In an abrupt reversal of policy, the Department of Commerce announced on today that it has agreed to grant significant concessions to New England fishermen, particularly those who have suffered at the hands of overly harsh law enforcement practices.
The principal reform measures outlined by Locke include:
– Granting a 51-day extension to the previously closed period during which fishermen may appeal penalties.
– Freezing penalty payments while any appeal process is underway.
– Standardizing law enforcement policies around the country while making the process more transparent.
– Finalizing policies regarding use of the Asset Forfeiture Fund to prevent further misuse of collected funds
– Conducting an independent audit of the Asset Forfeiture Fund extending back to 2004
– Ensuring policies are in place to prevent future misuse of the Asset Forfeiture Fund.
– Setting up cooperatives to work with fishermen with a view to simplifying fishing regulations
