ALASKA: Commercial troll fishery stays open with half of allotted kings remaining

July 15, 2026 — Southeast Alaska’s commercial king salmon fishery will remain open until further notice. The July 1 king opener for trollers, who fish with hook and line, is usually over quickly– it typically lasts anywhere from a handful of days to a week. But this year, with two weeks down, trollers are only at the halfway mark toward catching their target.

Grant Hagerman is the Southeast region’s commercial troll management biologist with the Alaska Department of Fish and Game. In an interview with KCAW on Monday (7-13-26) Hagerman said in the past two weeks, trollers have caught roughly half of the 84,000 allotted Chinook salmon.

“Fishing is a little bit slower, definitely,” Hagerman said. “But we have fewer boats. There’s less effort this year as well. So a combination of those two has has prolonged this longer than what we’d anticipated, preseason.”

University of Maine joins NSF Seafood Engine initiative to advance New England fisheries and aquaculture

July 15, 2026 — The University of Maine is a key partner in a new $15 million U.S. National Science Foundation (NSF) Regional Innovation Engine that will strengthen New England’s seafood industry through cutting-edge research, technology innovation and workforce development.

Announced by the U.S. National Science Foundation through its NSF Regional Innovation Engines program, the NSF Seafood Engine in New England is led by the Portsmouth-based nonprofit Northeastern Regional Association of Coastal Ocean Observing Systems.

The collaborative initiative brings together leaders from the seafood industry, technology sector, government and research institutions across Maine, Massachusetts, New Hampshire and Rhode Island to build a more competitive, resilient and technologically advanced seafood economy.

As a partner in the Seafood Engine, UMaine will contribute expertise in marine science, fisheries, aquaculture, engineering, workforce development and technology commercialization.

Working alongside regional partners, UMaine will help develop innovative solutions that strengthen the seafood supply chain, support coastal communities and prepare the next generation of seafood and blue economy professionals in Maine and beyond.

Sentient Media Article Omits Major Scientific Debate Over Forage Fish

July 15, 2026 — An article published today by Gaea Cabico in Sentient Media criticizes the use of fishmeal in livestock feeds, including feeds used in raising pigs and chickens, and argues that converting wild-caught fish into animal feed can come at the expense of marine ecosystems.

That is a legitimate subject for examination. But the article’s treatment of forage fish science is incomplete.

To support its argument, the article relies heavily on the 2012 report Little Fish, Big Impact, produced by the Lenfest Forage Fish Task Force and chaired by Ellen Pikitch. It cites the task force’s findings concerning the importance of forage fish to marine predators and repeats its recommendation that forage fish catch rates generally be limited to half the rate associated with maximum sustainable yield.

What the article does not tell readers is that the Lenfest report’s analysis and broad management recommendations later became the subject of a significant peer-reviewed scientific debate.

Prominent Scientists Challenged the Lenfest Conclusions

In 2017, fisheries scientists Ray Hilborn, Ricardo O. Amoroso, Eugenia Bogazzi, Olaf P. Jensen, Ana M. Parma, Cody Szuwalski, and Carl J. Walters published When Does Fishing Forage Species Affect Their Predators? in the journal Fisheries Research.

Their analysis directly questioned whether the Lenfest task force’s generalized conclusions could reliably be applied across different forage species, predator populations, and marine ecosystems.

Among other concerns, Hilborn and his coauthors argued that the Lenfest analysis did not adequately account for:

  • The extreme natural variability of forage fish populations, even in the absence of fishing;
  • The geographic distribution of forage fish and the spatial overlap among predators, prey, and fishing activity;
  • Differences between the sizes of forage fish consumed by predators and those harvested by fisheries;
  • Predators’ ability to switch among prey species; and
  • The distinction between a predator consuming a forage species and the predator population actually being controlled by the abundance of that species.

The authors reported that there was limited evidence of a consistently strong relationship between aggregate forage fish abundance and changes in predator abundance. They concluded that the effects of forage fishing should be evaluated on a case-by-case basis and that broad reductions in harvest rates are not necessarily appropriate for every fishery or ecosystem.

The Lenfest Authors Responded — and the Debate Continued

The Lenfest task force authors responded in the same journal, defending the strength of the connection between forage fish and their predators. Hilborn and his coauthors then published a further rebuttal.

That exchange is important because it shows that the Lenfest report was not the final word on the issue and that its conclusions were not universally accepted.

The scientists on both sides generally agreed that ecosystem effects should be considered in fisheries management. But they disagreed substantially over:

  • The strength and consistency of predator-prey relationships;
  • The adequacy of the models and assumptions used in the Lenfest analysis;
  • The extent to which fishing affects predator populations; and
  • Whether broad precautionary harvest rules should be applied across very different fisheries.

A responsible account of the science should acknowledge that disagreement.

The Article Presents One Side as Settled Science

The Sentient Media article quotes Pikitch, summarizes the Lenfest task force’s findings, and presents its recommended catch-rate reduction without identifying the scientists or research that challenged those conclusions.

That omission creates the impression that the Lenfest recommendations reflect an uncontested scientific consensus. They do not.

This matters because the article makes broad claims about reduction fisheries and the use of fishmeal in livestock production around the world. Forage species, ecosystems, predator dependencies, fishing methods, end uses, and management systems vary considerably.

A small pelagic fishery in one region cannot automatically be assumed to have the same ecological effects as a fishery targeting a different species in another ecosystem. Nor can all species commonly grouped under the label “forage fish” be treated as ecologically interchangeable.

The later peer-reviewed research cautions against exactly that kind of broad generalization.

Fishmeal Policy Should Be Based on Fishery-Specific Evidence

There are valid questions to ask about the sourcing and use of fishmeal, including whether particular fisheries are sustainably managed, whether stocks are healthy, whether ecosystem needs are incorporated into management, and whether fish are being used efficiently.

But those questions should be answered using fishery-specific evidence, not by treating a disputed 2012 report as though it settled the science for every forage fishery in the world.

A meaningful evaluation should examine, at minimum:

  • The status of the individual stock;
  • The fishery’s harvest controls;
  • The natural variability of the population;
  • The species’ role in the local food web;
  • The availability of alternative prey;
  • The spatial relationship between fishing activity and predators; and
  • The actual end uses of the harvested fish.

Some fisheries may warrant greater precaution. Others may already be conservatively managed and operating within ecosystem-based frameworks. Those distinctions are essential.

Readers Deserve the Full Scientific Record

Acknowledging the criticism of the Lenfest report would not require Sentient Media to adopt Hilborn and his coauthors’ conclusions.

It would simply require the publication to tell readers that a major scientific disagreement exists.

A balanced treatment would note that, in 2017, a group of prominent fisheries scientists challenged the generality of the Lenfest task force’s findings. It would also explain that the Lenfest authors disputed that criticism and that the two groups continued the debate in the peer-reviewed literature.

That context is particularly important when an article uses the Lenfest report to support broad policy claims about fishmeal, livestock production, and marine ecosystems.

Readers should be given the complete scientific picture, not one side of a contested debate presented as settled fact.

Gulf lawmakers aim to extend state borders to 9 miles offshore

July 15, 2026 — A bipartisan coalition of Gulf Coast lawmakers is pushing to change a 73-year-old law that limits their states’ maritime boundaries to 3 miles offshore, potentially reshaping the regulation of local fisheries and generating billions of dollars in tax revenues from offshore energy and minerals leases.

Introduced by U.S. Rep. Mike Ezell, R-Miss., and a group of legislators that includes Reps. Troy Carter Sr., D-La., Clay Higgins, R-La., and Shomari Figures, D-Ala., the Offshore Parity Act would extend state waters from 3 nautical miles out to 9 – matching the long-held boundaries of Texas and Florida.

CALIFORNIA: Calif. salmon fleet returns under limited season three-year closure

July 15, 2026 — California’s commercial salmon fleet is back on the water for the first time since 2022 following a three-year statewide closure, though the reopening remains tightly restricted as fishery managers work to protect rebuilding Chinook salmon stocks.

According to The Press Democrat, state and federal fishery managers reopened the commercial and recreational salmon season in late June after improved rainfall and snowpack during 2023 and 2024 boosted survival rates for juvenile Chinook salmon migrating from the Sacramento Valley to the Pacific Ocean. Those fish have now returned as adults in numbers sufficient to support a limited harvest, though managers continue to closely monitor catches.

Trump administration rolls back definition of “harm” in Endangered Species Act

July 15, 2026 — The U.S. government has redefined the meaning of “harm” under the Endangered Species Act (ESA), no longer considering damage to a species’ habitat as harming its chance of survival.

The change could have a massive impact on U.S. commercial fishers, who often are tasked with avoiding habitats listed under the ESA to harvest fish and shellfish.

CALIFORNIA: Salmon fishing resumes off California coast for first time since 2022. Here’s what that means

July 14, 2026 — Commercial and recreational salmon fishing has resumed off the North Coast after a three-year statewide closure, marking a long-awaited milestone for a troubled industry that has endured historic losses in revenue and resources.

Charter captains are reporting abundant catches out of Bodega Bay, and commercial boats up and down the coast are again unloading hauls of the prized West Coast staple for the first time since 2022.

Still, the reopening is far from a return to normal, industry veterans say.

This year’s season is heavily restricted with staggered openings and closings designed to limit the take on rebounding Chinook salmon returns. And fewer boats may be around to cash in, as some fishermen say years of lost income from curtailed and closed fisheries have driven some away from the water for good.

“We’re at a little less than half throttle right now,” said Capt. Mike Harbarth of Sonoma Coast Adventures. “There is strict management and they’re being conservative this year. We’ve all respected that.”

From his charter boat “Shauna Lee” berthed at the Porto Bodega Marina, Harbarth said sport anglers have managed to reel in their two-fish limits on most trips out. Some of those fish have weighed up to 30 pounds and Harbarth said they are finding “miles and miles of salmon” off the Sonoma Coast.

Harbarth, who has spent most of his life chasing salmon, remembers when California’s season stretched from late winter into the next fall – a far cry from the current reality. But, after three consecutive years of closures, the carefully managed reopening is a welcome start.

ALASKA: Summer troll update, Fish scarce, catch low

July 14, 2026 — On Friday morning, the 10th day of the summer king salmon troll opening, the catch was less than half of the harvest target of 83,700, fishery officials said. The opening, which was initially projected to last seven to ten days, will continue until further notice.

Department of Fish and Game troll fishery management biologist Grant Hagerman said that since July 1 fish abundance, fleet effort and catch rate have been low.
“Fewer fish, fewer boats, and fewer fish per boat,” Hagerman summarized for the Sentinel.
Hagerman says the fishery will stay open until further notice. Last year, the summer troll opening lasted four days. As of Friday morning, Fish & Game estimates that trollers had caught fewer than 35,000 chinook in nine days in this opening, compared to 40,000 chinook harvested in four days in 2025.
There is a higher treaty allocation this year; Southeast commercial trollers can harvest up to 146,000 treaty chinook. Last year the limit was a record low of 92,730.

Pacific bluefin tuna working group meeting ends without recommendations

July 14, 2026 — A working group of nations that commercially harvest Pacific bluefin tuna concluded its July meeting without agreeing on new management measures to be implemented in 2027.

“For much of the last decade, Pacific bluefin management showed that when governments work together, they can bring a severely overfished species back from the brink of collapse. But at a joint management meeting in Nagasaki, Japan, governments disregarded a tentative agreement they made in March to adopt a much-needed management procedure for the species at this convening,” Dave Gershman, who heads up The Pew Charitable Trusts’ conservation work with Pacific RMFOs, said in a release

Millions of seafloor images fuel scallop stock assessments

July 13, 2026 — The cameras are rolling again on Georges Bank, where NOAA Fisheries scientists are collecting millions of images of the seafloor to help shape future management of the Atlantic sea scallop fishery.

The agency’s annual Habitat Camera, or HabCam, survey completed its second leg in late May after spending nine days photographing the seafloor across Nantucket Lightship, the Great South Channel and Georges Bank, roughly 60 to 100 miles offshore. Unlike traditional research surveys that collect animals, HabCam relies on a towed camera system that documents scallops and other bottom-dwelling species without disturbing them.
