International consortium created to study the white shark

December 7, 2020 — Shark research groups and government agencies in the United States and Canada announced Tuesday the establishment of an organization that will unite over a dozen agencies to collaboratively study the white shark.

The New England White Shark Research Consortium joins organizations and universities in Massachusetts—such as the New England Aquarium and University of Massachusetts Dartmouth—with researchers in Maine, Rhode Island, New Hampshire, Arizona and Canada.

The group has two primary goals: advance researchers’ current understanding of the white shark, and enhance public education and safety within the region.

Gregory Skomal, the senior fisheries scientist for the Massachusetts Division of Marine Fisheries (which is a consortium member), said the fatal shark attack of a 63-year-old woman off the coast of Maine this summer prompted the creation of the consortium.

“It really pointed to a need for us to coordinate research here in New England,” Skomal said, noting many people were surprised by the location of the attack even though researchers knew white sharks are historically found in Maine waters.

Omega Protein Supports ASMFC Decision on Menhaden Reference Points

August 6, 2020 — The following was released by the Omega Protein:

Omega Protein supports today’s decision by the Atlantic States Marine Fisheries Commission to adopt Ecological Reference Points (ERPs) for Atlantic menhaden, and looks forward to working with the Commission and its staff on further developing the ERP model and identifying future harvest levels for the fishery.

The ERP working group has worked for many years to develop the ecosystem model, and we will continue to support its development as the model’s accuracy and reliability improves over the next few years. It is now the responsibility of the Commission to accurately estimate the populations of both menhaden and its predators and then make fair and equitable management decisions based upon the model’s findings.

The best available science shows that current management is already doing much to ensure that menhaden meets ecological needs. A recent study by Dr. Steve Cadrin of the University of Massachusetts Dartmouth found that 99.5 percent of menhaden born each year are left in the water to serve as forage for predators and meet other ecosystem roles, with only one half of one percent harvested by the fishery. The latest Commission stock assessment further confirms that menhaden is not overfished, nor is overfishing occurring, with menhaden biomass near record highs. The fishery is also certified sustainable by the Marine Stewardship Council.

All these positive indicators should not be surprising, as the menhaden fishery has been operating at the levels suggested by the ERP model for the past two decades.

However, the Commission will also likely need to control fishing on predator stocks, as many key species are currently overfished. This could result in harvest reductions for predator species; the Commission cannot rely on the availability of menhaden alone to rebuild these predator stocks.

As recognized at this week’s meeting and in peer reviews by the Center of Independent Experts, having menhaden in the water at any abundance level is not guaranteed to help predator species reach their target biomass levels. In fact, expert scientists have stated that a moratorium on all menhaden fishing would not enable some predators to reach their target biomass without harvest reductions.

Review Finds 99.5 Percent of Atlantic Menhaden Year Class Stay in Water to Serve Ecological Role

July 30, 2020 — A review conducted by Dr. Steve Cadrin of the University of Massachusetts Dartmouth found that the Atlantic menhaden fishery leaves 99.5 percent of menhaden year class in the water to serve as forage.

Cadrin’s findings are another indication that menhaden is a healthy and sustainable resource, according to the Science Center for Marine Fisheries (SCEMFIS).

99.5 Percent of an Atlantic Menhaden Year Class is Left in the Water to Serve Its Ecological Role, New SCEMFIS Report Finds

July 29, 2020 — The following was released by the Science Center for Marine Fisheries:

The Atlantic menhaden fishery leaves 99.5 percent of a menhaden year class in the water to serve its ecological role as forage, according to a new review from Dr. Steve Cadrin of the University of Massachusetts Dartmouth. This finding is one of many indicators that menhaden is a healthy and sustainable resource, according to the review.

“Determining whether or not menhaden is fulfilling its role in the ecosystem has been at the heart of recent debates around menhaden management,” said Dr. Cadrin. “A review of all the available data from the most recent peer-reviewed stock assessment clearly shows that menhaden are conservatively managed and already successful in meeting ecosystem needs.”

The review comes at the request of the National Science Foundation’s Science Center for Marine Fisheries (SCEMFIS). Dr. Cadrin, a professor of fisheries oceanography and former president of the American Institute of Fishery Research Biologists, previously conducted a review of the Atlantic States Marine Fisheries Commission’s (ASMFC) most recent menhaden stock assessment in February.

Science Center for Marine Fisheries Releases Evaluation and Summary of Latest Atlantic Menhaden Assessments

February 4, 2020 — The following was released by the Science Center for Marine Fisheries:

Dr. Steve Cadrin, Professor at the School for Marine Science and Technology at the University of Massachusetts Dartmouth and past President of the American Institute of Fishery Research Biologists, has completed an evaluation and summary of the latest Southeast Data, Assessment, and Review (SEDAR) Atlantic menhaden stock assessments.  Dr. Cadrin’s evaluation and summary was commissioned by the Science Center for Marine Fisheries (SCeMFiS).  SEDAR completed two assessments in January, a traditional single-species benchmark assessment, and a first-of-its-kind ecological reference point assessment.

Among other conclusions, Dr. Cadrin’s evaluation and summary finds that, according to the peer-reviewed assessments, the menhaden population is healthy, with menhaden fishing mortality remaining low. Atlantic menhaden was certified as sustainable by the Marine Stewardship Council in 2019. When comparing the two assessments, Dr. Cadrin notes that the single-species assessment “is the best scientific information available for fishery management.”

The evaluation and summary of the Atlantic menhaden assessments was one of the 2020 projects recently approved by SCeMFiS, which is part of the National Science Foundation’s Industry-University Cooperative Research Centers program. The review was commissioned to provide a non-technical summary of the two 400+ page Atlantic States Marine Fisheries Commission (ASMFC) menhaden assessments, so that menhaden fishery stakeholders would have, in an easily-comprehensible format, the information needed to support the best path to science-based management of the fishery.

Single-Species Assessment Remains Best, Most Reliable Information Available

Dr. Cadrin evaluated and summarized both the traditional, single-species menhaden stock assessment, as well as the new assessment that includes a multispecies focused analysis of menhaden and species which prey upon menhaden as part of their diet. This effort is a key part of the ASMFC’s efforts to transition to ecosystem-based fisheries management.

“The single-species assessment includes much more information on size and age composition, fishery selectivity, and recruitment variability than the multi-species models that were developed, but all models provide similar perceptions of menhaden stock trends since the 1990s,” writes Dr. Cadrin.

Other notable points by Dr. Cadrin include the improvements that the single-species assessment made in getting more accurate measurements of menhaden natural mortality, and the assessment’s conclusion that menhaden fishing mortality remains low, while the estimate of the current stock size is high.

Lower Menhaden Fishing Would Not Help Overfished Striped Bass

Dr. Cadrin’s evaluation and summary of the ecosystem-based assessment focuses in part on how it modeled the relationship between menhaden and striped bass. Most notably, he observes the assessment finds that, due to current overfishing and the overfished status of striped bass, decreasing the menhaden harvest would have little impact on striped bass stocks.

“At the current rate of fishing mortality on striped bass, there is little change in the long-term expectation for the striped bass stock from fishing menhaden at a lower rate than the single species target. Therefore, there appears to be negligible benefit to bass from fishing menhaden lower than the single species target,” Dr. Cadrin writes.

The assessments are the culmination of a two-year effort to gather and analyze available data for Atlantic menhaden from the fishery-independent sampling programs of the Atlantic states, commercial purse-seine reduction fishery, and commercial bait fishery.  All those who worked on the single-species assessment and the ground-breaking ecosystem assessment – the SEDAR 69 Panel, the Atlantic Menhaden Technical Committee (TC), the Stock Assessment Subcommittee (SAS), the ASMFC Ecosystem Reference Points Work Group, the Center for Independent Experts (CIE), the technical reviewer and the review panel chair — deserve credit for the completion of this task.

Both assessments will be discussed at this week’s ASMFC meeting.

SCeMFiS utilizes academic and fisheries resources to address urgent scientific problems limiting sustainable fisheries. SCeMFiS develops methods, analytical and survey tools, datasets, and analytical approaches to improve sustainability of fisheries and reduce uncertainty in biomass estimates. SCeMFiS university partners, University of Southern Mississippi (lead institution), and Virginia Institute of Marine Science, College of William and Mary, are the academic sites. Sea Scallop Camera-Based Survey Expanded on Georges Bank

July 18, 2019 — The following was released by NOAA Fisheries:

The University of Massachusetts, Dartmouth, School for Marine Science and Technology will add the Northern Flank and Closed Area II North to this year’s planned survey work around Georges Bank to track sea scallop aggregations.

The survey, which uses a drop-camera array, is also covering the Great South Channel, Nantucket Lightship, and the Closed Area I Access Area.

“Taking on this additional work while in the middle of a busy survey season exemplifies the School for Marine Science and Technology’s dedication to supporting the scallop fishery,” said Jon Hare, director of NOAA Fisheries’ Northeast Fisheries Science Center. “It’s also a great example of the importance of our strong partnerships in the region that provide science to support management of this valuable resource.”

The University’s survey is funded by the sale of sea scallops that are set aside from the annual catch limit through the Sea Scallop Research Set-Aside Program. The New England Fishery Management Council established this unique program to address research questions that support management of the sea scallop resource.

Awards are made in pounds, not dollars, and no federal funding is provided. Instead, proceeds generated from the sale of set-aside scallops are used to fund research activities and compensate participating vessels.

Scallops sales to fund ocean research on East Coast

May 10, 2019 — The federal government says a program that sells scallops to pay for marine science will include a study of how shellfish harvesting impacts sea turtles in this year’s projects.

The National Oceanic and Atmospheric Administration says the Atlantic Sea Scallop Research Set-Aside will help pay for 13 projects in 2019 and 2020. Regulators use the program to set aside more than a million pounds of scallops, which generates millions of dollars for the science projects.

NEFMC Atlantic Herring RSA Press Release

April 25, 2019 — The following was released by the New England Fishery Management Council:

The Atlantic Herring Research Set-Aside (RSA) Program will continue to support an important project focused on maintaining and expanding bycatch avoidance strategies in the Atlantic herring midwater trawl fishery both at sea and through shoreside sampling. The project is a partnership between industry, the University of Massachusetts Dartmouth School for Marine Science and Technology (SMAST), and the Massachusetts Division of Marine Fisheries (DMF).

The New England Fishery Management Council sets research priorities for the Herring RSA Program, while NOAA Fisheries manages the RSA competition and the program itself. This particular project, which was announced today by the Northeast Fisheries Science Center, is consistent with the research priorities identified by the Council for the 2019-2021 RSA award cycle.

“We’re pleased that researchers and the fishing industry are able to utilize the Herring RSA Program to maintain this important bycatch avoidance project,” said Council Chairman Dr. John Quinn.

Five Questions With: Kevin Stokesbury

March 27, 2019 — Kevin Stokesbury, professor of fisheries oceanography at the University of Massachusetts Dartmouth’s School for Marine Science & Technology, was chosen for a service award from the International Council for the Exploration of the Sea last month. The council, in Denmark, recognized the Stokesbury for his work in restoring scallop stocks in the region. He served as chair of the ICES Scallop Assessment Working Group for five years.

PBN: Where are we in terms of scallop stocks in New England now as opposed to say, 10 and 20 years ago?

STOKESBURY: The scallop stocks of New England are a fisheries success story. For 2018, the stock is estimated at 482 million pounds … with a projected harvest of about 63 million pounds. For the last 10 years the average landings were 50 million pounds valued at $460 million; for the last 20 years the average landings were 46 million pounds valued at $345 million; and from 1970 to 1996 the average landings were 20 million pounds valued at $81 million, based on National Oceanic and Atmospheric Administration data.

This success is the result of nature providing the right conditions for the scallops to produce large numbers of offspring; scientists and the fishing industry working together to develop new ways to document the number of scallops – their distribution, size and biomass – and agencies being open to new ideas on rotational management and flexible enough to act on the new scientific data.

The results have been a sustainable fishery with reduced environmental impact and economic prosperity.

PBN: One of the things you have been credited with is partnering with fishermen, getting their buy-in to gather information to manage scallop stocks. How would you describe that process?

STOKESBURY: The fishing industry originally approached [UMass Dartmouth professor Brian] Rothschild for help determining the abundance of scallops within the closed areas of Georges Bank. Rothschild had the ability to bring all the different agencies, academics and fishing groups together. The first cooperative dredge survey had already been completed when I came onboard in 1998.
