MASSACHUSETTS: ‘A profound struggle’: South Coast fishing industry fights to hold on

June 9, 2020 — When Gov. Charlie Baker ordered all restaurants to close dine-in services on March 17 to help fight coronavirus, a shudder ran through the fishing industry along the South Coast of Massachusetts.

Roughly two-thirds of freshly caught seafood in Massachusetts is purchased by restaurants, and while takeout and delivery services have continued during the public health crisis, consumers are more apt to eat scallops, lobsters and many other edible sea species at dine-in eateries.

As a result, demand fell sharply in the fishing industry, especially for more lucrative seafood.

“When all the restaurants close up, there isn’t a market for that fresh fish,” New Bedford Mayor Jon Mitchell said. “Prices plummet to a point where it isn’t profitable for many boatowners to send their boats out for trips, so that puts fishermen out of work.”

UMass Dartmouth scientists to help guide offshore wind growth

May 27, 2020 — The Baker-Polito Administration announced UMass Dartmouth as one of four institutions selected as part of a Southern New England pilot regional fisheries studies project worth $1.1 million, according to an administration press release..

Scientists at UMass Dartmouth’s School for Marine Science & Technology (SMAST) have been awarded $278,592 to conduct fisheries surveys as part of the Bureau of Ocean Science Energy Management’s (BOEM’s) Regional Fisheries Studies to Guide Offshore Wind Development.

The Baker-Polito Administration, in partnership with the State of Rhode Island and the BOEM, announced grants worth $1.1 million to four institutions to support regional fisheries studies that will collect data vital to the ongoing development of the offshore wind industry in North America, according to the Executive Office of Energy and Environmental Affairs press release.

“Collaborating with our state and federal partners to support these studies will help us better manage fisheries and natural habitats while positioning the offshore wind industry to stimulate economic development and deliver clean, affordable energy to Massachusetts,” said Governor Charlie Baker.

RODA request pause in offshore wind development amid COVID-19 pandemic

April 15, 2020 — The Responsible Offshore Development Alliance – a lobbying group formed in January 2018 to represent the East Coast fishing industry in discussions over offshore wind energy development – has called for all a six-month pause in the regulatory process pertaining to offshore wind development in the Gulf of Maine due to the impacts of the COVID-19 pandemic.

The call for a delay came via a letter sent to governors of New England states, including Charlie Baker of Massachusetts, Janet Mills of Maine, and Chris Sununu of New Hampshire. The letter was also sent to Walter Cruickshank, the acting director of the Bureau of Ocean Energy Management. The letter sites the importance of public participation in regulatory decisions, which is hampered by measures many states are taking to prevent transmission of COVID-19.

MASSACHUSETTS: Cape fishermen navigating stormy seas

April 3, 2020 — Late last week Zack Dixon, co-owner of Holbrook Oyster, in Wellfleet, was spending his time filling out a small business loan application and fielding phone and text orders for what he hopes will be a successful new undertaking.

Everything had come “screeching” to a halt on March 15, when Gov. Charlie Baker said restaurants could only do take-out.

“That’s not a figure of speech,” said Dixon. “Sales went to zero. I had deliveries set up for the next day and they were like, ‘No’.”

Restaurants, no longer allowed to serve patrons inside, are taking a beating from the Covid-19 pandemic, and businesses like Holbrook, which has grown oysters since 1995, are heavily dependent on people eating out.

Holbrook, started by the Dalby brothers, who are sixth generation Wellfleetians, quickly switched to a new model, mainly to keep as many people working as they could and to spread some community cheer in the form of the nutritious bivalve.

With the new model, people place an order and Holbrook delivers, anywhere from Provincetown to Orleans free of charge, farther for a small fee. (If you’re interested in this service, call 774-722-1788 or email zack@holbrookoyster.com)

New England Council Operations: Current Status of Office, Staff, Mail, and Meetings

March 31, 2020 — The following was released by the New England Fishery Management Council:

The New England Fishery Management Council has closed its Newburyport, MA-based office until further notice in response to Massachusetts Governor Charlie Baker’s order requiring all businesses and organizations “that do not provide COVID-19 Essential Services” to close their physical workplaces and facilities.  The Council also is abiding by additional guidance from the Centers for Disease Control and Prevention (CDC) on travel restrictions and social distancing.

IS THE COUNCIL STAFF STILL WORKING:  Yes.  The Council staff is teleworking full time.  All staff members are responding to emails and phone calls from home.  Phones calls that come into the Council’s telephone system are being forwarded to staff members.  Here is the Staff Directory.
 
WHAT ABOUT MAIL:  The U.S. Postal Service continues to deliver mail.  During this period of teleworking, designated Council staffers will pick up and monitor mail every few days.
 
IS THE COUNCIL HOLDING MEETINGS:  Yes.  The Council held several advisory panel and committee meetings in March by webinar and will continue to do so in April and beyond if needed based on state and federal guidance.  Visit the Council’s calendar to see the schedule.

MASSACHUSETTS: ‘Too early to tell’ impact of coronavirus on New Bedford fishing industry

March 30, 2020 — The region’s fishermen are looking toward an uncertain future with portions of their markets disappearing as a result of the coronavirus pandemic, but for now, most are still going on with business as usual.

Since the fishing industry was deemed part of the food supply chain, it is allowed to keep operating as an essential service under Gov. Charlie Baker’s stay-at-home advisory.

“Immediate impacts have been minimal,” scalloper Eric Hansen said Thursday. “The market is a little bit depressed but nothing crazy. My bigger concern is the future, what’s going to happen in the next couple of months.”

The market depression was caused by limitations placed on restaurants, which have caused the restaurants to either close or limit their offerings.

MASSACHUSETTS: Cape Cod fishermen counting on federal stimulus funds

March 30, 2020 — The Donna Marie was at sea when Gov. Charlie Baker closed restaurants to all but takeout food March 14 to help slow the spread of the new coronavirus.

Owner Chris King called his 60-foot steel fishing vessel and the captain reported he had fish and lobsters onboard. They were able to sell those off, including a fire sale of lobster the next day at King’s fish market in Orleans. They then switched the boat over to scallop gear for the opening of that season April 1.

When restaurants shut down almost overnight, the Cape Cod and New England fishing industry scrambled to adapt. Switching to another fishery won’t be enough to weather this crisis, as the price paid to fishermen tumbled like the stock market in recent weeks.

Industry leaders on a March 20 conference call with state Division of Marine Fisheries Acting Director Daniel McKiernan estimated that 70% of all seafood sold in Massachusetts is consumed in restaurants. Especially hard-hit were the “luxury” seafood species such as lobster, scallops, swordfish and tuna favored by diners.

“They are collapsing. It’s real,” Keith Decker, CEO of New Bedford-based Blue Harvest Fisheries, said of prices. “This is having a profound impact on the seafood industry.”

For offshore wind, expect more delays

February 4, 2020 — Federal agencies assessing the environmental impact of Vineyard Wind are now expecting the long-delayed process to wrap up sometime in December, according to a top Baker administration official.

The Vineyard Wind project was put on hold indefinitely in August 2019 when the federal government decided to supplement its environmental impact review with a study of the cumulative impact of the many wind farms being proposed along the eastern seaboard. The impact of wind farms on fishermen is a focus of that supplemental review.

Kathleen Theoharides, the governor’s secretary of energy and environmental affairs, said on Monday that federal agencies have developed a new timetable for the review of the Vineyard Wind project that calls for the work to be wrapped up by the end of the year.

That timetable is problematic for wind farm developers up and down the coast, but especially for the two companies that have been awarded power purchase contracts by Massachusetts utilities and are eager to begin construction. The lengthy delay also pushes back the starting point for delivery of wind power that is badly needed if Massachusetts is going to meet its greenhouse gas emissions targets.

Massachusetts picks lowest-price offshore wind option

October 31, 2019 — The Baker Administration announced Mayflower Wind as the winner of the state’s second offshore wind farm procurement, praising a proposal that the company said offered the lowest price and the least onshore investment of its three major offerings.

Few details about the price or the onshore investment were revealed, but Mayflower said in its original bid that the price would be “the lowest cost offshore wind energy ever in the US.” Mayflower is a joint venture of Shell New Energies and EDP Renewables.

The choice of the lowest-cost option is controversial because it touches on a sensitive policy issue. Officials on the South Coast have been pressing the Baker administration to focus more on onshore investment so that the state could begin to supply more and more of the supply chain for wind farms springing up along the coast. Gov. Charlie Baker is eager to see onshore industry develop, but he is wary of doing so at the cost of higher prices for power, which negatively affects customers and businesses across the state.

Mayflower laid out three options for a wind farm with a capacity of 804 megawatts. The first proposal, called “low cost energy,” offered the lowest price and some onshore investment. The second proposal, called “infrastructure and innovation,” offered a slightly higher price but promised more investment onshore. The third option, called “Massachusetts manufacturing,” offered the highest price but more onshore investment.

MASSACHUSETTS: Governor, local officials celebrate $24M grant for harbor dredging

September 18, 2019 — Since the Port of New Bedford has ranked as the most valuable fishing port in the country for 18 consecutive years, there’s no doubt that it’s an important part of the city and beyond, and with a $24 million state grant for dredging, officials are proud and excited about what this means.

Gov. Charlie Baker Tuesday afternoon called the port “an incredibly important asset” to the community and region and underscored its greater significance.

It landed and processed $427 million of locally harvested seafood last year and processed an additional $275 million in international seafood, among other large statistics, Baker said.

Tuesday afternoon in the Whaling Museum Harbor View Gallery, local and state elected officials, including Baker and Lt. Gov. Karyn Polito, talked about the listening, collaboration and hard work that helped turn out a $24 million grant for Phase 5 of the city’s dredging project.
