ALASKA: Bill introduced by Alaska’s Murkowski aims to promote use of eDNA analysis in fishery management

August 10, 2026 — Federal fishery managers would start analyzing the DNA collected in ocean waters to help inform their decisions, under a bipartisan bill introduced in the U.S. Senate, Alaska’s Republican U.S. Sen. Lisa Murkowski said on Thursday.

Called the Fisheries Science Modernization Act, the bill would set up a system for the use of environmental DNA, known as eDNA, in fishery management. The bill would establish a National Oceanic and Atmospheric Administration pilot program using eDNA to assess fishery stocks, require NOAA to develop an agency-wide eDNA implementation plan and direct the agency to routinely collect eDNA samples and integrate that form of surveillance into its fisheries research and ecosystem monitoring.

Along with Murkowski, Sen. Sheldon Whitehouse, D-Rhode Island, is a prime sponsor of the measure. Cosponsors are Sens. Dan Sullivan, R-Alaska; Jeff Merkley. D-Oregon; Chris Van Hollen, D-Maryland; Patty Murray, D-Washington; Angus King, I-Maine; and Adam Schiff, D-California.

CALIFORNIA: As commercial salmon fishing resumes in California, the industry faces a murky outlook

August 10, 2026 — When he stares out from the docks on the Feather River, James Stone—a 46-year-old lifelong fisherman—feels a pang of concern.

Fishing for chinook salmon, also called king salmon, had been called off completely for California’s commercial fishermen since 2023 and nearly as long for recreational anglers. While the fishery is open again this year, and the federal government recently announced emergency funding for those hit hardest by the closure, the consequences of multiple canceled fishing seasons continues to have ripple effects that are hard to fully account for.

“We’re losing marinas. We’re losing tackle stores. We’re losing bait shops. We’re also losing infrastructure out on the ocean at the ports for gas pumps … everything’s going away because salmon is the driver,” Stone, who is based in Yuba City and serves as the board president of the NorCal Guides and Sportsmen’s Association, told Inside Climate News.

Without plentiful chinook salmon to support local fisheries, “people won’t always spend the money for other species or for other recreational activities,” Stone said. “Salmon is what drives the fishing industry.”

Fishing guides and anglers with the association, which has 4,000 members and represents more than 500 businesses, are among many who have been hurting for years as the fish dwindles in California.

Cameron Smith, a commercial fisherman for over 20 years, said people who make their living fishing in California have tried to turn to other species—like Dungeness crab and cod—to make ends meet. But it hasn’t been enough amid skyrocketing fuel costs and high inflation, said the 70-year-old captain based in Benicia.

“They can’t pivot. There’s nothing to pivot to,” Smith said.

Fishers with commercial licenses to catch other species are managing better than others, he said, but just barely.

California’s salmon industry spurs $1.4 billion in economic activity and provides 23,000 jobs in a normal season, according to the Golden State Salmon Association, a nonprofit. The industry also contributes about $700 million to the Oregon economy and supports more than 10,000 jobs there.

On June 17, the National Oceanic and Atmospheric Administration (NOAA) announced $123.6 million in disaster funding for several fishing industries in need of resources. That includes $21.3 million for Sacramento River fall chinook and Klamath River fall chinook ocean and inland salmon fisheries, Michael Milstein, a spokesman for NOAA Fisheries’ West Coast Region, said in an email.

Salmon fisheries in California were allocated close to the same amount, roughly $20 million, in 2024 as part of previous disaster funding.

Most importantly, salmon is once again central to California’s fishing economy after federal managers voted in April to allow the commercial and recreational salmon fishery to resume this year. In 2025, they granted a limited return for recreational fishermen, but Stone said about 95 percent of the recreational inland fishery remained closed in 2025 based on the areas where it was allowed. The first-ever salmon fishing pause in California took place in 2008, with a limited fishing season opening again two years later.

Still, people who rely on California’s salmon for their living continue to face economic stress.

While this year’s revived salmon fishing season in the state has already begun, commercial and recreational fishers are subject to strict limits on the size and number of fish they can catch.

The California Department of Fish and Wildlife (CDFW) warned in this year’s regulatory advisory that it may further reduce the number of fish allowed to be caught or close the fishery on days when it’s currently scheduled to be open if the summer harvest limit is close to being reached.

WASHINGTON: Commercial and recreational Dungeness crabbers tussle over finite resource

August 10, 2026 — As long as crabbers and state officials can remember, Puget Sound’s Dungeness crab season is nothing short of an ordeal. As tribal commercial, state commercial and recreational crabbers divvy up a finite resource, no one is 100% satisfied with harvest shares, enforcement or scheduling.

Hank Vanderhage, the president of Bellingham Puget Sound Anglers, an organization of recreational fishers and crabbers, said recreational crabbers are at the center of the discontent due to timing, harvest habits and their reporting — or lack of — to the state.

“There is a real tension between recreational and everybody else,” he said.

Tribes have long scrutinized recreational crabbers’ record of low catch-reporting rates; in 2024, only 43% of recreational crabbers reported their catch, leaving their impact on the population uncertain. By law, tribes and nontribal communities in the states split the available harvest 50/50, a ratio established in long-held treaties and upheld in state and federal court cases after the “fish wars” of the 1960s and 1970s.

The number of Dungeness crabs available for harvest is agreed on each year between tribes and the state.

The agreed-upon harvest right is then split equally between tribes and others. The state portion is further divided between recreational and commercial fishers. All three groups are required to report their harvest on a catch reporting card (CRC), tracking what each caught, where and when.

NOAA seeks input on potential commercial aquaculture areas

August 10, 2026 — The National Oceanic and Atmospheric Administration is asking for feedback on identifying areas that may be suitable for commercial aquaculture operations in U.S. waters.

The agency is requesting relevant information on where it should consider future aquaculture opportunity areas, or AOA, which are defined geographic areas that have been evaluated for their potential suitability for commercial aquaculture, according to NOAA officials.

“The AOA identification process takes into account the potential environmental, economic, and social impacts of identifying AOAs and siting aquaculture in those locations drawing from extensive scientific review and analysis,” according to a NOAA release.

“Public input is critical to this process.” The public may submit comments through Sept. 14 in the Federal Register via the Federal e-Rulemaking Portal and type NOAA-NMFS-2026-2179 in the search box.

US Pacific Territories Fishery Capacity-Building Scholarship Applications Due September 18, 2026

August 10, 2026 — The following was released by the The Western Pacific Regional Fishery Management Council:

The Western Pacific Regional Fishery Management Council and its Education Committee members are pleased to announce the availability of scholarships for the 2026-2027 academic year. These scholarships support the aspiration of American Samoa, Guam and the Commonwealth of the Northern Mariana Islands to build their capacity to effectively manage their fisheries and related resources by employing people from the local communities. Read updates on current and previous scholarship recipients starting on page 11 of our Fall 2025 Council newsletter.

Students with strong ties to these territories are eligible for scholarships that cover the cost of tuition and fees and some living expenses. The amount will be based on the University’s estimated cost of attendance. Applications are being accepted for both undergraduate and graduate students, but preference will be given to students with two years or less until graduation. US bill would increase use of eDNA in fisheries management

August 10, 2026 — U.S. lawmakers have introduced a bill to increase the use of environmental DNA (eDNA) in fisheries surveys and management, claiming the technology is a low-cost tool that can better help the government assess fish populations.

“Without accurate stock assessments, we cannot make the informed, science-based management decisions needed to ensure our fisheries remain sustainable for generations to come,” U.S. Senator Lisa Murkowski (R-Alaska) said in a release. “Environmental DNA is an innovative, cost-effective tool that will give our scientists a clearer picture of our fisheries while expanding survey coverage and reducing costs. This legislation is the product of extensive collaboration with NOAA, Alaska fishermen, Tribal partners, academia, and industry to modernize how we assess fish stocks using the best available science.”

Canadian-Led Operation Reveals Scope of Illegal Fishing in North Pacific

August 7, 2026 — A Canadian-led operation aimed at cracking down on illegal, unreported and unregulated (IUU) fishing has again exposed how the vast North Pacific continues to be a hotspot for criminal activity that poses a major threat to fish populations, marine environments and global seafood supply chains.

Following the completion of the annual multinational mission known as Operation North Pacific Guard (Op. NPG), which involved more than two months of patrolling North Pacific waters at sea, in the air and by satellite, the reality is that IUU fishing remains a deeply rooted menace.

The mission, which is led by Canada and brings together a range of partners including the U.S., Japan and Korea, saw Canadian fishery officers and crew aboard the multipurpose coast guard ship Sir Wilfrid Laurier patrol more than 23,000 kilometers of North Pacific waters.

Public will get to weigh in on proposed changes to Chesapeake Bay menhaden harvest

August 7, 2026 — Officials who regulate the Atlantic menhaden industry have debated in recent years how to balance the historic fishery in the Chesapeake Bay with growing concerns about the ecosystem.

On Wednesday, they took their latest step. The Menhaden Board of the Atlantic States Marine Fisheries Commission advanced a document for public comment with potential changes to harvesting menhaden in the bay.

The commission helps manage fisheries along the East Coast, including 15 states from Florida to Maine.

The proposal outlines options for cutting the amount of menhaden the industry can catch by up to 50% and spreading the harvest more evenly throughout the season.

Ocean Harvesters, the company that harvests menhaden in the bay, said in a statement that the proposal is “a solution in search of a problem.”

“The addendum assembles observations, uncertainties and hypotheticals but never demonstrates that Chesapeake Bay menhaden availability has declined because of the reduction fishery or that the proposed measures would produce any biological benefit,” the company stated.

Ocean Harvesters, which operates a fishing fleet to supply Omega Protein, harvests up to 51,000 metric tons of menhaden in the bay each year using large walls of netting called purse seines. Omega processes, or “reduces,” them into fishmeal and fish oil at a plant in Reedville.

Environmentalists and sportfishers believe purse seines are removing too many menhaden, affecting species that rely on them, such as striped bass and osprey. They want the reduction industry to be banned from the bay or more heavily restricted.

The public comment period will run through September and October, with the board meeting again in November to consider final approval, according to the commission’s website.

Murkowski and Colleagues Work to Modernize Fisheries Science

August 7, 2026 — The following was released by the Office of U.S. Senator Lisa Murkowski:

Today, U.S. Senators Lisa Murkowski (R-AK) and Senator Sheldon Whitehouse (D-RI) introduced legislation that would help the National Oceanic and Atmospheric Administration (NOAA) better assess and protect our fisheries. The Fisheries Science Modernization Act would incorporate environmental DNA (eDNA) and other biomolecular tools into NOAA’s fisheries science programs, allowing for more cost-effective and expanded survey coverage. This would bolster, not replace, traditional stock assessment surveys by providing NOAA with additional scientifically validated tools to improve data collection, expand survey coverage, and strengthen fisheries management.

This bill would establish national standards for this innovative technology while expanding workforce capacity, strengthening interagency coordination, and supporting private-sector innovation without imposing new regulatory burdens. Senators Dan Sullivan (R-AK), Jeff Merkley (D-OR), Chris Van Hollen (D-MD), Patty Murray (D-WA), Angus King (I-ME), and Adam Schiff (D-CA) are co-sponsors.

The legislation is further endorsed by the Cape Cod Fishermen’s Alliance, the Alaska Ocean Observing System, the U.S. Integrated Ocean Observing System, the Western Alaska Community Development Quota Program, eDNAtec, the National Estuarine Research Reserve Associationand, the Pacific Seafood Processors Association.

Background

Currently, NOAA’s stock assessment methods are constrained by high operational costs and limited vessel availability, resulting in gaps in survey coverage. The integration of eDNA, already widely used in the private sector, would help close these gaps by enabling sampling in remote or hazardous environments while reducing costs.

The Fisheries Science Modernization Act would provide the federal government with key tools to better protect and grow our fisheries by modernizing how fish stocks are assessed while expanding agencies’ capacity to use eDNA. Specifically, the legislation:

Modernizing Stock Assessments

  • Establishes a NOAA eDNA Fishery Stock Assessment Pilot Program to validate methods across diverse regions and species.
  • Requires NOAA to develop an agency-wide eDNA Implementation Plan detailing how eDNA will be integrated into federally managed fisheries.
  • Directs NOAA to routinely collect eDNA samples during existing surveys to improve accuracy, expand coverage, and build long-term datasets.
  • Integrates eDNA into fisheries research and ecosystem monitoring by amending the Magnuson-Stevens Act.
  • Promotes collaboration among NOAA, fishermen, Tribal Nations, academia, and industry.
  • Requires annual coordination meetings and reports to the Office of Science and Technology Policy (OSTP) and Congress to ensure accountability.

Building National eDNA Capacity

  • Creates the National Aquatic Biomolecular Coordination Network (NABCN) to develop national standards for sampling, laboratory workflows, quality assurance and quality control (QA/QC), metadata, and bioinformatics.
  • Establishes a coordinated multi-agency framework enabling consistent biomolecular monitoring across freshwater, estuarine, coastal, and marine environments.
  • Expands NOAA’s workforce and laboratory capacity while supporting complementary private-sector services.
  • Trains National Marine Fisheries Service (NMFS) technicians in eDNA collection, handling, and modeling.
  • Supports research, innovation, and technology transfer across agencies, academia, Tribal partners, and industry.
  • Provides transparent performance standards and predictable procurement pathways to encourage U.S. innovation and commercialization of emerging eDNA tools, including autonomous and AI-enabled sampling systems.

Shrimp industry fights $9.4M loss from federal turtle device mandate

August 6, 2026 — A federal appeals court heard arguments Tuesday over whether Louisiana shrimpers should be required to use turtle protection devices in their nets, a rule the state’s shrimp industry says could have major financial consequences.

The Louisiana Shrimp Association is challenging a federal mandate requiring shrimp boats longer than 40 feet to use Turtle Excluder Devices, or TEDs. The group argues the devices are unnecessary in Louisiana’s inland waters, where members say sea turtles are rarely found.

The requirement was issued by the National Marine Fisheries Service as part of federal efforts to protect endangered and threatened sea turtles from becoming trapped in shrimp nets.

Attorneys representing the shrimp industry argued that the devices are costly to install and can reduce shrimp harvests by collecting trash and debris inside the nets. Association members also contend they have rarely encountered sea turtles while operating in the state’s shallow inland waters over several decades.
