Mid-Atlantic Council Approves Ecosystem Approach to Fisheries Management (EAFM) Guidance Document

August 11, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

VIRGINIA BEACH, Va. – Today the Mid-Atlantic Fishery Management Council unanimously approved a guidance document to facilitate the transition to an ecosystem approach to fisheries management (EAFM) in the Mid-Atlantic. The EAFM Guidance Document is designed to serve as an umbrella document that will enable the Council to coordinate ecosystem considerations across fishery management plans (FMPs).

The Council has been considering mechanisms to introduce ecosystem considerations into the fishery management process since the late-1990s. After a review of the various approaches used around the U.S., and extensive input from fisheries stakeholders through its visioning project, the Council decided in 2011 to pursue a transitional approach which would introduce ecosystem considerations into fishery management actions in a step-wise, evolutionary fashion. This approach is intended to allow the Council to meet its current requirements for the management of individual stocks while moving towards an approach that takes into account interactions at multiple dimensions of the environment and ecosystem.

“The EAFM Guidance Document responds to broad public interest in incorporating ecosystem considerations in the management of marine fisheries and will be a critical tool for the Council as it transitions from single-species management to a more comprehensive, ecosystem-based approach,” said Council Chairman Rick Robins. “One of the most important aspects of this approach is that it will allow for the evolution of our EAFM policy at a rate commensurate with the availability of the science to support it.”

The Council’s EAFM approach is organized around four major ecosystem-related issues: forage species, habitat, climate change and variability, and interactions. Development of the document was informed by a series of four workshops which brought together scientists, managers and stakeholders to discuss each issue and associated best management practices.

With droughts and downpours, climate change feeds Chesapeake Bay algal blooms

August 11, 2016 — Nitrogen-rich agricultural runoff into the Chesapeake Bay presents an ongoing environmental and economic concern for the bay’s massive watershed. Pollution from fertilizer application feeds algal blooms that poison humans and marine life, and devastate fisheries.

 While efforts to restore the bay have been successful during the past several years, a study led by Princeton University researchers shows that weather patterns tied to climate change may nonetheless increase the severity of algal blooms by changing how soil nutrients leach into the watershed.

Extreme rainfall cycles caused by increased climate variability flush larger amounts of nitrogen-containing nutrients from fertilizer and other sources into the Susquehanna River, which carries them into the Chesapeake Bay, according to a report in the journal Geophysical Research Letters. Moreover, a spike in rainfall can increase nitrogen levels in the bay even if the amount of fertilizer used on land remains the same.

These chemicals feed explosive algae growth that can produce toxins that harm people, fish, wildlife and drinking water. Decaying algae also suck oxygen from the surrounding water, creating a low-oxygen state known as hypoxia that results in “dead zones” that suffocate fish and other species important to the aquatic food chain.

The researchers constructed a model that they say provides the most complete picture to date of how nitrogen moves from place to place in the Chesapeake Bay watershed. It connects weather and pollution in places as far away as upstate New York to the water conditions in the bay.

Mid-Atlantic Council Approves Amendment to Protect Unmanaged Forage Species

August 9, 2016 — The following was released by the Mid-Atlantic Fishery Management Council:

VIRGINIA BEACH, Va. — The Mid-Atlantic Fishery Management Council has approved an amendment to protect unmanaged forage species in the Mid-Atlantic. If approved by the Secretary of Commerce, the Unmanaged Forage Omnibus Amendment would prohibit the development of new and expansion of existing directed commercial fisheries on a number of unmanaged forage species in Mid-Atlantic Federal waters. The prohibition would continue until the Council has had an opportunity to assess the available scientific information for these species and consider the potential impacts to existing fisheries, fishing communities, and the marine ecosystem.

Forage fish are small, low trophic level fish that play a central role in the marine food chain. These species facilitate the transfer of energy to higher trophic levels by consuming very small prey and then being eaten by larger, predatory fish and other marine animals.

“Forage species play a vital role in maintaining the productivity and structure of marine ecosystems and are currently at risk of unregulated fisheries development in the absence of adequate science to ensure their ecological sustainability,” said the Council’s Chairman, Rick Robins. “With this action, the Mid-Atlantic Council is taking a proactive approach to conserving unmanaged forage species and the ecosystem services they provide in the Mid-Atlantic region.”

The amendment was not intended to address all unmanaged forage species in the Mid-Atlantic but rather to focus on those species that have high ecological importance and those that have high potential for the development of a large-scale targeted commercial fishery.

The Council received more than 21,000 comments during the public comment period, the majority of which focused on the list of species to be included in the amendment. Although the Council initially considered a list of more than 250 forage species, this was narrowed down to a list of 15 taxa (i.e. species, families, orders, and other taxonomic groupings) for inclusion.

After considering input from its advisory panel, Ecosystem and Ocean Planning Committee, and members of the public, the Council voted to remove false albacore due to its large size and high trophic level. These 15 taxa include more than 50 forage species, including anchovies, halfbeaks, herrings, sardines, and sand lances. The complete list is included at the bottom of this announcement.

The Council voted to designate these taxa, with the exception of chub mackerel, as ecosystem components (ECs) in all of the Council’s fishery management plans (FMPs). The amendment would establish an incidental possession limit of 1,700 pounds for all EC species combined. For chub mackerel, the Council approved temporary measures to be implemented while the Council evaluates potentially adding the species as a stock in the Atlantic Mackerel, Squid, Butterfish FMP. These measures would include an annual landings limit of 2.86 million pounds and a 40,000-pound incidental possession limit which would go into effect once this landings limit is met.

The Council also voted to require use of exempted fishing permits (EFPs) prior to allowing any new fisheries or expansion of existing fisheries for unmanaged forage species and to establish a new policy for Council review of EFP applications. The Council also agreed that, prior to allowing any new fisheries or expansion of existing fisheries, the Council would consider whether the species in question should be managed as a stock in the fishery or if other discretionary management measures should be used.

ASMFC Atlantic Menhaden Board Approves Addendum I

August 4, 2016 — The following was released by NOAA:

Alexandria, VA – The Atlantic States Marine Fisheries Commission’s Atlantic Menhaden Management Board approved Addendum I to Amendment 2 to the Interstate Fishery Management Plan for Atlantic Menhaden. The Addendum modifies the bycatch provision of Amendment 2 by allowing two permitted commercial fishermen working together from the same vessel using stationary multi-species gear to land up to 12,000 pounds of menhaden per trip per day. In this case, stationary multi-species gears are defined as pound nets, anchored/staked gillnets, and fyke nets. Interested states may implement the new bycatch provision as their regulatory processes allow, but no earlier than August 15.

The practice of two permitted fishermen working together from the same vessel to harvest Atlantic menhaden primarily occurs in the Chesapeake Bay pound net fishery.  This practice enables the fishermen to pool resources for fuel and crew.  However, the practice was constrained under Amendment 2’s bycatch allowance provision, which stipulated a 6,000 pound/vessel/day limit.

Board members also discussed 2017 specifications but postponed final action on these measures until the Commission’s Annual Meeting in late October. ASMFC Initiates Interstate Fishery Management Plan for Cobia

August 3, 2016 — The following was released by the ASMFC:

Alexandria, VA – The Atlantic States Marine Fisheries Commission approved the initiation of a new Interstate Fishery Management Plan (FMP) for the Atlantic Migratory Group of Cobia to complement fishery management efforts of the South Atlantic Fishery Management Council (Council). This action responds to a request by the Council for the Commission to consider joint or complementary management of the resource in light of the significant overage of the 2015 recreational annual catch limit (ACL), the impact of those overages to state management, and the observation that approximately 82% of reported recreational landings are harvested in state waters.

Widely distributed throughout the western Atlantic and Gulf of Mexico, cobia are managed as two distinct groups – the Gulf Migratory Group and the Atlantic Migratory Group. The Atlantic Migratory Group, which ranges from New York to Georgia, is managed by the Council. Recreational landings of the Atlantic Migratory Group in 2015 were approximately 1.5 million pounds, 145% over the ACL, resulting in a June 20, 2016 closure of the fishery by NOAA Fisheries. Commercial cobia landings in 2015 were 83,148 pounds, 38% over the ACL. Late landings reports in 2015 precluded a timely closure of the commercial fishery.

Concerns were expressed by individual states whose recreational seasons were significantly reduced by the closure due to the overage of the 2015 quota. North Carolina and Virginia developed alternate management strategies to avoid the June 20, 2016 closure enacted by NOAA Fisheries for federal waters. South Carolina has recently implemented more restrictive measures that are consistent with the actions of NOAA Fisheries in some areas. A complementary Commission FMP for cobia will provide the states the flexibility to respond to changes in the fishery and stock that meet their state fisheries needs while staying within the ACL

ASMFC Tautog Board Accepts Regional Assessments for Long Island Sound and New Jersey/New York Bight Management Use

August 3, 2016 — The following was released by the Atlantic States Marine Fisheries Commission:

ALEXANDRIA, Va. — The Commission’s Tautog Management Board approved regional stock assessments for Long Island Sound (LIS) and New Jersey-New York Bight (NJ-NYB) for management use. Stock status for both regions was found to be overfished and experiencing overfishing. The assessments were initiated in response to the findings of the 2015 benchmark stock assessment which explored a number of regional breakdowns for management purposes, including the option of: (1) Massachusetts and Rhode Island; (2) Connecticut, New York and New Jersey; and (3) Delaware, Maryland and Virginia. The Board had concerns about the biological implications of grouping LIS with New Jersey ocean waters. The Board requested a new assessment that would explore the population dynamics of the Connecticut, New York and New Jersey region in more detail. The regional assessments propose two additional stock unit boundaries for consideration at a finer regional scale: LIS, which consists of Connecticut and New York waters north of Long Island, and NJ-NYB, which consists of New Jersey and New York waters south of Long Island.

Given approval of the regional assessments by the peer review panel and Management Board, the Tautog Technical Committee will move forward with updating the benchmark stock assessment, including data through 2015 for all four regions for Board review and approval in October. Upon its completion, work on developing a new amendment to the Tautog Fishery Management Plan can begin. The draft amendment will propose a four region management approach: Massachusetts and Rhode Island; Long Island Sound; New Jersey/New York Bight; and Delaware, Maryland and Virginia. It is anticipated a draft for public comment will be presented to the Board for its review and approval in February 2017, with final amendment approval later in the year.

The stock assessments and peer review report, which are combined into one document, will be available on the Commission website on the Tautog page by the end of August.

Commission could increase menhaden catch

August 2, 2016 — New Jersey commercial bait fishermen want to see the coastwide catch of menhaden increased nearly 80,000 metric tons.

“We’re focused on the science. If the science supports an increase, we want to take it,” said Jeff Kaelin from Lunds Fisheries, a commercial fishing operation in Cape May.

The amount of menhaden fishermen will be able to take from the water next year will be decided Wednesday in Alexandria, Virginia, when the Atlantic States Marine Fisheries Commission meets.

The Atlantic Menhaden Technical Committee has given the ASMFC options that would allow the catch to increase by as much as 10,000 to 80,000 metric tons.

Only one option is to keep the status quo at 187,880 metric tons. There is no option to reduce the catch.

Kaelin said Jersey purse seiners have been shut out of the fishery since July 4, after fishermen reached their allocation for this year. He said if they had more quota, they could be selling bait to New England lobstermen who are clamoring for bait.

ASMFC 2016 Summer Meeting Final Agenda and Meeting Materials

The Atlantic States Marine Fisheries Commission’s Summer Meeting will be August 2-4, 2016 at The Westin Alexandria (Telephone: 703-253-8600) located at 400 Courthouse Square, Alexandria, Virginia. Meeting materials are available on the Commission website. Supplemental materials will be posted to the website on Wednesday, July 27, 2016. CDs containing all meeting materials will also be available at the meeting in limited quantities.

Board/Section meeting proceedings will be broadcast daily via webinar beginning at 10:15 a.m. on August 2nd and continuing daily until the conclusion of the meeting (expected to be 4:00 p.m.) on Thursday August  4th. The webinar will allow registrants to listen to board/section deliberations and view presentations and motions as they occur. No comments or questions will be accepted via the webinar. Should technical difficulties arise while streaming the broadcast, the boards/sections will continue their deliberations without interruption. Dolphins more common in Potomac than previously thought

July 19, 2016 — A waterfront house on Virginia’s Northern Neck promised to be a getaway for Janet Mann from three decades of studying dolphins, primarily in Australia’s Shark Bay.

But the day after Mann and her husband closed on the place in Ophelia, VA, four years ago, she spied an all-too-familiar sight from the shore where the Potomac River joins the Chesapeake Bay.

“I said, ‘Oh, look, dolphins!’ And then I thought, ‘Oh, no,’” Mann recalled. “I think we’ve given up on getting me away from my work.”

A professor of biology and psychology at Georgetown University in the District of Columbia, Mann has since embraced the Potomac as the next frontier for her research. In fact, she’s turned that riverfront retreat into a field station for observing a surprising number of bottlenose dolphins that venture up the Bay’s second largest tributary every summer.

Though dolphins have been spotted occasionally in the Potomac for at least the last six years, Mann said she hasn’t met anyone outside of those who live near her summer house who realize how many of the marine mammals are visiting on a regular basis. Last year, she and her research team of students and other Georgetown faculty tallied nearly 200 different animals in just a two-week span.

NOAA Fisheries Updates U.S. Congress on Deep Sea Coral Research

July 13, 2016 — SEAFOOD NEWS — A report to Congress submitted last month describes the 2014 and 2015 research activities on the nation’s deep-sea coral areas. The report also briefly describes progress during this period in MSA-related management actions that contribute to protecting deep-sea coral areas.

Feldwork in two regions was done during 2014-15. A survey of 31 submarine canyons between Maine and Virginia and the discovery of coral gardens just 25 miles off the coast of Maine was done by the Northeast Fieldwork Initiative.

In Alaska, images of the seafloor at more than 200 stations throughout the 1,200-mile Aleutian Islands chain were taken, confirming widespread corals and commercially important fish using the coral areas.

These initiatives tell researchers about many deep-sea coral communities that no humans had seen before. The involved scientists shared their findings and enabled the respective  management councils to act on the newest data.

NOAA’s Deep Sea Coral Research Program is a central partner for new research in the Pacific Islands region that began in 2015 and will continue until 2017. This research is also discovering deep-sea coral communities, and likely new species, in places never before surveyed.

Deep-sea corals can live for hundreds or thousands of years, creating remarkably complex communities in the depths of the oceans. Their habitat in the deep sea ranges from 150-foot depth to more than 10,000 feet.

Deep-sea coral habitats have been discovered in all U.S. regions on continental shelves and slopes, canyons, and seamounts. Their full geographic extent is still unknown, because most areas have yet to be adequately surveyed.

A few deep-sea coral species form reefs that, over millennia, can grow more than 100 meters (300 feet) tall. Many other coral species are shaped like bushes or trees and can form assemblages similar to groves or forests on the seafloor.

Nationwide, these complex structures provide habitat for many fish and invertebrate species, including certain commercially important ones such as grouper, snapper, sea bass, rockfish, shrimp, and crab.
