NOAA Funds Projects to Reduce Bycatch With Engineering

September 4, 2018 — A group of organizations is getting more than $2 million in grants to use engineering to try to reduce bycatch in fisheries.

Bycatch is the term for when fish and other animals are accidentally caught with gear that was seeking a different species. Bycatch poses problems for rare species of dolphins, turtles, sharks and other animals.

The National Oceanic and Atmospheric Administration is awarding more than $2.3 million to 14 projects as part of its 2018 Bycatch Reduction Engineering Program.

One of the recipients is Duke University, which will test the applicability of sensory-based bycatch reduction technology. Duke’s project seeks to reduce sea turtle bycatch in North Carolina.

The Council is also soliciting applicants to represent commercial and recreational interests on its System Management Plan (SMP) Workgroup. The newly formed workgroup will provide recommendations on managed areas in federal waters under the Council’s jurisdiction. The Council currently has system management plans in place for Deepwater Marine Protected Areas, Spawning Special Management Zones, and the Oculina Experimental Closed Area. Additional areas will be added, with the goal to eventually have a single System Management Plan in place for all managed areas.

Court Orders Seafood Import Ban to Save Vaquita

July 31, 2018 — Responding to a lawsuit filed by conservation groups, the U.S. Court of International Trade has ordered the U.S. Government to ban seafood imports from Mexico caught with gillnets that kill the critically endangered vaquita porpoise.

As few as 15 vaquita remain, and almost half the population drowns in fishing gillnets each year. Without immediate additional protection, the porpoise could be extinct by 2021.

This is the life line the vaquita desperately needs, said Giulia Good Stefani, staff attorney with the Natural Resources Defense Council, who argued the case before the Court.

The ruling follows a lawsuit filed in March by the Natural Resources Defense Council, the Animal Welfare Institute and the Center for Biological Diversity, and it affirms Congress’ mandate under the U.S. Marine Mammal Protection Act that the United States protect not just domestic marine mammals, but also foreign whales, dolphins, and porpoises.

Are Chesapeake Bay dolphins eating all the fish?

July 18, 2018 — Rockfish are a Chesapeake Bay delicacy pursued heavily by commercial and recreational fishermen alike.

But many say it’s been a poor year on the Bay and now a growing number are beginning to question whether an apparently increasing population of dolphins in the Bay might be to blame.

Researchers who have been tracking dolphins in increasing numbers said they don’t have any answers.

“We don’t have information to confirm one way or the other if there is any impact,” say Greg Bortz, a spokesman for the Maryland Department of Natural Resources.

Many commercial watermen said dolphins are chasing and eating valuable game species like rockfish, but there are many other environmental factors that are impacting the health of the Bay this season.

“We’ve had a lot of weather that isn’t normal,” said commercial fisherman Andy Mattes III, who noted heavy rains this spring and high temperatures this summer.

Mattes said low oxygen in much of the bay cause by polluted runoff is a major problem. He said blaming dolphins is too simplistic.

To save the world’s rarest marine mammal, conservationists seek ban on Mexican seafood imports

July 12, 2018 — A decade of rescue crusades by conservation groups, hard-core eco-activists and the U.S. Navy have failed to prevent the world’s rarest porpoise from becoming fatally entangled in gill nets set for seafood in Mexico’s northern Gulf of California.

Now, with less than 20 vaquita left in the wild, the prospect of the species’ extinction within two years has prompted a last-ditch effort with significant economic and political consequences for the United States and Mexico.

Conservationists on Tuesday asked an international trade court judge in New York for a preliminary injunction banning imports of an estimated $16 million worth of fish and shrimp harvested with gill nets in an area of the gulf roughly a third the size of Los Angeles County and just three hours south of the border.

U.S. Court of International Trade Judge Gary Katzmann said he would rule within two weeks. His decision may hinge, in part, on whether the costs of implementing an embargo to save the species are greater than the costs of its disappearance.

The Chesapeake Bay hasn’t been this healthy in 33 years, scientists say

June 18, 2018 — For the first time in the 33 years that scientists have assessed the health of the Chesapeake Bay, the nation’s largest estuary showed improvement in every region, a likely sign that a massive federal cleanup plan is working.

The bay’s most important species — blue crabs and striped bass, which support commercial and recreational fisheries, and anchovies, the foundation of its food chain — earned top scores in a report card released Friday. Bright green underwater grasses — which help protect young fish before they venture into the Atlantic Ocean — are now thriving, even in some places where such vegetation had disappeared.

In sharp contrast to the days when the bay was so beleaguered that every meaningful species experienced sharp population declines, officials and scientists from the District, Maryland and Virginia announced Friday that it is in the midst of a full and remarkable recovery. As if to underscore the progress, their backdrop along the District’s southwest waterfront was a brilliantly sunny morning and a picturesque view of the Anacostia River, which feeds into the Chesapeake.

The news comes at a time when hundreds of bottle-nosed dolphins have been seen frolicking in the bay, including a large pod off Maryland’s Ragged Point last month. On Tuesday, two great white sharks were hooked by scientists in Virginia. The number of fish-hunting osprey is also on the rise.

The bay’s overall grade is a C, because some areas, such as the Patuxent, Patapsco and York rivers, are bouncing back from near-failure. The category of water clarity faltered, falling to an F from last year’s D. But the James River area and the lower stem of the bay closer to the Atlantic both earned grades of at least B-, their highest ever, and shored up the overall score.

Oil exploration raises issue of undersea munitions, including Tybee bomb

May 1, 2018 — Frank Knapp has been battling the prospect of offshore drilling for years, convinced the industry’s infrastructure or a major spill would spoil the lucrative tourism and commercial fishing industries in the Southeast.

Lately, though, he’s sounding a new alarm that focuses not on oiled beaches or injured dolphins but on the huge quantities of undersea munitions dumped off the East Coast following WWI and WWII. And off the Georgia coast, he points out, there’s the additional question of the never-located “Tybee bomb,” a nuclear weapon lost during a training exercise 60 years ago.

“Government documents and first-hand accounts of munitions and radioactive waste being dumped off the Atlantic Coast from Massachusetts to Florida came to our attention only recently,” Knapp, president and CEO of the S.C. Small Business Chamber of Commerce, wrote in recent comments to federal regulators. “Nine of the official dump sites are off the South Carolina coast. There is a serious threat of seismic airgun blasting disturbing these materials, many in unofficial and unknown locations and all in deteriorated containers, and releasing them into the water. Commercial fishing, the public, local economies and even seismic ships and crews are in jeopardy.”

Seismic testing uses repeated loud blasts of compressed air to map the sea floor. The Bureau of Ocean Energy Management has proposed mitigation to protect sea life from the effects of the barrage of underwater noise, but concerns persist that the air guns will harm sea life ranging from plankton to whales. The issue of its effects on undersea ordinance, however, is a new one.

Senators Feinstein, Harris introduce bill to ban drift nets in California

April 30, 2018 — A bipartisan bill to ban controversial drift net fishing off California’s coast was introduced Thursday by Democratic California Sens. Dianne Feinstein and Kamala Harris, along with West Virginia Republican Sen. Shelley Moore Capito.

The nets, which can be more than a mile long, are intended to catch swordfish but end up trapping dolphins, sea lions and a host of other marine life, many of which die.

“The use of drift nets to target swordfish harms too many endangered or protected marine animals and should be phased out,” Feinstein said in an emailed statement. “It’s unacceptable that a single California fishery that uses this type of drift net is killing more dolphins and porpoises than the rest of the West Coast combined.”

Large mesh drift nets are already banned in the Atlantic Ocean and Gulf of Mexico, as well as off the coasts of Washington, Oregon, Alaska and Hawaii, according to Feinstein. Additionally, the United States is a signatory to international agreements that ban large drift nets in international waters.

Scientists study how marine mammals survive at great depths

April 30, 2018 — Whales, dolphins and seals have evolved to hunt prey deep in the ocean, an environment that would otherwise prove deadly to animals that depend on breathing air to live. Until recently, scientists believed marine mammals’ known physical adaptations protected them from the effects of such punishing depths.

But scientists were baffled by computer models that showed that, even with the known adaptations, 50 percent of animals studied still should have experienced the bends. Researchers concluded there must be some else going on.

A new study by the Woods Hole Oceanographic Institution and the Oceanographic Foundation of the City of Arts and Sciences in Valencia, Spain, may provide an answer. The study, funded by the U.S. Navy, found that deep-diving marine mammals use a physical adaptation — the collapse of one portion of the lungs — to block the flow of nitrogen into the blood and prevents the animals from getting the bends, the crippling release of nitrogen gas that can occurs when surfacing from dives deeper than 130 feet.

“If you get the conditions right, you can get a nice exchange of oxygen and carbon dioxide but block the nitrogen,” said Michael Moore, a WHOI senior scientist who specializes in the analysis of marine mammal mortalities. Moore is a co-author of the study, which was published April 25 in the journal “Proceedings of the Royal Society B.”

The mammals have other physical adaptations that help them survive the depths when they exhaust available oxygen in their lungs, including a high amount of proteins in blood and muscle that bind oxygen and a higher ratio of red to white blood cells. Their ribs and lungs can collapse under pressure without breaking and their airways are hardened bunkers that remain partially open to power the signals they use to locate one another and their prey.

Sharks, Dolphins, and Turtles are Turning Up in Strange Places Because of Climate Change

April 20, 2018 — Luke Halpin couldn’t believe his eyes. In the early morning hours from his spot on a research ship in the Pacific Ocean, he was seeing bottlenose dolphins. If Halpin had been on a ship off the coast of California, this wouldn’t be remarkable. But he was on a Canadian research vessel floating about 100 miles northwest of Vancouver. These dolphins had never been seen alive north of the waters off the coast of Washington state.

“My initial reaction was one of disbelief,” he told Newsweek. “But they’re an unmistakable species. They’re easy to identify.”

Halpin’s next reaction was to start counting and pull out his camera. In total, he spotted about 200 dolphins and 70 false killer whales—a very large group—that came within a few hundred feet of the ship. He and his colleagues published their observations in Marine Biodiversity Records on Thursday.
