Climate Change May Shrink the World’s Fish

A new study suggests warming sea temperatures could result in smaller fish sizes.

August 22, 2017 — Warming temperatures and loss of oxygen in the sea will shrink hundreds of fish species—from tunas and groupers to salmon, thresher sharks, haddock and cod—even more than previously thought, a new study concludes.

Because warmer seas speed up their metabolisms, fish, squid and other water-breathing creatures will need to draw more oxygen from the ocean. At the same time, warming seas are already reducing the availability of oxygen in many parts of the sea.

A pair of University of British Columbia scientists argue that since the bodies of fish grow faster than their gills, these animals eventually will reach a point where they can’t get enough oxygen to sustain normal growth.

“What we found was that the body size of fish decreases by 20 to 30 percent for every 1 degree Celsius increase in water temperature,” says author William Cheung, director of science for the university’s Nippon Foundation—Nereus Program.

These changes, the scientists say, will have a profound impact on many marine food webs, upending predator-prey relationships in ways that are hard to predict.

“Lab experiments have shown that it’s always the large species that will become stressed first,” says lead author Daniel Pauly, a professor at the university’s Institute for the Ocean and Fisheries, and principal investigator for the Sea Around Us. “Small species have an advantage, respiration-wise.”

Still, while many scientists applaud the discovery, not all agree that Pauly’s and Cheung’s work supports their dramatic findings. The study was published today in the journal Global Change Biology.

International Seafood Sustainability Foundation Releases Updated Snapshot of Large-Scale Tropical Tuna Purse Seine Fishing Fleet

At least 1,815 authorized purse seiners fishing for tunas worldwide as of June 2017

August 17, 2017 — WASHINGTON — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) has issued an updated “snapshot” of Large-Scale Tuna Purse Seine Fishing Fleet as of June 2017. The purpose of the snapshot is to ensure that all management stakeholders have the best and most up-to-date information available when making management decisions. The number of active vessels on the water is particularly relevant when it comes to managing the global tuna fleet’s fishing capacity.

Purse seine vessels account for over 60 percent of the world’s tuna catch, but the exact number of operating vessels is not known. ISSF combed through information from the five tuna Regional Management Organizations (RFMOs) and other databases in order to aggregate and update data in the new report.

The analysis shows that at least 1,815 purse seiners were authorized to fish for tunas worldwide as of June 2017, with around 685 of those vessels being large-scale seiners targeting tropical tunas. Three of the five major commercial species of tuna are tropical tunas. These 685 vessels represent a combined fish hold volume or FHV — a preferred way to measure a vessel’s fishing capacity — of over 860,000 m3.

Of those 685 large scale purse seine vessels fishing for tropical tunas, 512 are registered on the ISSF ProActive Vessel Register (PVR), or 75% in number and 82% in fish hold volume (FHV).

NOAA: Determination that bluefin aren’t ‘endangered’ unlikely to affect quota setting

August 15, 2017 — US regulators’ recent decision to reject a petition from environmental groups to list Pacific bluefin tuna as an endangered species is unlikely to affect quota levels, which are set by international bodies.

“I don’t envision this domestic Endangered Species Act determination directly implicating the international management of this species,” Chris Yates, the National Oceanic Atmospheric Administration (NOAA)’s west coast assistant regional administrator for protected resources said, in response to a question from Undercurrent News.

The US government doesn’t directly determine bluefin fishing rules in the Pacific, having ceded that authority by treaty to Inter-American Tropical Tuna Commission (IATTC), of which major bluefin catchers Japan, Mexico, South Korea and Taiwan are also members. The Western and Central Pacific Fisheries Commission (WCPFC) also manages bluefin stocks in those areas of the ocean.

IATTC, which is under strong pressure from environmental groups to conserve declining bluefin stocks, recently failed to agree to new measures at a meeting earlier this month in Mexico City. But members have agreed to revisit the issue at a future meeting in Busan, South Korea.

NOAA assessment

After a recent review of the stock, NOAA scientists struck a mostly positive tone about the stock’s prospects to recover.

Yates, and Matthew Craig, who recently chaired a NOAA review into the health of bluefin stocks, said that there are roughly 1.6 million individual bluefin in the North Pacific Ocean, with 140,000 bluefin being of reproductive age and size.

UMaine to Receive More Than $220K From NOAA to Study Tuna

August 11, 2017 — ORONO, Maine — The University of Maine is slated to receive more than $220,000 from the federal government to support research of Atlantic bluefin tuna.

Republican Sen. Susan Collins and independent Sen. Angus King say the money from the National Oceanic and Atmospheric Administration will help with UMaine’s research about the tuna’s age, growth and population in the northwest Atlantic Ocean.

UMaine researchers will work with dealers, fishermen and other stakeholders from Maine to North Carolina on the work.

NOAA rejects bid to list tuna as endangered

August 9, 2017 — The Trump administration on Tuesday chose not to list the Pacific bluefin tuna as an endangered species, rejecting a petition by the largest global conservation group that the U.S. is a member of, with France, South Korea, Australia, and several other countries.

The Commerce Department’s National Marine Fisheries Service announced the decision after a 12-month review of the request that started under the Obama administration.

In response, environmentalists are organizing an international boycott of sushi restaurants, decrying what they say is the startling reversal of the agency’s original intent to list the tuna under the Obama administration.

The agency said that it looked at all factors affecting the bluefin tuna’s habitat, and based “on the best scientific and commercial data available … and after taking into account efforts being made to protect the species, we have determined that listing of the Pacific bluefin tuna is not warranted,” the agency said in a notice published in the Federal Register.

The International Union for Conservation of Nature had petitioned the U.S. government to list the tuna after assessing “the status of Pacific bluefin tuna and categorized the species as ‘vulnerable’ in 2014, meaning that the species was considered to be facing a high risk of extinction in the wild,” the notice read.

Tuna won’t be listed as endangered, Trump administration says

August 8, 2017 — Rejecting a petition from environmental groups, the Trump administration announced Monday that it will not list Pacific bluefin tuna — a torpedo-shaped fish that can grow to 1,000 pounds and which sells for $100,000 or more per fish in Japanese sushi markets — as endangered, despite that fact that the animal’s population has fallen 97 percent.

Even with heavy fishing pressure, the steely fish, which swim 6,000 miles between California and Asia, still number about 1.6 million, officials from NOAA, the National Oceanic and Atmospheric Administration, said Monday.

“The Pacific bluefin tuna does not meet the definition of threatened or endangered under the Endangered Species Act; that is, it’s not likely to become extinct either now or in the foreseeable future,” said Chris Yates, assistant regional administrator for protected resources at the NOAA Fisheries West Coast Region in Long Beach.

“The population has been at low levels before and has rebounded,” he added.

Environmental groups, however, were disappointed. They have compared bluefin tuna to elephant tusks or shark fins — products that come from an important, but vulnerable, species and command high prices for status value.

Final determination on assessment of the Northeastern Tropical Pacific tuna fishery

August 7, 2017 — The following was released by the Marine Stewardship Council:

Following the decision of an independent adjudicator, the third party assessment of the Northeastern Tropical Pacific purse seine yellowfin & skipjack tuna fishery has been upheld, confirming the certifier’s determination that the fishery meets the MSC Fisheries Standard.

The fishery, operated by the Pacific Alliance of Sustainable Tuna (PAST), includes 36 purse seine vessels fishing for yellowfin and skipjack with both free-school and dolphin associated sets.

The certifier will now need to review the independent adjudicator’s decision and update its final report to include the revised scoring requested by the IA. This content must be approved by the IA before the certifier can move forward to issue the public certification report for the fishery, at which point the fishery would be certified.

The MSC Standard is widely recognized as the world’s most credible and robust standard for sustainable, well-managed fisheries. Only fisheries that demonstrably meet the MSC’s rigorous, scientific requirements for sustainability achieve MSC certification.

Since entering the assessment process in 2014, the fishery has undergone detailed review and assessment by an independent team of experts headed up by MSC-accredited certifier, SCS Global Services. As part of this process the MSC requires certifiers to seek and consider formal input from all interested stakeholders. In this case, it conducted numerous rounds of stakeholder input, and reviewed and responded to nearly 300 pages of stakeholder comments. This is an essential part of a thorough and credible assessment of a fishery’s practices. The findings were also peer reviewed by two independent experts, subject to MSC technical oversight, and reviewed by the scheme’s accreditation body, Accreditation Services International.

Consideration of objections

Following the assessment team’s final determination that the fishery should be certified, the MSC received an objection to certification from the World Wildlife Fund (WWF). These concerns were reviewed and considered in detail in an orderly and transparent process by an independent adjudicator.

The independent adjudicator, Melanie Carter is a legal expert with extensive fisheries, law, and mediation experience, as well as an understanding of the MSC Fisheries Standard and assessment methodology.  She published her decision today to uphold the determination of SCS Global Services. Her decision, including the supporting reasoning, is available on msc.org.

Recognising improvements

Since the 1980s, concern for the impacts of purse seine fishing in the Eastern Tropical Pacific Ocean (EPO) drove international governments and NGOs to sign a series of transformative conservation agreements focused on ensuring the sustainability purse seine fishing in the EPO. One of the most significant of these is the 1999 Agreement on the International Dolphin Conservation Program (AIDCP), focused on ensuring the sustainability of fishing in the EPO and the protection of dolphin populations through science-based regulation, concerted improvement of fishing practice, and independent monitoring by onboard scientific observers. The AIDCP was awarded the Margarita Lizárraga Medal by the United Nations Food and Agriculture Organization in 2005 for its “unqualified success” in protecting dolphin and ensuring the sustainability of fishing in the EPO. Under this agreement, which requires 100% coverage by onboard scientific observers to monitor compliance, fishers work proactively to ensure the live release of all non-tuna species including dolphin. Data show that between 1985 and 1997 dolphin mortalities as a result of purse seine fishing in the Eastern Tropical Pacific fell by 99%. Since then, dolphin populations have been increasing, according to the international regulator in the ocean the Inter-American Tropical Tuna Commission (IATTC).

Brian Perkins, MSC regional director – Americas, said: “A MSC assessment is a highly transparent and meticulous process and I applaud any fishery that puts themselves under the microscope and scrutiny of this assessment. Decisions are made based on science and evidence, and in a highly consultative manner. In reaching its conclusion that this fishery should be certified, the assessment team took full consideration of the impacts this fishery has on the entire ecosystem, including dolphin populations.”

Ongoing conditions of certification

As part of its commitment to achieve MSC certification, PAST has committed to a comprehensive sustainability action plan, which includes: further dolphin protection measures including investments in net alignment and training in best practices across the fleet; significant financial investment in an international research program to assess dolphin populations in the Eastern Tropical Pacific Ocean; zero retention and maximum live release program for all sharks and rays; and active stakeholder engagement in building more transparency in fisheries in Mexico.

MASSACHUSETTS: Pogies have been abundant in North Shore waters

August 7, 2017 — I can’t remember the last time there have been so many pogies (Brevoortia tyrannus for you Latin fans) in the water. Huge schools of them can be found right now from Salem to Salisbury. The big stripers and tuna have just been feasting on them.

These fish, also known as menhaden on the South Shore, bunker further south and about thirty other names along the Atlantic coast from Nova Scotia to Florida, grow to roughly 15 inches in length and weigh in at about 1 pound. Native Americans in precolonial America called the fish ‘munnawhatteaug,’ which means ‘fertilizer.’

They are a rather oily forage fish with a scale-less head that composes about one-third of it’s body length, are fairly flat-sided with a deeply forked tail. They can range in color from dark blue, green, blue gray, or blue brown above, with silvery sides, belly, and fins, and with a strong yellow or brassy luster. There is a conspicuous dusky spot on each side close behind the gill opening, with a varying number of smaller dark spots farther back, arranged in irregular rows.

They feed in a rather unique manner. An adult pogy swims along with it’s tooth-less mouth wide open and its gills spread. As tiny plankton, annelid worms, and crustacea flow into the mouth they are caught in a whole series of very fine comb-like gill rakers. As they move through the ocean these small fish filter as much as 7 gallons of water per minute! Imagine how much water is filtered when a whole school is feeding.

They have no defense mechanism other than being hidden in a huge school. They are oil-rich so every prey fish in the ocean targets them. Pollock, cod, tuna, stripers, sharks, bluefish and swordfish all savage these schools. Menhaden are a major source of omega-3 fatty acids, which have been shown to cut risks of heart disease and possibly other diseases, such as Alzheimer’s.

Nations Will Start Talks to Protect Fish of the High Seas

August 2, 2017 — UNITED NATIONS — More than half of the world’s oceans belong to no one, which often makes their riches ripe for plunder.

Now, countries around the world have taken the first step to protect the precious resources of the high seas. In late July, after two years of talks, diplomats at the United Nations recommended starting treaty negotiations to create marine protected areas in waters beyond national jurisdiction — and in turn, begin the high-stakes diplomatic jostling over how much to protect and how to enforce rules.

“The high seas are the biggest reserve of biodiversity on the planet,” Peter Thomson, the ambassador of Fiji and current president of the United Nations General Assembly, said in an interview after the negotiations. “We can’t continue in an ungoverned way if we are concerned about protecting biodiversity and protecting marine life.”

Without a new international system to regulate all human activity on the high seas, those international waters remain “a pirate zone,” Mr. Thomson said.

Lofty ambitions, though, are likely to collide with hard-knuckled diplomatic bargaining. Some countries resist the creation of a new governing body to regulate the high seas, arguing that existing regional organizations and rules are sufficient. The commercial interests are powerful. Russian and Norwegian vessels go to the high seas for krill fishing; Japanese and Chinese vessels go there for tuna. India and China are exploring the seabed in international waters for valuable minerals. Many countries are loath to adopt new rules that would constrain them.

NOAA Requests Comment on a Change to Bluefin Regulations

July 24, 2017 — CAPE COD, Mass. — NOAA is seeking public comment regarding a request from the Cape Cod Commercial Fishermen’s Alliance for an exemption from a regulation that prohibits having unauthorized gear on board while fishing for, retaining, or possessing a bluefin tuna.

In their application, the Alliance suggest that the use of electronic monitoring, already required by federal fishing authorities is a sufficient at-sea monitoring to verify that the catch of bluefin tuna occurred on authorized gear.

The regulation was designed to allow enforcement to not only verify that only the authorized gear type was used to catch the bluefin tuna, but also serves as an effort control for bluefin tuna as it limits the number of vessels that can actively pursue bluefin tuna to those with only authorized gear.
