More Than $13.5 Million Awarded to Help Stranded Marine Mammals Between 2011-2015

February 12, 2020 — The following was released by NOAA Fisheries:

From 2011 to 2015, the John H. Prescott Marine Mammal Rescue Assistance Grant Program awarded more than $13.5 million to help stranded marine mammals. The funding was awarded through 160 competitive grants to Stranding Network members and collaborators in 24 states.

NOAA Fisheries sets aside a portion of Prescott funds for emergency assistance with unforeseen or catastrophic stranding events.The program provided $999,122 in emergency funds to help reimburse the Network for 15 events that required emergency support between 2011 and 2015. A review of how the funds were allocated and spent is now available in a 5-Year Report.

For the past 18 years, Congress has appropriated approximately $1 to 4 million annually to NOAA Fisheries to fund the Program. NOAA Fisheries funds eligible members of the National Marine Mammal Stranding Network and research collaborators through grants and cooperative agreements. The funding supports the recovery or treatment of marine mammals, the collection of data from living or dead stranded marine mammals for health research, and the support of facility operation costs.

NOAA Fisheries amends red snapper bycatch rule for Gulf of Mexico shrimpers

February 10, 2020 — NOAA Fisheries announced on Wednesday, 5 February, that changes to the Gulf of Mexico Shrimp Fishery Management Plan will take effect next month.

The main purpose of the amendment is to change the amount of red snapper bycatch for shrimpers. In 2005, limits were enacted after a stock assessment determined that shrimp fishing was a primary factor in affecting the red snapper’s viability.

Marina firm develops tech that could help whale entanglement

February 4, 2020 — On the heels of a new report indicating whale entanglements from buoyed ropes from crab traps could worsen in Monterey Bay, a Marina company has a technology that can eliminate the need for any entangling lines.

A study released last week by a researcher from the National Oceanic and Atmospheric Administration indicates that conditions that have caused a marked increase in humpback whale entanglements are likely to get worse because of climate change.

The reasons can be complicated but essentially humpbacks are being pushed toward crab lines in search of food that isn’t available in their normal feeding areas.

Traditional crab traps lie on the ocean floor and are connected to identifiable buoys with roping. When a whale swims under the buoy it can get caught up in that roping and suffer severe trauma such as deep cuts.

North Pacific Council to Hear From Alaska Charter Operators on Halibut Catch Limits

January 30, 2020 — This week the North Pacific Fisheries Management Council (NPFMC) will hear from eminent scientists about prioritized research in Alaska that is underfunded, ways to change data reporting that maintains “best science available” standards, how to best fund the all-important observer program in areas not yet 100% covered, how to balance bycatch with directed halibut fishing, and what will done about the sablefish overage from last year, among other agenda items.

The solidly-packed agenda is not unusual, but among those weighty issues, the one that has illicited the most comments from industry — 62 compared to 5 for the next most commented-on topic — was the halibut catch limit for Gulf of Alaska (Area 3A) charter operators.

Science Center for Marine Fisheries Takes On Climate Change, Bycatch, and Menhaden in 2020

January 24, 2020 — Three of the thorniest issues in the seafood industry will be looked at by the industry-academic group Science Center for Marine Fisheries (SCeMFiS) this year. SCeMFiS researchers will have over $191,000 in funding for three projects involving climate change, bycatch, and Atlantic menhaden.

SCeMFiS is part of the National Science Foundation’s Industry-University Cooperative Research Centers (IUCRC) program which brings academia and industry together to find solutions to urgent problems. Funding and research priorities are determined by both SCeMFiS scientists and industry members.

Science Center for Marine Fisheries heads into 2020 with $190,000 in funding for new projects

January 23, 2020 — The following was released by the Science Center for Marine Fisheries:

The Science Center for Marine Fisheries (SCeMFiS) has approved over $191,000 in funding for new research projects in 2020. SCeMFiS researchers from across the country will kick off the decade tackling some of the most pressing issues affecting our oceans, including the effects of climate change, marine mammal interactions, and bycatch.

SCeMFiS, part of the National Science Foundation’s Industry-University Cooperative Research Centers (IUCRC) program, brings together scientific institutions and their partners in the fishing industry to address urgent needs in finfish and shellfish science. All funding and research priorities are determined on a collaborative basis between SCeMFiS scientists and participating industry members.

The following 2020 research projects were approved at the Center’s 2019 fall meeting.

  • Evaluation of the degree of co-occurrence of surfclams and ocean quahogs at fishable concentrations – Climate change is beginning to affect how fisheries are managed, and regulators will increasingly need to modify existing rules in order to adapt to it. In the case of surfclams, climate change is pushing them out of their traditional habitats, where they are beginning to overlap with ocean quahogs. Since neither species can be harvested together, this overlap has the potential to negatively impact both fisheries. The study, led by Drs. Eric Powell (University of Southern Mississippi) and Roger Mann (Virginia Institute of Marine Science), will examine the extent to which surfclam and quahog habitats currently overlap, and the extent to which this overlap is relevant for management. ($85,899 in funding)
  • Evaluation of gray seal-fishery interactions in US waters of the western North Atlantic – Limiting bycatch and interactions with marine mammals is critical to many fisheries in the northeastern U.S. The study, led by Dr. Doug DeMaster (Marine Analytical Consultants), will develop a new, cross-jurisdictional seal population dynamics model to help the National Marine Fisheries Service determine the extent of gray seal fishery interactions, as well as recommending other research priorities for gray seal management. ($57,420 in funding)
  • Mid-Atlantic discard analysis – Bycatch remains a persistent issue in several Mid-Atlantic fisheries, and understanding the factors that may contribute to bycatch is a top priority for both fishermen and regulators. The study, from Dr. Robert Leaf (University of Southern Mississippi), will examine four fisheries—scup, Loligo squid, black sea bass, and fluke—and determine which factors may correlate to higher rates. ($43,439 in funding)
  • Atlantic Menhaden stock assessment review – By weight, Atlantic menhaden is one of the largest fisheries on the East Coast, supporting both a large bait and marine ingredients industry. The study, from Dr. Steve Cadrin (University of Massachusetts Dartmouth) will undertake a review of the menhaden assessment by the Atlantic States Marine Fisheries Commission, providing a non-technical summary for stakeholders in the menhaden fishery to support science-based management of the fishery. ($4,400 in funding)

SCeMFiS utilizes academic and fisheries resources to address urgent scientific problems limiting sustainable fisheries. SCeMFiS develops methods, analytical and survey tools, datasets, and analytical approaches to improve sustainability of fisheries and reduce uncertainty in biomass estimates. SCeMFiS university partners, University of Southern Mississippi (lead institution), and Virginia Institute of Marine Science, College of William and Mary, are the academic sites. Collaborating scientists who provide specific expertise in finfish, shellfish, and marine mammal research, come from a wide range of academic institutions including Old Dominion University, Rutgers University, University of Massachusetts-Dartmouth, University of Maryland, and University of Rhode Island.

The need for the diverse services that SCeMFiS can provide to industry continues to grow, which has prompted a steady increase in the number of fishing industry partners. These services include immediate access to science expertise for stock assessment issues, rapid response to research priorities, and representation on stock assessment working groups. Targeted research leads to improvements in data collection, survey design, analytical tools, assessment models, and other needs to reduce uncertainty in stock status and improve reference point goals.

Hawai’i Swordfish Harvest Is Back after Nine-Month Hiatus – New Measures Will Aid Fishery and Protect Sea Turtles

January 17, 2020 — The following was released by the Western Pacific Regional Fishery Management Council:

The Hawai’i swordfish fishery is expected to land its first catch in nine months tomorrow. This healthy fishery produces approximately 55 percent of America’s domestic swordfish and supplies 14 percent of the total US swordfish market.

“Without Hawai’i swordfish, US markets will increase their dependence on foreign suppliers,” said Kitty M. Simonds, executive director of the Western Pacific Regional Fishery Management Council, which manages the fishery. “Our pelagic longline fisheries are well managed and rigorously monitored, and regulations are enforced. International fishery management organizations consider them model fisheries and have adopted many of the measures we developed. Our fishery targets the North Pacific stock, which is healthy (not overfished or subject to overfishing), and avoids the troubled Eastern Pacific and South Atlantic stocks.”

Some of these rigorous conservation measures include rules protecting sea turtles, gear restrictions and a cap on the number of sea turtles with which the fishery may interact. The fishery currently operates under an annual cap of 17 loggerhead and 16 leatherback turtle interactions and has 100 percent observer coverage. An interaction occurs whenever a sea turtle becomes hooked or entangled in longline gear, as recorded by the NOAA National Marine Fisheries Service (NMFS) observer.

The fishery closed on March 19 last year after reaching the loggerhead cap and reopened on Jan. 1, 2020.

According to a 2019 biological opinion issued by NMFS, the Hawai’i shallow-set longline fishery for swordfish does not jeopardize the continued existence of loggerhead and leatherback sea turtle populations. Ninety-nine percent of turtle interactions in the fishery result in the turtle being released alive. The loggerhead turtle population, which nests in Japan, is growing at an annual rate of 2.4 percent.

The Council has developed amended measures, which were transmitted to the Secretary of Commerce on Wednesday for review and approval. The amendment, which could be effective as early as May 2020, would remove the loggerhead cap and have a leatherback cap of 16. The amendment includes a trip limit of five loggerhead and two leatherback interactions, after which a vessel would be required to return to port. If that vessel reaches the trip limit again, it could not fish for swordfish for the remainder of the year and it could interact with only five loggerhead and two leatherbacks total the following year.

Mike Lee of Garden and Valley Isle Seafood notes: “The Hawai’i swordfish fishery has a multimillion dollar impact to the local economy, which includes several wholesale seafood distribution companies. Hawai’i swordfish is a premium product with high levels of demand. Fishery closures disrupt market channels and leave our customers little choice but foreign imports.”

“For the last two years the fishery operated for about three months due to premature closure and generated around $1.5 million in landed value, said Eric Kingma, executive director of the Hawaii Longline Association (HLA). “By comparison, the fishery produced three times that revenue ($4.5 million) in 2017 and nearly $9 million in 2009. Additionally, closing the fishery forces swordfish vessels to convert to target tuna (ahi) with the risk that the bigeye tuna quota may be reached before the end of the year, when market demand peaks.”

The Lady Luck, the first vessel from the Hawai’i swordfish fleet, is expected offload around 35,000 pounds of swordfish at Pier 38 in Honolulu around 5 a.m. tomorrow, Friday, Jan. 17. New Online Course Provides Guidance on How the On-Water Community Can Help Free Entangled Whales in Hawai’i Waters

January 15, 2020 — The following was released by NOAA Fisheries:

Entanglement in ropes, nets, and other marine debris is a major threat to the humpbacks and other large whales of Hawai‘i. But attempting to free an entangled, multi-ton whale is inherently dangerous. Due to the risks to whales and humans alike, only trained, well-equipped responders are authorized to engage in large whale disentanglement efforts.

Most often, however, fishermen, tour boat operators, and whale researchers are the ones to first come across the entangled animals. These “first responders” assist NOAA’s Hawai‘i Marine Mammal Response Network with reporting, monitoring, and assessment efforts.

We recognize this vital assistance and the need to better prepare first responders for the task. So, we teamed up with The Nature Conservancy (TNC) to develop a new online training course that outlines the first responder roles of large whale entanglement responses.

“Commercial and recreational fishermen are an untapped resource who could provide a much broader and stronger foundation for entanglement response networks given the right training,” said Tom Dempsey, Oceans Program Director at TNC. “It makes sense to develop a training course for them since they want to be a part of the solution, and they are often onsite when entanglements occur.”

Past efforts have shown that authorized response is the best way to help entangled whales. At the same time, it provides valuable information towards reducing the threat of entanglement to whales. Yet, members of the on-water community who come across an entangled whale can—and do—play a vital role in the response. Specifically, they report, collect information, and monitor the whale from a safe and legal distance until trained teams arrive. By knowing what information to collect, and by taking and sharing photos with the disentanglement team, boaters can help marine mammal responders. With their help, these responders—who have more advanced training, can understand the extent of the entanglement before mounting a response. This enables them to respond with the appropriate gear and strategy.

“Without these efforts in large whale response, we would not be able to save seriously entangled whales, and we would miss opportunities to learn about the impacts of entanglements,” said Ann Garrett, Assistant Regional Administrator of the NOAA Fisheries Protected Resources Division in the Pacific Islands. “This allows us to implement management strategies that continue to protect them.”

West Coast fisheries took steps to protect whales, turtles in 2019

January 6, 2020 — West Coast fisheries cleaned up their act in 2019, with new rules to promote sustainable fishing practices and new alliances to protect ecological and economic interests.

The changes include approval of new gear that reduces unwanted catch, safeguards for delicate bottom habitat, and guidelines for managing whole ocean ecosystems, instead of handling species separately.

Those regulations reflect input from regulators, conservationists and fishermen and represent unprecedented compromises among groups that often have been at odds.

In September, the Pacific Fisheries Management Council approved new “deep set buoy” gear for swordfish, to avoid snaring turtles, marine mammals and other unintended catch. Swordfish have typically been caught using vast drift gillnets set overnight, which often ensnare other fish species, sharks, and marine mammals. The new method allows fishermen to drop hooks into deeper waters where swordfish forage during the day, catching the prized fish without ensnaring other animals.

Then, in November, the body voted to uphold an existing ban on longline fisheries on the open ocean off the West Coast. That fishery had been closed to West Coast fishermen since 1989 because of the high numbers of non-target fish and other animals that were caught.

Maine Plan Aims to Reduce Lobstering Impact on Right Whales

January 3, 2020 — Maine‘s proposal for protecting endangered right whales from entanglements in lobster gear would maintain the status quo for inshore waters where most traps are located while reducing the number of trap lines farther offshore, officials said Friday.

The Maine Department of Marine Resources submitted the proposal to the federal government, which plans to issue new rules in the spring or summer for protecting North Atlantic right whales. The whales number only about 400 and are vulnerable to entanglement in fishing gear.

The proposal would make no change to an inshore area that comprises more than two-thirds of state waters, while total trap lines would be reduced farther offshore.

The proposal would also set requirements for “weak” points in trap lines that would allow an entangled whale to break free and require unique color markings to differentiate Maine lobster lines from trap lines used by fishermen from other states.

The rules come at a time when lobstermen are concerned about a drop in the catch of the state’s signature seafood.
