New Secretary of Commerce Wilbur Ross Lists U.S. Fisheries as a Top Department Priority

WASHINGTON (Saving Seafood) – March 1, 2017 – In his first address (starts at 9:41 in the video) to Department of Commerce employees this morning, newly confirmed Secretary of Commerce Wilbur Ross included U.S. fisheries among his top priorities for the department.

In a list of ten challenges facing the Commerce Department’s 47,000 employees, including the launch of more NOAA satellites and changes to the methodology of the 2020 U.S. Census, Mr. Ross specifically identified the need for “obtaining maximum sustainable yield for our fisheries.”

Maximum sustainable yield (MSY) refers to the largest catch that can be sustainably taken from a fish stock over an indefinite period of time. Promoting sustainable fishing by achieving maximum sustainable yield is one of the primary goals of the Magnuson-Stevens Fishery Conservation and Management Act (MSA), the chief law governing fisheries management in the U.S.

The U.S. commercial fishing industry is a vital part of the U.S. economy, with landings of 9.7 billion pounds of seafood in 2015 worth $5.2 billion, according to the latest “Fisheries of the United States” report from NOAA Fisheries. Nevertheless, nearly 90 percent of seafood consumed in the U.S. is imported into the country.

Mr. Ross has previously expressed his support for domestic fisheries and his desire to reduce America’s reliance on seafood imports, which has created an $11 billion trade deficit for the U.S. seafood industry.

“Given the enormity of our coastlines, given the enormity of our freshwater, I would like to try to figure out how we can become much more self-sufficient in fishing and perhaps even a net exporter,” Mr. Ross said at his January confirmation hearing, according to Politico.

Mr. Ross was confirmed in a Senate vote 72-27 Monday night. He is a successful billionaire investor and founder of the private equity firm WL Ross & Co., from which he has agreed to divest as he takes on his new government role.

How Smart Fishery Management Saved The Atlantic Sea Scallop

January 24, 2017 — Scallops taught the United States an important lesson in sustainability.

A smart fishery management plan was meant to relieve suffering cod and flounder populations, but it also prevented the Atlantic sea scallop market from fizzling out in the ’90s.

In 1991, New England fisheries yielded 37 million pounds of scallops. Scientists started to worry when scallop landings dropped to less than 10 million pounds in 1994.

Then, regulators closed three fisheries along the Georges Bank, an underwater plateau between Massachusetts and Nova Scotia. They also temporarily stopped issuing new fishing licenses, and they rotated access to certain fishing grounds.

ISSF Report Shows Management of Many Tuna Stocks Falling Short of Marine Stewardship Council (MSC) Sustainability Standards

January 24, 2017 — The following was released by the International Seafood Sustainability Foundation:

WASHINGTON — Only 11 of 19 major commercial tuna stocks are being managed to avoid overfishing and restore depleted fish populations, in part because the majority (16) of them are not protected by well-defined harvest control rules (HCRs) from Regional Fishing Management Organizations (RFMOs), according to independent scientists in a report published by the International Seafood Sustainability Foundation (ISSF).

About the Report

In response to inconsistencies amongst assessments of tuna stocks against the MSC certification standard, “An Evaluation of the Sustainability of Global Tuna Stocks Relative to Marine Stewardship Council Criteria” takes a global, comprehensive approach to scoring stocks against certain components of the MSC standard. In addition, the report — authored by experienced MSC assessors Joseph E. Powers and Paul A. H. Medley and updated twice since first published in 2013 — is designed to:

  • Provide a basis for comparing between stocks scores as assessed by the same experts
  • Become a useful source document for future tuna certifications or in the establishment of tuna Fishery Improvement Projects (FIPs)
  • Offer a “snapshot” of the current status of the stocks, as well as the strengths and weaknesses of RFMOs
  • Prioritize ISSF projects and advocacy efforts against initiatives that will improve low performance indicator scores

The scores in this report focus on stock status (MSC Principle 1) and the international management aspects relevant to RFMOs (part of MSC Principle 3) and are based on publicly available fishery and RFMO data. Each of these Principles is evaluated in relationship to Performance Indicators (PIs) within each Principle.

Key Findings

The report scores tuna stocks (bigeye, yellowfin, albacore, and skipjack — but not bluefin) and each tuna RFMO (ICCAT, IATTC, WCPFC, and IOTC). An 80 is a passing score, below 60 is a failing score, and 60–79 would indicate a conditional pass, with the requirement that any deficiency is addressed within five years if a fishery were to become MSC-certified. The stock scores for each principle, which are comprised of scores for performance indicators within the principle, show that:

  • Principle 1: “A fishery must be conducted in a manner that does not lead to over-fishing or depletion of the exploited populations and, for those populations that are depleted, the fishery must be conducted in a manner that demonstrably leads to their recovery.”
    • Among seven tuna species in the Atlantic Ocean, only one — Northern Albacore, which “has recovered from biomass reductions several decades ago” — received an overall principle-level passing score.
    • In contrast, in the Pacific, only one stock — Western Bigeye, which has been undergoing a steady decline since the 1970s — received an overall principle-level failing score.
    • Likewise, in the Indian Ocean, only Yellowfin received an overall failing score. However, the outlook for that stock in 2016 is slightly more optimistic than it was in 2015.
    • Yellowfin stocks in the Eastern Pacific, Atlantic and Indian Oceans require rebuilding, as do Mediterranean Albacore; Atlantic Bigeye; and Western Pacific Bigeye and Eastern Pacific Bigeye.
    • Mediterranean Albacore and Western Pacific Bigeye had the most failing scores on individual performance indicators — including stock status, stock rebuilding, and harvest control rules and tools.
    • Only Eastern Pacific Skipjack received passing scores of 80 on each of the six performance indicators for Principle 1.
  • Principle 3: “The fishery is subject to an effective management system that respects local, national and international laws and standards and incorporates institutional and operational frameworks that require use of the resource to be responsible and sustainable.”
    • Two RFMOs examined in the report — WCPFC and IATTC — received passing scores for all seven performance indicators under Principle 3.
    • The other two RFMOs — ICCAT and IOTC — received conditional pass scores on these performance indicators: “consultation, roles and responsibilities” and “compliance and enforcement.” ICCAT was given a conditional pass score for “legal and customary framework.” Other performance indicators include “long term objectives”; “fishery specific objectives”; “decision-making processes”; and “management performance evaluation.”
    • All four RFMOs received overall principle-level passing scores from the authors.

The Evaluation report also includes detailed remarks on each stock, evaluations of the four RFMOs, and comprehensive reference citations.

As the authors note, the “status of stock determinations change continually with new data, new assessments and new findings.” A comparison of the December 2016 report to the previous March 2015 version reveals that good progress has been made in the adoption of interim harvest control rules for several stocks in IATTC and IOTC, as well as in the RFMO management frameworks (previously, both ICCAT and IOTC failed to score 80 or higher).

“ISSF applauds tuna RFMOs for improving their management frameworks,” comments Dr. Victor Restrepo, ISSF Vice President, Science. “While the slow pace is not ideal, it is evident that progress is being made. These improvements must continue if we are to ensure sustainable tuna fisheries into the future.”

While the Evaluation report focuses on tuna stock status and sustainability as well as on RFMO policies, it does not address national or bilateral fishing jurisdictions, gear- or fleet-specific ecosystem impacts, or specific fisheries’ ecosystems — all of which are also considered within the MSC assessment methodology.

Since 2011, ISSF has been an active stakeholder in MSC tuna fishery assessments and certifications. ISSF works to develop and implement verifiable, science-based practices, commitments and international management measures to help all tuna fisheries become capable of meeting the MSC certification standard without conditions.

Seafood Industry Fights Back Against Obama’s Fish Fraud Laws

January 13, 2017 — Even your humble local sushi joint will (hopefully) offer a dizzying array of seafood, from fluke to lobster to sea urchin. But chances are high that your sashimi isn’t what it seems: According to one report a couple years back from the ocean advocacy group Oceana, as much as 74 percent of fish sold at sushi spots in the US is fraudulent. Per that report, 92 percent of what’s sold as “red snapper” and 71 percent of what’s sold as “tuna” are actually imposter species of fish.

Seafood fraud is nothing new, and another Oceana report found that overall, 20 percent of all types of seafood sold nationally was mislabeled. Often, endangered fish of dubious origin can be passed off as more sustainable types of fish.

Last month, in an effort to enhance transparency for consumers and allow traceability of fish coming to US shores from foreign waters—where shady international fishing operators often use illegal methods to haul in catch en masse—the Obama administration announced rules that would require seafood importers to be able to trace the origin of each and every fish sold in the US back to an individual boat or fish farm.

Now, however, fishing industry players are fighting back, and have sued the government for placing what they say is an onerous and expensive burden on importers who already follow the rules.

The rule, which would go into effect on January 1 of 2018, requires importers to keep track of sourcing information for 13 priority species including tuna, swordfish, cod, and other species that are often mislabeled and overharvested. Importers would need to specify when and where a fish was caught, and would have to hold onto the data for two years. A new Seafood Import Monitoring Program within the National Oceanic and Atmospheric Administration would oversee the program.

When the program was announced, Kathryn Sullivan, a NOAA Administrator said, “As a global leader in sustainable fisheries management and seafood consumption, the US has a responsibility to combat illegal practices that undermine the sustainability of our shared ocean resources. We designed this program to further ensure that imported seafood is legally harvested and truthfully represented, with minimal burden to our partners.”

How Antibiotic-Tainted Seafood From China Ends Up on Your Table

December 16, 2016 — From the air, the Pearl River Delta in southern China’s Guangdong province resembles a mass of human cells under a microscope. Hundreds of thousands of tiny rectangular blocks, all of them shades of green, are clustered between cities and waterways. Livestock pens are scattered among the thousands of seafood farms that form the heart of the country’s aquaculture industry, the largest in the world.

Beside one of those fish farms near Zhaoqing, on a muggy day in June, a farmhand wearing a broad-brimmed straw hat hoses down the cement floor of a piggery where white and roan hogs sniff and snort. The dirty water from the pens flows into a metal pipe, which empties directly into a pond shared by dozens of geese. As the yellowish-brown water splashes from the pipe, tilapia flap and jump, hungry for an afternoon feeding.

Chinese agriculture has thrived for thousands of years on this kind of recycling—the nutrients that fatten the pigs and geese also feed the fish. But the introduction of antibiotics into animal feed has transformed ecological efficiency into a threat to global public health.

At another farm, in Jiangmen, a farmer scatters a scoop of grain to rouse her slumbering swine, penned on the edge of a pond with 20,000 Mandarin fish. The feed contains three kinds of antibiotics, including colistin, which in humans is considered an antibiotic of last resort. Colistin is banned for swine use in the U.S., but until November, when the Chinese government finally clamped down, it was used extensively in animal feed in China. Vials and containers for nine other antibiotics lie around the 20-sow piggery—on shelves, in shopping bags, and atop trash piles. Seven of those drugs have been deemed critically important for human medicine by the World Health Organization.

The overuse of antibiotics has transformed what had been a hypothetical menace into a clear and present one: superbugs, bacteria that are highly resistant to antibiotics. By British government estimates, about 700,000 people die each year from antibiotic-resistant infections worldwide. If trends continue, that number is expected to soar to 10 million a year globally by 2050—more people than currently die from cancer.

In November 2015 scientists reported the discovery of a colistin-resistant gene in China that can turn a dozen or more types of bacteria into superbugs. Since then the gene has been found in patients, food, and environmental samples in more than 20 countries, including at least four patients in the U.S. Food, it now appears, can be a crucial vector. “People eating their shrimp cocktails and paella may be getting more than they bargained for,” says Dr. Martin Blaser, a professor of microbiology and an infectious diseases physician at New York University Langone Medical Center who chairs President Barack Obama’s advisory panel for combating antibiotic-resistant bacteria. “The penetration of antibiotics through the food chain is a big problem.”

Research has found that as much as 90 percent of the antibiotics administered to pigs pass undegraded through their urine and feces. This has a direct impact on farmed seafood. The waste from the pigpens at the Jiangmen farm flowing into the ponds, for example, exposes the fish to almost the same doses of medicine the livestock get—and that’s in addition to the antibiotics added to the water to prevent and treat aquatic disease outbreaks. The fish pond drains into a canal connected to the West River, which eventually empties into the Pearl River estuary, on which sit Guangzhou, Shenzhen, Hong Kong, and Macau. The estuary receives 193 metric tons (213 tons) of antibiotics a year, Chinese scientists estimated in 2013.

Accord on eco-labelling boosts sustainable fishing

December 2, 2016 — Finding ethically-sourced fish is about to become easier for leading retailers and restaurants that have pledged to offer customers sustainable seafood.

The world’s largest seafood eco-labelling scheme is operated by the Marine Stewardship Council (MSC) whose blue logo is a common sight in supermarkets across the world. The scheme will soon become part of the Global Sustainable Seafood Initiative, a benchmark backed by leading retailers, the UN Food and Agriculture Organization (FAO) and NGOs. The global benchmark, launched last year, has already recognised schemes that operate in Alaska and Iceland and is expected to give its stamp of approval to the MSC next year.

Eco-labelling and certification are widely regarded as key tools in encouraging the adoption of sustainable practices across a global seafood trade that is estimated to be worth $150bn a year.

Demand from retailers and restaurants has pushed suppliers in the fisheries sector to certify increased volumes of supplies as sustainably sourced.

Sustainable seafood now accounts for 14 per cent of global production compared with just 0.5 per cent in 2005, according to the International Institute of Sustainable Development.

Yet eco-labelling is one of the most hotly debated issues among members of the food supply chain. For consumers, the myriad of labels and programmes has led to confusion. Many producers, meanwhile, complain they have struggled with the investment required to obtain the benefits of certification.

University of Ottawa catches on to certified sustainable, traceable seafood standards

November 23, 2016 — The following was released by the Marine Stewardship Council:

OTTAWA – The University of Ottawa is celebrating World Fisheries Day with the achievement of Marine Stewardship Council (MSC) certification, solidifying the University’s commitment to sourcing and serving wild seafood that meets the world’s most rigorous standards for sustainable fishing and traceability.

“Aquatic ecosystems around the world are under tremendous pressure from a combination of environmental change, habitat degradation, and over-harvesting. This commitment by the University of Ottawa will make a real difference in encouraging and supporting sustainable seafood harvesting,” says Nathan Young, interim director of the School of Sociological and Anthropological Studies at the Faculty of Social Sciences.

By choosing seafood with the blue MSC label, uOttawa diners can trust they’re making an ocean-friendly choice that directly rewards fishers, companies and institutions dedicated to preserving healthy oceans and sustainable seafood supplies for generations to come.

“MSC certification is an important marker of ecological sustainability, allowing consumers to know their seafood can be traced to a well-managed, sustainable fishery.  This is particularly important given the overall trend of fish stock decline,” says Melissa Marschke, associate professor of international development and global studies.

As an international non-profit organization established to address the problem of overfishing, the MSC runs the world’s most recognized certification program for sustainable seafood. The program recognizes fisheries that manage their fish stocks responsibly and ecologically, and then assures traceability from ocean to plate.

“World Wildlife Fund Canada applauds the University of Ottawa’s decision to address the problem of unsustainable fishing by purchasing Marine Stewardship Council-certified seafood. Overfishing is a serious threat to the health of our oceans, as almost one-third of fish stocks globally are now considered overfished. Choosing MSC means supporting a healthy marine environment by only consuming fish from stocks that are well-managed and sustainably harvested,” says Bettina Saier, vice president of oceans, WWF-Canada.

The University of Ottawa is working towards one-hundred percent MSC-certified wild seafood for its state-of-the-art dining hall, which feeds 7,500 people a day and prepares 20 tonnes of seafood each year. The University ranks as the second most sustainable university in Canada according to the UI Green Metric Ranking.

Update to ISSF Participating Company Compliance Report Shows Improvement Across All Measures

November 21, 2016 — The following was released by the International Seafood Sustainability Foundation:

WASHINGTON — The International Seafood Sustainability Foundation (ISSF) has released its Update to ISSF Conservation Measures & Commitments Compliance Report, which shows a conformance rate of 95.6 percent by 25 ISSF participating companies as of October 31, 2016, across all 20 measures then in effect. ISSF Participating Companies account for about 75% of the global canned tuna market.

The November 2016 Update is based on audits conducted June 2016–October 2016 on measures where some companies had “minor” or “major” nonconformance. Improvements noted since the June 2016 ISSF Conservation Measures & Commitment Compliance Report was published include:

  • 14 companies were found to be fully compliant with all 20 measures.
  • 19 companies were fully compliant in 17 or more conservation measures.
  • “Minor” non-conformance with measures dropped from 11.6% to 4.4%.
  • All 6 “major” non-conformances have been corrected, resulting in the first 0% “major” non-conformance rate since the report has been published.

The ISSF Conservation Measures & Commitments Compliance Report is published annually to track ISSF participating companies’ progress in conforming with ISSF conservation measures like these:

  • Tracing tuna products by fishing and shipment vessels, fish species, ocean, and other factors
  • Establishing and publishing policies to prohibit shark finning and avoiding transactions with vessels that carry out shark finning
  • Conducting transactions only with purse seine vessels whose skippers have received educational information from ISSF on best practices such as reducing bycatch
  • Avoiding transactions with vessels that are on an RFMO Illegal, Unregulated and Unreported (IUU) Fishing list

In addition to these summary reports, third-party independent auditor MRAG Americas issues individual company reports that document in detail each company’s compliance with conservation measures. This year, for the first time since ISSF started tracking and reporting company compliance in 2013—and in response to requests for deeper information—ISSF now publishes the individual company compliance reports on its website.

“That many of the tuna industry’s key players are conforming to science-based conservation measures, opening their books to independent auditors, and reporting their findings publicly, would be accomplishment enough,” said ISSF Board Member Dr. Bill Fox, Vice President, Fisheries, WWF-US. “But efforts to improve participating company conformance within the audit year—increasing the conformance rate by seven points in just five months—raises the bar for the industry and the market as a whole. And it represents continuous improvement in action.”

ISSF continually expands and refines its science-based conservation measures, which now number more than 25. New measures passed by the ISSF Board of Directors in October 2016—some taking effect in 2016, and others in 2017 or later—cover non-entangling FADs, product traceability, and fishing capacity management.

Can North Carolina’s Local Seafood Movement Help Save its Fishermen?

November 16, 2016 — North Carolina’s commercial fishermen—who work primarily in independent, small-scale operations—landed 66 million pounds of fish last year, but rather than ending up on North Carolina plates, the majority was whisked out of state to markets where it could fetch a higher price.

“I think more New Yorkers eat North Carolina seafood than North Carolinians,” says Ann Simpson, who grew up in a small town on the coast and currently directs North Carolina Catch, a partnership of smaller organizations working to strengthen the state’s local seafood economy.

To fill the void created by the export of its catch, North Carolina—like most states—ships in seafood from abroad. Today, around 90 percent of the seafood Americans eat has been imported from places like China, Thailand, Canada, Indonesia, Vietnam, and Ecuador, and the average fish travels more than 5,400 miles between the landing dock and point of sale.

“People come to the coast looking for fresh seafood, and for the most part, they’re getting seafood from halfway around the world, which they’re eating in a local setting,” says Noelle Boucquey, assistant professor of environmental studies at Eckerd College, who studied North Carolina’s fisheries while at Duke University. Patronize a vendor at the Outer Banks Seafood Festival in Nags Head, and you’ll face the same conundrum.

First-Ever Fishery Improvement Project Launched in Japan

November 10, 2016 — The following was released by Ocean Outcomes:

Sustainable seafood movement takes a big step forward in East Asia as industry, fishermen, and NGOs come together to launch the “Tokyo Bay Sea Perch FIP”, the first project of its kind in Japan.

Tokyo, Japan — In 2016, the market value of sustainable seafood reached an all-time high of $11.5 billion USD, placing further incentive to increase the sustainability of fisheries across the globe. Asia’s share of global seafood production is up to 69%, by some estimates, but only 11% of this is certified as sustainable seafood production including Marine Stewardship Council (MSC) and Aquaculture Stewardship Council (ASC) certifications. As such, implementation of Fishery Improvement Projects (FIPs) in Japan will ensure the growth of the Asian sustainable seafood market.

Ocean Outcomes (O2) and Kaiko Bussan Inc. today announced its launch of the “Tokyo Bay Sea Perch FIP”, Japan’s first Fishery Improvement Project (FIP). The project was introduced by Seafood Legacy Co., Ltd. to Seiyu GK, a subsidiary of Walmart Stores, Inc., the American multinational retail corporation and global leader in sustainable seafood, who have decided to support this project that will improve the sustainability of the sea perch fisheries in Tokyo Bay. As part of the project, at the end of October 2016, Seiyu test marketed the “Tokyo Bay Sea Perch FIP” product in 4 stores in the Kanto area and received positive feedback from customers regarding the quality, freshness and the reasonable price of the products. Going forward, Seiyu will discuss its support for this project including continued “Tokyo Bay Sea Perch FIP” product sales in stores and project grant contribution.

  • About Fishery Improvement Projects (FIPs)

A Fishery Improvement Project (FIP) is a collaborative project between fisheries stakeholders, such as fishermen, businesses, distributors, and NGOs, to improve the sustainability of a fishery. Two-thirds of the top 25 North American retailers, comprising 90% of the global seafood market, have committed to supporting FIPs. Projects like the “Tokyo Bay Sea Perch FIP” are vital if fisheries want to improve and access global markets.

Tokyo Bay is a major fishing ground for sea perch and a historically and culturally important sourcing region for edomae sushi, the style of sushi created during the late Edo-period (late 19th century) that influenced the nigiri sushi that is common today. The “Tokyo Bay Sea Perch FIP” will ensure sustainable fisheries management and the enjoyment of sea perch for generations to come.

As a first step in the project, Ocean Outcomes collaborated with Kaiko Bussan to complete an assessment of current fishing practices calibrated against internationally recognized best practices standards. The assessment found opportunities to modify fishing practices and gather additional data as steps which could better inform fisheries management and lead to more sustainable practices overall. These opportunities, described in detail in the FIP work plan, include plans to better monitor bycatch of endangered, threatened, and protected species, plans to collect fishery data to better evaluate and monitor stock abundance, and a commitment to work towards a more collaborative management plan.
