The NSF Seafood Engine in New England wins $15M U.S. National Science Foundation award to strengthen fisheries and aquaculture

July 15, 2026 — The following was released by the Woods Hole Oceanographic Institution:

The U.S. National Science Foundation (NSF) announced a major new award to bolster the American seafood industry through the NSF Regional Innovation Engines (NSF Engines) program within the Directorate for Technology, Innovation, and Partnerships (NSF TIP). The NSF Seafood Engine in New England, led by the Portsmouth-based non-profit NERACOOS, is a collaboration of seafood industry, tech sector, government, and research partners across Maine, Massachusetts, New Hampshire, and Rhode Island, including the Woods Hole Oceanographic Institution. This innovation ecosystem aims to revitalize the seafood sector through cutting-edge technology. This award will position New England to lead the nation in meeting the goals outlined in the Executive Order on Restoring American Seafood Competitiveness.   

“NSF Engines investments in critical technologies and future industries will transform America’s innovation infrastructure for decades to come,” said Brian Stone, performing the duties of the NSF director. “The NSF Seafood Engine will leverage cutting-edge resources, including AI, advanced manufacturing, biotechnology, robotics, and more to strengthen the New England seafood supply chain, from harvesting to consumer delivery, supporting businesses up and down the coastline.” 

The Seafood Engine will initially receive an award of $15 million over two years, with the potential to grow up to $160 million over ten years as it works to build an internationally competitive technology and innovation cluster. This core funding from NSF creates an unprecedented opportunity to leverage additional resources from public, private, and philanthropic sources to expand the partnership and scale its outcomes. The NSF Engine strives to enhance the competitiveness of fisheries and aquaculture, a pillar of New England’s economy that accounts for 25% of the nation’s seafood value. The technological solutions can be rolled out nationwide, propelling the American seafood industry to a stronger position within the global market. 

“Built on the ingenuity and steadfast determination at the heart of America’s oldest commercial enterprise, the Seafood Engine is ready to confront key challenges facing the industry with bold innovation,” said Jake Kritzer, Principal Investigator of the Seafood Engine and Executive Director of NERACOOS. 

Over time, new R&D, Workforce Development, and Translation activities will work to reshore American seafood processing capacity and strengthen the full supply chain. Together, these efforts will bring new opportunities to small and medium firms across the New England coastline and cut into the $20B seafood deficit facing American businesses.  

WHOI researchers will support these efforts through leadership in ocean observation, technical innovation, and workforce development. Physical oceanographer Glen Gawarkiewicz will partner with New England fishers to deploy a fleet of nine autonomous underwater vehicles from fishing vessels, collecting and analyzing high-resolution data on conditions that affect commercially important species. Marine biologist Michael Brosnahan will develop and deploy robotic systems for data-driven aquaculture management with colleagues from the University of New Hampshire and the University of Rhode Island. WHOI will also develop a two-week course for students in the WHOI-Cape Cod Community College Blue Economy Internship program to help develop future leaders of the regional blue economy. 

“New England’s prosperity has always been tied to the ocean,” said Diane Foster, WHOI’s Vice President and Dean of Academic Programs and a member of the Seafood Engine Workforce Development Sub-team. “NSF’s foresight in establishing the Seafood Engine will not only strengthen the seafood supply chain with unparalleled innovation, it will also turn the region’s maritime economy into a powerhouse that will support blue innovation, national security, and economic prosperity nationwide.” 

Government leaders from across the Seafood Engine region of service welcomed the news from NSF: 

“Massachusetts’ commercial fishing industry is powered by hardworking fishermen, family-owned businesses and coastal communities that have helped define our state for generations,” said Massachusetts Governor Maura Healey. “This investment will strengthen those communities by supporting innovation, expanding our workforce and helping to ensure our seafood industry remains competitive for years to come. Congratulations to the Cape Cod Commercial Fishermen’s Alliance and all of the partners who made this achievement possible.” 

“Our fishing industry has shaped Massachusetts’ coastal communities for generations, and it’s critical that we continue investing in its future,” said Massachusetts Lieutenant Governor Kim Driscoll. “This partnership brings together fishermen, researchers and businesses to develop new technologies, strengthen our seafood supply chain and create new opportunities for the next generation. We’re proud to be part of this regional effort to keep New England at the forefront of the seafood industry.”  

In early summer 2024, the Seafood Engine submitted one of nearly 300 letters of intent in response to the second NSF Engines funding opportunity. The preliminary proposal was selected as one of 71 to advance to the next round of competition. Following a merit review, the Seafood Engine was one of 29 teams to share a detailed presentation about their proposed NSF Engine. From this process, 15 finalists were selected to participate in two-day site visits with NSF staff and external experts. The Seafood Engine is one of 12 NSF Engines award winners selected from among these finalists.

The URI fisheries and technology program legacy

June 11, 2026 — When it comes to breadth and depth, few fisheries education programs today can rival the University of Rhode Island’s two-year Fisheries and Marine Technology degree program, which ran for almost 20 years from 1967 to 1985. “The market doesn’t need it anymore,” said Dr. Joe DeAlteris, who was hired in 1983 to transition the associate degree program to a four-year bachelor’s degree. “Most of what we taught back then is obsolete now, anyway.”

True enough. Technology has replaced many of the skills taught in the intensive, 19-credit-per-semester program. “We taught students how to make nets, for example,” said DeAlteris. “Nobody makes their own nets now. A lot of times, they don’t even repair them; they bring them to a net loft. And who uses celestial navigation?”

Andreas Holmsen, a Norwegian resource economist, and Bert Hillier, a retired fisherman from Newfoundland, started the associate degree program in 1967. Besides navigation and net building, students learned everything that would be expected of them on a commercial fishing vessel. Courses included vessel safety and stability, COLREGS rules of the road, diesel and hydraulic engineering, welding, fish processing and preservation, commercial fishing gear types, and the micro- and macroeconomic basics needed to run a business. But by 1985, New England fisheries were contracting, and the Fisheries and Marine Technology program was folded into a broader bachelor’s degree major.

Context matters: Looking at role in fishery sustainability could serve as a foundation to improve fisheries worldwide

January 26, 2026 — Governance arrangements that fit social-ecological context help support fishery sustainability.

University of Rhode Island marine affairs professor Mateja Nenadović is the lead author on a new paper in Fish and Fisheries, looking at the management of natural resources via local governance arrangements. Such arrangements range from the collective, such as cooperatives and associations, to the individualistic, such as patrons and owner-operators.

Nenadović and colleagues are researching how these arrangements influence marine resource use and associated outcomes. They theorized that sustainable resource use is not associated with a specific governance arrangement, but instead that every type of arrangement has a certain set of conditions under which sustainability is feasible.

His team investigated this hypothesis by studying coastal marine fisheries in Mexico, focusing on the Baja California Sur region between the Gulf of California and the Pacific Ocean. This is one of the most productive marine ecosystems in the world and important for both people and marine biodiversity. Nenadović has been working with fishers in the region for the past 15 years.

Now, his group’s findings have identified which governance arrangements are best suited to particular contexts. Their results provide the initial building blocks for developing a theory of governance fit, instead of “one size fits all” prescriptions for marine management. Such insights will be relevant to small-scale fisheries globally. These fisheries are a critical provider of global food security, biodiversity conservation and poverty alleviation worldwide.

Nenadović says their findings suggest that there is no single best governance agreement to achieve sustainable resource use. Instead, they found that each of the two dominant governance arrangements evaluated — cooperative and patron — were both associated with sustainable resource use depending on social and environmental conditions.

Grow Blue Partnership offers an action plan to spark growth in R.I.’s blue economy

April 27, 2023 — Last year, Rhode Island’s effort to get a $78 million federal grant to support the blue economy – things like offshore wind power, defense, and aquaculture – came up short.

But a lot of work had gone into applying for it. The University of Rhode Island-led effort was a finalist out of hundreds of applicants, and had gotten a $500,000 federal grant just to apply for the final round. Even after Commerce Secretary Gina Raimondo’s department didn’t pick Rhode Island in the end, the people who were involved in applying decided not to take their ball and go home.

The result is now starting to emerge. This week it got a name, and a new report: The Grow Blue Partnership, which released what it’s calling “Rhode Island’s 2030 Blue Economy Action Plan.” (An executive summary of the report is available online and embedded below.)

At its core, the Grow Blue Partnership is an effort to better position the state to get federal money to support the blue economy for initiatives like training the next generation of workers and research ambitions like a full digital replica of Narragansett Bay, called a “Smart Bay.”

“There’s a tremendous amount of federal funding that’s yet to be released,” said Christian Cowan, the executive director of the URI Research Foundation. “We think there’s an opportunity for Rhode Island to leverage that federal funding.”

URI professor part of a worldwide study on impacts of bottom trawling on health of seabeds

January 10, 2021 — A worldwide study on the impacts of bottom trawling, which accounts for a quarter of the world’s seafood harvest and can negatively affect marine ecosystems, has found that seabeds are in good health where trawl fisheries are sustainably managed.

The research published in Proceedings of the National Academy of Science (PNAS) by a team including co-author Jeremy Collie, Professor of Oceanography at the University of Rhode Island, builds on recent international collaboration in this field and is the first worldwide study of its kind. It brings together data from 24 large marine regions around the world to establish a relationship between distribution and intensity of trawling activities and the biological state of seabeds.

Warming R.I. marine waters force iconic species out, disrupt catch limits

August 9, 2021 — For generations, winter flounder was one of the most important fish in Rhode Island waters. Longtime recreational fisherman Rich Hittinger recalled taking his kids fishing in the 1980s, dropping anchor, letting their lines sink to the bottom, waiting about half an hour and then filling their fishing cooler with the oval-shaped, right-eyed flatfish.

Now, four decades later, once-abundant winter flounder is difficult to find. The harvesting or possession of the fish is prohibited in much of Narragansett Bay and in Point Judith and Potter ponds. Anglers must return the ones they accidentally catch to the sea.

Overfishing is easily blamed, and the industry certainly bears responsibility, as does consumer demand. But winter flounder’s local extinction isn’t simply the result of overfishing. Sure, it played a factor, but the reasons are complicated, from habitat loss, pollution and energy production — i.e., the former Brayton Point Power Station in Somerset, Mass., pre-cooling towers, when the since-shuttered facility took in about a billion gallons of water daily from Mount Hope Bay and discharged it at more than 90 degrees Fahrenheit.

Study: Most Of The Plastic Found In Seabirds’ Stomachs Was Recycleable

October 22, 2020 — The great shearwater is a seabird commonly seen off the New England coast. It’s not particularly striking — to the untrained eye, it looks like a brown seagull with long wings. It eats by diving underwater, grabbing prey and then returning to the surface to swallow it down. The birds aren’t rare or endangered, but they can live for decades, and this makes them especially interesting to scientists who study long-term environmental pollutants.

“Because they’re long-lived and are eating at similar food web levels as where a human might eat, they’re great indicators of the environment, and they really tell us a lot about the health of this Atlantic system,” says Anna Robuck, a Ph.D. candidate at the University of Rhode Island’s Graduate School of Oceanography.

Humans dump an estimated 4.8 to 12.7 million metric tons of plastic into the ocean each year, and some of it gets eaten by fish, marine mammals and seabirds like great shearwaters. Though scientists have done a bunch of studies looking a how much plastic animals eat, very few have examined what type of plastic they eat. And knowing where the plastic came from could help us keep it out of the ocean.

Rhode Island Oyster Farmer Leads the Way in Aquaculture

September 25, 2020 — Nearly 20 years ago when Perry Raso leased a 1-acre piece of Potter Pond in South County to farm oysters, aquaculture was in its infancy in the Ocean State.

Raso, then in his early 20s, was only the 15th person to obtain a lease from the state and called himself a stockholder in the pond where he spent part of every day.

Today, the entrepreneurial owner of the Matunuck Oyster Farm and the Matunuck Oyster Bar nurtures 16 million oysters in different stages of growth on 7 acres in the saltwater estuary a stone’s throw from the Atlantic Ocean.

His farm is now one of 70 similar aquaculture operations across the state.

The farmed oysters mature slowly under about 4 feet of water in polyethylene bags that are open to the sea at one end of the pond.

The oysters extract algae from the water that flows through the baskets on the rising and falling tides, said Raso, 39.

He has about 2,000 bags of oysters growing in the pond at any one time. The farm crew tends the operation daily and passes the oysters through a tumbler apparatus frequently to separate them by size in the growing process.

Judge Dismisses Lawsuit Seeking Rhode Island Climate Action

September 1, 2020 — Last week Rhode Island Superior Court Judge Melissa Darigan dismissed a complaint filed by Nature’s Trust Rhode Island against the Department of Environmental Management (DEM). On behalf of 13 young Rhode Islanders and the Sisters of Mercy Ecology, the group filed suit after DEM had rejected an attempt that would have forced the state to address, systematically and meaningfully, the climate crisis and to take responsibility for its share of greenhouse-gas emissions.

Peter Nightingale, president of the Nature’s Trust Rhode Island board, said the judge’s recent ruling “makes it clear that the Rhode Island courts shirk their responsibility to protect the environment.”

The University of Rhode Island physics professor pointed to House Speaker Nicholas Mattiello’s statement at the beginning of this year that “there’s nothing Rhode Island can do to address climate change in a way that is real or impactful” as perhaps the most vivid example of political negligence.

Researcher to Map Commercial Fishing Activity to Reduce Fishing, Wind Industry Conflict

July 29, 2020 — A natural resource economist from the University of Rhode Island will document where commercial fishing is conducting in southern New England waters to help reduce the conflict between the region’s fishermen and the wind industry.

“I’m exploring a new way of improving spatial planning for offshore wind,” said URI Associate Professor Thomas Sproul. “One of the biggest sources of delay in the regulatory process for offshore wind has been because of the conflicts with commercial fishing.”
