Dubai in the market for New England shellfish

December 5, 2019 — With Europe and China effectively off-limits because of trade tariffs, the New England lobster industry and other components of the region’s shellfish industry are on the prowl for new markets.

How does the emirate of Dubai sound?

In September, the nonprofit Food Export – Northeast, in collaboration with the foreign agricultural service office of the U.S. Department of Agriculture, organized a three-day trade mission to Dubai to allow Northeast American lobster and oyster suppliers to meet with Persian Gulf seafood buyers.

“The bottom line, obviously, is we’re trying to diversify markets,” said Tim Hamilton, executive director of Food Export – Northeast. “The industry has relied so much on first Europe and now China. Both of those have met with challenges recently. We haven’t done that much with seafood in that part of the world and we thought we’d take a group there and learn more about the market and generate some interest among the industry there.”

Hamilton said Dubai — one of the seven emirates of the United Arab Emirates — and the other countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar and Saudi Arabia) represent a potentially lucrative integrated new market for American lobsters, oysters and other shellfish.

“The Middle East has money and they don’t produce food,” Hamilton said. “So there’s an understanding and a predisposition for eating foods from elsewhere.”

Studies: Warming waters, local conditions contribute to Maine’s lobster stock changes

December 3, 2019 — Two new studies published by University of Maine scientists point to the role of a warming ocean and local oceanographic differences in the rise and fall of lobster populations along the coast from southern New England to Atlantic Canada.

Maine’s lobster catch was valued at $484.5 million last year, according to the state Department of Marine Resources. It is the state’s largest fishery by far, accounting for 76% of the $637 million fishing industry — making the findings that much more significant.

One study suggests the Gulf of Maine lobster fishery may be entering a period of decline, as a  “cresting wave” of lobster abundance heads northward in response to the region’s changing climate.

Published in the scientific journal “Ecological Applications,” the study was led by Noah Oppenheim, who completed his research as a UMaine graduate student in 2016, with co-authors Richard Wahle, Damian Brady and Andrew Goode from UMaine’s School of Marine Sciences, and Andrew Pershing from the Gulf of Maine Research Institute.

Lobster Catch Headed for Decline, Not Crash, Scientists Say

December 2, 2019 — A pair of studies by Maine-based scientists suggest the U.S. lobster industry is headed for a period of decline, but likely not a crash.

Lobster fishermen have brought in record hauls this decade, a period in which Maine catches that previously rarely topped 70 million pounds (32 million kilograms) have routinely soared above 120 million pounds (54 million kilograms). The new studies, both published with University of Maine scientists as lead authors, show a fishery in which warming waters off Maine have changed the dynamics of the lobster population.

Noah Oppenheim, author of one of the studies, said his model projects the lobster catch in the Gulf of Maine “will return to previous historical levels.” That means tens of millions fewer pounds of lobster per year, but still enough lobsters to support a robust business and supply hungry seafood lovers.

Oppenheim and colleagues base their opinion on a finding that temperature and the number of young lobsters populating shallow coastal areas allow scientists to predict what lobster catches will look like in four to six years. They published their study in the scientific journal Ecological Applications.

U.S. senators call for review of Canadian protections of endangered right whales

November 18, 2019 — Two U.S. senators from Massachusetts, including presidential candidate Elizabeth Warren, are calling for an investigation of Canada’s regulatory measures to protect the North Atlantic right whale.

Democrat senators Edward Markey and Warren sent a letter this week to the National Oceanic and Atmospheric Administration arguing Canadian rules for protecting the endangered whales are less strict than those in the United States.

Their request notes New England lobster fishermen are currently responding to a federal plan that reduces the amount of rope in the water and requires lines that break more easily.

In the face of harsh tariffs, the Maine lobster industry fights to save the export business, and innovate to find new U.S. Markets

November 15, 2019 — Lobster from Stonington, Maine’s biggest lobster harbor, used to travel around the world. Now, because of issues with tariffs in both Europe and China, much of the catch stays closer to home. So far, fishermen haven’t felt the loss of export business in their paychecks, but many know that Maine’s signature seafood needs the most comprehensive market possible to make the most money.

Longtime fisherman Mike Billings watched the dock crew unload his day’s catch, and said exports are needed.

“My grandfather, I fished with him when I was a kid, and he said if we could just get the lobsters out to the rest of the world, not just this country, we could get a decent price for them. “

Maine has had an export market for many years, but that business started growing significantly as lobster dealers were able to open up the market to China. According to figures from the Maine International Trade Center, exports of live lobster to China grew from 26 million pounds in 2014 to a high of 56 million in 2017. Dealers like Hugh Reynolds of Greenhead Lobster say the business was heading for more growth, primarily the live lobster market.

MAINE: Lobstermen’s Association rejects DMR whale proposal

November 14, 2019 — Efforts to find consensus over how to protect endangered North Atlantic right whales from entanglement in fishing gear without decimating the Maine lobster industry took a blow last week.

The Maine Lobstermen’s Association (MLA) announced that it would not support a plan developed by the Department of Marine Resources “because it seeks reductions that exceed the documented risk posed by the Maine lobster fishery” and “creates unresolved safety and operational challenges for some sectors of the lobster industry,” MLA Executive Director Patrice McCarron said in an email Saturday.

The MLA decision came late last week after DMR Commissioner Patrick Keliher held a series of meetings with lobstermen in Ellsworth, Waldoboro and South Portland.

The meetings were held to present the department’s response to a proposal by the National Marine Fisheries Service that would require a 50 percent reduction in the number of vertical endlines, which connect lobster traps to buoys on the surface, used by Maine lobstermen.

The goal, according to NMFS, was to reduce the risk of right whale entanglement in fishing gear by 60 percent.

Throughout the summer, DMR developed an alternative plan that called for many Maine lobstermen to “trawl up” by fishing more traps in strings attached to one or two endlines.

NOAA to implement new regs on Jonah crab fishery

November 14, 2019 — The profile of the humble Jonah crab, once considered mere bycatch in the lobster fishery, continues to rise.

On Dec. 19, NOAA Fisheries will implement new regulations that will sharpen the scope and definition of the Jonah crab fishery in federal waters by establishing permitting requirements and setting size and possession limits.

The new federal measures closely replicate Jonah crab fishery management plans already enacted by the Atlantic States Marine Fisheries Commission, which regulates Jonah crabs on an interstate level, and many East Coast states — including Massachusetts.

“The federal regulations that are being issued mirror those set in place by ASMFC when they released the Jonah Crab Fishery Management Plan in 2015,” said Derek Perry, a crab biologist with the Massachusetts Division of Marine Fisheries. “More than 99% of Jonah crabs are caught in federal waters, so this is mostly a federal waters fishery.”

So, beginning on Dec. 12, only vessels with a federal American lobster trap or non-trap permit may retain Jonah crab in federal waters. The minimum size will be the same as set by Massachusetts for state waters — 4.75 inches across the carapace.

MAINE: Lobstermen weigh-in on new restrictions to protect right whales

November 7, 2019 — Lobstermen had the chance to weigh-in Wednesday night on potential new restrictions, designed to protect right whales.

The Maine Department of Marine Resources held the meeting in South Portland, to get feedback on the current plan, based on data from a federal team.

That plan calls for a reduction of the vertical lobster trap lines in the Gulf of Maine.

Maine fishery officials say they would remove 25 percent of the lines, not including an exemption for lobstermen who fish inshore waters.

The department says they working to find a balance, meanwhile lobstermen say they have done nothing wrong.

Slower Lobster Season Means High Prices, Worried Fishermen

November 7, 2019 — A drop in the catch of lobsters off Maine has customers paying more and fishermen concerned about the future.

Maine’s harvest of lobsters was about 40% off last year’s pace through September, and while October and November tend to be months of heavy lobster catch, wholesale prices have soared amid the slower supply. Live 1.25-pound lobsters were wholesaling for nearly $10 per pound in the New England market Nov. 1, an increase of nearly 20 percent from a year ago.

The drag in catch has also contributed to an uptick in price at some retail fish markets. Some stores in Maine, which is the center of the U.S. lobster industry, are selling lobsters for $12 per pound. That is about 10% more than a year ago.

The price of lobster is impacted by numerous factors, including foreign demand, beyond just the size of the catch. But such a precipitous drop in supply is bound to create “tremendous upward price pressure,” said John Sackton, an industry analyst and publisher of SeafoodNews.com.

Maine says data will prove lobstermen aren’t to blame in right whale deaths

November 6, 2019 — Calling a state proposal to reduce the amount of rope lobstermen use “a line in the sand,” Maine’s top fisheries official said Monday that he hoped the state plan generates data that absolves Maine’s lobster fishery from blame in right whale deaths.

Patrick Keliher, commissioner of the Maine Department of Marine Resources, told a group of fishermen Monday in Ellsworth that the state’s proposal for reducing the risk to whales of getting tangled in lobster fishing gear does not meet federal regulators’ goal of cutting the number of vertical buoy lines in the water by half. But he said the state’s plan focuses its fishing line reductions in deeper waters offshore, where whales are more likely to come into contact with fishing gear.

“The further offshore you go, the higher the [risk] goes up,” Keliher told roughly 100 people, most of them lobstermen, at The Grand Auditorium. “The way I look at it, this is Maine’s line in the sand.”

Monday’s meeting was the first of three the state is holding about its response to expected new federal regulations that would require lobstermen to use less fishing line and weaker rope from which entangled whales could more easily break free.
