Florida Delegation Want Commercial Fisherman Across State Included in USDA’s Lobster Relief Program

July 27, 2020 — This week, the Florida congressional delegation, led by U.S. Sen. Marco Rubio, R-Fla., urged U.S. Agriculture Sec. Sonny Perdue to include Florida’s commercial fishermen in the lobster relief program announced by President Donald Trump on June 24.

The program addresses harm to the United States lobster industry caused by steep tariffs imposed by the Chinese government.

Besides Rubio, other signers of the letter included U.S. Sen. Rick Scott, R-Fla., and U.S. Reps. Dan Webster, R-Fla., Stephanie Murphy, D-Fla., Donna Shalala, D-Fla., Brian Mast, R-Fla., Francis Rooney, R-Fla., Mario Diaz-Balart, R-Fla., Neal Dunn, R-Fla., Alcee Hastings, D-Fla., Debbie Mucarsel-Powell, D-Fla., Debbie Wasserman Schultz, D-Fla., Bill Posey, R-Fla., Darren Soto, D-Fla., Ross Spano, R-Fla., and Al Lawson, D-Fla.

NFI’s Robert DeHaan takes a seat on the US Agricultural Technical Advisory Committee

July 21, 2020 — National Fisheries Institute (NFI) Vice President for Government Affairs Robert DeHaan has been appointed to the U.S. Agricultural Technical Advisory Committee.

DeHaan’s appointment was announced by U.S. Secretary of Agriculture Sonny Perdue and U.S. Trade Representative Robert Lighthizer on 17 July. As a part of the committee, DeHaan will provide advice to the government on trade policy matters such as the operation of existing trade agreements and the negotiation of news ones, NFI said in a press release.

Virginia, Maryland, Massachusetts senators push Trump for aid for their states’ seafood industries

July 6, 2020 — Four U.S. senators representing the Chesapeake Bay region wrote a letter to U.S. Agriculture Secretary Sonny Perdue on Wednesday, 1 July, urging him to invest COVID-19 funding to the area’s shellfish farmers whose businesses have been greatly affected by the coronavirus pandemic.

The letter, written by Virginia’s U.S. Senators Mark Warner and Tim Kaine and Maryland’s U.S. Senators Chris Van Hollen and Ben Cardin, all Democrats, asks Perdue to use some of the USD 16 billion (EUR 14.2 billion) appropriated through the CARES Act to purchase oysters and clams from Chesapeake-based aquaculture businesses.

Trump wants to use trade war bailout funds to buoy Maine’s lobster industry

June 26, 2020 — President Donald Trump signed an executive order this week directing the Department of Agriculture (USDA) to provide trade war bailout money to Maine lobstermen, a long-coveted win for the industry, which has been impacted by steep Chinese tariffs since 2018.

The EO instructs Secretary of Agriculture Sonny Perdue to assess trade war damages to the New England seafood industry and distribute aid accordingly, and to include the U.S. seafood producers in future payments.

“It’s good news, definitely, to see the president taking an interest in the lobster industry,” said Sheila Dassatt, executive director of the Downeast Lobstermen’s Association, an organization that advocates for the industry.

Trump directs aid to Maine lobster industry crushed by tariffs

June 26, 2020 — President Trump ordered the Department of Agriculture to offer a lifeline to the struggling Maine lobster industry that has been hit hard by his trade policies with China.

Trump’s trade war with China devastated farmers in the Midwest, but it also evaporated Maine’s chief export market as escalating tariffs led China to place a 35 percent markup on lobster.

The late Wednesday order from Trump all but directs the Agriculture Department to extend a $30 billion farm bailout program to Maine’s commercial fishers. The program previously sent cash to corn, soybean, pig and other farmers, primarily in the Midwest, who Trump has courted in his reelection effort.

The move follows years of lobbying by Maine’s congressional delegation, which cited “severe financial difficulties due to unfair retaliatory tariffs” in a joint statement expressing support for the government aid.

“Better late than never,” Sen. Angus King (I-Maine) tweeted.

“We made it clear last year in a letter comparing our lobster industry to the farmers in the Midwest seeing relief in this tariff fallout. The first line was ‘Why not lobsters?’” King added in a statement to The Hill, noting that lobsters were one of the first items hit with Chinese tariffs.

Seafood industry’s fragmentation makes recovery harder

May 26, 2020 — The seafood lobby says assistance from the federal government has not been enough to help everyone along the supply chain. That is leaving fishermen, processors and distributors worried about their ability to stay in business as the economic slowdown from the pandemic ravages the industry.

Various sectors are getting a $300 million boost from a coronavirus emergency aid package from Congress that will be distributed by states to help make up for lost sales after restaurants closed their doors. In addition, the Agriculture Department has promised to buy up $70 million of catfish, haddock, pollock and redfish to distribute to food banks and nutrition programs.

An industry coalition asked the Trump administration in late March for a combined $4 billion to be spent on buying surplus seafood, supporting supply chains and aiding fisheries, but only a fraction of that has been awarded.

Some in the industry say the meager aid doled out so far reinforces a long-held complaint that the industry is neglected on Capitol Hill, where power players like the beef and pork industries dominate in agriculture. The industry’s fragmented nature also makes it difficult to form a political force, compared with other agriculture sectors that lobby to support producers of a single animal, especially those from politically powerful farm states in the Midwest and South.

“The U.S. fishing industry is overlooked a lot when it comes to the food supply,” said Jason Jarvis, a fisherman in Rhode Island who catches fluke, black sea bass and scup. “Now it’s going to change. I think it has to. We’re looking at empty stores.”

USDA to purchase Massachusetts seafood

May 11, 2020 — Members of the all-Democratic Massachusetts congressional delegation are pushing to include more East Coast seafood in purchasing agreements funded by the federal Coronavirus Food Assistance Program.

They applauded a U.S. Department of Agriculture decision last week to include Atlantic seafood in so-called Section 32 program food purchases made available in part by the $2.2 trillion CARES Act approved in late March.

Massachusetts officials said the federal program has historically overlooked East Coast seafood, but has agreed to purchase $20 million in Atlantic haddock, pollock, and redfish to help East Coast seafood producers.

Congressman William Keating said the purchases “will not only help to support our fishing industry during these trying times, but will also provide highly nutritious, sustainable food for families in need across the nation.”

U.S. Rep. Seth Moulton added, “Fishermen are hurting. Things were already tough because of the trade war and they got a lot tougher when restaurants closed because of the pandemic. Government’s strength is measured by its ability to serve the people it represents. I hope this brings new business and peace of mind to America’s fishermen.”

Fishermen, seafood businesses call for $1.5 billion federal covid-19 aid

May 5, 2020 — Independent fishermen and small- to medium-sized seafood business are calling on the Trump administration and Congress to come up with an additional $1.5 billion in covid-19 emergency funding, and new investment to build community-based supply chains to feed Americans.

The $300 million allocated for the industry by the CARES Act will help, but “it will not adequately mitigate the unprecedented losses that have been suffered nor the impacts that we anticipate over the coming months,” according to the letter, co-signed by a coalition of 238 including commercial fishing trade associations, seafood businesses, food and agriculture groups, and environmental and social justice advocates.

Much more is needed in “additional support from the federal government to maintain our livelihoods and supply essential food from the ocean to the American public,” the coalition warned in the letter – and with a video released on YouTube.

The letter makes detailed recommendations in five areas, including emergency aid; payroll protection and debt forgiveness for fishing businesses; resources to build up local supply chains; medical care and protective measures for fishermen and seafood workers; and getting more seafood supplied into the Department of Agriculture’s $19 billion Coronavirus Food Assistance Program.

USDA to buy $70 million of seafood in response to COVID-19 crisis

May 4, 2020 — The following was released by the U.S. Department of Agriculture. The full list of USDA purchases includes $20 million of Atlantic haddock, pollock, and redfish; $20 million of Alaskan pollock; and $30 million of catfish products.

U.S. Secretary of Agriculture Sonny Perdue today announced details of $470 million in Section 32 food purchases to occur in the third quarter of fiscal year 2020, in addition to purchases previously announced, which will enable USDA to purchase surplus food for distribution to communities nationwide. These Section 32 purchases will provide additional support for producers and Americans in need, in response to changing market conditions caused by the COVID-19 national emergency.

“President Trump has authorized USDA to support our farmers affected by this national emergency and this action to purchase food and deliver to those in need further demonstrates his unwavering support for the American people during these unprecedented times,” said Secretary Perdue. “America’s farmers and ranchers have experienced a dislocated supply chain caused by the Coronavirus. USDA is in the unique position to purchase these foods and deliver them to the hungry Americans who need it most.”

Background:

The Agricultural Marketing Service (AMS) will purchase a wide variety of fruits, vegetables, meat, dairy and seafood products. Specific purchase amounts for each commodity are included in the chart below. Purchases are determined by industry requests, market analysis and food bank needs. AMS will begin issuing solicitations in June and intends to begin deliveries in July. Details on how vendors may participate are available on the Selling Food to USDA page on the AMS website. Solicitations will be posted to the AMS Open Purchases Request website once available. Industry requests for future purchases using Section 32 funds, including potential plans for the fourth quarter of fiscal year 2020, will be assessed on an ongoing basis.

Massachusetts lawmakers call on government to help New England fisheries during COVID-19 crisis

April 6, 2020 — Members of Massachusetts’ congressional delegation are calling on the U.S. Department of Agriculture to give New England fisheries a needed boost as they battle through the COVID-19 outbreak.

U.S. senators Edward Markey and Elizabeth Warren, along with U.S. representatives William Keating and Seth Moulton, on 2 April sent a letter to Agriculture Secretary Sonny Perdue asking him to use part of the USD 9.5 billion (EUR 8.8 billion) earmarked for agricultural producers – from the USD 2.2 trillion (EUR 2.0 trillion) CARES Act Congress passed in late March – to help seafood processors and other companies.
