Gulf of Mexico yellowfin tuna market steady as shoppers stock up

May 26, 2020 — Despite the coronavirus pandemic – or maybe because of it – the market for yellowfin tuna from the Gulf of Mexico is holding up just fine.

David Maginnis, operator of Jensen Tuna in Houma, Louisiana, the major supplier of gulf yellowfin, says he’s seeing stronger demand for domestic product – especially the higher quality, sushi-grade fish known as No. 1.

Chinese boat that dumped Indonesian crews at sea was also shark-finning: Reports

May 14, 2020 — Conservationists are calling for an investigation into alleged illegal fishing by a Chinese tuna company that kept Indonesian seamen as virtual slaves, leading to the deaths of four of them.

China’s Dalian Ocean Fishing Co. Ltd. has been under scrutiny after reports in early May linked four of its high-seas boats — Long Xing 629, Long Xing 802, Long Xing 605 and Tian Yu 08 — to the human rights abuses of its Indonesian crew members. Four Indonesians died between December 2019 and April 2020 due to the hazardous working conditions on board the boats. The bodies of three of them were dumped overboard for fear of infection, sparking a diplomatic outcry from Jakarta.

Migrant boat crews from Southeast Asia are seen as a source of cheap labor, making up a large proportion of Asia’s distant-water fleets. But deadly conditions await the workers aboard the vessels, such as overwork, having their wages withheld, being forced into debt bondage, and experiencing physical and sexual violence.

The Indonesian government has condemned the abuses of the Indonesian crew on the Chinese boats and called on Beijing to investigate the matter. But conservationists are also calling for both countries to look into allegations that the boats were engaged in illegal, unreported and unregulated fishing (IUU).

June 10-19, 2020 PFMC Meeting Notice (Online Meeting) and Agenda Now Available

The Pacific Fishery Management Council (PFMC or Council) and its advisory bodies will meet June 10-19, 2020 online only, to address issues related to groundfish, salmon, highly migratory species, coastal pelagic species, and administrative matters.

Please see the June 10-19, 2020 Council meeting notice on the Council’s website for further updates and details regarding webinar participation; schedule of advisory body meetings, our E-Portal for submitting public comments, and public comment deadlines. There will be no meetings schedule during the weekend of June 13‐14, however, the meeting will continue daily on Monday, June 15 at 8 a.m. through Friday, June 19, 2020.

Key agenda items for the meeting include Council considerations to:

  • Provide Recommendations to Upcoming International Forums Including U.S. Positions on Pacific Bluefin Tuna Catch Limits to the Inter‐American Tropical Tuna Commission and Receive an Update on the U.S./Canada Albacore Tuna Treaty

Walmart, Major Retailers Call for Governments to Ensure Sustainably Produced Tuna during COVID-19

May 7, 2020 — The following was released by the Sustainable Fisheries Partnership:

The Sustainable Fisheries Partnership and more than 50 retailers, brands, and seafood companies,* including Walmart, Publix, Nestle, Carrefour, and Tesco, today called on the United States, European Union, and approximately 45 governments to implement electronic monitoring in tuna fisheries to protect workers and ensure fishing continues to be sustainable.

“We are key stakeholders in these fisheries and strongly wish to see the environmental impact of these fisheries managed in a manner consistent with our procurement specifications for sustainable sourcing,” the companies wrote.

In a letter issued today, the companies urged the governments to move rapidly and urgently through the Regional Fisheries Management Organizations (RFMOs) to make electronic monitoring an accepted alternative to human observer coverage in tuna fisheries. This technology already exists, but the governments and RFMOs have been slow to adopt its use.

In April, at-sea observer programs in tuna fisheries were suspended by the RFMOs, the international governmental bodies responsible for their management, due to COVID-19. Observers document activities and collect data essential to conservation.

The companies also called for greater transparency to advance the fully effective implementation of electronic monitoring on all fleets and regular review of the COVID-19 situation and risks of restoring human at-sea observers at the earliest safe and practical date.

As meat plants idle, California has no shortage of fish, dairy

April 30, 2020 — The coronavirus lockdown has reduced fisherman Pete Grillo’s operation to a folding table and Igloo coolers under a blue canopy at the foot of a rickety wood pier along Driscoll’s Wharf.

Even as restaurant suppliers have all but disappeared as customers, the purveyor of yellowfin tuna on Wednesday sold out of yellowfin that hit the dock Friday. “This is the last of 30,000 pounds,” said seller Ben Stephens, 24.

California isn’t immune to pork, beef and chicken supply issues, but it does have its own food ecosystem, which includes an abundance of fish and the availability of regional beef and chicken, experts say. That could keep the state’s appetite for protein satiated in the weeks to come.

California is “the breadbasket of the world,” Gov. Gavin Newsom said Wednesday.

ISSF Annual Report Shows 99.1% Participating Company Conformance Rate with Science-based Conservation Measures, Highlights 2019 Efforts for Sustainable Tuna

April 22, 2020 — The following was released by the International Seafood Sustainability Foundation:

The International Seafood Sustainability Foundation (ISSF) released its 2019 annual report today, titled Commitment and Collaboration, which presents tuna-fishery sustainability achievements in the organization’s 10th anniversary year.

“From the beginning, ISSF’s tuna conservation work has required a one-world, one-planet perspective — and a consensus-building approach, as challenging as that is for any complex issue,” explains ISSF President Susan Jackson in the report. “The ISSF team has long appreciated that solving environmental problems means reaching across continents in the spirit of goodwill to share scientific information and resources, learn from each other’s insights and experiences, and make steady progress for the common good.”

Commitment and Collaboration focuses on ISSF’s collaborations to identify and promote “best practices” in tuna and ocean conservation with fishers, tuna companies, retailers, and Regional Fisheries Management Organizations (RFMOs). The report also covers ISSF’s activities with environmental nongovernmental organizations (NGOs), scientific agencies and more.

The interactive annual report, which includes video content and downloadable graphics, offers special features on:

  • Biodegradable Fish Aggregating Device (bio-FAD) research
  • Fishery Improvement Project (FIP) outreach
  • Tuna stock status based on catch and abundance
  • RFMO proposals and policy changes aligned with ISSF advocacy priorities

San Diego’s Fishing Community Pivots to Stay Afloat

April 15, 2020 — The COVID-19 shutdown of many of the city’s restaurants has left much of San Diego’s commercial fishing fleet reeling, and right now they’re doing everything they can to stay afloat including shifting the way they’re selling fish at the weekly Tuna Harbor Dockside Market (598 Harbor Lane), which has remained open as an essential business.

Starting today at 5 p.m., San Diegans looking to add fresh seafood to their meals will be able to access an online store to place pre-orders for locally caught seafood that will be portioned and ready for pickup at the outdoor market between 11 a.m. and 1 p.m. on Saturday. To test out the new pickup system, the variety available online will be limited to finfish like ahi tuna and opah plus sea urchins, crabs and spot prawns. The goal is to spread out the number of shoppers coming to the market at the same time.

Customers will also be able to purchase fish from the market during its normal hours of 8 a.m. to 1 p.m. under expanded protective guidelines: An extended 12-foot social distancing designation will be in place for those waiting to enter the market; there will be strict limits on the number of people (including staff) who will be allowed on the pier at one time; and customers are being asked to wear a face mask while shopping at the market.

“The commercial fishing fleet has always provided food for people and we’re still here,” says commercial fisherman Kelly Fukushima. “We want them to know they can rely on us to put food on people’s tables.”

MASSACHUSETTS: New Bedford fisheries hopeful as restaurants adapt to COVID-19 crisis

April 7, 2020 — Commercial fishermen depend on restaurants to survive.

Keith Decker, President of Blue Harvest Fisheries in New Bedford, says demand for seafood is down by 65-percent, and much of that is because many restaurants closed down at the beginning of the crisis.

Decker says blue and yellow fin tuna have been hit hard. When their last tuna vessel came in right after the coronavirus shock, “there were no buyers for the fish. That market dried up to zero.” The company inevitably had to sell off the fish for a fraction of its price or freeze it.

And while it’s unlikely high end sushi restaurants will be opening up anytime soon, some fishermen are hopeful. Wayne Reichle, owner of a scallop fishery in New Bedford, says there could be an uptick in demand for less expensive seafood.

“Restaurants are starting to re-open after they figured out they could do customer pick-up or home delivery,” Reichle says. “It’s taken two or three weeks but people sort of figured out how to continue supplying meals and keeping fresh seafood in the supply chain.”

84% of Global Tuna Catch Comes from Stocks at Healthy Levels, While 15% Require Stronger Management

April 2, 2020 — The following was released by the International Seafood Sustainability Foundation:

Of the total commercial tuna catch worldwide, 84% came from stocks at “healthy” levels of abundance, according to the March 2020 International Seafood Sustainability Foundation (ISSF) Status of the Stocks report. In addition, 15% of the total tuna catch was from overfished stocks, and 1% was from stocks at an intermediate level of abundance. The previous version of this report was released by ISSF in October 2019.

Several tuna stocks worldwide are considered overfished and/or subject to overfishing:

  • The Atlantic Ocean bigeye, Eastern Pacific yellowfin, Indian Ocean yellowfin and Pacific bluefin tuna stocks are currently overfished and subject to overfishing.
  • Overfishing is occurring as well on three other stocks: Eastern Pacific bigeye, Indian Ocean bigeye and Indian Ocean albacore.
  • All skipjack and most albacore stocks are healthy.

Ratings for the following species have changed since last reported in October: 

  • The Spawning Biomass (SSB) ratio for Atlantic Ocean yellowfin has improved from yellow to green.
  • The fishing mortality rate ratio for Indian Ocean bigeye has downgraded from green to orange.
  • The fishing mortality ratio for Indian Ocean albacore has downgraded from green to orange.

ISSF publishes its signature Status of the Stocks report twice each year using the most current scientific data on 23 major commercial tuna stocks.

Key Statistics in the Report

  • ​​Abundance or “spawning biomass” levels: Globally, 65% of the 23 stocks are at healthy levels of abundance, 17.5% are overfished and 17.5% are at an intermediate level.
  • Fishing mortality levels: 70% of the 23 stocks are experiencing a well-managed fishing mortality rate, and 30% are experiencing overfishing.
  • Total catch: In 2018, the catch of major commercial tuna stocks was 5.1 million tonnes. 58% was skipjack tuna, followed by yellowfin (29%), bigeye (8%) and albacore (4%). Bluefin tunas accounted for 1% of the global catch.
  • Largest tuna catches by stock: The five largest catches in tonnes, unchanged since the previous report, are Western Pacific Ocean skipjack, Western Pacific Ocean yellowfin, Indian Ocean skipjack, Indian Ocean yellowfin and Eastern Pacific Ocean skipjack.
  • Tuna production by fishing gear: 66% of the catch is made by purse seining, followed by longline (10%), pole-and-line (8%), gillnets (4%) and miscellaneous gears (12%).  These percentages changed minimally since the previous report.

The Status of the Stocks report is reviewed by the ISSF Scientific Advisory Committee, which provides advice on its content. The report does not advocate any particular seafood purchase decisions.

New Requirements Protect Bluefin Tuna, Expand Opportunities in Other Fisheries

March 31, 2020 — The following was released by NOAA Fisheries:

Today, NOAA Fisheries announced measures that provide more fishing opportunities for vessels targeting Atlantic swordfish and some tuna species. We will continue under these measures to protect bluefin tuna from overfishing.

The changes give fishermen using pelagic longlines access to new fishing areas originally closed to reduce the number of bluefin caught unintentionally. Under the new rules, longline fishermen in the Gulf of Mexico are also required to use weak hooks only when bluefin tuna are spawning. This means they are only required to use them January through June rather than year-round.

Regardless of where or when they fish, longline fishermen are still not allowed to target bluefin tuna. They can keep some caught unintentionally, but they have to stay within their individual allocation of the U.S. bluefin quota. This allows them to fish for economically valuable species like swordfish and other tunas while protecting bluefin.

The measures are in part a response to the success of the Individual Bluefin Quota (IBQ) Program in reducing bluefin bycatch. We also designed the measures to help reverse a trend of underharvesting the U.S. swordfish quota.

“The success of the IBQ Program has allowed us to simplify and streamline Atlantic HMS management,” said Randy Blankinship, who leads the group responsible for managing Atlantic bluefin in the United States. “With this rule, we are optimizing fishing opportunities for pelagic longline fishermen while continuing to manage and conserve bluefin tuna through the IBQ program and other management measures.”
