Twelve of Carlos Rafael’s vessels officially sold to Blue Harvest

February 20, 2020 — The boxing match over a large portion of the Codfather’s fleet with its counter punches and knockouts has come to an end and Blue Harvest Fisheries is left standing to take its victory lap.

Blue Harvest announced in a statement Thursday that they closed a deal with Carlos Rafael for 12 of his groundfishing vessels and 27 of his permits.

Those vessels and permits will be staying in New Bedford, according to the statement.

“This agreement ensures a major portion of the groundfish fishery remains in the Port of New Bedford, with vessels docked in New Bedford and crewed by local fishermen,” Blue Harvest Fisheries said.

New Bedford Mayor Jon Mitchell has long been vocal about his hope that the permits and vessels would remain in the Whaling City.

MASSACHUSETTS: US scallop harvester Quinn Fisheries to convert former copper mill into shipyard

July 23, 2019 — Charlie and Michael Quinn, father and son owners of Quinn Fisheries — a six-vessel  harvesting operation in the US’s scallop landing capitol of New Bedford, Massachusetts — have purchased a historical 14-acre waterfront property once dedicated to metal works and plan to convert it into a shipyard, the New Bedford port authority confirms.

Edward Anthes-Washburn, director of the Port of New Bedford, told Undercurrent Newsthat he has been working for several years to redevelop the property owned by the Revere Copper and Brass complex, on North Front Street, since it opened in 1861. The more than 400,000 square feet worth of structures on the property largely have been dormant since Revere closed the plant in 2008 and shipped much of its equipment to South Korea a year later, according to South Coast Today, the local newspaper.

New Bedford mayor Jon Mitchell told the radio station WBSM 1420 over the weekend that it was his understanding that most of the complex will be brought down to make room for vessel work, though he said he was hopeful that an icehouse, built out of granite that played a role in the city’s history whaling history, would be restored.

Fishermen face uphill battle in lawsuit over New York wind site

July 1, 2019 — Fishermen and the city of New Bedford are facing an uphill battle in their fight against a New York offshore wind location after losing a lawsuit in September.

Attorney David Frulla, who represents the Fisheries Survival Fund and other plaintiffs in the case, said he was disappointed at the court decision but has not given up.

“I just don’t think the judge understood that these leases aren’t theoretical, that they actually confer rights,” he said.

The Fisheries Survival Fund is leading a dozen plaintiffs. They sued the Bureau of Ocean Energy Management in 2016, saying the agency had not done enough to seek alternatives to important fishing grounds.

United States District Judge Tanya S. Chutkan in September granted the federal government’s motion for summary judgment, meaning she believed they made their case as a matter of law, without a trial.

The plaintiffs filed a motion to amend the decision, which is still pending.

Mayor Jon Mitchell said Friday that the city shares the disappointment of the other plaintiffs but believes there are strong grounds for the judge to reconsider.

“The decisions made by federal agencies about what happens in New York waters have major implications for New Bedford fishermen, so we have no choice but to fight when we believe our interests are not being taken into account,” he said.

MASSACHUSETTS: Jon Mitchell gives Markey credit for $15 million upgrade to Port

May 20, 2019 — Sen. Edward Markey and others talked about the things he’s done for New Bedford Friday and local leaders talked about other things they’d like Markey to do.

It was classic “bring home the bacon” at a SouthCoast Legislative Luncheon at White’s of Wesport, sponsored jointly by the SouthCoast and Bristol County chambers of commerce.

Mayor Jon Mitchell introduced Markey to the gathering, attended by some members of the SouthCoast legislative delegation but not by indicted Fall River Mayor Jasiel Correia. Mitchell told of Markey’s role in obtaining a $15.4 million federal transportation grant to improve the Port of New Bedford. The money will be used to extend the bulkhead and remove contaminated materials.

Port of New Bedford ranks No. 1 for 18th consecutive year

December 14, 2018 — NEW BEDFORD, Mass. — Death, taxes and New Bedford ranked as the most valuable fishing port in the country remain certainties in life.

NOAA announced its annual fish landings data on Thursday for 2017, and for the 18th consecutive year the Port of New Bedford topped all others in terms of value. The port landed $389 million in 2017, more than $200 million more than Dutch Harbor, Alaska, which landed $173 million.

“New Bedford has been a seaport for a long time and our bread-and-butter industry is the commercial fishing industry,” Mayor Jon Mitchell said. “What we’re seeing now is not only are we maintaining our status as the top fishing port in the country, we’re gaining market share.”

The total increased by $62 million from last year when the port’s landings valued $327 million.

The gap between New Bedford and the second most valuable port increased over the year from $129 million to $216 million.

DAVID H. WALLACE: Grateful for Jon Mitchell’s advocacy of clam industry

December 12, 2018 — I would like to publicly thank Mayor Jon Mitchell for attending Tuesday’s New England Fishery Management Council’s meeting to advocate on behalf of the clam industry and the 500 local families that depend upon it. Mayor Mitchell spoke fervently in favor of Alternative 2, citing the $10 million economic value of the industry to New Bedford’s working waterfront.

Mayor Mitchell has great respect for the commercial fishermen, processors, and other related supply chain businesses that generate incredible economic value throughout New Bedford and the greater northeast coast. He understands that all industry members are not only small business owners that provide jobs and wages to Greater New Bedford residents but are also stewards of the ocean with a belief in the long-term sustainability of its resources.

NOAA’s treatment of wind industry called into question after closure of clamming areas

December 6, 2018 — Offshore wind development appeared on Tuesday’s agenda at a New England Fishery Management Council meeting, however, it wasn’t expected to pop up during discussion on closures affecting the clamming industry.

Peter Hughes, a liaison for the Atlantic Council, couldn’t digest the fact that an offshore wind leasing area identified in a similar region extends upwards of 1,400 square miles, while the clamming industry, which sought less than 300 square miles off of Nantucket Shoals, couldn’t receive approval.

The notion only gained traction after the council voted against the resolution the clamming industry had wanted, which would have provided exemption to the 280 miles of harvesting area. Instead, the council adopted a modifed version that closed Rose and Crown and Zone D to clamming.

“It’s amazing to me that they’ve turned this complete blind eye on really the most intrusive project that’s ever come on the East Coast, which is wind,” said Scott Lang, former New Bedford mayor and attorney for the clam industry. ”… They’re acting like that’s something we’re just going to have to live with, but a fishery that’s been around for a couple hundred years is a threat to the habitat.”

Both Hughes and Lang said they supported offshore wind, but the fishing industry should receive the same cooperation from NOAA.

Vineyard Wind Signs Milestone Lease Deal With Massachusetts

October 23, 2018 — Massachusetts’ Baker-Polito administration and Vineyard Wind have announced a lease agreement to use the New Bedford Marine Commerce Terminal as the primary staging and deployment location for Vineyard Wind’s offshore development.

In May, an 800 MW offshore wind farm proposed by Vineyard Wind, a joint venture of Avangrid Renewables and Copenhagen Infrastructure Partners, was selected as the winning bid under Massachusetts’ 83C offshore wind solicitation.

Constructed and operated by the Massachusetts Clean Energy Center (MassCEC), the New Bedford Marine Commerce Terminal is a 29-acre heavy-lift facility designed to support the construction, assembly and deployment of offshore wind projects, as well as handle bulk, break-bulk, container and large specialty marine cargo. The new agreement between MassCEC and Vineyard Wind represents a commitment to an 18-month lease at $6 million annually.

“By signing this lease agreement with Vineyard Wind, we have achieved another major milestone to secure long-term jobs and economic growth for the people of Massachusetts,” says Lt. Gov. Karyn Polito. “Establishing an offshore wind supply chain in Massachusetts is critical to our mission to strengthen our economy while reducing greenhouse-gas emissions.”

In April, MassCEC released a report on the workforce needs and economic impact of the emerging offshore wind industry. It found that the deployment of 1,600 MW of offshore wind is estimated to support 6,870-9,850 job years over the next 10 years and generate a total economic impact in Massachusetts of $1.4 billion-$2.1 billion.

“The New Bedford Marine Commerce Terminal provides Massachusetts with an important piece of infrastructure that will be critical in helping the offshore wind industry to establish operations in this new American marketplace,” says Stephen Pike, CEO of MassCEC.

“Today’s announcement not only cements Vineyard Wind’s commitment to stage the nation’s first industrial-scale offshore wind project from the Port of New Bedford, but it reinforces New Bedford’s leadership position in offshore wind energy,” adds New Bedford’s mayor, Jon Mitchell.

MASSACHUSETTS: NOAA’s recent Codfather update leaves New Bedford reeling

September 25, 2018 — Right when it seemed as if the seas were settling around New Bedford, Massachusetts and the crimes of disgraced fishing magnate Carlos “Codfather” Rafael, another wave of controversy has hit the beleagured city.

The latest contention in New Bedford comes in the wake of the National Oceanic and Atmospheric Administration’s (NOAA) issuance of a 51-page superseding charging document related to the agency’s civil administrative case against Rafael, initiated in January 2018.

Earlier this month, NOAA filed the new document, which called for the revocation of 17 operator permits held by Rafael’s captains and increased the civil penalties associated with the case from just under USD 1 million (USD 983,528, EUR 834,673) to more than USD 3 million (USD 3.3 million, EUR 2.79 million). The noncriminal document also upped the number of alleged fishing law violations – ranging from misreporting species to gear, scallop, and observer violations – to 88, according to The Standard Times.

These new developments have left some stakeholders in New Bedford’s fishing industry baffled. Jim Kendall, a former fishing captain and executive director of New Bedford Seafood Consulting, told local newspaper South Coast Today that he suspects former New Bedford mayor and ex-regional administrator for NOAA John Bullard of continued involvement with the case, even though Bullard retired from his post back on 19 January.

“I’ll tell you right now, you can print it or not, but I think John Bullard still has his thumb on the scale,” Kendall said.

NEW BEDFORD STANDARD-TIMES: Moving NOAA research center to New Bedford is a good idea

September 24, 2018 — Most SouthCoast residents are well aware that relationships between local commercial fishermen and government regulators are frequently tense.

This newspaper alone regularly documents disagreements between them on issues as diverse as how endangered specific fish species are, how effective groundfish catch-share systems are, and who is financially responsible for at-sea monitoring.

Whatever the concern, it’s not surprising when the two groups approach an issue from opposing points of view.

So the city’s proposal to improve dialogue between fishermen and government scientists by bringing them together to coexist on the New Bedford waterfront is a welcome one and one that has the potential to build trust where very little has existed in recent years.

The idea to relocate NOAA’s Northeast Fisheries Science Center from Woods Hole to New Bedford was first proposed two years ago, when NOAA announced it would review its aging and increasingly out-of-date Woods Hole facilities and consider new sites. In response, Mayor Jon Mitchell, the Economic Development Council, harbor officials and others sent a detailed letter to then NOAA administrator Kathryn Sullivan to consider the many benefits of moving its research center to the nation’s highest grossing commercial fishing port.

The city’s argument was that by placing both groups in close proximity, NOAA “could at last begin to break down barriers to communication, and repair the distrust that has plagued the relationship between the National Marine Fisheries Service and the fishing industry in the Northeast for decades,” according to the city’s proposal.
