The NEFMC has contracted an economic analysis of the Northeast multispecies (groundfish) fishery with the economic consulting firm Compass Lexecon. The purpose is to provide the NEFMC with an analysis that would help determine whether there are excessive shares of fishery access privileges in the multispecies fishery, and if so, what form those excessive shares take. The Terms of Reference and project phases are described in the attached statement of work one-pager. Compass Lexecon is using NMFS fishery data in this analysis, but is also interested in gathering input from interested parties. To that end, they have developed a multi-pronged approach to solicit input, which is described in their cover letter (below and attached). You are encouraged to participate in this voluntary project, which will ultimately be used by the NEFMC to guide the development of Amendment 18 to the Northeast Multispecies Fishery Management Plan.
