such as humpback and minke whales are only found in Hawai‘i in the winter, when they seek warmer waters to breed. Others—including various types of dolphins—rely on this marine ecosystem year-round, but scientists have yet to uncover the details of their wintertime habits.

To close that gap, the Pacific Islands Fisheries Science Center launched a survey in late January 2026. Scientists spent 2 months monitoring these species around the main Hawaiian islands aboard the NOAA Ship Oscar Elton Sette. The mission, called the Winter Hawaiian Islands Cetacean and Ecosystem Assessment Survey, is only the second of its kind.

Six years after the first winter survey, researchers returned to better understand where, when, and how many whales and dolphins use this habitat. The data from these surveys feed into stock assessments, helping us track the status of these species and make informed conservation decisions. This work is especially important for high-priority species like false killer whales, including an endangered population that lives around the main Hawaiian islands.

Winter conditions at sea can be rough, with higher swells and lots of white caps. This makes animals harder to see. But NOAA scientists are experienced with scientific methods that rise to the challenge. During the survey, eagle-eyed visual observers spied more than 200 groups of whales and dolphins, even in difficult conditions. They documented humpback mothers with their calves, bottlenose dolphins riding the ship’s bow, and pantropical spotted dolphins leaping high into the air. Cutting-edge passive acoustic technology helped detect other whales and dolphins that could be heard but not seen.

Nonprofit sues over U.S. push to auction areas of water around American Samoa for potential mining

August 20, 2026 — A legal environmental group sued the U.S. government on Tuesday to halt the Trump administration’s plans announced last month to auction off sections of water surrounding American Samoa for potential deep-sea mining.

Earthjustice filed the lawsuit against the U.S. National Marine Fisheries Service and U.S. Commerce Secretary Howard Lutnick on behalf of two groups: Fa‘asao Amerika Samoa and Conservation Council for Hawai‘i.

The legal nonprofit is requesting that a judge order the National Marine Fisheries Service to stop moving forward with its plans and to comply with the Endangered Species Act and other federal laws.

“The United States has never opened its waters to deep-sea mining. Until now,” the lawsuit stated.

It noted that the U.S. plans to sell leases with the intention of allowing mining across 33 million acres of seabed off American Samoa that is rich in minerals including nickel, cobalt and manganese that are used to build batteries, electronics and other products.

MAINE: They wanted to restore wild oyster reefs to the Maine coast. Could it be done?

August 19, 2026 — A team in Phippsburg has been working for nearly a decade to get wild oysters to regenerate in Maine’s cold, turbulent waters.

On a sticky August morning in Phippsburg, Cait Cleaver, an assistant professor of environmental studies at Colby College, crouched along a section of rocky shoreline that framed a circular expanse of deep green seawater. She gently brushed aside strands of thick seaweed to reveal a large oyster nestled between two boulders.

“We’ve got 50 percent algae cover, acorn barnacles, and 100 percent rock,” Cleaver reported to her summer intern. “And we’ve got one live 55-millimeter American oyster!”

Less than three inches long, the oyster didn’t look like much. But it was evidence of something Cleaver and her team had been looking for for years: a wild oyster that had successfully grown from free-floating larva and survived the winter.

For the past seven years, Cleaver has helped run The Basin Oyster Project, a collaboration initially started by The Nature Conservancy. The project’s long-term goal is to restore wild oysters up and down the Maine coast. More immediately, that means getting oysters to survive and spawn on their own in the Basin, a deep, protected saltwater inlet on the New Meadows River, creating a self-sustaining reef.

Wild oysters were once prevalent along the coast of Maine, but had largely disappeared by the early 1900s, victims of overharvesting by European settlers, pollution and rising sea levels, which brought in cold water and predators. The state has been trying to re-establish oyster populations in Maine since the late 1940s, but they have struggled to take hold at scale.

ALABAMA: ‘A thousand cuts’: What’s lost when we lose Alabama coastal marshes?

August 17, 2026 — “No marsh, no seafood.”

That’s the old adage about the impact of losing marsh habitat, said Blair Morrison, science and monitoring program lead with the Mobile Bay National Estuary Program.

While most Alabama residents think of marshes as providing crucial habitat for shrimp, crabs, red snapper and other culturally significant foods, marshes provide a wider suite of services for the coast and the state at large that would be sorely missed if marshes were gone.

“We can’t directly attribute anything to marsh loss directly,” Morrison said, “but it is one of those cumulative effects of, the more marsh that you lose, you’re more likely to see certain issues with water quality, nutrient impairment, loss of habitat and species. It is very much kind of an intertangled web of, if you lose habitat, you’re losing an entire suite of services.”

Aerial Surveys: Monitoring Right Whales from Above

August 14, 2026 — This story is part two of a three-part series. Read about how we are listening for North Atlantic right whales with passive acoustics, monitoring them with aerial surveys, and using boats, drones, uncrewed surface vehicles and satellites to learn as much as we can about them and their habitat. In the Northeast, we work with many partners to track right whales, including mothers and calves, using advanced technology to help inform actions that reduce risks to the species.

Many North Atlantic right whales migrate thousands of miles to the Southeast and the Mid-Atlantic from mid-November to mid-April. Female right whales give birth in the shallow coastal waters of the Southeast during the winter months. The whales spend the rest of the year feeding in the plankton-rich waters off of the Northeast and Canada.

We take to the skies to monitor this journey. The Northeast Fisheries Science Center’s aerial survey team conducts right whale surveys aboard a NOAA Twin Otter Aircraft. The team has flown 325 hours monitoring whales since January 2026. In the spring, they monitored whales off of New England and the Mid-Atlantic. In June, they joined Fisheries and Oceans Canada (DFO) as part of a Joint Aerial Survey Team, flying out of Charlottetown, Prince Edward Island, Canada. There, they flew 50 hours monitoring aggregations of right whales in the Gulf of St. Lawrence.

NORTH CAROLINA: Coastal habitat plan, commercial fishing licenses lead Marine Fisheries Commission meeting in Raleigh

August 14, 2026 — Possible new protections for submerged grass beds and other fish habitat in the Albemarle and Pamlico sounds will move closer to public debate if the N.C. Marine Fisheries Commission sends a draft Coastal Habitat Protection Plan amendment out for review next week.

The commission meets Aug. 19-20 in Raleigh and is scheduled to vote on releasing the proposed 2026 amendment for public and advisory committee review. The vote would not adopt the plan or impose new fishing restrictions.

The draft recommends beginning a separate rulemaking process in 2027 to develop a broader framework for protecting habitats under the commission’s authority.

That process could consider how fishing gear and other activities affect submerged aquatic vegetation and deep-water oyster recovery areas, along with rules governing the harvest and transplanting of vegetation for restoration projects.

Any regulations developed through that process would require additional commission action and public review.

North Carolina’s coastal waters have historically supported nearly 200,000 acres of submerged aquatic vegetation, commonly called SAV.

From Sound to Satellites: Reducing Risks to North Atlantic Right Whales with Advanced Technology

August 11, 2026 — This story is part 1 of a 3-part series. Read about how we are listening for North Atlantic right whales with passive acoustics, monitoring them with aerial surveys, and using boats, drones, uncrewed surface vehicles and satellites to learn as much as we can about them and their habitat. In the Northeast, we work with many partners to track right whales, including mothers and calves, using advanced technology to help inform actions that reduce risks to the species.

Endangered North Atlantic right whales had a busy winter! NOAA Fisheries and our partners saw 23 right whale mom and calf pairs during the right whale calving season in the Southeast. This is hopeful news for the species. With only 380 North Atlantic right whales remaining, including about 70 reproductively active females, each mother and calf is vital to the species’ recovery. Human impacts continue to threaten the survival of the species.

Reducing risk to these whales is a top priority as they spend the summer in their northern feeding grounds, and technology is helping us do it. With our partners, NOAA Fisheries is monitoring right whales using cutting-edge techniques like real-time passive acoustic monitoring and measuring calf growth rates with drones.

The data we collect inform management and conservation measures that reduce the risks whales face from human impacts, including vessel strikes and entanglements. Our continuous monitoring supports coexistence between marine industries and right whales.

Alaskan fishing management on the hook in Ninth Circuit

August 11, 2026 — An ocean conservation group asked a Ninth Circuit panel on Monday to make the National Fisheries Management Service take another look at the impact of fishing on essential fish habitat offshore of Alaska.

“All the court needs to decide is a straightforward legal question: Can the Fisheries Service meet its obligation to minimize all adverse effects on all designated essential fish habitat by using only two tests to identify those adverse effects?” posited Katherine Glover, Earthjustice attorney representing Oceana.

Oceana, an advocacy organization focused on ocean conservation, sued the National Marine Fisheries Service in 2024. It accused the service of using the wrong criteria when looking at the effects of fishing on essential fish habitat offshore of Alaska.

Under the Magnuson-Stevens Fishery Conservation and Management Act, the service is required to identify and protect “essential fish habitat” necessary to sustain healthy fish populations.  As part of that, the service is obligated to minimize adverse impacts on essential fish habitats caused by fishing.

The service approved five amendments to management plans for federally managed groundfish, crab and salmon fisheries in the waters near Alaska, and Oceana accused the service of relying on only two flawed tests to make its decision. One is the core essential fish habitat test and the other is the minimum stock size threshold test.

Canadian-Led Operation Reveals Scope of Illegal Fishing in North Pacific

August 7, 2026 — A Canadian-led operation aimed at cracking down on illegal, unreported and unregulated (IUU) fishing has again exposed how the vast North Pacific continues to be a hotspot for criminal activity that poses a major threat to fish populations, marine environments and global seafood supply chains.

Following the completion of the annual multinational mission known as Operation North Pacific Guard (Op. NPG), which involved more than two months of patrolling North Pacific waters at sea, in the air and by satellite, the reality is that IUU fishing remains a deeply rooted menace.

The mission, which is led by Canada and brings together a range of partners including the U.S., Japan and Korea, saw Canadian fishery officers and crew aboard the multipurpose coast guard ship Sir Wilfrid Laurier patrol more than 23,000 kilometers of North Pacific waters.
