SCeMFiS Announces Funding for Two Research Projects Impacting Fisheries Management

November 27, 2017 — CAPE MAY, N.J. — The following was released by the Science Center for Marine Fisheries:

The Industry Advisory Board (IAB) of the Science Center for Marine Fisheries (SCeMFiS) has allocated $26,467 in funding for two research projects during the Fall IAB Meeting held October 31-November 1, 2017 in Cape May, New Jersey. The awards span the broad mission of the SCeMFiS and include research on marine mammals and continued funding for the omnibus stock assessment proposal for Atlantic herring.

Funded projects are as follows:

  • Independent Advisory Team for Marine Mammal Assessments – Phase V – this team addresses uncertainties in slow growing marine mammal populations and the interactions between marine mammals and fishing operations. PI: Paula Moreno, USM
  • Stock Assessment Team – stock assessment teams provide external support to NMFS for benchmark assessment working groups with a focus in 2018 on the Atlantic herring. PI: Steve Cadrin, UMass Dartmouth

This fall marked a trend to include industry sponsorship of social events and hold meetings close to prospective new members in an effort to attract and showcase research projects. The Cape May oceanfront provided a beautiful venue for the Fall IAB Meeting. Lund’s Fisheries Inc. and Atlantic Capes Fisheries, Inc. graciously provided food, beverages and evening social events on the Cape May Whale Watcher as well as Cold Spring Village/Brewery and The Grange Restaurant.

Jeff Reichle, President of Lund’s Fisheries, Inc. commented, “It was an honor to host the Fall IAB Meeting of SCeMFiS in the port of Cape May. The fishing industry in New Jersey, both commercial and recreational, has a huge impact on our coastal communities and we are very pleased to be part of this science based organization focused on cooperative research with NMFS and other fisheries management bodies to ensure that we have healthy, sustainable fisheries now and in the future.”

The Industry Advisory Board of the Science Center for Marine Fisheries (SCeMFiS), supported by the National Science Foundation I/UCRC Program, provides research related to major challenges in fisheries management and brings participants from industry, government, and other organizations in need of science-based solutions into contact with academic scientists capable of providing that expertise.

The SCeMFiS Industry Advisory Board is composed of members from the shellfish and commercial finfish industries and the NMFS-Northeast Fisheries Science Center. The organizational structure provided by the Center permits members to control the science agenda in exchange for financial support under the sponsorship of the NSF.

UMass Dartmouth to study offshore wind and commercial fishing

November 27, 2017 — DARTMOUTH, Mass — What’s the best way for offshore wind and commercial fishing to coexist? Are there ways the two sectors can help each other? What are the challenges?

A new “blue economy” initiative will take a hard look at those questions.

The research will be conducted at the School for Marine Science and Technology at the University of Massachusetts Dartmouth, through the Massachusetts Marine Fisheries Institute.

Faculty and their students plan to focus on how offshore wind farms can coexist with other ocean-based industries, according to an announcement. The researchers will also look at wind resource assessment, energy forecasting, supply chain development, technological innovations, and the intersection of offshore wind and shipping.

Live Cam May Show True Status of Atlantic Cod Fishery

October 18, 2017 — Atlantic cod, New England’s most iconic fish, has been reported at historic lows for years, but fishermen hope a new video monitoring technique will prove there are more of the fish than federal surveyors believe.

Ronnie Borjeson, who has been fishing for more than 40 years, says the federal surveys don’t match up with what fishermen are seeing. “I don’t care if you’re a gillnetter, a hook and line guy, a trawl guy,” he said, “there’s codfish everywhere up there. Everywhere. You can’t get away from them.”

Borjeson helped test a video rig designed by researchers at the University of Massachusetts Dartmouth that allows them to record fish underwater and count them on the video later. With this rig, scientists can sample a larger area in the same amount of time and hopefully improve federal estimates of how many cod are left.

According to the National Marine Fisheries Service, cod are overfished, and in 2014, the spawning population reached its lowest numbers ever recorded. The once-booming cod fishery has been subject to increasingly strict regulations since the 1990s, forcing commercial fishermen to target less-profitable species while they wait for the cod population to recover.

Gloucester Times: Good news arrives for Gloucester waterfront

April 10, 2017 — Gloucester’s fishing and waterfront communities received some good news on several fronts this past week.

First came the news that Massachusetts’ maritime economy grew faster than the state’s economy as a whole from 2005 to 2015.

The analysis, done by by the University of Massachusetts Dartmouth’s Public Policy Center, said the segments of the maritime economy that performed best over the prescribed decade include tourism and recreation — the largest employer, though a smaller contributor to wages and GSP — and marine transportation and technology — which accounts for only 13 percent of employment but 35 percent of the maritime economy’s total wages. 

Those are segments Gloucester is and should continue working to build upon. 

The city’s new harbormaster and assistant harbormaster are working to find more transitional mooring for tourists arriving by boat and setting up best protocols and seasonal boating pricing.

It is also considering setting up visitors center downtown. The center, which would be on the second-floor of the American Legion Hall on Washington Street,would serve visitors who may not get to the city’s main visitors center in Stage Fort Park.

Gloucester was also recently awarded nearly $3 million in Massachusetts Life Sciences Center state grants to the Gloucester Marine Genomics Institute, Gloucester High School and O’Maley Innovation Middle School.

New video system may hold promise for cod surveys

February 1, 2017 — Researchers at UMass-Dartmouth continue to refine a new video survey system they believe holds promise for providing more accurate assessments of the beleaguered Gulf of Maine cod stock.

The developers of the system, which employs high-resolution video cameras in an open-ended commercial trawl net to count the number of fish and identify their species as they enter the net, put it through another rigorous test last week and came away pleased with the results.

“This was definitely the best trip yet,” said Travis Lowery, chief scientist and technician on the project along with UMass-Dartmouth professor Kevin Stokesbury and graduate student Nick Calabrese. “We’ve been moving more toward using Go-Pro cameras and the images were crystal clear. It all worked really, really well.”

For six days, the researchers performed 31 survey tows on Stellwagen Bank, about 15 miles southeast of Gloucester, and said they found Atlantic cod aggregating over much of the open fishing grounds.

The test also included a number of closed tows so researchers could collect biological samples to measure the length and weight of the captured fish. In the biggest closed-trawl haul, researchers collected 345 cod in a half-hour, with the largest measuring up to about 33 inches.

NEFMC to Screen Sustaining Sea Scallop Doc on September 21

September 19th, 2016 — The following was released by Coonamessett Farm Foundation: 

On Wednesday, September 21st at 5:30 pm there will be a reception followed by a showing of the short movie “Sustaining Sea Scallops”. The reception will begin at the end of the New England Fishery Management Council’s meeting that day at the DoubleTree Hilton in Danvers, MA and is hosted by the Fisheries Survival Fund. The Fisheries Survival Fund (“FSF”) is an organization whose participants include the bulk of the full-time, limited access scallop fleet located from Virginia to Massachusetts.

The sea scallop fishery is one of the most lucrative wild-harvest fisheries in the United States. But just 15 short years ago this key fishery was facing closures and on the verge of bankruptcy. SUSTAINING SEA SCALLOPS chronicles the dramatic rebound of the Atlantic sea scallop fishery highlighting the unique partnership that supports this sustainable fishery.

This 35-minute documentary follows fishermen and researchers from New Bedford, Massachusetts to Seaford, Virginia, as they collaborate on studies of gear design, deep sea habitats, and threatened sea turtles. Capturing in-depth footage of the offshore and onshore processes involved in the scalloping industry.

Including unprecedented footage of the marine environment using new underwater technologies that provides a breathtaking mosaic of sea scallops on the ocean floor and a close-up of a loggerhead sea turtle feeding on scallops.

UMass invention could cut fish monitoring costs

July 21, 2016 — Researchers at the University of Massachusetts Dartmouth have been awarded a patent for technology they say could reduce the costs of fishing vessel monitoring, a cost fisherman say threatens their livelihood, the school announced this week.

Dr. Brian Rothschild, the retired founding head of the UMass-Dartmouth School of Marine Science and Technology, and graduate student Glenn Chamberlain said their on-board 3D camera system would reduce costs, ensure accuracy and expand the scope of what information could be collected.

“Broad-based and accurate counting of the fish being caught is critical to our collective efforts to sustain critical fish stocks and thus the commercial fishing industry,” Rothschild said in a statement. “We believe we have found a way to count the fish being caught in a relatively low-cost manner that will increase confidence among the federal regulators and the fishing industry.”

The camera system, which would cost about $500 to install on a vessel, utilizes stereo photogrammetry, a system used by meteorologists to collect information about tornadoes, to capture images of fish either on the deck or passing through a net, according to the university. Those images could then be analyzed to produce “a permanent record of each sampling tow or catch in the fishery and to determine the species and size composition of each tow,” the university said.

Last year, Hampton, New Hampshire, fisherman Dave Goethel and a fishing sector filed a lawsuit challenging the legality of a mandate requiring them to carry at-sea monitors on their vessels and pay the cost of hosting those federal enforcement contractors. The government shifted the cost of paying for monitors from itself to fishermen earlier this year.

Cape scallop fishermen cash in on grounds closer to home

May 23, 2016 — HARWICH PORT, Mass. — The scalloping was pretty poor north of Provincetown last month for the crew of Aidan’s Pride; they towed their dredge for hours just to get a hundred pounds.

So the Wellfleet scallop vessel, owned by Aidan Lapierre and captained by Sean Gray, was heading south to Maryland about three weeks ago, hoping for a more bountiful harvest, when it broke an outrigger in rough water transiting the Cape Cod Canal.

It turned out to be a fortunate break, as the delay lasted just long enough that they were still around when the National Oceanic and Atmospheric Administration’s fisheries office in Gloucester approved a plan May 3 to open a scallop-rich spot around 70 miles southeast of Saquatucket Harbor where Aidan’s Pride was tied up Thursday.

Catches in near-shore areas petered out over the past few years for members of what is known as the general category scallop fleet, smaller vessels around 40 feet in length that are only allowed to land 600 pounds of scallop meats a day. They were not able to harvest their allotted quota and petitioned NOAA and the New England Fishery Management Council to open a portion of the so-called Nantucket Lightship closed area exclusively to them because their vessels are not suited to the long trip to prime scalloping grounds on Georges Bank. In addition, the profits from the relatively small amount of scallops they were allowed to catch would quickly be eaten up by fuel costs.

Their only alternative: head south to the Mid-Atlantic.

But a window of opportunity opened after scientific surveys of the Nantucket Lightship area showed there weren’t enough mature scallops available to open it this year. Members of what is known as the limited access fleet — vessels 80 to more than 100 feet long which harvest as much as 17,000 pounds a day and are responsible for 95 percent of the scallop catch — wanted it kept closed to everyone.

“We chose not to go in there because the science said it wasn’t ready,” said Drew Minkiewicz, an attorney representing the Fisheries Survival Fund, which has many of the limited access fleet as members.

“We wanted the scallops to be larger, to get the maximum yield,” he said.

Since 2001, scallops have been managed under a rotational scheme much like letting a field lie fallow. Sampling is done to determine whether an area has enough large scallops to be opened to fishing. Areas with a lot of seed or immature scallops remain closed until they grow large enough for harvest.

It’s an approach that works but allowing someone into an area before it’s ready violates that management principle, Minkiewicz said. Scallopers faced with only being able to land 600 pounds would likely sort through the catch, discarding smaller animals in favor of the large ones that fetched higher prices, he said.

“They’re human,” he said. “We don’t blame them for it, but they will kill a lot more scallops than 300,000 pounds.”

Kevin Stokesbury, principal investigator at University of Massachusetts Dartmouth’s sea scallop research program, is also opposed to letting general category boats into the Lightship area, saying the dredge would likely kill a lot of small scallops. Surveys and studies by UMass Dartmouth’s School of Marine Science and Technology showed a small amount of growth actually doubled the amount of meat available. He agreed with Minkiewicz’s argument that killing off large numbers of young scallops, even if limited by a relatively small quota, could significantly affect future harvests in the area.

“While 300,000 pounds of harvest is not a lot compared to the biomass there, how many small scallops will you have to sort through to get to the few large ones?” he said.
