Federal Meeting On Deepwater Application In New York On Monday, November 5

October 31, 2018 — The federal Bureau of Ocean Energy Management will host a public hearing Monday, November 5, on the application by Deepwater Wind to construct 15 wind-generated power turbines in the ocean off Block Island.

The public hearing will begin at 5 p.m. at the American Legion Hall at the corner of Abrahams Path and Montauk Highway in Amagansett. There will be a presentation on the application at 6 p.m., and public input will be welcomed until 8 p.m.

The hearing will focus on the scoping session portion of the application, at which the public will be asked to offer input of the sort of issues and concerns about the project that should be addressed by the company and BOEM during the federal review of the project.

First offshore wind farm in federal waters inches closer

September 24, 2018 — What could be the first offshore wind farm in federal waters took a major step forward last month when Dominion Energy applied to the Virginia State Corporation Commission for approval to build two 6 MW wind turbines and the project’s grid infrastructure.

Called the Coastal Virginia Offshore Wind Project (CVOW), it would located about 27 miles off the coast of Virginia Beach on 2,135 acres of federal waters leased by the Virginia Department of Mines, Minerals and Energy. The two 6 MW turbines will sit in about 80 feet of water and generate wind energy for customers starting in December 2020.

Denmark’s Ørsted has been hired by Dominion Energy to build CVOW. Just this past Sept. 6, Ørsted opened the Walney Extension, the world’s largest offshore wind farm with 87 wind turbines generating potentially 659 MW of power in the Irish Sea.

A demonstration project, CVOW would be the second offshore wind farm in the U.S., following the Block Island Wind Farm in Rhode Island, which began operating in 2015. More importantly perhaps is that CVOW will be the first offshore wind farm to go through the Bureau of Ocean Energy Management’s (BOEM) approval process.

Can offshore wind and commercial fishing coexist?

September 5, 2018 — The Virginia Marise slides away from the dock into the pitch-black night. At 4 a.m., the only light comes from a flood light illuminating the deck of the boat and a handful of streetlights on land that disappear into the darkness as Captain Rodman Sykes maneuvers his boat out of the harbor, the black sky indistinguishable from the black sea.

This is a familiar scene to fishermen like Mr. Sykes. Commercial fishermen have headed out on these New England waters for some 400 years, casting their lines and nets overboard just as the sun peeks over the horizon. But at daybreak on this August morning, there’s a new sight. As the inky-black night gradually fades into the dim gray pre-dawn light, five red flashing lights appear all in a row on the horizon.

Those lights come from the five turbines making up the United States’ first offshore wind farm – the 30 megawatt Block Island Wind Farm. As the Virginia Marise draws closer, and the sky begins to blush pink, the turbines stand out on the horizon. The blades turn slowly in the slight breeze, generating electricity that flows through a cable buried in the seabed to Rhode Island’s Block Island.

The turbines and all the hardware that accompanies them spun to life in December 2016. So far, this is the only offshore wind power in the nation, and with just five turbines, it’s a small installation. But that’s soon to change. Massachusetts, Rhode Island, and Connecticut have already selected larger projects which are set to be installed not far from the Block Island Wind Farm. And more are in the development pipeline in New York, New Jersey, and Maryland.

This flurry of activity has sparked agitation among the fishermen who have long been a fixture on the Eastern seaboard. Could fields of turbines disrupt their operations and the resource on which their livelihoods depend? Meetings with developers and permitting officials have been tense and, at times, explosive. A group of fishermen have even sued the federal government for leasing a tract of seafloor south of Long Island to an offshore wind developer.

Rhode Island and Massachusetts Announce Largest Procurement of Offshore Wind in Nation’s History

May 24, 2018 — PROVIDENCE, R.I. — The following was released by the Office of Governor Gina Raimondo: 

Building on her commitment to a clean, affordable and reliable energy future, Governor Gina Raimondo announced today that Rhode Island has selected Deepwater Wind, the Rhode Island-based clean energy developer, to construct a new, 400-megawatt offshore wind farm. The Revolution Wind project–more than ten times the size of the Block Island Wind Farm–was selected through a competitive offshore wind procurement process in collaboration with Massachusetts.

“Rhode Island made history when we built the first offshore wind farm in the United States,” said Governor Gina M. Raimondo. “Today, we are doing it again. This new, large-scale offshore wind project will bring clean and low-cost power to Rhode Islanders and further diversify our energy resources–all while adding good-paying jobs to our growing economy.”

“Rhode Island pioneered American offshore wind energy, and it’s only fitting that the Ocean State continues to be the vanguard of this growing industry,” said Deepwater Wind CEO Jeffrey Grybowski. “We applaud Governor Raimondo for her bold commitment to a clean energy future. We are building a new industry here in Rhode Island while driving down the cost of clean energy. Revolution Wind will mean lots of jobs for Rhode Island and major investments in local infrastructure.”

Deepwater Wind’s Revolution Wind project was selected through Rhode Island’s participation in a clean energy procurement process conducted by the Commonwealth of Massachusetts. Rhode Island state agencies, including the Office of Energy Resources and the Division of Public Utilities and Carriers, independently evaluated the proposals.

In March 2017, Governor Raimondo set a goal for Rhode Island to increase its clean energy resources portfolio ten-fold by 2020 to reach a total of 1,000 megawatts. Today’s announcement represents a significant step toward achieving that goal.

The success of the Block Island Wind Farm was due in large part to the willingness of all stakeholders to come together from the outset, and Governor Raimondo looks forward to building on that collaboration. Rhode Island’s commercial and recreational fisheries are a critical component of our marine economy and will play a large role in this process.

Deepwater Wind will now enter negotiations with National Grid, which will submit a proposed contract to the Public Utilities Commission for regulatory review. The project will also be subject to a federal approval process before it proceeds.

 

Connecticut: Proposed wind farms off of New London worry local fishermen

April 10, 2018 — Fishermen were quick to react to the possibility of another wind farm off the New England coast.

Last week, Ørsted and Eversource announced a joint venture and has submitted a bid to build Connecticut’s first offshore wind farm, in response to the state’s request for proposals for offshore wind energy generation.

The approximately 200-megawatt project – Constitution Wind – would be the first of its kind to serve the state of Connecticut and would be located in federal waters 65 miles off shore.

Through emails, News 8 has learned local fishermen claim they have already had damaged equipment from the Block Island Wind Farm and they fear another one could cause more trouble for them.

NEW YORK: Fishermen Demand Answers on Wind Power Plan

December 14, 2017 — An effort by Deepwater Wind, the Rhode Island company that plans to construct the South Fork Wind Farm approximately 30 miles east of Montauk, to alleviate the concerns of skeptical fishermen over disruption or destruction of their livelihood took an incremental step forward when the company’s president and vice president of development addressed a standing-room-only crowd at East Hampton Town Hall on Monday.

Concerns remain, however, with commercial fishermen demanding to see data that Deepwater Wind has promised but has yet to produce, along with assurances that they will be compensated for losses resulting from construction or operation of the wind farm.

The town trustees, who hosted the gathering at their last meeting of 2017, listened as Chris van Beek, Deepwater Wind’s president, and Clint Plummer, the vice president, insisted that the South Fork Wind Farm will be a benign installation, its turbines positioned so far from each other that fishing will not be impeded, and its transmission cable safely buried in the ocean floor.

Ongoing postconstruction surveys around the Block Island Wind Farm, the nation’s first offshore wind farm, which Deepwater Wind built and operates, demonstrate no negative impacts, they told the audience, conceding, however, that some fishermen were compensated for interruptions to their business during its construction.

“So far, it’s the conclusion that the fish habitat is as good as it was, or perhaps a little bit better,” Mr. van Beek said of the Block Island Wind Farm. “Especially fishing in the wind farm . . . is spectacular.” Recreational fishermen, he said, have migrated to waters around the turbines, which he said act as artificial reefs.

NEW YORK: Fishermen Skeptical as Wind Fans Rejoice

March 20, 2017 — More than 150 people crowded into Clinton Academy in East Hampton last Thursday for a look at the future of electricity generation, as representatives of Deepwater Wind, a Rhode Island company, presented its recently approved plan to construct a wind farm 30 miles offshore.

Those in attendance, including officials in East Hampton Town and Village government, were generally enthusiastic about the project. However, members of the commercial fishing industry, some of whom were at the meeting, continue to criticize the plan, fearing its impact on their livelihood and accusing both Deepwater Wind and local and state governments of ignoring their concerns.

Upon its anticipated completion in December 2022, the South Fork Wind Farm is expected to provide 90 megawatts of electricity to the South Fork, where demand is projected to continue to increase sharply. The installation, up to 15 turbines placed in federally leased waters, is expected to produce energy sufficient to power more than 50,000 residences.

The Long Island Power Authority authorized its chief executive to sign a 20-year contract with Deepwater Wind to buy the energy generated by the wind farm in January. The agreement includes a five-year extension option.

On Thursday, Deepwater Wind officials including Jeffrey Grybowski, the chief executive officer, and Clint Plummer, its vice president of development, said that a cable connecting the wind farm to the Long Island Power Authority substation on Buell Lane in East Hampton would likely make land either at the defunct fish factory at Promised Land or the parking lot at Fresh Pond Beach, both on Gardiner’s Bay. The cable would be buried beneath existing roads to the substation, they said. Onshore surveys of the proposed route are to begin in the spring.

A power purchase agreement with LIPA will be finalized this year, the Deepwater officials said, and permit applications will be submitted to state and federal agencies in 2018.

Is Offshore Wind Safe? Fishermen Study Effects As First Farms In The US Set To Open Soon

November 30, 2016 — After years of setbacks, the first commercial American offshore wind farm is now just days away from producing electricity to the energy grid, while scientists and fishermen off the New England coast continue to assess the potential impact of turbines on the sea life in the area.

The pilot project, known as the Block Island Wind Farm, could change the way the 9,734 square-mile island powers itself but could also disrupt the fishing patterns in areas near the turbines—an unattractive prospect for local fishermen. Because of such an unprecedented undertaking, project fishermen have expressed concern that there could still be impending disruptions to their livelihoods.

“You don’t know what’s gonna happen once electricity starts flowing through the wires,” Anthony Ponte, a fisherman there, told Boston NPR affiliate WBUR in a report published Monday. Ponte said that he hadn’t noticed any issues yet.

RHODE ISLAND: Assessing Environmental Impacts Of The Block Island Wind Farm

November 28, 2016 — The nation’s first offshore wind farm off the coast of Block Island will start producing electricity any day now. It’s a pilot project that will change the way the people on this small island power their homes and businesses. They’ve relied on importing diesel fuel up to this point.

Today we bring you a story about another group that has a stake in this project: fishermen. A small crew of fishermen has been working with scientists to gather data and learn how fishing will or won’t change around the wind turbines.

Every month for the past four and a half years, Captain Rodman Sykes has sailed out toward the Block Island Sound with his crew and a small group of scientists.

They tow a fish net and scrape the seafloor twice in three different locations: within the area of the Block Island Wind Farm and in areas close to it for reference.

“Mostly skates, there’s a sea bass and a few small scup, sea robins, dog fish,” Sykes says aloud as he stands over the fish to inspect them each time his crew brings up the net and releases the catch. “Not much else, but a good sample. So we’ll go on to the next station.”

While Sykes redirects his vessel to the next sampling area, scientists get right to work: sorting fish by species, taking their weight, and measuring their length.
