JOHN SACKTON: We Need a New Magnuson Act to Deal with Climate Change Impacts on Fisheries

June 14, 2019 — SEAFOOD NEWS — 50 years ago fisheries were in crisis.  The prevailing international law allowed no national control of ocean activities beyond 12 miles.  In New England, this meant giant Soviet factory trawlers practicing pulse fishing came in to devastate the abundant haddock stock, leaving US fishermen crumbs after they left.

Similar fishing situations were occurring around other coastal nations.  Chile and Peru were the first countries to declare a 200-mile exclusive economic zone.  Other countries such as the US and Iceland followed and by 1982, the UN recognized the right of countries to establish a 200-mile exclusive economic zone.

The implementing legislation in the US was the Magnuson-Stevens Act. Passed in 1976, the act not only restricted foreign fishing but much to the surprise of East Coast fishermen, it also implemented a system of fisheries management to set quotas and control overfishing.

The key features of Magnuson were to establish regional councils so as to promote local control over fisheries, to require management decisions be based on the best available science, and to involve all stakeholders in the council and decision-making process.

The results have been a fisheries management system that has preserved healthy stocks, as in Alaska, rebuilt overfished stocks (on the West Coast), and became the model for global sustainable fisheries management.  It is fair to say that the prosperity we see in the US seafood industry today would not exist without Magnuson.

But we are facing a new crisis every bit as profound as the lack of EEZ’s in the 1970s.  That is the crisis of global warming and ocean acidification, caused by the use of fossil fuels that have built up CO2in the atmosphere to dangerous levels.

CO2 induced warming is leading to movement of fish to different areas, increased acidification that is interfering with the use of calcium for shells, including for zooplankton, changes in ocean currents, loss of sea ice, and sea level rise that is reducing the area of coastal marshes.  Taken together, these changes challenge the very basis of our fisheries management system, which depends on predicting the changes in stocks in a stable environment.

Several recent reports have provided eye-opening data.  One is an excellent report produced by the Canadian DFO on the state of the North Atlantic Ocean.  Finally, the DFO is spending money on transparent science and providing a real public service by documenting in one place all aspects of the North Atlantic ecosystem.

The most significant factors in the report are the change in the quality of zooplankton due to mistiming of plankton blooms.   This impacts the entire marine food chain.  A second is the movement of fish to new habitats, exemplified by the lobster fishery which is currently booming off of Nova Scotia, but which is likely to crash as waters exceed a certain summer temperature.  We published a summary of this report this week.

Another recent report, issued in May,  was the UN report on the loss of biodiversity.  This report from the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), was approved and adopted by the UN, and says that around 1 million animal and plant species are now threatened with extinction, many within decades, more than ever before in human history.

Sir Robert Watson, chair of the panel, said   “The overwhelming evidence of the IPBES Global Assessment, from a wide range of different fields of knowledge, presents an ominous picture.  The health of ecosystems on which we and all other species depend is deteriorating more rapidly than ever. We are eroding the very foundations of our economies, livelihoods, food security, health and quality of life worldwide.”

The seafood industry is complex because it is so varied, and regional differences abound.  This is partly why those of us in the industry love it so much. There is just nothing comparable to the interplay of natural productivity, human knowledge and skill, and highly diverse conditions and ecosystems.  Seafood distributors routinely carry over 100 items, even though most sales are from a smaller cluster of major species.

The commercial experience of the oyster farmer, a lobster fisherman in Nova Scotia, a salmon grower, a pollock captain in the Bering Sea, or a Dungeness fisherman out of Newport, Oregon are totally different, with each adapted to their particular resource and environment.

This complexity and localization make it very hard for people in particular fisheries to see the big picture.  Local communities can get dependent on a fishery that appears to be stable, and then have that stability pulled out from under them in an instant.

The common denominator for a new “Magnuson Act” should be the economic vitality and resilience of coastal communities.  This may not always come from fishing.

Wind power, tourism, marine protected areas, as well as fishing all can serve as an economic foundation as communities adapt to climate change and sea level rise.  Today proponents of most of these are in their own silos, in a war of all against all.

So fishermen oppose wind power developments, even though reducing fossil fuel emissions is the only possible path to prevent catastrophic increases in ocean temperatures. The temperature rise upends the productivity of most of the species on which they fish.

Fishermen also, by and large, oppose a massive increase in marine protected areas.  Yet a rethinking of habitat protection may be the only approach that would avoid a catastrophic loss of biodiversity.    We thrive on complex ocean ecosystems that offer changing opportunities.  If the price of maintaining that complexity means changing the way some ocean areas used for fishing, that is a price well worth paying.

Tourism is a bit more compatible with traditional fisheries.  In Astoria, Oregon, the Bornstein’s built their seafood processing plant in a way they could accommodate cruise ship visitors.  In our story about Nova Scotia lobstering, Lucien LeBlanc says he outfitted his new 50-foot lobster boat, the John Harold, to double as a tourist vessel and rely less on the fishery.  “Financially, I treat [every year]  like it’s my last year,” he says.

New Bedford, which on the one hand is the center of scallopers opposition to offshore wind power in New England, is, on the other hand, experiencing a dock and marine construction boom as the hub of offshore wind power.

The point is that these activities: fishing, power generation, tourism, and protecting biodiversity do not need to be in conflict with each other but could all contribute to the economic vitality needed to keep coastal communities intact.

This is where a new “Magnuson” type vision is needed.  We need a way to put forward an overarching vision of how to protect coastal communities in an era of climate crisis, not by watching individual ocean industries get destroyed but by developing a framework where they can all thrive together.

This not a Pollyanna puff piece about everyone working together.  The fact is that all these industries need support.  The fishing industry has benefitted massively from having the Magnuson Act as the foundation on which to build.  A new framework that focused on making coastal communities economically resilient around all ocean uses is not a zero-sum game.

By broadening our idea of what is necessary to keep fishing healthy for another 50 years, and by focusing on what will keep fishing communities healthy, we may find we get more support and better results if we look at the total picture of what we are facing, rather than just fighting over which 10 sq. mile grid to assign to wind, fishing, or protected areas.

Why fishermen are mailing corks to Murkowski

June 14, 2019 — Bristol Bay fishermen who oppose the Pebble Mine are adding an unusual task to their pre-season chores: They’re writing messages on cork floats and mailing them to Sen. Lisa Murkowski.

If you’ve seen commercial nets, you’ll recognize these foam corks. They’re about the size and shape of a Nerf football. Strung in a line, they keep the top of a net afloat.

It turns out, you can put stamps directly on a cork, add an address and the Postal Service will deliver it.

“The corks are everywhere. I mean, you can find old corks on the beach, in the grass, and then in these boatyards…,” said Nels Ure, in Naknek.

Ure has collected dozens of corks since he saw on social media how fellow fishermen are using them to send anti-Pebble messages to Murkowski’s office in Washington, D.C. He planned to bring a pile of corks to a community festival so other people in Naknek can do the same.

Season of uncertainty: Alaska braces for seafood tariffs

June 14, 2019 — Fisheries are always fraught with uncertainties, but there is an added element this year: trade tariffs on Alaska’s largest export: seafood. “The industry is accustomed to dealing with uncertainty about harvest levels, prices and currency rates. The trade disputes just add another layer to that,” said Garrett Evridge, an economist with the McDowell Group.

Tariffs of up to 25 percent on U.S. seafood products going to China went into effect last July and more are being threatened now by the Trump administration. China is Alaska’s biggest seafood buyer purchasing 54 percent of Alaska seafood exports in 2017 valued at $1.3 billion.

“It’s important to remember that a tariff is simply a tax and it increases the prices of our products,” Evridge explained. “As Alaskans we are sensitive to any increase in the price of our seafood because we are competing on a global stage. And right now we have tariffs imposed on seafood from the Chinese side and the U.S. side.”

In terms of Alaska salmon, the new taxes could hit buyers of pinks and chums especially hard. Managers expect huge runs of both this summer and much of the pack will be processed into various products in China and then returned to the United States.

“There is uncertainty as to whether or not those products will be tariffed and the Trump administration has indicated they want to tariff all products from China,” Evridge said.

For salmon, in a typical year Alaska contributes 30 to 50 percent of the world’s wild harvest. But when you include farmed salmon, Evridge said, Alaska’s contribution is closer to 15 percent of the global salmon supply.

The Alaska Dept. of Fish and Game is predicting a total catch of 213.2 million salmon this year, more than 80 percent higher than in 2018.

ALASKA: Working the night shift: Snagging salmon in Seward

June 13, 2019 — It’s midnight, and Seward is getting sleepy. Orange campfire embers smolder along the flat black water of Resurrection Bay as the last bits of midsummer twilight fade from the sky.

A group of men sit near a motorhome speaking Filipino as “No Touch” by the Juan Dela Cruz Band drifts down the rocky beach like campfire smoke. A dozen fishermen stand in the water nearby, their headlamps cutting through the night as they cast comically oversized treble hooks into the black before retrieving them violently in hopes of blindly gouging the belly or back of a big chinook.

“Fish on!” someone shouts, and now everyone is wide awake.

ALASKA: Council turns down petition sought to protect Adak processor

June 13, 2019 — The Aleutian Islands won’t be getting an emergency boost in quota for Pacific cod, despite stakeholders’ assertions that the processing plant in Adak needs it to survive the next season.

The North Pacific Fishery Management Council decided not to approve an emergency petition from a group of Aleutian Islands stakeholders at its meeting June 9, instead taking a longer route through a discussion to look at the set-aside options for the area.

The petition had sought an emergency quota set-aside of Pacific cod, separate from the general Bering Sea-Aleutian Islands quota, to help sustain the shore-based plant and thus the community.

Adak, a small community on an island west of Unalaska that once housed a naval base, relies heavily on Pacific cod processing. The community there taxes fishery landings to pay for public services as well. In recent years, the shore-based processors have had to increasingly compete with larger companies’ catcher-processor vessels participating in the Bering Sea Pacific cod fishery.

The fishery has grown as well, and as the fishery is not under rationalization, fishermen have complained of an increasingly dangerous “race for fish” that makes the season shorter and shorter. In spring 2019, the Bering Sea Pacific cod “A” season lasted less than two weeks.

ALASKA: Feds still working on plan for $56M in disaster relief funds

June 12, 2019 — Alaska fishermen are still awaiting disaster relief funds for the 2016 pink salmon run failure that was the worst in 40 years.

Congress approved $56 million that year for Alaska fishermen, processors and communities hurt by the fishery flop in three Alaska regions: Kodiak, Prince William Sound and Lower Cook Inlet.

The Alaska Department of Fish and Game and National Marine Fisheries Service finalized plans and procedures for payouts last August. Since then, the paper push has stalled on various federal agency desks.

NMFS missed a promised June 1 sign off deadline and now says the funds will be released on the first of July, according to Rep. Louise Stutes of Kodiak, who has been tracking the progress.

“It affects all the cannery workers all the processors, all the businesses in the community,” she said. “This has a big trickle-down effect.”

New book reveals the history and ephemera of salmon canneries in Southeast Alaska

June 7, 2019 — Juneau Afternoon host Sheli DeLaney sat down with the editor of the newly-published book “Tin Can Country: Southeast Alaska’s Historic Salmon Canneries” on Thursday’s show.

The book takes a look at the historical impact of salmon canneries and how they built the economic foundation of Southeast Alaska. The editor, Anjuli Grantham, is also a fisheries historian.

“Canneries are really essential to the identity and the economy of Alaska,” Grantham said. “However, the seafood industry in general hasn’t gotten the attention that other industries have in the history of Alaska. For example, mining. People often think about the gold rush, but they don’t think about the salmon rush that created much of coastal Alaska.”

Grantham is quick to mention that this book was a culmination of years of work and research by many people. One of those people was the late Pat Roppel of Wrangell, an Alaskan historian who spent decades researching the history of canneries across the state, specifically in Southeast.

Roppel died in 2015 before finishing her work. Her best friend, Karen Hofstad of Petersburg, had been collecting salmon can labels, original cans and fisheries materials for 50 years with the intention of creating a book. Hofstad and Grantham collaborated to finish Roppel’s effort, using Hofstad’s extensive collection to illustrate it.

Alaska’s fledgling mariculture industry expands its reach; former Dunleavy staffer named to fish board

June 6, 2019 — More Alaskans are turning to seaweed farming as the state’s fledgling mariculture industry expands to more regions. Shellfish growers also are finding that an oyster/aquatic plant combo boosts their bottom line.

Sixteen applications were filed for new or expanding aquatic farms from January through April, of which 56% were for growing various kelp, 31% for a combination of Pacific oysters and kelp, and 13% for oysters only.

While 2019 saw the same number of applications as 2018, the underwater acreage increased considerably, said Cynthia Pring-Ham, aquatic farming coordinator at the Alaska Department of Fish and Game, which issues the farm permits.

“There were about 616 acres that were applied for in 2019 compared to 462 acres in 2018. That’s about a 33% increase,” she said, adding that Fish and Game partners with the state Department of Natural Resources, which leases the tidal and submerged lands where aquatic farming takes place.

Feds declare emergency as gray whale deaths reach highest level in nearly 20 years

June 3, 2019 — Alarmed by the high number of gray whales that have been washing up dead on West Coast beaches this spring, the federal government on Friday declared the troubling trend a wildlife emergency.

The declaration by the National Oceanic and Atmospheric Administration technically, the agency dubbed the deaths an “unusual mortality event” kicks in a provision of federal law that provides funding for scientists to figure out the cause when such die-offs of marine mammals occur, from whales and dolphins in the Pacific or Atlantic to manatees off Florida.

So far this year, at least 70 gray whales have been found dead and stranded along the coasts of California, Oregon, Washington and Alaska the most in nearly 20 years, scientists from NOAA said Friday. In recent weeks, whales have washed up in Marin, San Francisco and San Mateo counties.

On average about 35 of the giant marine mammals wash up dead on the West Coast in a year, or around three per month. Last year, 45 were found.

But the average number found dead for the first five months of the year on the West Coast is 15, so this year is seeing five times the average rate.

“There have been juveniles but adults as well. There have been males and females. It’s been all across the board at this point,” said Justin Viezbicke, NOAA’s California Stranding Coordinator.

As sea ice melts, fish are showing up farther north off Alaska. A federal fishing trip will investigate if they’re sticking around.

May 31, 2019 — Last fall, Adem Boeckmann, a commercial fisherman who lives outside Nome, pulled up some of the pots he uses to fish for crab on the ocean floor.

“Had 10 24-inch cod in each pot,” Boeckmann said. “I never saw anything like that.”

Cod, which is used in fish sticks and fish and chips, is caught in huge numbers by commercial boats in the Bering Sea. But not near Nome – typically, the fish is caught hundreds of miles south. Historically, the ecosystem where Boeckmann fishes has been centered on the ocean floor, without big populations of large fish.

Federal scientists are setting off on their own Bering Sea fishing trip this summer, to investigate whether observations like Boeckmann’s – bolstered by the government’s own previous findings – could be indicators of profound shifts in the ocean ecosystem driven by global warming. The results of the summer fieldwork could have major implications for the Bering Sea’s billion-dollar fisheries, as well as for Alaskans who live, hunt and fish along the Arctic coast.

“Is this part of an environmental shift, where with the warming, the northern Bering Sea is going to become a top-down system?” asked Lyle Britt, a federal fisheries scientist who will spend more than a month at sea this summer. “Or, is this more like an ephemeral trend that just happened because we had an unusually warm year, and things will reset? We don’t really know.”

The surveys are done by the Seattle-based Alaska Fisheries Science Center, an arm of the National Oceanic and Atmospheric Administration.
