New Oceana Report Suggests Shady Fishing Practices By Large Fleet Near Galápagos

October 5, 2020 — In August, the world turned its attention towards the tiny Galápagos archipelago when nearly 300 Chinese-flagged vessels were found fishing near the Ecuadorian EEZ that encompasses the biologically-significant islands, raising concerns about illegal and unregulated fishing. A new report by environmental non-profit Oceana claims that the vessels, now moving south through Peru, may be purposefully turning off their satellite trackers to avoid detection.

Prompted to investigate by past illegal fishing in the same area in 2017, Oceana analyzed data from satellite transponders on the squid-fishing vessels over a one-month period to track vessel movements and map fishing activity.

Automatic Identification Systems

Automatic Identification Systems (AIS) on commercial vessels were originally used by ships to avoid collisions. A vessel’s identity, speed and location are automatically transmitted to satellite and terrestrial receivers at regular intervals. This publicly-available information is used by Global Fishing Watch, a public mapping tool developed by Oceana in collaboration with Google and SkyTruth, to visualize where vessels stop to fish, allowing for more scrutiny of potentially-illegal fishing activity.

Global Fishing Watch launches transshipment portal, gets agreement with Costa Rica

July 30, 2020 — Global Fishing Watch has launched a public web portal to track the activity of at-sea transshipment, and has also signed an agreement with the government of Costa Rica to give it access to its vessel-tracking data.

Global Fishing Watch is a partnership between Google and the advocacy groups Oceana and SkyTruth founded in 2015. The new portal, hosted on Global Fishing Watch’s platform, aims to reveal the breadth of transshipment activity worldwide, with the goal of raising awareness among fish suppliers and consumers of the commonality of transshipment and improve transparency. The Pew Charitable Trusts contributed to the development of the portal to guide its effectiveness and application, according to Global Fishing Watch CEO Tony Long.

Satellites uncover widespread illegal fishing in Pacific Ocean

July 23, 2020 — Orbital observations have revealed extensive illegal fishing of Pacific flying squid (Todarodes pacificus) in the Pacific Ocean around Russia, Japan and North and South Korea in 2017 and 2018, a new study reports.

In fact, “extensive” may not be a strong enough word. More than 900 vessels of Chinese origin probably violated United Nations sanctions by fishing in North Korean waters in 2017, and another 700 did the same in 2018, the study found.

These scofflaw ships likely hauled in more than 176,000 tons (160,000 metric tons) of Pacific flying squid over those two years, a catch worth about US $440 million, study team members said. That’s nearly equivalent to the combined T. pacificus catch of Japan and South Korea over the same span.

“The scale of the fleet involved in this illegal fishing is about one-third the size of China’s entire distant-water fishing fleet,” said study co-lead author Jaeyoon Park, a senior data scientist at Global Fishing Watch, an international nonprofit organization dedicated to increasing ocean sustainability via greater transparency.

Study: Chinese ‘dark fleets’ illegally defying sanctions by fishing in North Korean waters

July 23, 2020 — Chinese “dark fleets” illegally fished a $440 million haul of the squid species Todarodes pacificus in North Korean waters during 2017 and 2018, according to a study published today in the journal Science Advances.

The study used a novel set of satellite images to track fishing vessels operating off the northeast coast of the Korean peninsula, including satellite synthetic aperture radar (SAR), visible infrared imaging radiometer suite sensors (VIIRS), high-resolution optical imagery, and identification beacon data from some of the vessels themselves. Its authors say that this is one of the first times those technologies have been combined to map illicit fishing at such a large scale over a years-long period.

“We believe that this study marks the beginning of a new era in fisheries management, transparency, and monitoring,” said Jaeyoon Park, senior data scientist at Global Fishing Watch and a co-lead author of the paper.

Park and his colleagues used data collected from Planet Labs, an Earth-imaging company that has also been instrumental in tracking deforestation caused by hard-to-track illegal gold mining, to map the movement of fishing boats in contested waters around the Korean peninsula. They found that in 2017, more than 900 Chinese fishing boats traveled to an area in North Korea’s exclusive economic zone, followed by another 700 in 2018.

New Online Tool Launched to Track Ship Speeds in Areas Frequented by Right Whales

July 22, 2020 — Oceana has released a new online tool that allows anyone to track ship speeds in speed zones designed to protect North Atlantic Right Whales along the east coast of the U.S. and Canada.

Using Global Fishing Watch data, which is a component of the new tool called Ship Speed Watch, Oceana Canada tracked ship speeds in the Cabot Strait from April 28 to June 15, 2020.

During the 49-day period, Transport Canada asked vessels longer than 13 meters to slow down to 10 knots.

Only a few complied, with 67 percent of the ships (464 out of 697) traveling faster than the 10-knot limit, and some traveling 20 knots or faster.

Global Commercial Fishing Falls 6.5% to End-April Due to Coronavirus

May 12, 2020 — Global commercial fishing activity for 2020 fell by around 1 million hours as of end-April, a 6.5% decline over the two previous years, the result of plummeting demand caused by coronavirus lockdowns, according to Global Fishing Watch.

Fishing fleets spent 14.4 million hours on the water for the year so far to April 28, a decline from an average of 15.4 million hours for the same year-to-date periods of 2018 and 2019, according to the nonprofit organization that tracks fishing operation worldwide.

Global Fishing Watch collects and analyses data from onboard identification systems known as AIS, which is used by large ships to broadcast their position and avoid collisions.

The closures of many hotels and restaurants – a large market sector for fisheries – and the logistical challenge of accessing necessary port services contributed to declining prices and plummeting demand, said Tyler Clavelle, a data scientist at Global Fishing Watch.

Much of the drop can be traced to China. While China’s industrial fleet started January more active than years past, there was a large drop after the Lunar New Year holiday in late January. For the two months to March 25, China’s fishing activities fell by 1.2 million hours, a 40% percent drop from the average for the same period the previous two years.

Big Brother is watching at Global Fishing Watch

January 2, 2020 — In 2016, the Leonardo DiCaprio Foundation joined with Google, Oceana and Environmental Defense, and other funding partners to create a mapping and data platform called, Global Fishing Watch. The system currently tracks over 65,000 fishing vessels worldwide. In November 2019, the United Nation’s Food and Agriculture Organization (FAO) released the “Global Atlas of AIS-based Fishing Activity,” utilizing the data.

“With the data Global Fishing Watch provides, governments, fishery management organizations, researchers and the fishing industry can work together to rebuild fisheries and protect critical marine habitats,” De Caprio says, on the GFW website. It appears the FAO agrees.

Global Fishing Watch uses AIS and other tracking systems, such as government run vessels monitoring systems to follow the activities of large fishing vessels in near real time, and the UN is using that data in its report. At the start, the technology was intended to help nations to stop illegal fishing off their coasts, assist in certification of sustainably harvested seafood, and keep vessels out of marine protected areas.

AIS location data’s ability to monitor fishing analyzed in new atlas

November 25, 2019 — Fishing vessel location data from Automatic Information Systems (AIS) has shown promise to illuminate fishing activities around the world for fisheries managers and researchers, especially in the far reaches of the ocean and in regions where monitoring is limited.

But despite its potential to aid researchers and fishery managers, it’s not a perfect tool.

‘No place to hide’ for illegal fishing fleets as surveillance satellites prepare for lift-off

September 3, 2019 — The prospect of monitoring every vessel at sea in real time has moved a step closer to reality as a new generation of surveillance satellites takes to the skies.

The satellites are being launched by a small number of private companies with the potential to transform the monitoring of marine fisheries. One of those companies is Capella Space, which will launch a constellation of 36 surveillance satellites into orbit starting in December, following successful trials with a pilot satellite.

Capella’s “minibar-sized satellites” are equipped with synthetic-aperture radar (SAR) sensors, which ping signals down to Earth and use the information bouncing back to generate radar images. Though radar pictures lack the detail of optical images and cannot currently be used to identify specific vessels, they can detect the presence of any ship in the ocean, day or night, whatever the weather.

Sharks Have Few Places To Hide From Fishing, Study Shows

July 24, 2019 — Ocean-dwelling sharks often like to hang out in areas that also get frequented by industrial fishing ships, which puts them at grave risk of being caught either for food or as bycatch.

That’s according to a new study in the journal Nature that mapped the activity of 23 shark species and fishing vessels around the globe.

Researchers tracked more than 1,500 sharks with satellite tags and combined that data with information on ship movements taken from safety technology that vessels use to avoid collisions at sea.

“Tens of millions of these pelagic sharks are being caught by industrialized fisheries in areas where there’s little or no management, and some populations have declined as a result,” says David Sims, a U.K.-based marine ecologist at the Marine Biological Association in Plymouth and the University of Southampton.

Fishing vessels can catch sharks accidentally, because their long lines can extend for miles and have more than 1,000 hooks.
